THE Code of Conduct Bureau (CCB) has opened up on the acquisition of $1.5 million mansions by the Chief of Army Staff, Lt. Gen. Tukur Yusuf Buratai.








The bureau said its records showed that the assets of Buratai in Dubai were declared in his wife’s name


The CCB made the clarification in a July 11 letter by Mrs. Ijeanuli Arinze Ofor, to Ugochukwu Osuagwu of St. Francis Xavier Solicitors and Advocates in Abuja.


Osuagwu had requested information on Buratai “pursuant to Section 1 and 4 of the Freedom of Information Act 2011.


The CCB said: “We refer to your mail dated Jun 29, 2016. We wish to state here that Gen. Tukar Yusuf Buratai, after his appointment as the Chief of Army Staff, declared his assets as required by the Constitution of the Federal Republic of Nigeria.


“He was served the Form CCB-I on July 21, 2015, and returned same on August 21, 2015.


“We also wish to confirm that his property at Dubai was declared in the wife’s name. Please, accept the warmest regards of the chairman.”


In a June 29, 2016, letter of the chairman of the Code of Conduct Bureau, Osuagwu sought clarification on whether or not Buratai declared the controversial mansions.


The letter said: “We request that the CCB, pursuant to the FOI Act 2011, avail us the following concerning the declarations of Gen. Tukur Yusuf Buratai.


“On July 13, 2015, President Muhammadu Buhari appointed Gen. Buratai as Chief of Army Staff. The newspapers are awash that Gen. Buratai and his two wives in 2013 paid 1,498,534.00 AED (N120 million/ $419,000) for a Dubai property, Project TFG Marina Hotel, Unit 2711.


“Sale documents indicated that the property was handed over to the Buratais on January 13, 2013, prior to his appointment as the Chief of Army Staff.


“For the purpose of clarity sir, we request you as follows: (1) Confirm if Gen.Tukur Yusuf Buratai declared his asset with you upon his appointment on July 13, 2015, as Chief of Army Staff; (2) Whether the above property he bought with his wife was also declared with the CCB.


“Kindly avail us a reply within the time allowed under the Freedom of Information Act 2011 as much as you can sir.”


The Executive Chairman of Coalition Against Corrupt Leaders (CACOL), Mr. Debo Adeniran, said assets declarations to the CCB, by public officials, should be made public for the purpose of transparency and public scrutiny.


Adeniran, who made his position known in a statement in Lagos, said public officers should not hide their assets.


He, however, asked the Economic and Financial Crimes Commission (EFCC) to probe Gen. Buratai.

THE Niger Delta Liberation Force, has threatened to sex ablaze six oil flow stations.

The threat was contained in a statement by the group on Wednesday.

The JNDLF said its anger was premised on the inability of the President Muhammadu Buhari-led government to address the challenges confronting the Niger Delta.

The group also gave the Bayelsa State Governor, Seriake Dickson, till the end of July to pay in full all workers in the State’s employ.

The statement reads in full:

We expressed with displeasure over the present government inability to address the challenges confronting the Niger Delta region. This we believe that the attitude of President Muhammadu Buhari in his stand not to address the basic issues raised by us which we believed is within the confine of the president to address them once and for all.

We came to conclusion in our emergency meeting in Yenagoa, Bayelsa state this morning that since the Nigerian president had failed to takes holistic step since his returns from London trip for his aged long ear, nose and throat treatment, it is resolved as follows:

That the oil and gas pipelines running from Ogboinbiri in Southern Ijaw LGA of Bayelsa state to Obrinkon in Ikwerre LGA of Rivers state is to be finally cut off from transmission.

That the flow stations of Ogboinbiri, Oporoma, Peremabiri, Tabidaba, Nembe, Brass, Chevron platform in Koluama, Okordia-Zarama and Biseni including Gbarain-Ubie gas gathering plant are to be set ablaze since the oil companies are major hindrance to the development of the region.

