Nairaland GeneralOpinion: Chief Olu Falae Spoke On What Restructuring Nigeria Is All About by lolanews(op): 10:51pm On Sep 13, 2018
https://tracereport.com.ng/2018/09/13/opinion-chief-olu-falae-spoke-on-what-restructuring-nigeria-is-all-about/

*CHIEF OLU FALAE SPOKE THE MINDS OF HONEST AND PROGRESSIVE NIGERIANS- THIS IS EXACTLY WHAT RESTRUCTURING NIGERIA IS ALL ABOUT* .

This beautiful piece by Chief Olu Falae is for the education of those who pretend that they do not understand what restructuring is all about. This view is my position because the 1999 constitution that opened with the statement: We people of Nigeria agreed……. is a fraud as the people of Nigeria did not sit together anywhere to agree the constitution.

FOR THOSE STILL GREEKED BY THE TERM, THIS IS THE MEANING OF RESTRUCTURING AS CANVASSED BY SOUTHERN NIGERIA BY~Chief Olu Falae

You know I am a leader in the South West and at the National convention, I was elected as the leader of the Yoruba delegation. So, I am central to the Yoruba position. The Yoruba position is my position and it is the same position I canvassed in my book, ‘The way forward for Nigeria’ which I launched since 2005 in Lagos. What we mean by restructuring is going back to the Independence Constitution which our leaders negotiated with the British between 1957 and 1959. It was on that basis that the three regions agreed to go to Independence as one united country. So, it was a negotiated constitution. This is because, if the three regions were not able to agree, there would not have been one united independent Nigeria. But because the three regions at that time negotiated and agreed to package a constitution, that is why they agreed to go to Independence together. When the military came in 1966 and threw away the constitution, they threw away the negotiated agreement among the three regions, which was the foundation of a united Nigeria.

So, the military did not only throw away the constitution but a political consensus negotiated and agreed by our leaders of the three regions in those days. When we say restructuring now, we are saying let us go back substantially to that constitution which gave considerable autonomy to the regions. For example, each region at that time collected its revenue and contributed the agreed proportion to the centre. But when the military came, they turned it round and took everything to the centre. That could not have been accepted by Ahmadu Bello, Nnamdi Azikiwe or Obafemi Awolowo.

This constitution we are using was made by late Gen Sani Abacha and the military; and Abacha came from only one part of Nigeria, so he wrote a constitution that favoured his own part of Nigeria. That is why I am saying, let us restructure and go back to what all of us agreed before. That is the meaning of restructuring. The regions used to be federating units, but in today’s Nigeria, they would now be called federal regions because states have been created in the regions. So in the West, you now have federation of Yoruba states which would belong to the Nigerian union at the centre. So, it is not like the region of old with all the powers. No. It is now going to be a coordinator of the states in the zone. That is what we mean by restructuring. And the regions would have a considerable autonomy as they used to have. For example, for the younger people, they may not know that every region then had its own constitution.

There were four constitutions at independence –the Federal constitution, Western constitution, Eastern constitution and Northern constitution. That was how independent they were and every region had an ambassador in London. The ambassadors for the regions were called Agent General so that you do not confuse them with that of Nigeria then called High Commissioner. So, Nigeria had four ambassadors in London. The ambassador for Nigeria then called a High Commissioner was M.T Mbu. The ambassador for Eastern Nigeria then was Mr Jonah Chinyere Achara, Western Nigeria was Mr Omolodun and for Northern Nigeria, it was Alhaji Abdulmalik. There were four of them. That was the kind of arrangement we agreed to, but the military threw it away and gave us this over-centralised unitary constitution. So, we said this is not acceptable any more; we must go back to the negotiated constitution which gave considerable autonomy to the regions, so that they can compete in a healthy manner. For example, Chief Obafemi Awolowo wanted to introduce free education in the West and other regions said they could not afford it, but he went ahead to introduce it in the Western region. He said he wanted to pay a minimum of five shillings a day, while others were paying two and three shillings. He went ahead and passed the law, making five shillings the minimum wage in Western Nigeria.

There was no problem with that. In Western Nigeria, the constitution provided for a House of Assembly and the House of Chiefs. In Eastern Nigeria, there was no House of Chiefs because they did not think they needed one. There was no problem with that and that is the kind of Nigeria we negotiated in London, but that is different from what we have today. So, we are saying let us go back to that arrangement which all of us agreed at independence and not what Abacha imposed on us, which is very partial, unfair and one-sided. That is the meaning of restructuring; it is to restructure unfairness and give semi-autonomy to the federating units.

Chief Olu False is a leading Yoruba leader and was Head of the Southwest Delegation to the Jonathan National Constitutional Conference.
PoliticsAnti Corruption War: Buhari Is Only Boxing The Air …SDP Presidential Aspirant by lolanews(op): 9:21pm On Sep 13, 2018
https://tracereport.com.ng/2018/09/13/anti-corruption-war-buhari-is-only-boxing-the-air-sdp-presidential-aspirant-john-dara/

Presidential Aspirant of the Social Democratic Party (SDP), John Dara, has questioned the genuity of President Muhammadu Buhari anti-corruption crusade, saying, he is fighting “the shadow of corruption.”

The former Special Assistant to the ex-Defense Minister, General T.Y Danjuma stated this on Thursday at the national secretariat of the SDP where he picked his Expression of Interest and Nomination forms for the 2019 presidential election.

He said rather than adopting a wholistic approach to tackling corruption in the country, President Buhari is busy ‘boxing in the air.’

The civil society and political activist said Buhari cannot claim to be fighting corruption without paying attention to the indices that trigger corruption.

He lamented that while poverty is endemic in the country, unemployment keep soaring high steadily and workers salaries are either being halved as is the case of Osun State or not being paid at all.

“It is not enough to catch a thief, you must find out the causes of corruption in Nigeria. A situation where workers are not being paid living wages and you say you are fighting corruption, you are just boxing the air. You are fighting the shadow of corruption.

“The truth is that corruption has causes that tend to promote it. When I get to power, I will close the taps of corruption and Nigeria will become a highly respected, great nation once again,” he said.

The human rightist said further that the political class has failed Nigeria because they have not taken the responsibility of nation building seriously.

He blasted the leaders for projecting their selfish interest to the detriment of national interest.

