the Code of Conduct Bureau (CCB) to
investigate named public officers in the
leaked Panama Papers

– The organisation made the request in a
letter dated April 8, 2016, signed by its
executive director, Adetokunbo Mumuni

– The leaked Panama Papers revealed how
high-ranking Nigerians and their families
are increasingly using safe havens and
secrecy jurisdictions like Panama to hide
their ill-gotten wealth


SERAP wants CCB to probe public officers
named in the leaked Panama Papers
The Code of Conduct Bureau (CCB) has
received a 14 days ultimatum to go after
named public officers in the leaked Panama
Papers.

A civil society organisation, Socio-Economic
Rights and Accountability Project (SERAP)
told the CCB chairman, Sam Saba to
investigate the current and immediate past
top public officers named in the leaked
documents.

The organisation’s demand was contained in
a letter dated April 8, 2016, signed by its
executive director, Adetokunbo Mumuni, a
copy obtained by Naij.com.


The organisation in the letter asked the CCB
to probe others who are currently operating
or have operated foreign accounts in other
safe havens and jurisdictions.

The organisation called on the CCB to where
appropriate, refer such officers to the Code
of Conduct Tribunal (CCT) for prosecution.
“We would be grateful if the Bureau could
begin to take these steps within 14 days of the
receipt and/or publication of this letter. If we
have not heard from you by then as to the
steps the bureau is taking to address the
concerns raised in this letter, the registered
trustees of SERAP shall take all appropriate
legal actions to compel the bureau to
effectively discharge its constitutional and
statutory mandates in this instance,” the
organisation said.

According to the organization, it believes
that the Panama Papers have shown the
extent to which public officers in the country
are concealing their stolen wealth in safe
havens and secrecy jurisdictions, contrary to
the Code of Conduct for Public Officers
which prohibits public officers from
maintaining and operating foreign accounts.

SERAP expressed optimism that the CCB will
learn from the lessons of the Panama
Papers to fight the abuse of the asset
declaration requirements and not wait for
further international disclosures that may
implicate even more public officers in
corruption and money laundering.

The organization further argued that except
highly placed public officers who use safe
havens and secrecy jurisdictions to breach
the fundamental requirements of asset
declaration are sanctioned, named and
shamed, the sincerity of the asset
declaration regime as a tool of preventing
and combating corruption will continue to be
doubted, and Nigerians will continue to
witness inadequate transparency and
prevalent impunity of corrupt public officers
in the country.

SERAP in the letter hopes that bodies like
the CCB should use this opportunity and
mandate to react swiftly to this international
scandal by taking concrete and proactive
actions to address the growing breaches of
constitutional provisions by top public
officers.

The organization stated that these steps
would be entirely consistent with the
Nigerian 1999 constitution (as amended), the
law establishing the bureau, and will meet
demands by Nigerians for improvement in
transparency regarding asset declarations
and sanctions of public officers for
breaches.

The letter read in parts: “Effective asset
declaration regime can play an important role
in detecting illicit enrichment and preventing
corruption and avoiding the kind of
international embarrassment that the Panama
Papers represents for Nigeria.

“SERAP notes that the aims and objectives of
the CCB include the establishment and
maintenance of a high standard of morality in
the conduct of public business and ensuring
that the actions and behaviour of public
officers conform to the highest standards of
public morality and accountability.

“SERAP notes that provisions on the
declaration of assets by public officers in
Nigeria are entrenched in the Code of Conduct
for Public Officers, contained in Part I of the
Fifth Schedule to the 1999 Nigerian
Constitution. These provisions aim to prevent
corruption and abuse of office, to ensure
transparency in public officers and to prevent
high-ranking public officers operating foreign
accounts to hide their ill-gotten wealth.

“SERAP also notes that acts prohibited by the
Code include a public officer putting himself
in a position where his personal interest
conflicts with his duties and official
responsibilities; holding two posts from which
he is being paid from public funds; and
operating foreign accounts.”