We further warned those staying around and within to please leave those areas because our mission is to cripple the economy of the country and not to kill any human being on earth.

The Nigerian securities who are claiming they are securing the oil facilities in the region should stay as their dwelling places and see whether their safety will be guarantee by the music on those days.

We thanked the Minister of state, Petroleum Resources for the bold steps he personally took to resolve the injustice created and sponsored by the wicked companies and government in Nigeria.

The initiative he took has been relegated to the background by the self acclaimed Minister of Petroleum Resources, Muhammadu Buhari who has no knowledge about the suffering of the people in the Niger Delta region only with a mission to milk the region and pays deft ears to the plight of the region.

Our struggle is beyond monetary gains and we cannot be bribe by the Nigerian government to the detriment of our suffering people and the struggle is unstoppable until justice is done to the region.

Our Field Commanders have been instructed what to do and those who are on standby in Rivers, Akwa-Ibom, Edo, Delta Cross River await after Bayelsa state operations.

We further warned that, henceforth, any attack on Ijaw communities or person(s) by the military or para-military body in the region, we will not hesitate to order our shoot-at-sight squad of any uniform personnel in the region.

For the records, Niger Delta Avengers (NDA) are not in Delta state, we only go there to strike and  returns back safely to the struggle base, Bayelsa state.

Our intelligence team further revealed that the President’s wife, Mrs. Aisha Buhari’s foundation is funded with NDDC proceeds met for the development of the region, since the present acting Managing Director, Mrs. Ibim Semenitari is mounting pressure at the presidency so as to confirmed her the substantive Managing Director of the Board which is been facilitating by the wife of the president. She conceived this idea when she was appointed last December.

“We are warning Governor Henry Seriake Dickson of Bayelsa state, without further delay commence the final payment of all workers including the old pensioners been owed of their several months of salary.

Dickson is to pay these workers/pensioners in full and not 50% or half of half of their legitimate salaries. He will not claim of any funds to pay them, the funds are with him based on the allocations he received from the federation account which is known to the people. No fund but the government is busy doing projects and building personal building within and outside the state, while these workers are dying in abject poverty in the state? This is unacceptable and it must stop forthwith in the region because our parents, brothers and sisters are not to suffer as a result of their effort they put in government to service.

Enough is enough, he should go and bring wherever he is keeping the money for, and fully pay these workers and pensioners before the end of this month or otherwise, what he is looking for in the state he shall see it from us. Dickson and his family people are building mansions in the state by diverting the money met for salary of workers. His aged mother who is over 70 years is a staff and still drawing salaries on Sagbama LGA’s payroll, what an injustice is this?

The ministry of works in the state is silently paying all supplies contracts to governor’s relatives while others are not paid. If he said there is no money, he should without delay to auction those properties he and his relatives amass with the state funds within and outside Bayelsa now to pay the workers immediately.

We’ll go after any of Dickson’s relation and political appointees who have given wrong advise to the Pharaoh (Gov. Dickson) of Bayelsa state to cripple the state. Since the governor cannot pay workers in the state, by avoiding the oath he took and his constitutional responsibilities, he should leave the seat of power in the state by avoiding bloodshed. Whoever that attacks us in words will also go for it.

If Dickson undermined us what he saw while serving as Attorney General and Commissioner for Justice of the state on that faithful day of April, 27th 2007 were we came and sacked President Goodluck Jonathan then governor of the state at government house, will experience same but this time around it will be disastrous and heads will roll, whoever that confronts us.

In a statement on it website - - signed by it spokesman, Brig.Gen Mudoch Agbinibo, the group said @Niger Delta Avengers remains it handle.



"This is the only twitter account we have and it under suspension from Twitter because we bridge their policy. @Real_Ndavengers and @NDAvengers1 all all imposters and enemies of the region.

"The general public should  not listen to those handles because they are government agents against our struggle," the statement concluded.

