Can someone explain what's happening to Elupe in Imo?

I thought Elupe won the presidential election; winning a governorship election in their stronghold should be easy. Should we blame APC, INEC, DSS, Yoruba Muslims, Fulani, and the military officers in Imo for rigging this election?
