Governor Nyesom Wike of Rivers State has been caught on tape as he held a telephone with officials of the Independent National Electoral Commission (INEC), arranging payment to the officials in exchange for their help in rigging the recently concluded legislative elections in the state.

The telephone conversations, exclusively obtained by SaharaReporters, revealed the governor arranging with INEC officials, particularly those sent from Plateau State, to rig the election for candidates of the Peoples Democratic Party (PDP) in Etche, Khana, Ikwerre and other key local government areas in the state.

One of Mr. Wike’s phone calls went to a female INEC official who was complaining that the money offered by the governor was not sufficient for the rigging task. An infuriated Governor Wike told the woman that he had already paid the electoral coordinator in Plateau State.

At one point in the conversation, when Governor Wike was told that one of the electoral officers was reluctant to sign one of the result sheets, the governor threatened to demand his money back from the recalcitrant official. Then, as if not satisfied with his threat to collect back his money, Mr. Wike voiced his intent to kill the official, stating that the man would not leave Rivers State alive.

The chilling telephone conversation has exposed the inner workings of Mr. Wike’s scheme to rig the recent election in his state and also the collusion of INEC officials in the illicit deals. Besides, the governor’s intimation of violence also pointed to the possible bloody nature of the games played between politicians who fund the rigging of elections and the electoral officials who facilitate the scheme for quick, and often substantial, cash payments.

SaharaReporters spoke to a top INEC official in Abuja who and he confirmed that most of the electoral officers who conducted the recently concluded legislative elections in Rivers State were drafted from Plateau and Oyo States. He added that some of the electoral officials were also drafted from one of the Southeastern states.

Am also facing similar hiccups... Being trying to update my state and LGA but no avail for almost a fortnight now. Intact, it brings up state names but after selecting state of residence when u move to LGA it start loading endlessly and none stop...perhaps continue to load may be till #Mama call. Anyway, just keep trying until u are successful just as am also trying day and night. Perhaps, is traffic of thousands trying to access same platform as u.

With regards to password I haven't tried to change it yet due to epileptic nature of d site response to simple querries. When d site becomes less busy I will try that.

Didn't notice that. What those that entails sister? One thing I observed was that, a guy came with a later from NYSC in place of discharge certificate and behold d screening guy for page 1 grealled the guy as to propriety of d letter and d guy told him he was undergoing a program and he wasn't alone and that he can ask around. After blatantly denying d guy verification he later reluctantly screened him. I really felt for d guy.

You know what was going tru my mind while d drama and milee lasted?! I was, y is this probing this applicant nao. Na him father money?

Haba pple are struggling to make things meet and he wants to deny a soul a way to survive....

Anyway.... When will result be ready and outhuhhuh

Thanks so much for ur infor, guide and ambiance. Just finished my documentation. Wen to Kaduna North LGA and I checked my serial number then I proceeded to Hajiya Umma's office but she wasn't on seat...she was so kind to place her number on the notice board adjacent to her office and I put a call to her and she ask me to come down to SUBEB opposite KASU and it was a straight forward academic exercise.

The question on our lips now begging for answers is the aptitude test....!

#PDP is indeed a dead party. Election adjuged to be free, fair and largely credible not only by the media but all the observer groups that monitor the elections. They want to waste their time and scarce resources to tribunal, Appeal court and supreme court over to me non existant allegations and they keep hammering on vote buying when all the observer groups reported and documented vote buying was done by all parties involved. How will they convince the courts beyond reasonable doubt that #APC bought all the votes casted for it?!

Instead of #PDP to sit down concentrate and put its house in order and resolve the lingering leadership crisis rocking it that the Appeal court is yet to rule on the authentic party chairman, crisis that has affected them so fantastically not only in #Ondo but also in recent #Edo elections.

I bet you, if they continue this way #APC will as well take over #Ekiti and continue running in circles like a bereaved fellow and at the end will loose out completely in south east

Yele Omogunwa, the PDP Senator representing Ondo South Senatorial District, on Thursday confirmed his defection to All Progressives Congress (APC).

Mr. Omogunwa confirmed his defection in an interview with the News Agency of Nigeria (NAN) in Akure.

The lawmaker, a former Commissioner for Works in Ondo State, said he had formally joined APC in his home town, Ode-Irele in Irele Local Government Area of the state.

“It is very correct that I have decamped to APC and it was done in my country home, Ode-Irele.
“I am no more in PDP, but now a bonafide member of APC. My reasons for joining APC are personal,’’ he said.

