UN chief Ban Ki-moon Friday accused Bashar al-Assad of crimes against humanity as Washington and Moscow held crucial talks on dismantling Syria's chemical weapons arsenal.
Though he did not blame the regime directly, Ban said UN experts will confirm in a report released next week that chemical weapons were used in an attack near Damascus that left hundreds dead.
Assad has vowed to relinquish his chemical arms, after the alleged attack prompted threats of a US-led military strikes.
US Secretary of State John Kerry and his Russian counterpart Sergei Lavrov were holding a second day of talks in Geneva Friday to hammer out the details of a Russian plan that emerged this week.
The last-minute Russian initiative caused US President Barack Obama to back away from planned military strikes in response to the chemical attack, which Washington blames on the regime and says killed about 1,400 people.
At the United Nations, Ban lashed out at Assad and said UN inspectors will publish an "overwhelming report" that chemical weapons were used.
He said the Syrian leader had "carried out many crimes against humanity" and insisted there had to be "accountability" once Syria's civil war is over.
In Geneva, Washington and Moscow said they hoped the chemical weapons talks would open the door to wider efforts to end Syria's conflict, which has claimed more than 110,000 lives since March 2011.
Kerry said he would meet Lavrov again later this month -- probably around September 28 -- to try to set a date for a long-delayed peace conference.
He said Washington and Moscow were "working hard to find common ground" to get peace talks going in Geneva that would bring together Assad's regime and the opposition.
Much of the way forward "will obviously depend on the capacity to have success here in the next day, hours, days, on the subject of the chemical weapons," Kerry told reporters after meeting with Lavrov and the UN-Arab League envoy to Syria, Lakhdar Brahimi.
Lavrov said he also hoped a "basically abandoned" peace plan first agreed in Geneva in June last year would be revived.
"We agreed to meet in New York in the margins of the (UN) General Assembly and see where we are, and what the Syrian parties think about it and do about it," Lavrov said.
The French presidency said Kerry, French Foreign Minister Laurent Fabius and British Foreign Secretary William Hague would hold further talks on Syria in Paris on Monday.
Assad confirmed for the first time Thursday that Syria planned to relinquish its chemical arms, and Russian President Vladimir Putin urged the global community to take him seriously.
"This confirms the serious intentions of our partners to go along this path," Putin said at a security summit in Kyrgyzstan.
Syria on Thursday filed documents at the United Nations seeking to join the international convention banning chemical weapons and said it now considers itself a full member.
A UN spokesman said Friday the organisation has asked Syria for more information about its application, but he declined to say what was missing from the documents filed.
Washington has warned the regime that further steps will be needed before military action would be off the table.
France -- Washington's main backer on military strikes -- also said Friday that Syria had not yet not done enough, calling for a binding UN Security Council resolution that would authorise force if Assad does not give up his arsenal.
"The Syrian regime's announcements are certainly very useful but also certainly insufficient," French foreign ministry spokesman Philippe Lalliot said.
Fuelling concerns about Assad's sincerity, reports emerged Friday that a secret Syrian military unit was scattering the chemical weapons stockpile around the country.
The unit was given responsibility to shift the arsenal of poison gases and munitions to different locations across Syria, the Wall Street Journal reported, citing US and Middle Eastern officials.
Russia has not revealed many details of its plan, but Russian media report that it calls for a four-step process for the weapons handover.
Reports say the plan calls for Damascus to join the Organisation for the Prohibition of Chemical Weapons (OPCW), declare the locations of its chemical arms, allow OPCW inspectors access and finally arrange for destruction of the arsenal.
A spokesman for the Hague-based OPCW said it will meet next week to examine Syria's request.
Syria's opposition National Coalition also said it was "deeply sceptical" of the government's move and urged a tough UN resolution to enforce the measure.
"It is vital the threat of force stays on the table. For a (UN Security Council) resolution to be anything other than a get-out-of-jail-free card for the regime, it must be enforceable under Chapter 7," allowing military action, it said in a statement.
The French presidency said meanwhile that France, Saudi Arabia, the United Arab Emirates and Jordan had agreed to give more help to the Syrian opposition in its battle against Assad.
After a meeting in Paris, French President Francois Hollande and foreign ministers from the three countries "agreed on the need to strengthen international support for the democratic opposition to allow it to face attacks by the regime," Hollande's office said in a statement.

Some members of the Peoples Democratic Party, PDP, in Bayelsa State, home state of President Goodluck Jonathan have joined forces with the Kawu Baraje led PDP.

The members of the New PDP in Bayelsa are mostly loyalists of former governor, Timipre Sylva, who was incidentally denied second term ticket while Baraje was the acting national chairman of the party.

Sylva, who was then at logger heads with President Jonathan was replaced with Governor Henry Dickson.

The New PDP in Bayelsa is being led by former special adviser on security matters to Sylva, Mr. Richard Kpodoh.


Other members are the former publisher of the Spynet magazine and close friend of Timipre Sylva, Mr. Sidi Godwin, the former commissioner for water resources, Chief K. D. Francis Itiokeife, the former chairman, Kolokuma/Opokuma Local Government Council, Ineye Ingbaifegha, Sir Tonye Okio, Alabo Martins, Abel Ogboma, Timi Frank, Abule Okara and Braboke Stanley.

In their message to the PDP members in the state, the New Bayelsa PDP said real PDP members were re-grouping in the state to tell the whole world that they were supporting Alhaji Baraje and Prince Olagunsoye Oyinlola.

