Health10 Years After Domestication: Traditional Circumcisers Yet To Abolish FGM In Edo by lolanews(op): 9:47am On Nov 26, 2019
By Flora Bossey

10 years after domesticating the law prohibiting Female Genital Mutilation (FGM), Circumcisers are yet to abolish the illicit health practice in Edo State. Sadly, the subject has gained international attention among state and non- state actors over the years.

Earlier definitions of FGM misplaces the term as female circumcision and moral obligation. But, the World Health Organisation WHO, United Nations Children Education Fund UNICEF and the United Nations Population Fund UNFPA, defined FGM in a joint statement as “all procedures involving partial or total removal of the external female genitals or other injury to the female genital organs - whether for cultural or other non-therapeutic reasons”.

The practice of FGM is deeply rooted in gender inequality, a violation of the fundamental human right of the girl child. It is carried out by traditional Circumcisers who attempt to control women’s sexuality and ideas about purity, modesty and chastity.

In May 2015, the Federal Government of Nigeria passed a law banning Female Genital Mutilation and other harmful practices. However, the Violence Against Persons Prohibition (VAPP) Act applies only to the Federal Capital Territory, Abuja. As at 2018, only 13 States have domesticated the Act. They include Lagos, Osun, Ondo, Ekiti, Bayelsa, Ogun, Delta, Ebonyi, Oyo, Imo, Edo, Cross-River and River States.

The erroneous impression is that with all the activities of Stakeholders to eliminate the practice, which is shrouded in secrecy, there would be a reduction in the prevalence rate.

82 per cent.of women aged 15-49 who have undergone FGM were cut before the age of 5 while the National prevalence rate has been put at over 20 million women which is about 24.8 per cent constituting a total of 10 per cent of the global total put at 200 million women and girls.

The fact that FGM is carried out on children often fuels the culture of silence among young girls who do not even realize they were cut.

Edo State is among the States that have domesticated the Law against Female Genital Mutilation. Despite the feat, FGM is still being carried out.

A group of men (15 of them) who called into a live programme anchored by the author of this report, confirm that they are under pressure to present their girl children for FGM.

Other callers who are married to women who have experienced FGM, confirm that their wives have experienced some of the health complications associated with FGM.

A Nigerian who simply identified herself Blessing during an audience participatory programme on television in Benin City, Edo State.Capital, revealed that her marriage ended when she insisted on not presenting her first and only child, and daughter to her mother-in-law for FGM.

She maintained that she was asked to vacate her matrimonial home as a result of her refusal to allow her daughter to be cut.

Blessing stated that her personal experience about FGM, has made her to resolve never to allow her girl child to undergo FGM, which medical experts say has Zero health benefit and causes several health challenges.

Despite the huge efforts by the Nigeria Government, Donor Agencies, NGOs and anti-FGM campaigners, to raise awareness and stop the practice of FGM and the existence of a law against it, the practice is still in existence. This may be as a result of the fact that it is carried out early in the life of the girl child who is incapable of speaking for herself.

Other reasons adduced by experts as responsible for the continuous practice of FGM in Nigeria include deeply held traditional and cultural beliefs and myths, associated with FGM can be used to curb insatiable sexual desire in women and girls.

In Enugu State, FGM is usually performed in line with the patriarchal system which have been adopted in most Communities in the State. The practice ensures male dominance over women. It has been widely speculated as a way in which the male folks subject and impose themselves on women.

In addition, harmful traditional practices like FGM is also often considered as a cultural obligation such as rite of passage into womanhood, Female Genital Cutting is done to elevate the woman and in some cases pregnant women, into a socially acceptable class in society.

In some Communities where culture has evolved over the years, a class struggle allows the traditional Circumcisers to carry out certain rituals and the required ceremony, as alternative to cutting of the female genitals.

In Edo North Senatorial District of Edo State, only the pubic hair is shaved as a symbolic ritual of the rite of passage for pregnant women into womanhood. These practice which denies women their inalienable right to enjoy sex and poses other health challenges to them. FGM practice thrives due to low level of enforcement of the law and other legal frameworks which protects the right of the girl child.

In a telephone interview, Police Public Relations Officer of the Nigeria Police Force, Edo State Command, DSP Chidi Nwabuzor said he is not aware of any reported case of violation of the law relating to FGM.

The culture of secrecy which tends to deny the girl child the right to speak out, is a lack of structures to provide support to victims who are experiencing the effects of FGM.

Comrade Cynthia Buluebiere Bright, a Civil society advocate for the eradication of FGM said there should be a specialized Clinic where Couples who are having sexual challenges as a result of the effects of Genital Mutilation can go to see help through counselling and guidance.