Premium Times which is the only Nigerian
medium that participated in the one year
investigation reports that the Panama
Papers are an unprecedented leak of
11.5million files from the database of the
world’s fourth biggest offshore law firm,
Mossack Fonseca.

The documents were obtained from an
anonymous source by the International
Consortium of Investigative Journalists
(ICIJ). The ICIJ then shared them with a
large network of international partners,
including the Guardian and the BBC. The
documents exposed how corrupt public
officers including some from Nigeria can
exploit secretive offshore regimes to hide
their ill-gotten wealth.

The national leaders both former and current
public officers so far exposed in the Panama
Papers comprised the Senate president,
Senator Bukola Saraki; Senator David Mark
and the former governor of Delta State, chief
James Ononefe Ibori, Toyin Saraki as well as
T.Y Danjuma. These high-ranking Nigerians
and their families are said to be increasingly
using safe havens and secrecy jurisdictions
like Panama to hide their ill-gotten assets.

Senator Godswill Akpabio has pleaded with
Nigerians to consider the Peoples
Democratic Party (PDP) in the 2019 general
elections because of the democratic
principles the party has followed in recent
times.


Godswill Akpabio has appealed to Nigerians
to consider the PDP for the 2019
presidency.

The Senate Minority Leader made the plea
when he spoke with journalists in Abia state
after an inter-denominational thanksgiving
service in honour of Senator Mao
Ohuabunwa for his victory at the Abia north
senatorial rerun election, Daily Trust reports.


Akpabio said: “ As a party, we are happy with
the arrangement made so far. Last week, we
met with the National Working Committee
(NWC) of our party and we agreed that the
timetable for the party congress remains
sacrosanct. So, the convention will take place
on May 21 to elect new leaders for the party.

“I believe it will go in a normal process. We
are democrats. I believe strongly there will be
no imposition and no impunity. As a party, we
show our democratic disposition during the
last presidential election. We lost the
presidency. We congratulated the winners and
we peacefully handed over power.

“Today, other countries are emulating the PDP.
We expect the same thing to happen at the
various congresses. Let me also use this
opportunity to appeal to Nigerians to consider
the Peoples Democratic Party for the 2019
presidency.”

Meanwhile, the Board of Trustees (BOT) of
the PDP have vowed to resist any move by
the party’s national chairman, Ali Modu
Sheriff or his loyalists to extend his tenure
beyond May 21.

Acting BOT chairman Senator Walid Jibrin
yesterday, March 29 warned that any move
by Sheriff to covertly extend his tenure
beyond the agreed date could throw the
party into trouble, The Nation reports.

Jibrin reacting to alleged moves by Ali Modu
Sheriff to either remain in office or make
sure that the office of the national chairman
is zoned to the north-east in order to enable
him retain the seat, urged the former Borno
state governor to ignore those he described
as sycophants and praise singers and to
vacate the seat after the party’s national
convention.

Stop giving the public wrong info. The electio in Ibesikpo LGA was marred with violence. It all started at Inec's Office where some disgruntled youths attacked the bus carrying sensitive materials. Especially ward 2. In that ward 2, over 7 units was unable to take part in the election because of the illiterates and wayward Akwa Ibom youths who tagged themselves 'Street boys in Politics'. I was one of the official in the election and it was God that saved me yesterday and may God bless the DPO of that Lg in the person of Mr Akpabio. . God will help those ignorant Akwa ibom youths.

The Akwa Ibom Commissioner for Finance, Akan Okon, said consumption of alcohol in hotels and beer parlors in the state would now attract tax.

Mr. Okon told journalists in Uyo on Saturday that people who consumed alcoholic drinks would begin to pay a token as tax.

“Some people who lodge in hotels and consume alcohol will henceforth pay taxes to the state government.

“The focus is to look inward to see how the various opportunities that are available in the state can be harnessed to raise the Internally Generated Revenue (IGR),’’ he said.