Dara believes he is the best candidate that can right all the wrongs of the present leadership of the country, saying, “SDP is a credible alternative party that has a credible candidate like me who can bring progress to Nigeria.”

“As a champion of northern unity, I come as the man who will bring unity not only to the north but to the whole of the country.

“The people of Nigeria are good but our leaders tend to bring the worse out of them with their divisive tactics which has been so glaring in this administration. It is imperative for Nigerians to unite and bring up a leader who will protect their interest,” he said.

The presidential aspirant blamed the insecurity in the country on the inconsistency and insincerity of the leaders.

He observed that esprit de corps among the security operatives has been compromised through ethnicity and sectionalism, adding that, security agencies in Nigeria must be reformed.

He took a swipe on the leaders for being hypocritical about reforming the country but rather deceiving Nigerians.

He noted that all the recommendations made in the past national conferences that were meant to restructure and strengthen the economy of the country have not been implemented, promising that if elected he will would ensure they are implemented.

While further lamenting the neglect of the Nigerian youths, Dara said his administration would carry along women and youth who are the pillars of meaningful development.

“Any nation that is being run by people who are too old, too weak, too sick, cannot fulfill our destiny and therefore, the young people of Nigeria that are excelling in all fields of endavour should be brought on board and fully involved.

“This also applies to the women. I see no reasons why we should not consciously engineer our politics in such a way that women will find it easy to participate, compete and to win.

“I believe it is only when the women who represent over 50 per cent of the population of Nigeria are fully mobilized and involved that we can get our best,” he said.

PoliticsIndirect Primaries: Kaduna APC Guber Aspirant To Boycott Election by lolanews(op): 2:46pm On Sep 12, 2018
**The process of indirect primaries in Kaduna is anti- democratic tendency, why is El-Rufai afraid of direct primaries***
By Lola Seriki- Idahosa, Kaduna, North-West, Nigeria …Kaduna State Gubernatorial Aspirant of the All Progressives Congress (APC) Sir Jalal Falal has told his supporters that he has boycotted the Indirect mode of primary elections adopted by the APC in Kaduna State.
He made the declaration while addressing the press at the Kaduna State Secretariat of Nigeria Union of Journalists.
According to him, ” As it is certain that we will be unjustly treated by stooges imposed as leaders of the party who are not elected but handpicked to serve the interest of the Governor and his anointed godsons and daughters against the overall interest of the party and its members.
“Sequel to the adoption of Indirect Primaries as a mode of nomination of candidates for the forthcoming 2019 general election by APC in Kaduna State and our efforts through the National Headquarters of our party to reverse the induced position of Kaduna State Chapter of APC by Kaduna State Government which as at the time of this conference no substantive resolution is received from the National Headquarters as to set aside the position of APC Kaduna State Chapter and order for Direct Primaries to be conducted in the state.
“In regards to the above premise, we have reached out and consulted widely with elders and well meaning people of Kaduna State, politicians and non politicians alike, NGOs, CSOs, CBOs, religious, community and traditional leaders, students’ union bodies, trade and labour unions, women and youth organizations, our team of supporters within and outside our party, volunteer campaign groups and many other stakeholders whom we have contacted before we made our intention known,” he stated.
He said “the advice we have gotten from all the aforementioned stakeholders without a contrary view is to simply boycott the primaries.
“On this note, we found it extremely important to refresh your minds on reasons why we joined the race for APC Gubernatorial ticket in Kaduna State in order to appreciate our decision of boycotting the party’s Indirect Primary Election as the best option available to us at this juncture.
“We were moved by the idea of Direct Primaries that was said to be the option for nomination of candidates in APC at all level. We were motivated to put to practice the ‘not too young to run’ law assented by the President which is now a law.
“We were determined to give APC members a better alternative aspirant who will deliver the party to victory at the general election to avoid risking the party’s ticket to an unpopular candidate that may cause the party suffer defeat from the opposition.
“In view of the decision of the APC Kaduna State Chapter which is yet to be reversed by the National Headquarters of our party up to the time of this conference, we cannot subject ourselves to Indirect Primary Election by those we believe are not legitimately elected by the general congress of the party, hence, we have boycotted the primaries.
“We sincerely thank the good people of Kaduna State for the confidence they reposed on us and the support they have shown to the struggle to this end. However, the youth of Kaduna State deserve a special recognition for their sacrifice and doggedness on the cause they believed would have salvaged Kaduna State from the present situation of total bad governance. We thank you most profoundly for identifying and standing by us all through” .He concluded.

PoliticsIndirect Primaries: Kaduna APC Aspirants, Stakeholders Take Case To Oshiomhole by lolanews(op): 8:50am On Sep 11, 2018
..says indirect primaries will encourage vote buying

Kaduna All Progressives Congress (APC) Aspirants and stakeholders ,who kicked against adopted Direct Primaries take case to the National Party Chairman ,Comrade Adams Oshiomhole.

The aspirants in a letter dated . 4th September and made available to Trace reporter in Kaduna demanded that the direct primary mechanism ,which the party in Kaduna resolve to use a mode of electing candidates is unacceptable .

The aggrieved aspirants in the 3-page letter posited that the indirect primaries is direct corruption and appealed to party leaders to stand by their decision .

According to them , indirect primaries stand as direct antithesis to the commitment of President Muhammadu Buhari to fight corruption at all levels.

The letter reads : “The party having touted the change mantra must shine the light into those dark places in the electoral system where the corruptive influence of ill-gotten wealth is used to subvert the will of the electorate and perpetrate the vicious circle of corruption, bad governance and weak and dysfunctional institutions and processes.

“We the aspirants and stakeholders of the Kaduna STATE Chapter of our great party the All Progressives Congress (APC) present our best compliments to you and wish by this letter to inform Your Excellency of our collective decision to adopt DIRECT PRIMARIES as the preferred mode of nominating candidates at primary elections into all elective positions in the state.

“We the undersigned are particularly in opposition to indirect primaries because of the weakening effects of its corruptive tendencies. The entire process begins and ends with vote buying. And, as it is always the case where the will of the general electorates are subverted, the best candidates for the tasks at hand never get recruited.

“Our decision to adopt direct primaries in Kaduna State is the panacea to the deep fault lines and obstacles to building a strong virile, people-rooted APC. Direct primaries is the most assured means at throwing up the most popular candidates that will deliver Kaduna State for the APC come 2019,” the group said.

