How can a country like Nigeria degenerate to this mess and some people expect those that perpetrated criminal acts to be allowed to roam free. The Presidency, on Wednesday, July 22, said the decision of President Muhammadu Buhari to probe only the Jonathan administration, leaving out administrations before him, is not to with-hunt the former President. It said that series of fraud that pervaded the past government are too massive for any responsible government to ignore. Speaking in a telephone interview, Special Adviser to the President on Media & Publicity, Femi Adesina, said there is glaring evidence that shows trails of monumental fraud everywhere. “It is a simple thing. Before he was inaugurated, the President said that it will be a distraction for him to start digging deep into past governments. He said so. I don’t see anything new. But it will be irresponsible of any government to leave things of the immediate past that are glaring and evident and not do anything about it," Adesina said. Buhari had on Wednesday vowed to arrest and prosecute former ministers and government officials who looted funds and stole Nigeria’s crude oil. He said the suspected officials stashed the funds in foreign bank accounts, spoke during his three-day visit to the United States. Adesina further stated, “it is not a witch-hunt. You have evidence and they are glaring. A responsible government should do something about it. It is not about the former president. It is about how they acquitted themselves in the responsibility they were given. When you are given a public responsibility, you are responsible to the people. “You must account. When you bury a corpse and the legs are sticking out, have you buried the corpse? No. Once there are trails of money, in dollars everywhere, a responsible government should investigate. AMANPOUR: President Buhari, welcome back to the program. BUHARI: Thank you. AMANPOUR: Mr. President, you have asked the United States to help you in the fight against Boko Haram. What exactly did you ask in this regard? What do you need? And what answer did the president, Obama, give you? BUHARI: United States, leader of the G7, promised to do what they can to help Nigeria. So we have brought our requirements in terms of training, equipping and intelligence gathering for Nigeria to be able to fight Boko Haram. AMANPOUR: And you mentioned the economy and the falling in oil prices over the last many months. How are you going to deal with that? Because that is really what your people want. BUHARI: My people firstly, I believe, they want the security (ph) in the country to be stabilized so that normal life, both in the southern part of the country, where the militants are still sabotaging oil installations and kidnapping people and demanding ransom, and in the northeast of the country, where Boko Haram is still active. This is the military occupation of Nigeria now and is the reality of (INAUDIBLE). Nothing will work until the country is secure. AMANPOUR: But despite your vows to tackle Boko Haram, there are reports in your own country that there have been at least 400 deaths by that group since you became president. Added to that, Amnesty International reports that your military has totally lost the credibility and trust of the people because of the systematic human rights abuses, the killing of some 8,000 people. How do you expect your military to be able to go against Boko Haram, to get the trust of the people instead of being a platform for Boko Haram's grievances? BUHARI: Well, I have just mentioned that, under Lake Chad Basin Commission, we have agreed to form a multinational joint task force. BUHARI: So whatever happened before that decision was taken, we have to allow further investigation to verify the question of human rights abuse. And with that, I'm sure you must have known the decision taken by this government, the federal government of Nigeria, in changing the military command. AMANPOUR: What about the girls, the famous Chibok girls, the 200 or so who were abducted so long ago? Yet again there's been a suggestion that the Boko Haram captors may trade them, may seek to trade them for incarcerated inmates, who they want to get out. Is your government willing to trade those girls in that regard? BUHARI: We have to be very careful about the credibility of various Boko Haram leaderships coming up and declaring that they can deliver. We have to be very careful indeed. And we are taking our time because we want to bring them safe back to their parents and to their school. AMANPOUR: So are you in principle against or would you consider negotiating with Boko Haram if you can verify the credibility of those who approach you? BUHARI: I cannot be (INAUDIBLE). I told you our main objective as a government is to secure those girls safe and sound back to their schools and rehabilitated them to go back to normal life. So if we are convinced that the leadership has presented itself can deliver those girls, (INAUDIBLE) who will be (INAUDIBLE) negotiate what they want. AMANPOUR: Let me ask you because, look, you came to power on a platform that you would do better than the previous president, in all regards: security, corruption, economy, et cetera. But there have been hundreds of people killed since you've become president. How can you do any better? BUHARI: I think I have -- I can be held to my promises for the next three and three-quarter years ahead of me. And I think (INAUDIBLE) also is too