The woman herself would have burnt her hands if she tried to rescue a baby from water that hot.

Then again the medical staff that treated the baby were just making an assumption when they said 54°. They were not there to measure it.

From the pic it is obvious the woman put the baby in feet first and brought baby out to wash. It was only when she saw peeling skin she realised something was wrong.


Her main issue here was carelessness and then trying to escape.