NAN reports that with the defection of Mr. Omogunwa ,all the three Senators representing Ondo State at the upper chamber of National Assembly, are now members of APC.

The Court of Appeal in Abuja has said it will continue with its hearing of the PDP crisis once all parties have been served.
The spokesperson for the appellate court, Saadatu Musa, told PREMIUM TIMES on Tuesday evening that a ruling by the Supreme Court has paved the way for the immediate continuation of the mater.
“The Supreme Court has thrown out the application preventing the continuation of the matter at the Appeal Court. That means it should continue immediately.
“However all the parties have to first of all return to the division to be served before the time of hearing will be fixed,” she said.
Based on the Supreme Court ruling nullifying an application for the suspension of Appeal Court hearing on the Ondo governorship tussle, reporters on Tuesday afternoon assembled at the appellate court, expecting a continuation of the hearing.
The matter had been suspended at the appellate court on November 18, following an application by a faction of the PDP, led by former Borno State governor, Ali Sheriff.
Mr. Poroye, a factional chairman of the PDP in Ondo, from the faction led by Mr. Sheriff, had asked the court to determine the jurisdiction of a panel set up by the Appeal Court President, Zainab Bulkachuwa.
The panel was created after a petition filed by Mr. Poroye’s counsel, Beluolisah Nwofor, accused the former panel, led by Jummai Sankey, of fraud.
Following that petition, the first panel under Ms. Sankey’s leadership withdrew their participation in the matter on November, 1.
Days later, Ms. Bulkachuwa instituted the new panel, led by Ibrahim Salauwa.
But dissatisfied with the decision of Ms. Bulkachuwa, Mr. Poroye made another request, demanding the dissolution of the new panel.
When the application was refused by the appellate court, he (Mr. Poroye) approached the Supreme Court to challenge the decision of the Appeal Court. He also prayed the highest court to compel the lower court to suspend sitting.
On Tuesday a five-member panel of justices at the Supreme Court, led by the Acting Chief Justice of Nigeria, Walter Onnoghen, dismissed the application for lacking in merit.
The court also asked Mr. Nwofor to pay over N5 million as damages for abusing the panel at the appellate court.
While the tussle for the PDP ticket continues, the faction of the party led by Ahmed Makarfi has called for the postponement of the November 26 election.
That call has been rejected by the electoral commission, INEC, which recognises Jimoh Ibrahim of the Ali Sheriff faction as the PDP candidate for the election.

The November 26 election governorship candidate of the Alliance for Democracy (AD) in Ondo

State, Chief Olusola Oke, on Friday denied the rumour being peddled that he was arrested by the military.

He said it was a political means devised by his detractors to score cheap political goals.

While reacting to his alleged arrest by the military, Oke accused the Peoples Democratic Party (PDP) of being the sponsor of the rumour, adding that the campaign of calumny peddled against him only
made him more popular.

Rumours were rife in the state in Friday that Oke was arrested by the military for allegedly carrying arms.

But, speaking through his media aide, Mr Kolawole Olabisi, Oke said he was not arrested at any time by either the military or any other law enforcement agency, adding that he has since his formal declaration for the post of the governor of the state been moving round all parts of the state to solicit for support of the masses.

“As I talk to you now, Chief Olusola Oke is in Mahin in Ilaje Local Government Area of Ondo State canvassing for the support of the people of the area in the forthcoming gubernatorial election.”

Judges are likely to be queried and sanctioned if they fail to conclude criminal cases assigned to them within set time.

This is contained in the new National Judicial Policy inaugurated by the National Judicial Council in Abuja on October 24.

The NJP came into force earlier in April, 2016.

There have been instances before the advent of the Administration of Criminal Justice Act, 2015, when criminal cases, involving politically-exposed persons or other influential Nigerians, dragged on for over a decade.

But the new NJP requests federal and state judiciaries to set targets for the completion of various categories of cases, including criminal matters.

Sub-section 2.5.2 of the policy provides that judges must be made to provide reasons for failure to dispose of criminal cases within the target time.

This directive, captured under the policy on judicial performance in section 2.5 of the NJP, seeks to focus on “strategies to strengthen judicial performance through constant monitoring and evaluation and through continuous monitoring and assessment of the adequacy of the facilities available to judges for efficient performance.”

The policy categorises cases as small claims, fast-track cases, complex criminal cases, and normal civil cases, but goes ahead to impose duties on judiciary authorities to demand explanation from judges who fail to conclude criminal cases within time.

It seeks to strengthen the quarterly evaluation mechanisms already put in place and introduce new measures to ensure “improved performance of judicial officers.”

