The federal government, on Tuesday, banned civil servants from accepting chieftaincy titles. The announcement is contained in a statement signed by Tope Ajakaiye, Director (Communications), Office of the Head of the Civil Service of the Federation. He said the ban also included other sundry awards until their retirement or disengagement from the civil service. “It has come to the notice of government that some civil servants are in the practise of soliciting for chieftaincy titles and sundry awards,” the statement said. “Such act is inimical to the principles of anonymity, integrity and political neutrality which are the core values of the civil service. Where a civil servant must hold a traditional title, due clearance must be obtained. Ahmed will serve a two year term. A Nigerian, Ahmed Adamu, has emerged as the Chairperson of the Commonwealth Youth Council. Mr. Ahmed beat other delegates from 21 countries to emerge the winner at an election held on Tuesday in Hambantota, Sri Lanka. He was a member of the Katsina State Executive Council Committee on Youth Restiveness and Unemployment; and also the secretary of the Constitutional Review Committee, Katsina Central Constituency in 2012. He is also the founder and pioneer president of Youth Participation for Progressive Development Initiative. Mr. Adamu, a native of Katsina State, holds a B.Sc. from Bayero University, Kano, and a PhD in Economics from Newcastle University, UK. The Commonwealth Youth Council Leaders will serve a two-year term until the next Council General Assembly in Mauritius in 2015. For those who might want to foment trouble on Saturday, November 16, 2013 when voters in Anambra State would be electing a new governor, the Inspector General of Police, Mohammed Abubakar, has warned them to have a rethink as he disclosed that about ten military armoured tanks, jet fighters and fully armed naval boats, as well as top Military, Police, Air force and Naval officers would be deployed to ensure that there is no breakdown of law and order in the state. The IG, who stated this in Awka, the state capital, also restated the Nigeria Police’s resolve to provide adequate security cover to people of the state during and after the election. Speaking during the Governorship Election 2013 Stakeholders’ Forum organised by the Independent National Electoral Commission (INEC), Anambra State, Mr. Abubakar said that in each of the three senatorial zones, a commissioner of police and contingent of fully armed mobile police officers would be deployed to provide security for the election. He also warned all the candidates for the elections against moving around with police escorts or orderly on Election Day. Shedding more light on the security arrangement in place for the elections, Abubakar said, “In each of the Senatorial district, we have gotten troops from the Army, Air force and the Navy for immediate deployment if necessary, 10 armoured tanks and other ammunitions have been brought for this election, those who are out to break the law, we will break them, if you have no business in this election, please stay in your home and do what is right”. A passengers hanging on a train coach along the Ikeja boarding station died on Wednesday in a police raid at the rail station in Lagos. The victim was reportedly running atop the coach to escape violence with which the police swooped on the passengers when he snapped off at edge of the train. Other passengers who were eye witnesses of the incidence told our correspondent that the policemen appeared with a suddenness that caught the passengers unawares. The police raid, which passengers said had noticeably begun few days ago also saw some passengers severely injured as they snapped off from top of the coaches to avoid police brutality or arrest. Other hanging passengers caught by the police were reportedly molested. When a Saharareporters correspondent visited the Ikeja station today, few hours after the incidence, some passengers still hung on, sitting, standing and also walking on a moving train. The aggressive passengers avoided cameras, and some attempted to mob the journalist who tried to fetch information regarding the incidence. Some passengers however volunteered information. A passenger complained that the trains were not enough and they had to wait to catch anyone at sight going their way. "It is faster when compared to buses because there is no traffic on the rail tracks", one passenger said. Others preferred the rail transport system due to its lesser cost. "I live in Ijoko and if I must get to Ikeja by road, I'd spend up to N400, but the train will only cost me N150", a female passenger said. She explained that her abode is much indented in Ijoko and she would have to board a bike to connect the road at cost of N100 and then board to Sango for additional N50 before beginning the journey to Ikeja-Oshodi at a cost between N200 and N300, depending on the circumstance. Mostly, the passengers often justified their resolve for the rail transport with blames on poor state of roads and traffic situations in Lagos State. "Imagine spending four hours on the road. If I leave workplace by 6pm and spend four hours before reaching home, not forgetting that I must be