On the current state of the party in the state , the aspirants said the current party executives are under the control of the governor “frustrating others who are not on the side of the governor.

“Over the past three years, there had been a significant amount of disquiet In the camp of the APC resulting to a disturbing level as apathy end anomie now pervades the party as a result of the profound sense of marginalisation and, in some cases, outright exclusion which is experienced by many critical stakeholders as well as members of the party.

“The delegate system, otherwise called indirect primaries will rely on the whims and caprices of the few that now control the party after emerging from ward, local government and state congresses that have been widely rejected by party members as a sham.

“Hundreds of party members who bought forms with a view to vying for various wards, local governments and state party executive positions were deliberately excluded from the process and in some Instances even intentionally blocked from submitting their forms. Nor were they even consulted ahead of the so-called processes of affirmation of officials of the party.

“A great many of members of the party executives have been appointed to serve as campaign coordinators of Governor’s preferred candidates at various levels while those deemed to be sympathetic to the cause of the people other than the Governor have been shown the way out preferred candidates at various levels, while those deemed to be sympathetic to the cause of the people other than the Governor have been shown the way out,” the group explained.

The letter said many members are in court seeking judgements that would, from all indications, set aside these “sham congresses.”

Noting that insecurity might be named as a reason for indirect primaries, the aspirants said this reason would not favour Governor Nasir El-rufai as it contradicts his (governor) claims that Kaduna State has been secured.

“This argument flies in the face of logic because if security challenges are sufficient grounds not to adopt and conduct direct primaries, then it follows that the 2019 general election ought not to hold at all.

“If anything therefore we use this opportunity to forewarn of the possibility that violence may be formented by the governor and his hatchet men to undermine the conduct of free, fair credible direct primaries in the state.”

The National Executive Committee of the APC had resolved last week to adopt the direct primary option for all elective positions.

“The adopted mode shall now be applied to all categories of the Party’s Primary Elections i.e. State Assembly, Senate, House of Representatives and for the Governorship Elections,” it said.

The party, however, said it could allow indirect primaries based “on the peculiarity and need of a given state.”

“In each case, the State Executive Committee (SEC) shall in consultation with candidates and other critical stakeholders of the Party in a given State identify and forward for the consideration and approval by the National Working Committee (NWC) for the mode of election to be adopted,” the party said.

Prior the meeting, there had been several controversies on which mode of primaries should be adopted.

This controversy deepened after the NEC meeting as some party members and state chairmen, who are against direct primaries met on Sunday. However, they did not release a statement on what the meeting was about.

Direct primaries involves the participation of all party members in the selection of party candidates while indirect primaries involves use of delegates which many believe are largely influenced by state governors.

The following persons signed the letter:

HealthHealth:how Outreach Programs Promote Family Planning In Zaria, Provided By NURHI by lolanews(op): 8:52pm On Sep 08, 2018
***Plead with Governor Nasir El-Rufai to expand FP unit…..
By Lola Seriki-Idahosa, Kaduna, North-West,Nigeria
Outreach program address inequities in access to family planning services and commodities in order to help women and men meet their reproductive health needs. Outreach has also allow for flexible and strategic deployment of resources, including health care providers, family planning commodities, supplies, equipment, vehicles, and infrastructure, to areas in greatest need at intervals that most effectively meet demand.

Evidence demonstrated of recent in Zaria City shows that outreach programme can successfully increase contraceptive use, particularly in areas of low contraceptive prevalence, high unmet need for family planning, and limited access to contraceptives, and where geographic, economic, or social barriers limit service uptake.

When outreach programmes are well-designed, they help programs broaden the contraceptive method mix available to clients.

Outreach Programs has help to educate, addresses these access barriers by bringing information, contraceptives, and supplies to where women and men live, outreach programs can also leave a lasting legacy that strengthens existing health systems when the model includes developing and supporting local health workers’ knowledge and skills to provide a wider range of method.

Outreach Programs has expand method of choice for women, it has also supported capacity building of providers to deliver and increase contraceptive use.

In a recent tour by some health reporters to Zaria, for assessment of Family Planning provided by Nigerian Urban Reproductive Health Initiative (NURHI) support facilities, clearly shows how outreach programmes has helped both men and women in accepting Family Planning.

Facilities visited includes: Hajiya Gambo Sawaba General Hospital, Kofar Gayan, Primary Health Centre Babban and Primary Health Care Centre Tudun Wada, all located at Zaria City.

In a separate interview with health reporters, the Family Planning Provider at the Tudun Wada PHC, Aisha Muhammed, said that there have been flocks of clients ever since NURHI, intervene at the centre since 2013.

She noted that, with the outreach programs they embark upon in the area, on a weekly basis, over 100 clients do visit the PHC for various FP services and that because of high demands, they usually have shortage of implanor, used for implant in child spacing.

At the Gambo Sawaba General Hospital, Kufan Gaya in Zaria Local Government Area, Head of Nursing Department, Sefiya Magaji, told the team that, NURHI’s intervention has transformed the unit, which is now known by most women as “NURHI” unit.

According to her, “NURHI has been with us for a long time, they have trained so many of our staff, renovated the FP unit, and today we don’t need to beg women to come for FP services. Even some women come here with their husbands and the challenges here are minimal”. Added.

On her part, FP Provider at PHC, Babban Dodo, Halima NATO, explained that most of the drugs at unit are free from NURHI, and that has greatly increased the number of clients visiting the centre to over 75 weekly.

She however, appealed to the state government and NURHI, for expansion of the unit, because it has become too small for the number of clients coming in on a regular basis.

No doubt that the demand for family planning has increased because of awareness, The percentage of women who want to space or limit their births but are not using a method of contraception (i.e., unmet need) has decreased in Kaduna state by 4 percent points, While family planning appears to be reaching more women overall, wealth disparities in use and unmet need persist in kaduna states, suggesting a need for continued efforts to expand access to modern contraception to the underserved poor.

PoliticsShehu Sani, Others Kick Against Indirect Primaries Adopted By Kaduna APC by lolanews(op): 3:00pm On Sep 06, 2018
”’Says Direct primaries will abolish politics of godfatherism, Those calling for indirect primaries are phobia of direct primaries.