early for anybody to pass judgment on my campaign promises. AMANPOUR: What about your campaign promise to root out corruption? If they turned out that some of the guilty ones were members of your own party or your own associates, would you crack down on them, too? BUHARI: I just have to. There isn't going to be any party member or any personality that can escape justice. AMANPOUR: Mr. President, are you disappointed that President Obama is yet again not going to Nigeria, the biggest and most economically powerful country in Africa? BUHARI: Well, I wouldn't say I was disappointed. But how I wished he will change his mind and go to Nigeria. AMANPOUR: Did you ask him? Did he say he would? BUHARI: Well, I will ask him. I will send a formal invitation. AMANPOUR: So finally, let me ask you about a previous African leader, a former African leader, the former dictator of Chad, Hissene Habre, who is being tried -- or at least they're trying to try him -- in Senegal. And he's refusing to cooperate. Do you support that process of trying an accused African leader in Africa rather than at the International Criminal Court? BUHARI: Justice is justice, whether it's done in Africa or elsewhere in the world. The important thing is let justice be done, whatever evidence the prosecution has in Senegal. I think they should -- you should proceed to make it available to the world and prosecute him according to international law on human rights. AMANPOUR: So you -- so you support that process? Chief Justice of Nigeria, Justice Mahmud Mohammed, on Monday confirmed the visits to his office at the Supreme Court Complex in Abuja by Governor Nyesom Wike of Rivers State twice this month. But the CJN, who spoke through his media aide, Ahuraka Isah, said he was not around to receive or have an audience with the governor on both occasions. The PUNCH had exclusively reported on Monday that one of the governor’s visits coincided with the day the Rivers State Governorship Election Petitions Tribunal, sitting in Abuja, conducted hearing into an application filed by Wike to challenge an order permitting his opponent to inspect the electoral materials used for the poll that brought him to office. The election of the former education minister, who ran for the governorship on the platform of the Peoples Democratic Party, is being challenged by the governorship candidate of the All Progressives Congress, Dr. Dakuku Peterside. The PUNCH learnt that the governor’s visits to the CJN were made without prior appointments. Reacting to The PUNCH story on Monday, Isah, in a statement, confirmed that the CJN never had prior appointments with the governor. He explained that on the first visit by the governor, the CJN was away in Saudi Arabia observing the Lesser Hajj while during Wike’s second visit, the Nigeria’s number one judicial officer was also at a meeting of the Legal Practitioners’ Privileges Committee, where candidates shortlisted for the rank of the Senior Advocate of Nigeria, were being interviewed. The statement read in part, “Our attention has been drawn to reports that the Rivers State Governor Nyesom Wike had met with the Honourable, the Chief Justice of Nigeria, Hon. Justice Mahmud Mohammed, GCON during one of his visits to the office of the CJN on July 6 and July 8 this year. “However, we would not have ordinarily wished to react to such stories except for the erroneous impression it may cast in the mind of the public. We wish to state with all emphasis that the CJN at no time had an audience with Governor Wike. This includes before, on and after the said date. “For further clarification, during the week of the purported first visit by Governor Wike on July 6, 2015, his Lordship was away in Saudi Arabia performing Umrah. On the date of the alleged second visit, which was on Wednesday July 8, 2015, the CJN was in court observing the interview of shortlisted applicants for the award of Senior Advocate of Nigeria. “A senior official in the CJN chamber intercepted Governor Wike and advised that it is a policy of the CJN not to entertain visits of politicians, especially those with cases in the courts. “Consequently, Governor Wike left at that point, even though he tried to state reasons for his visit, which included the issue of the appointment of substantive Chief Judge for his state and to thank the CJN for sending the Bayelsa State Chief Judge to swear him into the office. “In fact, his Lordship was not even aware of the visit until the next morning. The CJN therefore did not see the governor as reported in the said dailies.” The CJN also assured the people of Rivers State and Nigerians that he “is veritably committed to upholding the integrity, neutrality and independence of our Judiciary”. “This is a responsibility, which we hold dear and will not shirk,” the statement added. Wike had denied that his visit had anything to do with his case pending before the tribunal. He had told one of our correspondents that he was at the office because of the issue surrounding the appointment of the acting Chief Judge of Rivers State. The Publicity Secretary of the APC in Rivers State, Chief Chris Finebone, had on Sunday described Wike’s visit to the CJN as curious. He had said, “We have no cause to doubt the integrity of the CJN, but we must say that the visits must have been made open and known to Nigerians. Why was it not made known? “Wike believes that every human being has a price. His problem is just to identify the price.