THE Youth wing of the Ohanaeze Ndigbo has declared Dr. Sampson Uche Ogar who purport to be the Governor-elect of Abia state by virtue of the questionable federal High court Abuja judgment as a persona non grate in Igbo land.

The Youth wing of the Igbo apex body stated this at a press conference it held at Abuja  on monday 4 th July, 2016.

In a press release jointly signed by  Mazi Obinna Achuonye, the National Vice Chairman of the body in Imo state, Dr Kingsley Chiedozie, the Deputy National treasurer of the body, Barrister Chika. Nzelu a stakeholder of the organisation, the group noted that Dr Ogar is fronting for some elements who are opposed to Igbo poltical intergrity and vowed to checkmate his antics.

The group in particular noted that Dr Ogar who they said is not even from Abia state has an agenda to implant the views and antics of the oligarchy in Igbo land and Abia state.

They condemned in bitter terms the recent opprobrious ruling by an Abuja federal High court presided by Justice Okon Abang.

They called on the EFCC AND THE NATIONAL JUDICIAL COUNCIL to thoroughly investigate  the judgment with a view to  sanctioning the judge.

Also the group slammed the INEC for giving the Certificate of Returns to Dr Ogar , accusing the body of compromise.

The group thanked the Attorny General of the federation and Minister of Justice for declaring that the case should be carried through the Appeal court and if possible the Supreme court.

AFTER the suspension of it twitter account, The Niger Delta Avengers have launched another Twitter Account with the same name but with a different handle @Real_Ndavengers.








Explaining why the micro-blogging site suspended the Avengers account, a spokesman for the site said, Avengers account was suspended in line with the company’s policy, which detailed specific rule pertaining to violent threats.


The rule says that “you may not make threats of violence or promote violence, including threatening or promoting terrorism.”


The Avengers allegedly contravened this rule by using a Twitter account as its main form of communication, using it to publicize claims of attacks and as a platform to criticise the Federal Government.


In February, Twitter said it had shut down more than 125,000 terrorism-related accounts since the middle of 2015, most of which were linked to the Islamic State group.


As at the time of filling this report, the Avenger new handle @real_ndavengers, has within it forth hour of creation gathered over 400 followers.


The handle, while re-affirming it call for referendum in a tweet also confirmed the Avengers latest attack on NDPC truck line and Chevron well.

TWITTER has taken serious action against the Niger Delta Avengers account by suspending its account.








The account of the militant group was suspended on Monday, July 4.


A visit to the page of the militants’ group showed this: “This account has been suspended. Learn more about why Twitter suspends accounts, or return to your timeline.”


The group has claimed responsibility for series of bombing of oil and gas pipeline in the region on the basis of agitation.


The group has also used its social media account to broadcast warnings and threats against the federal government and oil companies. Details of destruction of oil installations were also broadcast through the medium.

THE Indigenous People Of Biafra, Ipob, reacted on Friday to the claim by the DSS that it has uncovered plan to bomb some certain part of the country, during and after the sallah celebration.

In a swift reaction to the allegation, IPOB through its spokespersons, Barrister Emma Nmezu and Dr. Clifford Chukwuemeka Iroanya issued a statement to clarify some top errors made by the DSS Spokesperson, Tony Opuiyo.

The Statement reads;

ANOTHER BUNGLED ATTEMPT BY MUHAMMADU BUHARI AND HIS DSS TO CRIMINALIZE BIAFRANS AND BRAND IPOB A TERRORSIT ORGANIZATION


“Retired Major General Muhammadu Buhari and his Department of State Services (DSS) have once again failed woefully in their spurious attempt at criminalizing Biafrans and branding the Indigenous People of Biafra (IPOB) a terrorist organization.