On her part Hon Justice Nogi Imoukhuede in a paper titled Female Genital Female Genital Mutilation (FGM): A Crime in Edo State, described FGM as a cultural practice that has been with the Edo People from time immemorial.

She argued that: "The cultural belief is that FGM prevents sexual promiscuity and promotes chastity in women. We now know that this myth is a harmful belief that militates against women’s health in Nigeria".

Tracereporters –EDO Solidarity Forum (ESF), a group of concerned professionals from the state has called for peace and all forms of hostilities at the Edo State House of Assembly aimed at derailing peace and development in the state.

ESF said in a Press Statement signed by its President, Prince Ameer Idris that the coalition of Governor Godwin Obaseki and former national chairman of APC, Chief John Odigie Oyegun against the chairman of the APC, Comrade Adams Aliyu Oshiomhole was unacceptable.

The Statesman said that the sacrifice of Oshiomohle in supporting Governor Obaseki ahead of his Deputy on his road to the Edo State Government House deserve respect and appreciation.

It further said that the role the Governor played in the defeat of President Muhammadu Buhari in the state in the last presidential election has its negative effect on the State therefore the Governor should not behave a drowning man looking for who to go down with.

It added that people will stand against any ploy by the governor to cover his failure.

ESF also said that much as it’s not exonerating the APC national chairman on the crisis and allegations, it believe that the APC National Chairman does frequent the State to enable him plan any upheaval to derail development in the state.

It explains that if the chairman was interested in distracting the Governor, he wouldn’t have supported him ahead of his deputy which everybody thought would have succeeded him.

ESF expressed disappointment that the former National Chairman of APC, Chief John Oyegun could term with the governor in fighting Oshiomhole on false allegation.

It advises the former Edo governor to play fatherly role to both Governor Obaseki and Oshiomohle instead of taking side.

The Statement added that Oyegun should remain a statesman rather than involving himself in any rancour in the state.

Tracereporters– The All Progressive Congress (APC) South-South zone support group, APC Consolidated Network has called on the Edo State Governor, Godwin Obaseki to trade softly in his quagmire with the National Chairman of the Party, Comrade Adams Oshiomohle.

The Group in a press release today in Port-Harcourt signed by the Publicity Secretary of the organization, Barr Peter Ekpeyong described the action of the governor as a deliberate calculation to denied the state of development while working assiduously to shift the blame of his failure on the national chairman, Comrade Adams Oshiomohle.

Ekpeyong said that if Comrade Oshiomohle was interested in distracting the Governor to derail development in the state, he wouldn’t have supported the governor ahead of his deputy Hon Pius Odubu who worked with him for 8 years.

The South-South APC Consolidated Network publicity secretary said that the defeat of the ruling party in the last Presidential election in the state orchestrated by the governor will not been forgotten in hurry so for the governor to say that the APC chairman was behind the state’s assembly upheaval is to say the least absurd.

He further said that aligning with the former chairman of the party, Mr John Oyegun to overheat the polity which is in tandem with opposition plan in the state.

He urges the governor to sheath his dagger to take the state to another level of development.

PoliticsAhmed Lawan: Mission To Rescue Nigeria, By Folorunsho Habeeb by lolanews(op): 7:02pm On Jun 16, 2019
Senator Ahmed Lawan, a senator from Yobe North and the Senate President of the Federal Republic of Nigeria, is a man of destiny. An erudite Nigerian, a geographer of note, began his educational career Sabon Gari Primary School Gashua in 1974 before gaining admission to Government Secondary School Gashua where he got his O’Level in 1979.

He proceeded to University of Maiduguri to obtain a bachelor degree in Geography in 1984. He then went to Ahmadu Bello University Zaria, Kaduna State for his Master’s degree in Remote Sensing, and PhD in same from Canfield University (UK) in 1996.
He began his working career at the Yobe State civil service as education officer in the state ministry of education in 1985-86. He later got a teaching job at University of Maiduguri where he lectured for ten years from 1987-1997 before venturing into politics.

The Senate President was first elected to the House of Representatives in 1999 where he served as house committee chairman on Education and Agriculture at various times. As a respected representative, he was a member of the joint National Assembly Committee that reviewed the 1999 constitution.

As a true Representative of his people, he spoke and stood against the establishment of Kafin Zaki Dam in 2009. His reason for refusal of the dam was not a deliberate act to wish away development for his people but that development should be for increase and not ill wind that blows no one any good. When he defended his stance in the floor of the green chamber, the law maker told his colleagues that Riga Dam and Challawa Gorge Dam had already reduced water flow drastically and Jama’are River had become the only source of water in Yobe River.

He graphically enumerated that the dams had caused intense poverty, increased desert encroachment, migration and conflicts between farmers and herdsmen.