By Lola Seriki- Idahosa, kaduna, North-West, Nigeria ….Senator Representing Kaduna Central at the Upper Chamber of the National Assembly, Senator Shehu Sani has kick against the adoption of Indirect Primaries by the Kaduna Chapter of the All Progressive Congress, (APC)

Reacting to the resolution of the State Executive Committee meeting held at party secretariat today in Kaduna, Shehu Sani said Kaduna APC should go by the National proscribed.

” Direct Primaries is the only way to abolish politics of God Fatherism, lack of internal party politics”, he said.

The Senator stated this during a Press Conference held at the Nigeria Union of Journalists (NUJ) Secretariat in Kaduna on Thursday.

While speaking, he says: “If really those who are running away from Direct Primaries have performed based on their claims there would not be this phobia for Direct Primaries in Kaduna State.

” The best way to be a good and committed member of APC is to provided for the electorates better alternative which I Shehu Sani stands for.

” APC should create a path for Nigeria and Nigerians, by changing the political landscape of the country for better”, he emphasised.

When asked if he ( Shehu Sani) will opt out of the party if the decision decision of state secretariat does not favour him, he says: “time shall tell”.

He argued that Direct Primaries will go a long way to unite the party members if adopted.

In a joint Press Conference, an aspirant for Kaduna Central Senatorial seat, Sen. Sani Saleh who also kicked against the adoption of the Indirect Primaries said the option is not realistic in Kaduna State.

” We are all living witnesses to how the Congresses were conducted in Kaduna state, where members were not giving the opportunity to elect those that will steer the affairs of the party both at the state, local government, even at the ward level.

” So, there is litigation to that effect on the authenticity of the excos, for that reason Indirect Primaries is not the best option for Primaries in Kaduna state.

“The current excos of the party in Kaduna state were selected and not elected”, he said

The duo therefore called on the National party leadership to maintained its stand on Direct Primaries.

FoodNigeria: Death Looms As 2.6million Children Suffers Malnutrition ….UNICEF by lolanews(op): 10:43pm On Sep 04, 2018
Estimated 2.6 million Nigerian children under the age of five suffer from severe acute malnutrition every year, that makes them likely to die from common illnesses such as diarrhoea, pneumonia and malaria, United Nations Children Emergency Fund (UNICEF) has said.
Kaduna state with 1.6 million children under five, has 4.1% population severely malnourished, 47% are stunted, 11.7% are wasting and 34% are underweight. To address these challenges, the state government set up five Community Management Acute Malnutrition (CMAM) sites each in Zaria, Makarfi, Igabi, Kaduna South and Kaduna North local government areas.
Addressing a one-day meeting with local government chairmen and their wives on nutrition intervention in Kaduna state organised by Kaduna State Emergency Nutrition Action Plan (Kadenap) on Tuesday in Kaduna, Unicef said malnutrition accounts for 50% of under-five deaths in Nigeria, hence it’s decision to support the establishment of three more CMAM sites in Soba, Lere and Giwa LGAs.
Unicef Kaduna Chief of Field Officer, Zakari Adam said, “adequate nutrition is one of the infrastructure for a steady growth and economy development of any nation. Investing in nutrition is fundamental to economic and human development.
“About half of the child mortality occurring could be attributable to malnutrition. Thus, nutrition plays a central role in averting deaths of children. Malnourished children tend to have lower intelligent quotient and impaired cognitive ability with resultant negative effect on their performance in school and productivity in later life. Investment in nutrition, will help reverse this negative trend and boost our GDP.”
Wife of Kaduna state Governor and Chairperson of Kadenap, Hajiya Aisha Ummi Garba el-Rufai, in her address urged the local government chairmen and their wives to take ownership of the programme and see their intervention as helping humanity, noting that nobody would like to have any of the malnourished children as their own.
Hajiya Ummi commended Kaduna State Transport Authority for helping to transport malnourished children from hard-to-reach areas in Igabi and Zaria LGAs to CMAM sites.
“It’s all about humanity. We don’t want to see any human being in that malnourished condition. Malnutrition is not just about the children but also about the women. I urged you all to give your best. Don’t just see this as any other job but as serving humanity,” she pleaded.
The State Nutrition Officer, Hajiya Hauwa Usman, said efforts by the state government to spread the intervention across the state saw the establishment of Community Management Acute Malnutrition (CMAM) sites in Soba, Lere and Giwa LGAs, adding three more CMAM sites will be set up in Jema’a, Chikun and Kauru LGAs by October.

He note that the benefits of recycling plastics are numerous for both production and the environment. Although the uses of those reused bottles and other materials may not always be obvious, they find their ways into many of the products and building materials that we rely on for everything from food to furniture

As cities expand and buildings require renovation, construction is a constantly growing industry. Plastics are commonly used in building materials, such as flooring, pipes, drainage, and damp proof membrane.

He concluded by calling on African UNION AU to find ways of encouraging entrepreneurs in bringing new ideas of recycling plastic bottles across the African Nation

While appealing to NGO/CSOs with environmentalist to support government at all cost in the fight against climate change, desertification, deforestation and environmental degredation, he then urged countries that are contributing in polluting world to support any one that is contributing in reducing garbage and other trash that is causing serious health and environmental challeges to both Human, Animal and finally to Aquatic lives.

Kaduna,NorthWest, Nigeria …The National Chairman of Peoples Redemption Party (PRP) has informed party members that he will be vacating his position for a younger person due to his failing health.

The outgoing chairman who made this known when he declared the 54th meeting of the party’s National Executive Committee(NEC) meeting on Friday, however said that he will always remain in PRP.

In his valedictory speech, Alhaji Balarabe said that “due to declining energy and failing health, it has become necessary for me to vacate the seat for younger and fresher blood. ”

The outgoing chairman however pointed out that his successor will not just be a young man in age but someone who is “robustly and combatively committed to all the ideals that our party, the PRP, has always stood for. ”

Balarabe Musa promised to be always “available for party assignments within the limits of my fading energy and failing health”.

He thanked party men for all the support they have given to him over the years, pleading that they “should render the same support to my successor. There is work to be done and all hands must be on deck. ”

The outgoing chairman further told the incoming NEC members that the national secretariat of the party has proposed uniform guidelines for “the 2018-2019 primaries and determining candidates at all levels of the party structure. ”

He pointed out that the party took this measure because of the limited time frame within which PRP must conclude its primaries on or before October 7, going by INEC timetable.