“In an incoherent and error-filled statement sent to the media, the DSS stated that “sequel to increasing threat posed to public peace by the activities of the Independent [sic] People of Biafra (IPOB), this Service arrested one Chidiebere Onwudiwe, a graduate of mechanical and chemical Engineering and known member of IPOB, on 22nd June, 2016.” The stark illiterate-filled DSS in their statement further noted that “Onwudiwe and his associates within and outside the country, were planning to carry out coordinated attacks against religious bodies/edifices, police check points and the Computer Village in Ikeja, Lagos State, with Improvised Explosive devices (IEDS)” and that “The suspect was apprehended while making logistics supplies for their nefarious plan.”
 
“First of all, let us just point out only two out of the several errors in this pack of lies from the DSS’ statement; (1) We are Indigenous People of Biafra (IPOB) and NOT “Independent People of Biafra”. Even in the records of all the court cases concerning the illegal kidnapping and unconstitutional prosecution of our leader, Mazi Nnamdi Kanu to which the DSS have been part of, there was no place where the word “INDEPENDENT” was used and (2) At which University in Nigeria can someone graduate in both Mechanical Engineering and Chemical Engineering at the same time? Even in the more advanced countries it is very difficult to achieve such a feat not to talk of the Buhari’s run-down universities in Nigeria.

“It is laughable that the DSS is accusing IPOB of posing increasing threat to public peace while they have not made a single official statement concerning the mayhem and havoc being exhibited everyday by Boko Haram and the so-called Fulani herdsmen. Up till today, the DSS has maintained stoic silence on the killings at Agatu and Nimbo.

“Perhaps those killings do not pose threats to public peace because the people killed were “infidels” that deserve to die as they are not of the Hausa-Fulani Islamic blood.

“It is very interesting to know from the DSS that IPOB can now manufacture IEDS and Chidiebere was probably manufacturing them in his sleep when DSS hooligans broke into his house and kidnapped him at about 2am on June 22nd, 2016. We want to tell the DSS that we know their objectives and every discerning mind knows them too.

“The DSS is trying as much as possible to tag IPOB a violent group. The questions we want to ask the DSS are: Do we cover our faces when we march on the streets around the world? We are registered at the UN, if we are a violent group won't the UN know? Kidnapping people in the middle of the night, denying them access to food and water, legal and medical help in the hope of getting IPOB members to testify against the leader of IPOB will not work.

“The fact that this bumbling and idiotic DSS even contemplated insinuating that Computer Village, mostly owned by Biafrans of Igbo extraction, is a target for such an attack exposes the idiocy of those that run Buhari's Secret Police. If Buhari and his Northern Killer Squads like, let them kidnap, kill, torture and threaten as many Biafrans as they like but one thing they can never succeed in doing is to weaken our resolve to leave the Satanic Lugardian contraption called Nigeria.

“We are prepared for imprisonment, torture and death at the hands of the dictatorial and extremist regime of Buhari but in the end Biafra shall come. There is nothing the Arewa-dominated DSS and Igbo traitors like Ikedife, Enwo-Igariwey, Joe-Judas Igbokwe, Monday Ubani, Peter Obi, Willie Obiano, Rochas Okorocha and Okezie Ikpeazu with a few other Lagos/Abuja based political jobbers can do about it.

“Muhammadu Buhari and his DSS can continue to use Ikedife and the likes of Enwo-Igariwe within Ohanaeze as sources of information on how to arrest Biafrans and tag IPOB a violent group.

“It is on record that no prominent Yoruba or Hausa-Fulani person has ever labelled IPOB violent but Ohaneze President (Enwo-Igariwey) and Dr. Dozie Ikedife in their slavish desire to please their Arewa masters have variously granted interviews where they explicitly implied that IPOB under the leadership of Nnamdi Kanu is violent. They have been doing their master's bidding out of envy, greed and jealousy because the steadfastness of IPOB leader Nnamdi Kanu has exposed the charade and sell-out that these men have become. Dr. Dozie Ikedife, working at the instructions of DSS, gave an interview to a Yoruba anti-Biafra newspaper where he shamefully called IPOB violent and a propagator of ethnic hatred.