Lawan was elected senator in 2007 on the platform of All Nigerian Peoples (ANPP) Party and served as senate committee chairman on Public Account in 2009. He initiated and sponsored Desertification Control Commission Bill. He was re-elected again in 2015 this time on the platform of All Progressive Party (APC) Ahmed Lawan was Senate majority leader in 2016 before the dissolution of the 8th senate.
When APC took over the affairs of the country as ruling party in 2015, the National Assembly was riddled with controversies as the party alleged that the principal officers of the 8th National Assembly were sponsored by opposition to cause disaffection between the executive and the legislature to fail the government on their campaign promises to the people.

Upon re-election in the 2019 general election, the party went into real work to bring compatriots and party loyalists to let Nigerians and indeed the world to know that what the people saw and witnessed in the first tenure was a deliberate scheming by dissident and desperate politicians to discredit the ruling party. After diligent search by the ruling party for who can bail the cat, the lot fell on Senator Ahmed Lawan.
The ruling party did not just come to the conclusion of anointing a favoured lawmaker, but antecedent of the Yobe North senator attests that he is a party man and that his loyalty and belief in the ruling party, speak volume for him. For instance, when he was given the assignment as Senate ad-hoc committee chairman on Southern Kaduna crisis and other troubled spots in the north, his record was legendary. This was not alone; also as he served as chairman Senate Committee on Defense, his performance was near perfection if not it. Senate Lawan is a man who talks less but speaks through his results and achievements.

As he holds forth as chairman Senate Ad-hoc Committee on Southern Kaduna, the distance between peace and the people was just between tiny lines. There were times that speculation were rife that security agents were complicit in the serial killings in the area, many adduced government complacency for the killings alluding ethnic cleansing, but Senator Lawan through his indefatigable performances, was able to bring that under control. No wonder that when the search for was on for the ruling party to find a man for the job of the 9th senate president, Senator Ahmed Lawan’s name refuse to diminish.

Those APC top echelons who found Senator Lawan suitable for the job may have probably seem in him a man who never lost a fight. For instance, he defeated a sitting senator to represent Yobe North in the red chamber in 2007.

On way to the Senate Presidency, the only stubborn Senator who declined to step down for him in the battle for the plum job may have not have known that Senator Lawan is a man who climbs any mountain without blinking an eye no matter how steep. Lawan was made Senate majority leader taking the red carpet off the feet of those who decline to make him the sole candidate for the contest. However, when chips were down, Lawan proved that reward for hard work is not earned on the pages of newspaper but through diligent and persistent job.

As the Senate President settles for the job, Nigerians expects that what were the cogs for the 8th senate because vendetta and power game will give for cohesion. For instance, the issue of late passage of appropriation and padding will now find its way to the dustbin. The hydra headed trouble of insecurity will be attended to with a permanent solution.

As an achiever, Senator Ahmed Lawan holds the traditional titles of Dan Masanin Bade and Garkuwan Daliban Gumui. He is a recipient of National Honour of the Commander of the Order of the Niger (CON). The senate president has attended scores of courses both at home and overseas, among them are the 3rd Westminster Workshop on Public Accounts Committee (House of Parliament), London, Oxford Strategic Leadership (OSLP) Programme (SAID Business School University of Oxford, Professional Development Course on Canadian Taxation System Carlton University, Managing Terms for Innovation and Success Programme (Stamford University School of Business) etc.

Senate President Ahmed Lawan, haven seen politicking and chicanery at the both chambers of the National Assembly, first at the House of Representatives and the Senate, the Senate President knows he cannot fail fatherland, the party that gave him the auspices of election and the electorate, hence the mission to rescue Nigeria.

9th Senate: Northern Youths Hail Senator Gaya’s Patriotism
June 12, 2019

Trace Reporters– Amalgamation of youths from northern Nigeria, comprising of North-East, North-West and North-Central have thumb up senator Kabiru Ibrahim Gaya (APC Kano South) over his display of patriotism in the intrigue that denied him the Deputy President of the 9th Assembly.

The youths advised the former Kano State governor to be focused in his believe in the APC and his ardent support and respect for the president despite all odds.

In a statement issued immediately after the inauguration of the ninth upper chamber and signed by Sagir Usman Esq., Northern Youths Solidarity Forum (NYSF) the aegis of youths from the northern part of the country said that it was painful that Senator Gaya never nursed the ambition but was called upon because of his contribution to the emergence, successes and sustenance of the ruling party over years. “We are pained over the development because we dragged him into this because of his contribution, successes and sustenance of the party over the years,” the statement said. “We are among followers of events in the country and supporters of the ruling party who felt that time has come for patriots to gather together to chart a way forward for the country through sound legislation, oversight functions and other workings of the Senate, hence the call on him to vie and take greater responsibility for self and country, ” the statement added.