Alhaji Balarabe Musa however warned that “these guidelines are specific to the impending 2019 elections only and may be modified as deemed fit for other subsequent elections. ”

Politics2019: Eyo Ekpo Join Gubernatorial Race For Cross River Under SDP by lolanews(op): 7:22pm On Aug 30, 2018
**Says His Most Fit To Govern The State, Promise To Rescue The State From Shackles Of Underdevelopment, Joblessness And Mismanagement of the present administration **

IMG_1075

As the time draws near for the 2019 general elections, the seat of Governor of Cross River state is already in hot contention. A lawyer and former Commisioner for Justice under the administration of former governor Liyel Imoke, barrister Eyo Ekpo on thursday 30th August, 2018 joined the gubernatorial race for the 2019 general election.
Ekpo who considers himself most fit to pilot the affaris of Cross River state, purchase his nomination form for this purpose at the Headquarters of the Social Democratic Party (SDP) in Maitama, Abuja, today amidst large entourage and fanfare.

While fielding questions from journalists, Ekpo exprerssed strong desire to rescue the State from shackles of under development, joblesness and mismanagement that have charaterised the present adminsistration in the state. According to him, Cross River State from inception of this democratic dispension, is one of the state that is vibrant and not supposed to be in lack.

He said that the administration started on a strong footing though and performed successfully during Imoke’s administration. However, he regretted that as it stands at the moment, good governance has elluded the state to the point that there is absolutely no meaningful development going on and that everything seen on the pages of newspapers about development in Cross River state is merely superficial.
The above informs the reason why he has provided himself to serve the state so as to recover the mandate which Cross River people willingly gave the people in power. To him, there was no basis for a second chance for this government.

On what he plans to do for the people based on the above reasons, he said he would reinvigorate traditional institutions and make them vibrant for effective government- people relationship and good governance pursuits. He equally said that he would reassess the executive Council meeting so as to reflect meaningful deliberations and contributions towards enhanced infrastructural develoment and masses oriented policies and initiatives instead of the present fray of attending executive council meeting just to clap for the governor and praise sing ineptitude in office.

He also said that he was going to tackle the fallen educatioin standard in the state by overhauling the curriculum issues with a view to inculcating ICT programs and standards to bring education in the state to trend with global direction of improvement in education. More so, the Cross River state gubernatorial hopeful pointed out that his administration would take issues of tourism very serious because Cross River state is greatly endowed with natural features conducive for the growth of the tourism industry. Again, his other focus would be in revamping the security archiitecture of the state with a view to improving on security of lives and property of citizens. All these, he said, are not very special or perculiar because they are issues of natural desire and fundamental civic right of the citizens. To him, SDP as a political party is trending with young, vibrant, energetic, and promising party prepared and ready to make credible impact in the nation’s electoral process. He exprerssed his expectation that INEC would do the right nd appropriate thing in the electoral process.

PoliticsPDP Accuses Buhari Of Corruption Over Missing N4trillion Oil Money by lolanews(op): 5:01pm On Aug 28, 2018
The Peoples Democratic Party (PDP) has charged President Muhammadu Buhari to explain the whereabouts of the N4trillion unremitted oil revenue and other financial rots in his Presidency as detailed in the audit report by Price Waterhouse Cooper, a firm commissioned by his administration.

In a statement signed by its National Publicity Secretary, Kola Ologbondiyan, made available to TraceReporter said that the report has further confirmed that President Buhari has been presiding over a humongously corrupt administration, while at the same time posturing as Mr. Integrity and pointing accusing fingers on everyone else but himself.

“Nigerians, particularly those who have been defending the Buhari administration, were shocked by revelations, in the audit report, of the theft of N4trillion in a sector that is under the direct supervision of ‘honest’ President Buhari, as Minister of Petroleum Resources; the callous frittering of N50 billion from coffers of the National Poverty Eradication Programme (NAPEP) and Ministry of Agriculture; disappearance of N28 billion from the Ecological Fund, using fraudulent borrowing windows, among others sharp practices.

“Nigerians are also shocked to learn how some ministers under President Buhari stole N413 million from agencies and parastatals using fraudulent imprests.

“It is instructive to note that this latest audit report adds to outstanding revelations of corruption under President Buhari, including the leaked NNPC memo detailing underhand contract to the tune of N9 trillion, the illegal lifting of crude worth N1.1 trillion in 2017 using 18 illegal companies, the alleged N1.4 trillion fraud in the oil subsidy regime in addition to stealing of over N43 billion from the National Health Insurance Scheme (NHIS) and Internally Displaced Persons (IDP) funds.

“Now that the huge rot in his Presidency has been exposed by a firm commissioned by his own administration, the PDP challenges President Buhari to make good his declaration to jail treasury looters by starting with a self-searching and explanations on the sleazes directly linked to his office, both as President and minister of petroleum resources,” PDP said.

The PDP stated that the audit report has stripped this administration of all integrity and vindicates our stand that President Buhari runs an innately and inherently corrupt administration.

“Nigerians can now see the real reason our nation has been brought to its knees; why our economy suddenly collapsed into a recession and why our citizens have been subjected to the worst kind of suffering, hunger and starvation in the last three years,” it concluded.

Politics2019: Shehu Sani Replies Opposition Parties, Lists Buhari’s Achievements by lolanews(op): 9:51pm On Aug 21, 2018
**Says APC Deserves return back to power come 2019, achievements far out weight the failures and weaknesses of this administration, APC represent hope**

By Lola Seriki- Idahosa, Kaduna, NorthWest, Nigeria …Senator Representing Kaduna Central Senatorial district,Comrade Shehu Sani has lists President Muhammadu Buhari saying that All Progressives Congress (APC) deserves return back to power come 2019.

The human activist turned politician who stated this while interracting with newsmen who paid him sallah homage at his Kaduna residence said, inspite of the challenges bedeviling the nation, the performance of the present administration under the leadership of President Buhari has done more for the good of the nation than the perceived challenges which he said concerted efforts are being made to address them.

He described President Buhari as a symbol of integrity whose transparency and achievements outweighed the weaknesses and challenges.