“This paved the way for DSS to come out yesterday to laughably label IPOB a terrorist group trying to bomb Biafran businesses in Ikeja-Lagos. The world must be placed on notice that should anything untoward happen in and around Ikeja area, the DSS should be held responsible.

“Irrespective of the shenanigans of Buhari and his DSS and the subterfuge of the Igbo-slaves in the molds of Ikedife, Enwo-Igariwey and co, the nation of Biafra must be restored.

“When we say the restoration of Biafra is irreversible, it is irreversible!!!”

CONTROVERSIAL policeman, Mbu Joseph Mbu; the Head of Zone 2 Command, Bala Hassan; former Ekiti State Commissioner, Kalafite Adeyemi; and former Head of the Special Fraud Unit, Johnson Ogunsakin, were among the 21 Assistant Inspectors General of Police retired on Friday from the Force.

The announcement of their retirement was made by the Police Service Commission.

According to a statement by the spokesman of the Commission, Ikechukwu Ani, the AIGs were retired because they are senior in standing to the recently appointed Acting Inspector General of Police, Ibrahim Idris.

The statement said: “The Police Service Commission has approved the retirement of 21 Assistant Inspectors General of Police who were senior to the new acting Inspector General of Police, Idris Ibrahim, before his appointment.”

The Chairman of the PSC, Sir Mbam Mike Okiro, wished the affected officers well in their future endeavours.

Some of the affected officers has made frantic efforts to stop their being retired from the Force.

THE presidency has denied media reports that President Muhammadu Buhari had apologized to the senate for the conduct of an official of the ministry of justice.








The Senior Special Assistant to the president on National Assembly Matters (Senate), Ita Enang, on Friday said the reports were a misrepresentation of his comments.


Mr. Enang was reported to have apologized on behalf of Mr. Buhari for remarks made by Okoi Obono-Obla, a special assistant to the president on prosecution.


Mr. Enang said he only pleaded with senators in his personal capacity.


Mr. Obono-Obla had on Thursday allegedly questioned the authority of the Nigerian Senate to summon the Attorney-General of the Federation, Abubakar Malami.


He also reportedly said the presidency had no confidence in the Senate Judiciary Committee that summoned the Attorney-General.


Mr. Malami had asked Mr. Obono-Obla to represent him at a Senate Committee meeting, that was to examine the circumstances surrounding the trial of senate president, Bukola Sakari, and his deputy, Ike Ekweremadu, for alleged forgery of Senate standing rules.


The senate committee refused to allow Mr. Obono-Obla represent Mr. Malami, who was said to be abroad at the time.


Mr. Enang said the development prompted him to convene a press conference at his residence as a way of easing tensions between the presidency and the National Assembly.


“I am a presidential liaison officer and I apologize for the inability of the Attorney-General to appear before the Senate when he was invited.


“He received a letter of invitation after he had already planned an official trip,” Mr. Enang said.


Mr. Enang said he had assured the senators that Mr. Malami would honour their invitation upon his return to the country.


“I said the attorney general will meet with the chairman of the Senate committee hearing the matter,” he said.


Mr. Enang, a former senator, said he apologised on behalf of Mr. Obono-Obla because he did not want the relationship between the lawmakers and Mr. Buhari to get frostier.


“I apologise for his comments. From what I heard, he was not complimentary to the senate,” Mr. Enang said. “We didn’t need to cause more trouble between the presidency and the Senate.”


Mr. Enang, therefore, urged Nigerians to dismiss reports that his apology was on behalf of the president, saying doing so, in this case, “would be terrible”.


“The president has not apologised. It is me that is apologising for the inappropriate action of the person representing the Attorney-General.”

ABUJA- PRESIDENT Muhammadu Buhari Friday tendered an unreserved apology to the Senate over statements by his Special Assistant to President Muhammadu Buhari on Prosecution, Okoi Obono- Oblo that the Senate lacked the powers to summon Attorney-General of the Federation (AGF) and Minister of Justice, Mr. Abubakar Malami to explain why he dragged the Senate President, Bukola Saraki, Deputy Senate President, Ike Ekweremadu and two others to court over alleged forgery of the Senate Standing Order.