According to them, “Let the old PDP impunity and injustice pass away and a new dawn break over Nigeria with the new authentic PDP. Nigeria has never been more divided, the Niger Delta has never been more divided, Bayelsa State has never been more divided. The new authentic PDP is our only hope. Let’s keep promises. That is what Ijaws are known for,” they said.

They have also claimed that more members who had been alienated from the party in the state had pledged loyalty to the group.

US president will pursue diplomacy to secure Assad's chemical weapons - but says military to "maintain current posture".
US President Barack Obama has postponed his request for congressional authorisation for strikes on Syria to pursue a diplomatic solution but he warned the US military would stay on alert to respond should talks fail.

In a televised speech on Tuesday, Obama said a Russian offer to persuade Syrian President Bashar al-Assad to give up his stockpile of chemical weapons offered the possibility of heading off the need to take military action.

He said, though, that he was sceptical of the success of the plan, adding that he had kept US forces in a position to attack as he urged Americans to support his threat to use force as a necessary alternative.

The speech came after hours of diplomatic wrangling in Moscow, Damascus and Washington DC, as Syria acknowledged it had chemical weapons and was willing to give them up, and Russia pushed for the US to drop its threat of military action. 

Obama said: "It's too early to tell whether this offer will succeed. And any agreement must verify that the Assad regime keeps its commitments. But this initiative has the potential to remove the threat of chemical weapons without the use of force.

"I have therefore asked the leaders of Congress to postpone a vote to authorise the use of force while we pursue this diplomatic path. I’m sending Secretary of State John Kerry to meet his Russian counterpart on Thursday, and I will continue my own discussions with President Putin.

"I’ve spoken to the leaders of two of our closest allies - France and the United Kingdom - and we will work together in consultation with Russia and China to put forward a resolution at the UN Security Council requiring Assad to give up his chemical weapons and to ultimately destroy them under international control."

A UN Security Council meeting on the subject was, however, postponed hours before Obama's speech - suggesting disagreements among members about how the body should proceed. 

'Limited strike'

In his speech, Obama stated that he still retained to right to order military strikes, adding: "I’ve ordered our military to maintain their current posture to keep the pressure on Assad and to be in a position to respond if diplomacy fails.

"Let me make something clear: The United States military doesn’t do pinpricks. Even a limited strike will send a message to Assad that no other nation can deliver."

But he acknowledged the limitations of military action.

"I don’t think we should remove another dictator with force. We learned from Iraq that doing so makes us responsible for all that comes next. But a targeted strike can makes Assad - or any other dictator - think twice before using chemical weapons."

"America is not the world’s policeman. Terrible things happen across the globe, and it is beyond our means to right every wrong, but when with modest effort and risk we can stop children from being gassed to death and thereby make our own children safer over the long run, I believe we should act."

Oil giant holds talks with community in Niger Delta on compensations and clean-ups years after oil spill disasters.
Officials of Royal Dutch Shell have held talks in Nigeria's southern city of Port Harcourt with representatives for the Bodo community on compensation and clean-up five years after major oil spills devastated parts of the Niger Delta.

The two oil spills that started in 2008 led to the largest loss of a mangrove habitat ever caused by a spill, affecting about 30,000 people in the Niger Delta area since then, according to London-based law firm Leigh Day.

"These people, since 2008 they are living on a creek of oil. You step out of the front door you see oil, breathe in oil and toxic fumes,'' said lawyer Daniel Leader of Leigh Day, a law firm that is representing about 15,000 people from the community that filed a lawsuit in 2012.

Although Royal Dutch Shell has admitted responsibility for the two spills, the impact has been disputed and will be the main focus of negotiations in Port Harcourt.

Compensation dispute

Royal Dutch Shell said a joint investigation team estimated 4,100 barrels were lost in the two spills. That estimate is based on the initial investigations by representatives from the company and the local community, Jonathan French, the company's spokesman, told The Associated Press news agency.

"Having said all that, it doesn't matter how much was spilled because the compensation will be based on the financial loss that people have suffered because of the spill in the lagoon,'' he said.

"And that is a matter of dispute between us and the claimant."

Leigh Day said that 15,000 fishermen and 31,000 inhabitants of 35 villages were affected in and around the Bodo lagoon and its associated waterways.

The law firm says independent experts estimate between 500,000 and 600,000 barrels were spilled, devastating the environment that sits amid 90 square kilometres of mangroves, swamps and channels.

But Shell says such estimates are high.

Shell spokesman French said the company did not have access to the area to clean it up, and that not all oil spilled was a result of the company's operations.

Shell blames most of the spills in the region on attacks by armed groups or thieves tapping into pipelines to steal crude oil, which ends up on the black market.

Nigeria, one of the top crude oil suppliers to the United States, requires companies to promptly clean up oil spills but the policy is not enforced. 

Both parties have said they hope to reach an agreement by the end of the week.

Neither side would discuss possible settlement figures. Britain's Guardian newspaper reported that the company is thought to be offering about $20 million in compensation while the villagers seek $200 million.

Local communities remain largely hostile to Shell and other oil firms because of environmental damage. Some environmentalists say as much as 550 million gallons of oil have been poured into the delta during Shell's roughly 50 years of production in Nigeria.

The United Nations has recommended that the oil industry and Nigeria's government set up a fund, with an initial injection of $1 billion, to begin what could be a 30-year clean-up and restoration project in the oil-stained region.