The policy reads in part, “Such measures will include measures to:

“Promote self-evaluation by judges and by state and federal judiciaries;

“Request each judiciary to devise time utilisation and management and monitoring mechanisms and guidelines by judges;

“Request state and federal judiciaries to set targets for completion of cases classified as: small claims, fast-track cases, complex cases, criminal cases and normal civil cases and monitor compliance.

“Demand that reason be given for criminal cases not disposed of within the set target period.”

The policy also makes it mandatory for each judiciary to submit action plan on how to clear backlog of civil cases.

It adds that the measures for improved performance of judicial will “require each judiciary to submit action plan and strategies for clearing backlog of civil cases pending for more than three months and criminal cases pending for more than 18 months;

“Require each judiciary to submit to an annual judicial system audit and survey of the effectiveness and efficiency of its judicial system.”

The NJP covers other issues such as judicial appointment policy, judicial discipline policy, judicial code of conduct policy, judicial education and training policy, case flow management policy, judicial administration and court management policy and transparency and anti-corruption policy, among others.

The NJP deals with Judicial Discipline Policy under Section 2.2, where it makes provisions for the Judicial Discipline Regulations.

It states in its Section 2.2.3 that the Judicial Discipline Regulations may specify among other 16 items, the procedure of investigation of a judge, powers of council to order a review and composition of review body, and powers of interim suspension by NJC.

But the NJC had said, acting in line with NBA’s suggestion, by suspending judges under probe without receiving petitions against them and probing the petitions, would violate Section 158 of the Constitution.

The NJP, also among others, directs that any petition filed against a judge that is leaked or discussed in the media before or after it is submitted for investigation, will not be entertained.

It also reiterates the Code of Conduct for Judicial Officers barring judges from accepting gifts.

There is palpable fear among Justices and staff of the Supreme Court over the discovery of a secret bank account with huge sums of money belonging to the apex court by the Department of State Security Service (DSS).
Already, Chief Registrar of the court, Ahmed Gambo Saleh and two others, Muhammed Abdulrahman Sharif and Rilwanu Lawal have been slammed with a nine-count charge of alleged N2.2b fraud by the Federal Government, over operation of the secret account.
Supreme Court sources told Daily Sun that about 13 Justices of the apex court, who have all benefited from the account are now living in fear of a possible arrest.
Besides, those directly charged in connection to the account, the source further said include “some principal officers who have been interrogated by the DSS.”
Although, about 13 Justices of the apex court were said to have signed and collected money drawn from the secret account, the source said “the Federal Government may not move against them as doing so will affect the quorum of the court.
“We have evidence against those Justices but, going against them will mean there will be no Supreme Court.
“They actually signed and collected money from the account, which contains billions of naira.”
The alleged account was allegedly operated outside of the due process of the civil service and “money in the account is often withdrawn to fund foreign trips of some judges.
“Preliminary investigation shows that staff of the court and Justices also withdraw funds from the account.
“Also, the secret account is used for foreign trips of Judges.”
When contacted to react on the issue, Alhaji Ahurakah Isah, media aide to the out-going Chief Justice of Nigeria, Justice Mahmud Mohammed declined comments. Isah said the apex court will react at an appropriate time.
Last Thursday, government filed a nine-count criminal charge against Saleh and two others over alleged N2.2 billion fraud at the High Court of the Federal Capital Territory(FCT), Abuja.
Others named in the charge, with number CR/13/2016 and dated November 3, 2016, are Muhammed Abdulrahman Sharif and Rilwanu Lawal all staff of the Supreme Court of Nigeria.
The defendants were specifically accused of conspiracy, criminal breach of trust and taking gratification by Public officers, contrary to Section 10 (a) (i) of the Independent Corrupt Practices and other related Offences Act 2000 and punishable under the same section of the Act.77

A ruling of the Court of Appeal expected to be delivered on Tuesday afternoon has been suspended.

Court officials told journalists at the court premises that the ruling was suspended following a petition against the judges accusing them of bias.