The Senator admitted however that” it would amount to self deception and denail to say that in the last three years, there has not been challenges in the country, there are challenges between the APC as a party and governance.

“But President Buhari has been able to summon the courage to fight corruption and corrupt officials, improved on the economy and restored back the good image of the country among comity of nations.

” The present administration under President Buhari has generated the country an exceptional and outstanding recognition globally.

“The present administration has completed projects and initiated new ones, activities of the insurgents has reduced to the barest minimum and today Nigeria is Kore peaceful than in the past.

Meanwhile, he said, issues of unemployment, level of poverty among Nigerians is something that is worrisome but reiterated that ” the achievements of this present administration outweighed the weaknesses and challenges, hence President Buhari and APC should be reelected.

According to him, ” it will be a self denial to say that for the last 3 and half years as a ruling party, there were challenges within the party and governance.

“On the positive side, we have seen progress made by this government on the areas of completions of projects and initiation of new ones, fight against corruption, economic growth and impact on the areas of security.

“We have seen how the image of the country has been restored back to glory, before the coming of President Muhammadu Buhari’ administration, Nigerian were seen as a corrupt backyard of the world. Today that preception and image has changed, we are recognized as a nation of women and men of dignity and a repeatable people in the committee of nations.

“A lot have been achieved in different areas, and this could be attested to by the exceptional and outstanding recognition given to President Buhari in international fora and international circle.

“But we cannot say there were no bumps and challenges and weaknesses. The subversive insecurity in middle belt areas is a major concern. We have also seen combustion and convulsions within the ruling political party that has lead to the exit of many people out of the party.

“We have seen the level of poverty and unemployment but l believed that achievements recorded by the administration far out weight the failures and weaknesses of this administration and the very fact that we have a president who has become a symbol of discipline and integrity is a big pulse and reasons for us to be re elected.

“The fact that the insurgency use to throw bombs in the cities, north-west, north-central and other parts of Nigerians have now been push back to spectacular attacks of some targets on few occasions, that is also progress that have been achieved.

“The very fact that Nigeria today is more peaceful than it was in the past is also an achievement that we should take very seriously and most importantly, Nigerian passports and identity is also a source of pride today.

“You should elect the APC back to power for the very fact that it represent hope, continuity and interest of the common man in Nigeria that is my view on that”.

BusinessEl-rufai Presents N155bn 2019 Budget To Kaduna Assembly by lolanews(op): 10:32pm On Aug 15, 2018
Kaduna State Governor, Nasir El-Rufai, has presented a budget proposal of N155billion for the 2019 fiscal year.

Governor Nasir El-Rufai submitted the appropriation bill to members of the State House of Assembly on Wednesday in Kaduna, the state capital.

The document tagged “Budget of Continuity” constitutes N62billion recurrent and N93.5 billion capital spending.

According to the governor, the appropriation bill is in the ratio of 40:60 representing recurrent and capital respectively, in line with his administration’s agenda of spending more in serving the people than in running the government.

He said the priority of the budget was to complete all 2018 projects and pay all contractors who have worked for the state government.

Governor El-Rufai noted that the 2019-2021 Multi-Year Budget was hinged on the 2016 Zero-Based Budget principles, adding that it was tailored towards actualising the state’s development plan from 2016-2020.

He informed the lawmakers that the state government has recorded a significant achievement in the construction, rehabilitation, and maintenance of state roads, as well as making significant investments in health and education infrastructure, equipment, and staffing.

In the budget estimate, the social sector takes 42.8%, with education allocated 27.15% and health 15.02%.

The governor reassured the lawmakers of the state government’s commitment to delivering on its promises to the people.

He, however, decried that the 2018 capital projects were severely affected by the unexpected complication surrounding the $350million World Bank loan.

Responding, the Speaker of the Assembly, Mr Aminu Shagali, commended Governor El-Rufai for his timely presentation of the budget.

He also assured him of the House’s continued support towards ensuring progress, peace and development of the state.

PoliticsKogi,bauchi Bye Elections:how APC Elevated Rigging By Voters Inducement,says SDP by lolanews(op): 9:46pm On Aug 15, 2018
By Lola Seriki-Idahosa, Kaduna,NorthWest, Nigeria

The Social Democratic Party, (SDP) has revealed how All Progressive Party (APC) elevated rigging by voters inducement to a higher level especially the last weekend’s bye-elections held in various parts of the country, those of Bauchi South senatorial district and Lokoja-Kogi Federal Constituency.

According to a statement signed by the National Publicity Secretary of SDP, Mr. Alfa Mohammed and made available to TraceReporter in kaduna, the election revealed the new rigging technology introduced by All Progressive Congress, APC in our electoral process.

The statement further reads: ” In most of the polling units, two parallel queues not far from each other were seen, one for those waiting to cast their votes and the other one for those who had voted and waiting to collect the amount of money negotiated upon the confirmation by the agents stationed near the voting tables that the voters had cast their votes for the APC.

According to the statement. “The last weekend bye-elections held in various parts of the country, especially those of Bauchi South senatorial district and Lokoja-Kogi federal constituency where SDP candidates were favoured to win the elections were nothing but highest grade of electoral fraud ever witnessed in Nigeria. The Election revealed the new rigging technology introduced by All Progressive Congress, APC in our electoral process.

