Note all this happens in milliseconds and is stored in the server

WITHOUT SIMCARD

Phone dial 911
In the background : Cell Tower asks your phone please provide the following information is provide- MEID (Phone ID) and ICCID (simcard Id)

Your phone answers : no wahala and gives your MEID and responds no ICCID found

The tower connects you to 911 service center and the lady with thick ibadan accent answers asking what is ya emagency

Approaches cell provider of your last number

Match that ICCID TO phone MEID used
Cross match Last calls from phone MEID .....
Match Towers call came from EXAMPLE : Call originated from TOWER 532111 located at 34573 NW Dantata street, Maitama central district Abuja

CHECK Ping History of phone MEID OVER A PERIOD : The following TOWERS received pings from this phone when a Sim card was present very recently on x/y/19 & f/g/19 etc

Match MEID with Ping history: TOWERS 234,5683 ,27363, & 1294,
Match GPS dailer app logs with MEID over let's say a 4 month period: The phone's dialer app provided the following GPS location: xxxxxxx As last know 15 locations and the following 8 locations repeated over the last 4 weeks ....

Service provider will now provides a temporary call back number for this device , via V STREAM..
