Peter Obi won Lagos,Edo, Delta, Abia, Anambra,Enugu,Ebonyi,Imo, Plateau, Nassarawa and FCT with good performance in Benue, Taraba and Kaduna States.

The law can be interpreted as getting 25% in all 36 states in which FCT included. More clearly,25% in 2/3 FCT MAY BE THERE OR NOT