In most of the polling units, two parallel queues not far from each other were seen, one for those waiting to cast their votes and the other one for those who had voted and waiting to collect the amount of money negotiated upon the confirmation by the agents stationed near the voting tables that the voters had cast their votes for the APC. This is a far departure from what we used to experience in the past when some partyagents secretly canvas for votes around the polling units. Regrettably, all these happened in the full glare of both the INEC officials and the Security agencies who in some cases were in cooperation with the perpetrators. Apart from open vote purchase introduced by the APC, religious leaders were engaged and massively funded to indoctrinate their flock against our female candidate in their sermons in worship places. Ballot box snatching which have become more prevalent in the recent elections were deployed by APC government sponsored thugs in Kogi and Bauchi in particular, with government officials leading the gangs in many instances. Thousands of voters from SDP controlled units were either disenfranchised or results from such units were cancelled. All these were possible due to the inaction of both the security agencies and the INEC in the face of the malpractices. Thousands of electorate in SDP dominated arears who thronged INEC registration centres to register or collect their pvc were kept on queues for hours and at times dispersed with tear gas in order to deny them opportunity to vote their choice candidates. On the above notes, we in the social democratic party, SDP warned that if these newrigging styles are not quickly nipped in the bud, no opposition candidate should expect victory, no matter the popularity and acceptance by the electorate, a situation which promises doom for the country. We therefore wish to state as follows:
1. We reject and call for the cancellation of the bye elections in both LOKOJA-KOGI FEDERAL CONSTITUENCY AND BAUCHI SOUTH SENATORIAL DISTRICT.
2. We enjoin the security personnel on election duties to avoid the temptation of taking side during elections in the interest the Nigeria; and to give effect to the laws against voters inducement and electoral hooliganism.
3. INEC should adopt a voting architecture that will ensure secrecy of voting in such a way that it will be impossible for any person to know or see who a voter voted for atthe polling units.
4. INEC should embark on aggressive campaign against monetisation of votes and hooliganism.
5. INEC should make it a rule that no qualified voter is disenfranchised at the polling units during the elections on the account of their difficulty in collecting the pvc.
6. More registration centres should be established to fast track registration and address the hardship being experienced on daily basis by huge number of registrants across the country.

Alfa Mohammed,
National publicity secretary, SDP.

…..Cry Out Over Unpaid Entitlements…Says 100 Of It Members Dead

KADUNA, North-West, Nigeria – A group, The Kaduna Polytechnic Severed staff, (KPSSA), have cried out to Management of the institution on delay of payment of their pension, saying this has caused the death of 100 of it members.

This is contained in a communique signed by Mr. BabatundeIpinyomi and Austin Umera, Chairman and Secretary of KPSSA respectively and made available to the media in Kaduna on Monday, August 13, 2018.

KPSSA stated that it members are becoming agitated and it is tired of holding them back from embarking on violent demonstration.

The statement therefore urged the Polytechnic Authority “to act expeditiously to put a salve to their depression and apoplecticsm.”

Attached below is the full statement unedited.

COMMUNIQUE

KADUNA POLYTECHNIC SERVERED STAFF PROBLEMS

13thAugust, 2018

It will be recalled that about 1000 of us (Junior/Senior staff) were severed in February and May 2008 respectively. It is apoplectic and ravenous to note that 92% of us are downtrodden low income staff from the North, narcissistically oppressed, depressed and denied their rights by some ossified Northerners in positions of authority.

Our salary structure at the time of severance was CONTISS and this was jettisoned during the computation of our entitlements by the polytechnic/BPSR. Our entitlements were paid retrospectively using HATTISS i.e. 2003 salary structure.

Our problem was contrived and nurtured by the Polytechnic Authority and some elements in the Bureau of Public Service Reforms (under Mrs H. Auta).

We have complained to the Polytechnic authority severally, Heads of service, PTAD Executive Secretary, Governor of Kaduna State (EL-Rufai), the Senator Kaduna Central (Shehu Sani), Former Secretaries to the Government of the federation etc. yet our problem lingers on as our complaints seem to be contemptuously overlooked.

We were verified in August 2011 by Kaduna polytechnic, PENCOM and the Bureau of Public service reforms. Our depression was exacerbated by non-payment of the verified figures thereafter to date. The officers from the above establishments were in Kaduna for the exercise, spent up to a week and wasted Government resources as our members till date are receiving half of the verified figures.

As at 2013 we were owed 36 months defective pension arrears by NICON but were paid 15months on 24/01/2014 with a promise by the then rector that the 21 months balance would be paid later. Till date we have not been paid.

It is disheartening that the 33% pension increment was a deliberate miscalculation from the defective monthly pension. Yet we have only been paid 2½ years (33%) arrears out of over 4 years.

Our solace has been the premise that our monthly pension will be rectified when PTAD and the Accountant general’s office conduct their verification miserably, the severed staff of the polytechnic have not been verified by these organizations.

Recently the accountant general’s office publicly invited us to Abuja for verification. The polytechnic authority prevailed on us not to travel because they have invited the Accountant General’s office staff to carry out the verification in Kaduna at the polytechnic expense. Three months have lapsed and we are still waiting.

Our members have reached the nadir of their dolorous depression and over 100 of us have died.

The so-called Pension Union (self-Appointed Exco) are Kaduna Polytechnic contractors who are not interested in our case because they are not affected. The polytechnic has sustained the superannuated union EXCO despite the fact that the severance pensioners constitute 80% (twice the size) of the polytechnic pensioners under the old scheme.

OUR REQUEST

ü We supplicate that all patriotic, humanitarian, altruistic Nigerians, the president Buhari, the Governor of Kaduna state should prevail on the Accountant General’s office and PTAD to conduct their verifications and correct the monthly pension anomalies urgently.

ü We want our rightful accurate monthly pensions paid

ü We plead that all requisite arrears be paid in order to b e a slave to the dolorous agony of our members.

ü We want the current Polytechnic Pension Union Exco dissolved and election conducted to integrate the severed staff pensioners who constitute 80% of the members.

ü We want the EFCC to probe the pension union Account because these crop of self-appointed union EXCO have assumed that position for more than 12 years.

ü The federal government must conduct a tacit verification of the polytechnic staff because in the secret files, substitution of certain age revealing documents with affidavits has become commonplace. Some staff who suppose to have retired and give way to the younger ones are still after putting in up to 10years service is a suspect.

ü We urge the EFCC to thoroughly investigate the polytechnic authorities (Head of departments, Deans, Directors especially the consultancy units, Unit accounting officers, past pension officers, Bursars etc) from 2006 to 2017 before the appointment of the new Rector.

ü Mrs Auta/BPSR has to be investigated by the Federal Government through the EFCC to unravel the protracted corruptive underpayment of the Polytechnic severed staff’s monthly pensions and other entitlements.

Our members are becoming agitated and we are tired of holding them back from embarking on violent demonstration. We therefore urge the Polytechnic Authority to act expeditiously to put a salve to their depression and apoplecticism.

Signed

Babatunde S. Ipinyomi

Music/RadioMURIC Commends NBC For Banning Falz’s ‘this Is Nigeria’ by lolanews(op): 3:41pm On Aug 13, 2018
Abuja ..The Nigerian Broadcasting Corporation (NBC) last week banned the ‘Shaku Shaku’ dance video which was released by Folarin Falana (Falz the Bad Guy) in May this year. The video was offensive to the sensitivity of Muslims and the Muslim Rights Concern (MURIC) gave Falz a 7-day ultimatum to withdraw the video or face litigation. Instead of heeding the warning, Falz dared MURIC.

