Mr. Olorunwa Jero, a father-of-six and survivor of the Ode Irele methanol poisoning yesterday, recounted his near-death experience.

The vulcaniser, narrated:

“By the time I was brought here, I had gone blind. I could not identify my wife, I could not identify anything. I did not even know when I arrived here.

But I thank God and the management and staff of University College Hospital, UCH, for bailing me out. I can see all of you here clearly. I can even identify the clothes each one of you is putting on.”

He expressed gratitude to the teaching hospital for its timely medical intervention which he said saved his life.

Meantime, UCH management, yesterday, confirmed that five victims of Ode-Irele methanol poisoning were responding to treatment.

The victims were said to have taken the methanol while consuming a local gin.

Confirming that the toxin was detected in the blood and urine of the victims, Professor Temitope Alonge, Chief Medical Director, UCH, said the five victims were transferred to the teaching hospital on April 18 adding that they had regained their lost sight as a result of taking the chemical.

Alonge, who said this while speaking with newsmen in Ibadan, warned people to be wary of taking local gin so as to avoid s similar unpleasant experience.

According to the CMD, series of tests were carried out on the victims and the samples of the three drinks they took.

The medical practitioner said: “On April 18, the Consultant Pathologist with the Ondo State Ministry of Health, Dr. Osasan, called to seek the assistance of the University College Hospital, Ibadan, in the management of five patients who survived the Ode-Irele neuro-toxicity saga who were completely blind.

‘’We agreed to take over the management of the patients but requested for the samples of the local gin that were incriminated along the fresh blood and urine samples of the patients.

‘’I contacted the consultant neurologist on call, Dr. Steeve Oluwole for a comprehensive evaluation of the patients because of the clinical presentation of the patients that had died and the ones that survived since they all pointed to neurotoxicity.

‘’In addition, the clinical pharmacologists led by Professor Catherine Falade, the laboratory scientists and specialists advisers to the hospital, Professor Segun Ademowo, were all contacted for the biochemical analyses of the blood of these patients as well as the urine in addition to the three samples of local gin that was reportedly consumed by the patients.

He added that all the relevant health personnel worked for almost two weeks before they detected the likely cause of the neurotoxicity exemplified by sudden blindness and correlated their findings with the toxicants in the blood, urine and the local gin samples.

The Senate on Tuesday passed N4.493tn budget for the 2015 fiscal year, about five months after it was presented by the Minister of Finance/Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala.

The national budget, which was earlier passed by the House of Representatives last week, was N51bn higher than the N4.425tn submitted to both chambers of the National Assembly by the Federal Government.

The Senate approval of the budget on Tuesday, however, confirmed the non-inclusion of fuel subsidy provision in the document but N21bn was budgeted for the funding of the Subsidy Reinvestment and Empowerment Programme.

The Senate, in passing the budget, slightly reduced the N2.607, 601, 000, 300 proposed by the executive to N2.607, 132,491,708 as recurrent expenditure and simultaneously scaled down the capital expenditure from N642, 848,999,699 estimated in the proposal to N556, 995,465,449.

The Chairman, Joint Senate Committee on Appropriation and Finance, Mohammed Maccido, explained that the details of the figure approved by the Senate in the document were not different from the version passed by the House of Representatives last week.

He confirmed that the executive did not make provision for fuel subsidy in the 2015 budget and that the National Assembly left it the way it was presented.

[b]He said, “There was no provision in the budget for subsidy but I believe there should be provision for it especially since there was already a disagreement between the oil marketers and the Federal Government over subsidy payment.”

He added that the budget would be driven by $53 oil benchmark, an exchange rate of N190 to one US dollar; N2.2782m per barrel crude oil production per day; and deficit gross domestic product of -1.12 per cent.

Reacting to the development, the Chairman, Senate Committee on Public Accounts, Senator Ahmad Lawan, said the incoming government was bound to review the 2015 fiscal budget because of various flaws.

He said, “The constitutional provision is that we should have even passed the budget before now but due to the exigencies of this period, we have just passed it and we have done our constitutional duty very well.

“I believe that the incoming administration will very swiftly bring a request for a supplementary budget which will try to balance between the capital allocation, that will be very much required in Nigeria, and the recurrent.

“The one we have passed is typical of the Peoples Democratic Party’s submission to the National Assembly. In fact, the budget we have just passed is five to one against the capital allocation when we just have about N500bn against the N2.6tn that is going to recurrent.

“So, we are going to do a review definitely because the incoming administration will have to bring something of that nature for a supplementary request.”

Lawan said the country would have funds to finance the budget because oil prices would continue to improve, corruption would be tackled, and leakages would be blocked.

Also, Senator Olubumni Adetunbi said the incoming government would probably make changes “in form of supplementary budget in line with the policy of cutting the cost of governance because the budget is 20 per cent for capital while the rest is recurrent.”

Senator Ganiyu Solomon said implementation of the budget would pose a problem to the incoming administration.

A critical study of the budget also put fiscal deficit at N1.07tn, N953.6bn for debt service, N375.6bn as statutory transfers and while education takes the lion share of the budget with N392.3bn followed by N338.7bn for the military while N303.8bn was budgeted for police commands and formations

In the same vein, N237bn was voted for the health sector, N153bn for the Ministry of Interior while the Ministry of Works had a meager sum of N25.1bn.

Hundreds of people have been found dead in the northeast town of Damasak, in Borno apparently victims of Boko Haram insurgents, residents and officials said on Monday.

“Dead bodies were found in houses, streets and many more in the Damasak River which has dried up,” said local man Kaumi Kusur, adding the victims were buried in 20 mass graves at the weekend.