out as early as 5 a.m the following morning, I'll grow physically old so soon", complained another passenger. He added; "You don't want to experience the traffic between Ile-epo and Oja-Oba. The road is dead and government is doing nothing about it. One car passes at a time because the road is completely collapsed. Lagos-Abeokuta express road for that matter" A staff member at the Ikeja station who pleaded anonymity suggested that the number of coaches to a train could be increased to accommodate more passengers. "What we are facing here is that passengers are more than the coaches available. Most of those hanging on the train bought their boarding tickets but there is no space in the coaches for them to sit", the railway worker said. The worker added that although some touts habitually hung on the train without paying, she however decried the poor provisions made for the rail system. "One train always waits for the other coming opposite ways to go first before continuing its own journey. But even if one rail track is all we have, the coaches could be more for each engine to contain those who had to hang due to shortage of space in the coaches", the worker said further. On top of a train on Wednesday, a passenger hanging on the train coach snapped off as he attempted to escape police raid, and he died shortly after. Saharareporters could not immediately confirm the victim's name as passengers and staff of the Ikeja railway station said they only saw him in the incidence. Governor Sullivan Chime has finally evicted his official wife from the government house in Enugu after several days of wrangling. The first lady of state was packed up and moved with her 4-year old son to her mother’s house in Enugu. Security agents were posted outside the house for several hours to ensure she did not return to the government house. SaharaReporters broke the news about the illegal detention of Mrs. Clara Chime on orders of the governor, who claimed she had mental health issues. Mrs. Chime has since refuted the charge, maintaining that she was being held in the government house under duress and was heavily medicated by a team of doctors in connivance with the governor. Speaking to reporters at her mother’s place, Mrs. Chime described how her marriage to the governor had broken down, with four years passing without any intimacy between them. She said she continued to stay in the government house hoping that the governor might change his ways after receiving treatment for cancer in the United Kingdom; she also charged that several members of her family would not allow her to leave the governor because they were benefiting from the governor directly. Mrs. Chime insisted she was not mentally ill as portrayed by the governor and his aides. She said the marriage was so bad that she frequently had nervous breakdowns, which led the governor to confine her to a section of the government house until she managed to smuggle out an email crying for help. A copy of the email published by SaharaReporters led to an inquiry by the National Human Rights Commission and the intervention of one of Nigeria’s foremost, human rights attorneys, Femi Falana. Mrs. Chime’s community is reportedly outraged at her treatment by the Governor. The traditional ruler of Ozuluobu Community, Umunneoche, Abia State, His Royal Highness, Eze Bob I. A. Ogbenna, said the family had formerly informed him of the marriage breakdown and her eviction from the governor’s house. Obgenna, who said he handed over Clara to Chime when he came for her marriage some years ago, said in a press interview: “That is not how to return somebody’s daughter whose dowry was paid in Igboland. She was never a slave.” After an interview with Mrs. Chime, the NHRC’s Executive Secretary, Professor Bem Angwe, downplayed the Governor’s assertion that his wife was mentally ill. Lecturers at the University of Jos have voted for continuation of the on-going strike by the Academic Staff Union of University (ASUU) in the country. Chairman of the chapter, Dr. David Jankam who made this known on Monday while speaking with THE NATION shortly after the congress of the chapter said members did not see any substance in the dialogue with the federal government to warrant calling off the strike. According to Dr Jankam, “We have just rounded off our meeting, as a matter of fact our members voted overwhelmingly for the continuation of the state strike. “I can also confirm to you that five of the eight universities that made up the Bauchi Zone of ASUU has also voted for continuation of the strike, and the general saying is that the federal government has not shown any commitment so far. “We started the meeting by briefing our members on issues resolved with the federal government in their last meeting with the president of ASUU. “But in responding to the briefing, our members observed that the main issues that led to the strike were not discussed as part of the meeting in Aso Rock. “As such my members said president Jonathan is taking them for a ride by trying to divert attention from the core subjects of the strike” According to Dr. Jankam, “I will now convey the resolve of our branch to our national president in our NEC meeting scheduled for this week.