NYSF said that Senator Kabiru Ibrahim Gaya only yielded to them and other well meaning Nigerians, but said that that hope for the Nigeria of their dream, has again gone into oblivion through politicking. “Our wish was to begin the foundation of a true Nigeria of our dream as youths where hope, development and equity shall reign, but that hope has been dashed by politicking.” the northern youths explained that what transpired was the height of disappointment that a decent party like APC does not have a listening ear for voice of reason. “APC is a decent political party, but the working machinery of the party closed its ears to the yearnings of the people.”

The youths however soliderise with the Kano South senator for his courage and patriotism over the issue, for the interest of peace in the party and country, they described Senator Gaya as a true patriot and party through thick and thin.

They urged him not to look back in his contribution for nation building as posterity recompenses with time.

Senator Kabiru Gaya Never Declares Any Part Of The Country Politically Irrelevant. —REJOINDER
Trace Reporters– Attention of Senator Kabiru Ibrahim Gaya (APC Kano South), have been drawn to comments going viral in the social media about a comment in an interview he granted Channel Television on Friday 24 May, 2019, on the subject matter above.

It’s painful that most of the uncomplimentary and insulting comments on matter where it is coming from people that have not listeened to or have watched the interview but based their hash responses on their mind set.

It is even more painful that hate speech, a new trend in our body politics has turned our country to a banana republic where crossing the Rubicon makes turning back on any decision is a herculum task.

Nigerians react to issues based on where one comes from in the River Niger divide. That’s to say that if you are from the north, whatever is said negatively about you is believed hook, line and sinker to the people from the south as if the federal republic of Nigeria is no longer one country but two nations at war.

If atecedence of a public office holder in the country is taken into cognisance, Senator Kabiru Ibrahim Gaya stands out as a public figure known for ethics and decorum that will never declare that any part of the country is politically irrelevant. The senator is one politician that even though represents Kano South in the Senate, He considers every part of the country as his constituency.

As chairman Senate Committee on States and Local Governmentfor Administration, he ensureed that peace returned to Rivers State when the Senate took over proceedings of the state assembly in 2013.

As chairman Senate Committee on Works, he started his oversight function of federal roads in the country from the South-South to South-East ensuring that the needful was done for people from those zones, the same zones he is being accused of saying they are politically irrelevant today.

If thorough research is carried out on the senator, the now verified senator is a traditional title holder in the zones.

Is traditional titles given to an enemy or a friend? Much as it’s true that interview was granted Channel Television, what was suggested by the said offensive interview was that principal officers of the 9th Senate should be zoned by the ruling party as follows: “North-East-Senate president, South-West- Speaker, North-West-Deputy-Senate president, North-Central-Deputy-Speaker, South-South-Senate majority leader and South-East- house leader.”

The above suggestion was a personal opinion that the distinguished senator is entitled to. However, to be offended by the above suggestion is to say the least making Nigeria a country where people are prevented to air their opinions which we are not yet aware of.

As citizens of the country, it is our constitutional rights to air our views on local government, state or national issues and the National Assembly is yet to pass any law banning that.

If we are to make progress as a people, we all endeavour to respect each other’s rights despite religious or political parties affiliation.

February 25, 2019

KANO …Senator Kabiru Ibrahim Gaya (APC Kano South) has set a record of quadruple victory to return to the senate defeating his closest rival the candidate of the Peoples Democratic Party (PDP), Hon Sani Rogo. Senator Gaya pulled 319,004 votes to defeat Rogo who scored 217. 520

Immediately the result was announced, the entire Kano was thrown into jubilation as all and sundry danced and chanted victory songs.

A jubilant youth told journalists that Senator Gaya’s achievement as a federal lawmaker was legendary. He said that the former Kano State governor has been the only known senator that is in the red chamber for the interest of the people and not self aggrandisement.

A chieftain of the APC said that Kano people are generally proud of the Kano South senator for his records. According to him, “This is the first time; a northern senator was appointed chairman Senate Committee on work which Senator Gaya has used in building roads for Kano State and other parts of the north.” He further said that sponsoring of the bill for the creation of North-East Development Commission (NEDC) by Senator Gaya was enough for his re-election adding that it was a legacy that will not be forgotten in a hurry. Taking Nigeria be elected into the exalted position of vice-president Inter-Parliamentary Union (IPU), is something we are all proud of.

He also recalled that when Senator was handed the flag by the national chairman of APC for the election a group was reported in the media as saying “Senator Kabiru Ibrahim Gaya is the man to beat in Kano South and enjoining other contestants to step down as it is more honourable to step down than concede defeat.” Today, that prophesy has come to past, he said. He also said, “Senator Gaya’s credential as senator was too intimidating.