The commissioner, however, decried the attitude of some businessmen in the informal sector of the economy who failed to pay tax to government.

Mr. Okon said that if those in the informal sector paid their taxes, the state would pull the resources together and that would help in providing social amenities in the state.

He said that property tax and entertainment tax were not collected in the state in order for tax uniformity in the state.

He explained that the state government had put measures in place to ensure that revenue opportunities were tapped to raise its IGR.

The commissioner said that a new tax consultant had been appointed to block leakages associated with revenue collection.

“We have in place a new consultant that is working closely to ensure that we block all the leakages associated with revenue collection system in the state,” he said.

The commissioner explained that e-receipt system had been introduced to check revenue leakages in the state.

“We are introducing electronic e-receipt instead of the manual receipt, this is one of the avenues we believe will help sort out some leakages that are associated with a manual receipt,” he said.

Mr. Okon said the state government would soon convene a tax summit to rub minds with its stakeholders.

He said the summit was aimed to encourage the people to pay their taxes according to their incomes.

“As a state, we intend to ensure that we widen the tax net and also engage the informal sector to ensure that we derive the maximum opportunity that is available in this area.

“With the summit coming up, the issue of poor tax payment will be a thing of the past,” Mr. Okon said.

He noted that the state government would anchor its development on taxes paid by the citizens of the state.

The commissioner said Governor Udom Emmanuel’s administration was doing everything possible for tax system to be efficient and effective in the state.

The police and the Kano state Sharia commission are currently embroiled in a blame game as to who should be held responsible for the failure to return Ese Oruru back to her hometown in Opolo, Yanegua local government area of Bayelsa state since August last year.
Ese Oruru was abducted from her Bayelsa home, moved to Kano and allegedly forced to marry one Yunusa Yellow.
According to Leadership, the assistant inspector general of police (AIG) in charge of Zone 1, Shuaibu Lawal Gambo, in a press conference held at police zone 1 headquarters in Kano put the blamed on the Kano state Sharia commission for withholding Ese Oruru which restricted the police from taking her back to her parents.
He said the commission failed to bring Ese on a set date she was expected to be taken back by the police to her parents in Bayelsa as directed by the Kano emir.

Much may never have been heard or written
about Awube stream in Ipole Ugbugbu Owukpa,
Ogbadibo local government Area of Benue State,
but the stream, according to the people is their
major source of livelihood.

A community that has existed since over three-
hundred years ago has had its existence tied to
the mysterious Awube stream. The River, to an
average Ugbugbu person, is second to God as it
is the only source of water in the small
community.

One thing about the stream is that the people
bath and wash inside it, yet they drink and cook
with it. Every Ugbugbu bred drinks the water that
can ordinarily be termed unhygienic. There is
usually no method of eliminating likely germs as
the water is drank just the way it is fetched.

It is
strange for an Ugbugbu bred to boil the water
fetched from Awube stream before drinking. Yet,
no known water-related disease or sickness has
been recorded in the community despite the fact
that the people freely use the water.

The stream that flows from Amala in Enugu State
through Eke-Akpa does not dry up at any point in
time. It flows throughout the year in defiance of
seasonal variation. In Ugbugbu, Awube is divided
into two sections – the up section ( Okpa-
ogicho) and the down section ( Okpa-ogaje).The
up section is usually where the men bath. It’s
separated from the down section so the men
and women do not see themselves while bathing.
Ironically, it’s the women who fetch water for
drinking, hence they are forced to fetch the
sweat and dirt the men wash off their bodies.

Most men who bath inside the Awube stream
spit and urinate inside the same stream, though
there is a myth that whoever urinates inside the
stream will become impotent. What a sane
Ugbugbu child will not do is to defecate inside
the stream, as such is deemed irreverent and
sacrilegious.

It’s, however, strange that despite the growing
civilization in different communities and villages,
the people of Ugbugbu continue to drink and
bath with the water whose source has remained
a mystery.