In a press release issued on Monday, the Islamic group commended NBC for banning the video and stressed that NBC should ensure that the video remained banned until the artist removes all the offensive parts. The group explained that the banning of Falz video may not be unconnected with a petition it sent to the National Film And Video Censors Board (NFVCB). The petition which was sent by courier to both the Abuja and Lagos offices of the agency was dated 11th June, 2018. “The video portrayed Fulanis and Muslims as killers. It also showed women in hijab engaging in the notorious ‘Shaku Shaku’ dance. Although reactions to similar provocative works of art had been violent in the past, MURIC as an elite Islamic group decided to adopt dialogue. We asked Falz to withdraw the video or we would sue him. Instead of showing remorse he dared us. We knew he could delay the court case for years because he is a lawyer and he would use every trick in the books to frustrate us. That was why he was boasting.

“Therefore, instead of going to court, we decided to ambush him by sending a petition to the video board. This week, the NBC banned the video and others like it. He should be the one to go to court now if he likes. Let him go and show how brilliant he is in court. He and his fans laughed at us when we complained about his provocative and vulgar video. But there is no doubt that he who laughs last laughs best”. The leader of the human rights organization, Ishaq Akintola , who signed the press statement added, “It is hoped that Nigerian artists will borrow a leaf from this episode. We Muslims have been the laughing stock of Nigerian artists for some time now. They associate every dirty job with a Muslim name. It is no longer going to be business as usual. That does not mean that we hate artists. No, we don’t. Artists are creative and hardworking people. We appreciate creativity and hardwork. “We also love works of art and we respect artists who come out with brilliant ideas. We recognize the right of every artist to produce. But the right of an artist to produce whatever he likes stops where the rights of other citizens begin. Like all other citizens, we Muslims have the right to the dignity of our persons. Nobody can take that right from us. Our right is our right. The law is very clear about that. Fela Anikulapo Kuti used his songs to fight military dictatorship and other ills in the Nigerian society. But he never attacked Muslims or Christians. Neither did he incite Nigerians against any ethnic group. He criticized religious groups but never in a vulgar manner and he never exposed Muslims or Christians to ridicule”. MURIC related the incident to the phenomenon of terrorism and religious violence. “It is incidents like this which lead to religious crisis. Fortunately we handled it intellectually. Other people could have allowed it to escalate into a major religious crisis and turned it into another opportunity to kill, maim and destroy properties. It is rather unfortunate that Nigerians are yet to appreciate what MURIC has been doing in this regard. “It is germane at this juncture to analyse the anatomy of terrorism and religious violence. The cassu belli of most terrorist acts and religious violence is open or perceived injustice, including inadvertent or deliberate provocation. There is no smoke without fire and a good fire-fighter will point his hose at the fire, not at the smoke. “Injustice and provocation are the gays of terrorism. The latter is mere smoke and an ordinary symptom, not the real disease. The world has been running after terrorists all this while without addressing the root cause. It is a wild goose chase. Whoever wishes to genuinely address terrorism must uproot injustice and provocation. It is high time we stopped trying to extinguish smoke instead of putting off the real fire.

“We want Nigerians to know that MURIC is inculcating a new culture of dialogue and informed response as the only civilised alternatives to spontaneous violence. We engaged Falz in dialogue instead of inciting young Muslims to start violent demonstrations. When he proved difficult, we extended the dialogue circle to the appropriate government agency. Muslims would have been called all sorts of names if we had started demonstrating or if we had been violent on the issue of Falz’ vulgar video. The image of Islam would also have been tarnished. But MURIC decided to be faithful to its avowed motto which is ‘Dialogue, not Violence’.

“This method has also proved very efficacious in many other cases handled by us. The most recent is that of the Lebanese company manager who did not allow his Muslim workers to attend Jumat prayer on Fridays or to observe Salat az-Zuhr. We adopted dialogue through writing and the manager eventually allowed Muslim workers to observe Zuhr within the company’s premises and to go for Jumat prayer. He also visited our office last Monday, 6th August, 2018. During the visit, he pledged to allow religious freedom henceforth and the whole issue was amicably settled. We took pictures together and exchanged pleasantries. Though a non-Muslim, he has become our friend. In essence, MURIC is inculcating religious tolerance, peaceful coexistence and eliminating religious violence.

“We appeal to Nigerians to always follow this laudable method. Let us all abide by this motto at all times: ‘Dialogue, not Violence’. Let us say goodbye to religious violence. We can get justice if we engage in dialogue and follow due process. We can still get our rights without shedding blood. Grievance is a square peg but violence is a round hole. There can never be synergy between the two. What you seek is not what you get and most of those who may die or sustain injuries are innocent passersby, vulnerable children and women. We therefore urge Nigerians and others around the world to join our quiet and peaceful revolution”. MURIC had some words of advice for Nigerian artists. “We charge artists, writers, journalists, publishers, etc, to be mindful of the sensitivities of other citizens. They should always follow due process. Films, videos and audio tapes should be submitted to the relevant agencies for clearance before public airing. “Before we round off, we extend a hand of friendship to Falz the Bad Guy. We are not enemies. Falz is a hardworking young Nigerian and our intention is not to destroy his work but his latest production, ‘This is Nigeria’should remain banned until the provocative and vulgar scenes are removed. The video can still go on air with slight modifications. “We advise Falz to retouch some areas. The Fulanis should not be portrayed as killers. The Chibok girls who are currently in captivity ought to be in sober mood instead of partaking in the drug-related ‘Shaku Shaku’ dance. Kidnapped individuals cannot be dancing recklessly. The phrase “everybody be criminal” used in the audio is false, baseless and highly misleading. It is also capable of damaging the image of this country. “Not every Nigerian is a criminal. As we have the Evans, so do we have the Oloyedes, the Ahmadu Alis, the Femi Falanas and the Sowores. Even Falz himself is not a criminal. Therefore Falz and other artists should encourage the youth to emulate our heroes instead of pushing them to ape rogues. Finally, we commend NBC and the video censors board for acting swiftly.