Mohammed Sadiq, another local who helped in the burials on Saturday, put the death toll at more than 400 but the Borno state government did not state a precise figure, giving a toll of “hundreds”.

Troops from Chad and Niger retook Damasak from Boko Haram on March 9 as part of a regional offensive to combat the militants, who captured the town in November last year.

A Chadian security source said at the time that some 200 rebel fighters were killed in the offensive as well as 10 soldiers.

On March 20, Chadian army spokesman Colonel Azem Bermandoa Agouna said about 100 bodies were found in a mass grave under a bridge just outside Damasak. Some had been decapitated while others shot.

Agouna estimated that the massacre probably occurred in January.

In the latest discovery, Sadiq said the bodies had been covered by sand from the encroaching desert.

“We were mobilised by the state authorities to bury them and we did it accordingly. The bodies include those of women and children as well as agile men,” he added.

Kusur said the bodies discovered from Thursday last week “far outnumbered” those found in March when the town was liberated.

“We brought all of them and though the bodies have decomposed, we gave them (a) proper burial in more than 20 mass graves that can be identified anytime the need arises,” he said.

The discovery came as thousands of people displaced by the violence sought to return from temporary camps to Damasak, which is near Lake Chad in the far north of restive Borno state.

Some 1.5 million people have been forced to flee their homes since the insurgency began in 2009.

Claimed successes against the militants by Nigeria and its partners Chad, Niger and Cameroon have increased talk of the displaced returning home.

Borno state Governor Kashim Shettima set up a committee to look at ways to rebuild some of the towns recovered but members of one of the sub-committees returned with news of the grim find.

Their spokesman Baba Gana Mustapha, said: “The level of devastation in Damasak is high. We have seen hundreds of people that were massacred by Boko Haram.”

Commercial banks have sent marketers, mostly females after newly-elected senators and members of the House of Representatives in Abuja to open discussions on investments and other business deals.

The energetic, sweet-talking and mostly female marketers, flooded the International Conference Centre, venue of an ongoing induction course for the new arrivals on Monday.

Investigations by The PUNCH showed that the target of the banks largely was to woo the lawmakers to open accounts with them.

Some of the smartly dressed marketers also offered loan opportunities they claimed their banks could guarantee with “friendly repayment terms.”

Over 290 members of the House for example, are newcomers, out of the total of 360.

In the Senate, about 69 senators are also newcomers, out of 109.

Findings showed that the marketers started tracing the lawmakers since Sunday night when Senate President, David Mark, declared the induction programme open at the Transcorps Hotel, Abuja.

“They flooded the Congress Hall of the hotel Sunday night.

“They didn’t give the lawmakers breathing space, as they offered all sorts of facilities (loans) and seeking to maintain their accounts,” a senior legislative aide confided in The PUNCH on Monday.

A member of the House earns around N27.9m every quarter as official allowance.

Presiding officers and other principal officers receive higher figures.

This excludes a monthly salary of N1m.

Senators collect over N30m as quarterly allowance and receive higher salaries than their House counterparts.

The PUNCH gathered that the practice over time was for the banks to compete among themselves to attract as many of the lawmakers as possible to maintain the lawmakers’ accounts.

“In the end, many lawmakers get loans in amounts ranging from N50m to upward of N200m.

“They will be here for four years and it is understandable that the banks see this as a window for quick returns,” one National Assembly official told The PUNCH.

However, investigations indicated that there were several cases of lawmakers who failed to repay the loans before the expiration of their tenure, leading to disputes between the two sides.

In 2011, a particular new generation bank withheld the severance packages of many members and also seized their assets, owing to failure to meet up with their loan obligations.

One marketer, who gave her name simply as Elina, told The PUNCH that there was nothing wrong with seeking for “investment opportunities.”

She argued that being new in Abuja, most of the members needed information on sources of funding to assist them in settling down for the business of legislation.


“We know how it is; there will be accommodation challenges.

“Some need funding for transportation even before they get their official votes for vehicles and other support services.

“So, the banks are there to provide these support services by way of funding,” she added.

The National Assembly and its bureaucracy, including the National Assembly Service Commission, has a total budget of N120bn this year.

The figure was a drop from the N150bn it had enjoyed since 2007.

A sickening photo that shows an innocent child with an Islamic State birth certificate alongside a handgun and grenade has emerged in the newest ISIS propaganda.

The image was shared by an anti-ISIS campaigner in war-torn Syria, who posted it on Twitter.

It was accompanied by the caption: "This child will be risk to you not just to us" in an apparent bid to raise concern of the threat the sick terrorist organisation poses not only to the Middle East, but to the rest of the world also.

Mirror UK reports that the unverified photo was shared by Abu Ward Al-Raqqawi, who claims that the child's name is Jrah.

In the post, Al-Raqqawi says that the child has been given an Islamic State birth certificate by the terrorists.

Reports say Australian National University terrorism expert Dr Clarke Jones believes the photo is authentic.

He told MailOnline: "By showing the birth certificate, and the fact that the group are indoctrinating babies, I think ISIS are indicating they will be around for a long time.

"It’s an interesting signal of life within the caliphate.

"Obviously by posting opposition to the Islamic State from within their borders the activist is operating with great risk."

Though Buhari may not do exactly what Agbakoba said, I see him retaining just one or two planes. The remaining nine will be sold just as Joyce Banda did in Malawi. Today the Malawian President uses commercial flights. Jonathan once sent Nigeria's presidential jet to pick her from Lilongwe, Malawi to Abuja to attend a meeting.
He won't sell all but I don't see him retaining those numerous fleets.
