omenka: Do you mind telling us what the govt has done? It really pains my heart when i read some of the things posted by suposed university students here. What we have as universities frankly speaking are not even good enough for secondary schools. You atend a lecture sitting on windows or standing outside if you dont show up fast enough to grab one of the few spaces available. Go to the science depts and see the empty buildings they have for labs! The engeneering depts dont fare any better. And so also are the info tech depts where you find computers (if any) runing on old outdated softwares! What about the students accomodation facilities that would pass for a prison facility in uganda? The list is endless! But the students dont care about all these. What they want and all they care about is to return to school to 'have fun cos home is boring' and not because they are itching to go study.

Why did them accepted the renegotiation on 4-11-2013 about the new offer which the preseident offer to them huh huh. After voting for the strike to call off what stop them for calling it off huh huh . And why them bringing new demand and even commanding the FG about their new demand. PROPOSED SOLUTION TO ENDING ASUU STRIKE
The Academic staff union of universities (ASUU) needs a sustainable agreement and or policy which will be in line with specific needs of universities.
ASUU is currently fighting for infra-structural development in universities (among other things), which will bring them up to the required standards as per student population needs, and global academic standards.
The needs assessment which has already been carried out provides a good basis for bringing about development.
However the new approach should be more economically sustainable and feasible.
A federal government (FG) team, along with ASUU should be setup with the mandate of carrying out needs assessments for universities regularly to capture to ever changing and increasing needs of universities. This assessment can be done periodically say every 3/4 years. FG and ASUU should then collate the reports from all institutions, work out the monetary aspects required to fully implement these reports, and a feasible time line for achieving the needs. The FG should then provide budgetary allocations annually to the universities to meet their targets.
After the expiration of the set time period government and ASUU should look into the level of implementation in each university, what has been done so far, what is remaining, and also carry out another needs assessment. Thus evaluating the level of progress and state of each university towards establishing adequate infrastructure,equipment, materials and generally a conducive, befitting, world class learning environment.
The university management will be responsible for the implementation of their universities needs assessment report. The ASUU chapter should then evaluate the implementation programmes in accordance to the funds that have been made available to university management, and set time line. Where any university is lagging behind or has failed to implement significantly the requirements set in the needs assessment report, the ASUU chapter can then take up issues with their university management. This I believe is a win-win situation for ASUU, FG, and all stakeholders. Wherein the management of a particular university fails to implement its programmes the state chapter can embark on a strike, without crippling the entire university system nationally.
This proposal has the advantage of being more sustainable economically, and has a feasible time factor. It also has the advantage of giving significant autonomy to each university as specific and peculiar individual needs are captured and provided for. This proposal will also provide an avenue by which universities will be competitive in terms of development, as each university management, and ASUU chapter will strive to develop, and achieve their goals ahead of their colleagues in other schools.
It would help inhibit the crippling effects continuous strike actions.
The FG will, also enjoy the advantage of having someone in particular to hold responsible for failure in funding or implementation,as each university management is directly held responsible for executing required programmes.
A simple example, is where a needs assessment of university XYZ, carried out by A team of FG and ASUU members, shows that 5 lecture theatres, 2 hostels, and a library, ICT centre, and a 100 computers are required. The monetary aspect is calculated, and a feasible time line is developed, and the needs are priotized. Funds are then provided annually for implementation,after the expiration of the set time line, the team evaluates the level of implementation or completion, and produces a report to that regard. Where there is a fault, the university management will then be called to account for the funds allocated.
Also at the expiration of the set time line, the team carries out yet another needs assessment, taking into consideration all changes within the university system and community, such as student population, new programmes, accreditation requirements etc.
By so doing we can have a consistent improvement in university infrastructure,and general conditions required to bring our schools to world standards, which feasible economically and time wise; while at the same time preventing the devastating effects of a nation wide strike.