No new date has been fixed for the ruling.
Two factions of the party led by former Kaduna State governor, Ahmed Makarfi, and former Borno State governor, Ali Sheriff, have for months battled in court over the leadership of the PDP.
As part of that battle, the faction led by Mr. Makarfi had approached the Appeal Court to seek nullification of previous decisions by a Federal High Court presided over by Okon Abang which has affected that faction’s candidate for the November 26 election in Ondo state.
Mr. Abang had on October14 given an order in furtherance of his June 29 decision where he had asked the Independent National Electoral commission, INEC, to recognise the faction led by Mr. Sheriff.
In his October 14 ruling, Mr. Abang nullified the listing by INEC of the candidate of Mr. Makarfi’s faction, Eyitayo Jegede, for the Ondo state governorship election.
The judge said the decision was premised on his June 29 judgement where his court declared as null and void the proceedings of the PDP convention which appointed a caretaker committee with Mr. Makarfi as chairman.
Shortly after that decision, the Makarfi caretaker committee approached the appellate court to demand a stay of execution of Mr. Abang’s October 14 decision.
At that time, Mr. Jegede had been recognised by INEC as the party’s flag bearer and the supporters of the Makarfi-led faction said the status quo should be maintained, pending the determination of their appeal at the appellate court.
Mr. Jegede also approached Mr. Abang’s court, according to the rules of the Federal High Court, to seek his permission to appeal the October 14 judgement. That appeal was denied by Mr. Abang on October 27.
During his ruling on Mr. Jegede’s application, Mr. Abang reiterated his decision that Mr. Ibrahim remains the authentic candidate for the PDP in the coming election of Ondo State.
In deference to the October 27 decision of the Federal High Court, INEC withdrew its recognition of Mr. Jegede and had him replaced by Mr. Ibrahim.
Consequently Mr. Jegede and other members of the party from Mr. Makarfi’s faction made further appeals to the Appeal Court demanding that it strikes out the June 29 ruling by the Federal High Court as well as that of October 14.
No new date has been fixed for the Court of Appeal ruling.
INEC had said Mr. Ibrahim would remain the candidate of the party in Ondo until a ruling of the appeal court.

The Nigerian Bar Association on Thursday called for the immediate suspension of seven judges arrested by the State Security Service on October 8.
The President of the NBA, Abubakar Mahmud, a Senior Advocate of Nigeria, made the call at a valedictory court session in honour of a retiring Justice of the Court of Appeal, Sotonye Denton-West.
Seven judges in five states of the federation and the Federal Capital Territory were arrested after their homes were raided on October 7 by the SSS following allegations of corruption.
The National Judicial Council, NJC, responsible for the sanction of judicial officers, was accused by the SSS of neglecting petitions written against the judges on allegations of corruption.
The NJC denied the allegation by the SSS.
Both the NJC and the NBA had earlier condemned the arrest, describing it as a denigration of the judiciary.
Mr. Mahmud who had earlier described the raid of the judges’ homes and their subsequent arrest by the SSS as unlawful and an abuse of power by the operatives, said his recent decision is to safeguard the sanctity of the judiciary.
“In the interim, particularly having regards to what appears to be an ongoing accusations and counter-accusations between some of the judges and other personalities or agencies, it appears to the NBA that it is extremely important that the NJC takes very urgent steps to safeguard the public image and sanctity of the courts,” he said.
“We therefore strongly recommend that, without prejudice to the innocence or otherwise of the Judges involved in the ongoing investigations, they should be required to recuse themselves from further judicial functions or required to proceed on compulsory leave until their innocence is fully and completely established or until the conclusion of all judicial or disciplinary proceedings.
“We believe this will be necessary in order to protect the sanctity and integrity of judicial processes that may involve the judges concerned and safeguard the public image of the institution.”
The retiring judge, Ms. Denton-West, welcomed the call by Mr. Mahmud, stressing the it was important to rid the judiciary of corruption.
“Indeed, I know and believe that there is corruption, unfortunately even in the folds of the judiciary. I have personally been a victim of corrupt act from the judiciary on some occasions.
“The Nigerian judiciary in the past has been one of the greatest in the world, but it is time to relive and embrace the rule of law in its entirety. It seems only lip service is paid to this great doctrine. It is essential that the rule of law must be observed in order for society to run smoothly, otherwise the beauty of democracy will elude us.
“The rule of law is observed when there is mutual respect between the authorities and those subject to authority and, between the powers that be and their subjects, in accordance with the law. For we are all subject to the law,” she said.
Until her retirement Ms Denton-West was a Presiding Justice of the Court of Appeal, Akure Division.
The judges who were arrested include Sylvester Nguta and John Okoro of the Supreme Court and Adeniyi Ademola of the Federal High Court Abuja.
Others are Justice Muazu Pindiga of Gombe State; Kabiru Auta of Kano State, Innocent Umezulike of Enugu State and Mohammed Tsamiya, an appeal court judge in Ilorin.
Although the home of justice Nnamdi Dimgba of the Federal High Court, Abuja, was also raided, he was not arrested.