President Buhari faulted the position of the the AGF, stressing that as an appointee of the President, he was equally answerable to the Senate, just as he said that the statement ought not to have been made in the first place.

It would be recalled that the AGF, for the second time on Thursday, shunned the summon of Senate to explain why he dragged the Senate President, Bukola Saraki, Deputy Senate President, Ike Ekweremadu and two others to court over alleged forgery of the Senate Standing Order.

Buhari’s Special Assistant on Public Prosecution, Okoi Obono-Oblo and in the office of the AGF who appeared before the Senator David Umaru, APC Niger East led Senate Committee on Judiciary, Human Rights and Legal Matters had lampooned the Senate, saying that the red chambers lacked the powers to summon the Minister of Justice over a matter that was already in a competent court of law.

President Buhari spoke through his Special Assistant on National Assembly Matters (Senate), Senator Ita Enang.

Addressing Journalists, barely twenty- four hours after the Presidential aide took a swipe at the Senate that the Presidency had no confidence on the Senate Committee on Judiciary, Human Rights and Legal Matters, Senator Enang said that there was no way the Attorney General of the federation and Minister of Justice will not respect the Senators because the lawmakers screened and cleared the ministers as ministerial nominees.

SAMSON Uche Ogah, who was on Thursday given a Certificate of Return as the Governor of Abia State by the Independent National Electoral Commission, is enmeshed in a fraud case.
Ogah was arraigned alongside three others by the Police before a Magistrate Court in Lagos on July 16.

He is due to be back in the court on August 4 as the Chief Magistrate, Kikelomo Ayeye, adjourned the case after their arraignment and subsequent bail.
He was granted bail in the sum of N200,000.

Ogah, who pleaded not guilty, is also to produce a surety in like sum.

The same bail conditions were extended to the other three accused.

Others charged alongside Ogah are his company, Masters Energy Oil and Gas Limited; the United Bank for Africa; and a staff of UBA, Deji Somoye.

They were accused of having forged the signature of one Bridget Adeosun and a Memorandum of Understanding between Mut-Hass Petroleum Limited and Ogah’s company, Master Energy and Gas Limited.

The police prosecutor, ASP Henry Obiazi, told the court that the offences for which they were arraigned contravened sections 363 (3)(u), 408 and 409 of the Criminal Law of Lagos State, 2011.

The charges read in part: “That you, Masters Energy Oil and Gas Limited, Uche Ogah ‘m’ and others at large sometime in March 2011 at Ikeja, in the Lagos Magisterial District, did conspire among yourselves to commit felony to wit: Forgery and thereby committed an offence punishable under section 409 of the criminal law of Lagos State, 2011.

“That you, Masters Energy Oil and Gas Limited, Uche Ogah ‘m’ and others at large on the same date, time, place and in the aforementioned magisterial district, did forge the signature of one Mrs. Bridget Adeosun ‘f’ and a document known as MoU between Mut-Hass Petroleum Limited and Masters Energy Oil and Gas Limited with an intent that it may be in any way be used or acted upon as genuine and thereby committed an offence punishable under section 363(3)(u) of the criminal law of Lagos State, 2011.

“That you, Deji Somoye ‘m’ United Bank for Africa and others still at large, sometime in August 2011, at UBA regional office, Palmgrove, in the Lagos Magisterial District did knowing that Masters Energy Oil and Gas Limited designs to commit an offence, failed to use all reasonable means to prevent the commission or the completion of the crime.”

Ogah, who was issued the Certificate of Return by INEC on Thursday, is believed to be desperate to clinch the governor’s seat so as to secure immunity against his prosecution for the criminal charges.

Section 308 of the 1999 Constitution guarantees some political office holder immunity against prosecution.
