The Senate on Tuesday unanimously approved the inclusion of former presidents of the Senate and former speakers of the House of Representatives as members of the Council of State.

The decision of the Senate followed an electronic voting on the report of the committee on Constitution review which sought to alter certain sections of the 1999 Constitution.

According to the decision of the Senate, the council of state which usually comprises serving and pasts presidents and heads of state as well as the serving president and speakers of the legislature will now include past presidents and speakers.

All 95 Senators who were present voted in favour of the bill.

However, only past leaders of each of the chambers that were not impeached during their tenure are eligible to become members of the council.

The Senate also approved the alteration bill seeking to reduce from six months to three months, the period of time within which a president can authorise withdrawal from the confederation account before the passage of the budget of a particular year.

The Senate for the second time also approved financial autonomy for State Houses of Assembly to get their funding directly from the federation accounts rather than rely on the state government to be funded.

During the last Constitution review, the National Assembly approved financial autonomy for the states, however in a turn of events, the State Assemblies themselves rejected the autonomy having voted no to financial autonomy when the matter was brought before them as part of the process of Constitution amendment.

The upper legislative chamber also approved the abrogation of joint accounts for States and Local Government and provided for Local government to operate their special accounts called the Local Government Account.

The Senate also approved the alteration that only democratically elected local government councils will be recognised and funded from the federation account.

Also approved was granting of immunity to lawmakers and indemnify them from anything they say during the course of plenary or committee meeting.

The Senate also approved that the president and governors should have a time frame after taking office within which to submit ministerial nominees or list of commissioners in the case of the governors.

The Senate however rejected the alteration which would have mandated states to ensure that 20 per cent of state commissioners appointed are women.

The Senate also approved the change of name of the Nigerian Police Force to the Nigeria Police to reflect their core mandate. 87 out of the 96 lawmakers present voted yes.

The inclusion of independent candidates to contest elections was also okayed by the Senate as 62 senators voted in favour of the Independent Candidature Bill.

Any person who functioned in capacity as acting president or governor can only serve as an elected president or governor only once.

This implies that that once the individual is re-elected into the office which he had served in acting capacity, he cannot contest an election into that same office.

If this approvals sail through the entire process of the amendment, it means that former President Goodluck Jonathan can no longer contest the presidential election having acted as president and served a fresh 4 year term afterwards.

The Senate also approved the separation of the Office of the Accountant General of the Federation from the Office of the accountant general of the Federal Government.

Following the rejection of the lawmakers, a woman who married out of her state or Local government of origin will not have the choice to decide if to contest an election as an indigene of her place of origin or her place of marriage.

This will also apply in the case of political appointment as the woman would not have the choice whether to be appointed as an indigene of her place of origin or her place of marriage.

The Senate also approved for the establishment of the Investment and Securities Tribunal.

The age qualification for persons contesting for elective offices was also reduced approved for reduction by the Senate.

The upper legislative Council further approved that the president or governor must submit the appropriation bill of the proceeding financial year not later than 90 days before the expiration of the current financial year.

The Decree that established the National Youth Service Corps (NYSC) was also deleted from the Constitution to allow for its amendment.

Other decrees which the senate approved for deletion for the Constitution were the Public Complaint Commission and State Independent Electoral Commissions.

However, the bill seeking to delete the Land Use Act from the Constitution was rejected by the lawmakers as only 44 senators voted in support of the bill.

African Development Bank (AfDB) director-general for Southern Africa, Dr Tonia Kandiero, has died after collapsing in her office in Pretoria, South Africa.

AfDB Malawi’s Benson Nkhoma, who confirmed her death said AfDB was still investigating the cause of death, but she had “complained of health issues” prior to her collapse on Wednesday night, June 28.

According to Nkhoma, arrangements were being made to have her body repatriated to her country, Malawi for burial.

Kandiero, who took up the post in November 2016, was tasked with development and business delivery in the region.

Before joining the bank, Kandiero had worked for SA Treasury, first as director of trade and macroeconomic policy, and later as director for global development policy and international economics.

She studied at Morehead State University and Howard University in the US, and held a PhD in economics.

A popular comedienne, Lepacious Bose, on Saturday said she made more money when she was overweight than when she became slim. Bose said this at a news conference in Lagos.

I was obese for 25-years. I was never happy being fat and I had health challenges like my thyroids were aggravating, I was depressed, for two years I was not menstruating. I was so emotional and each time I visited the hospital, they will ask me to go and lose weight.

Though, I was making a lot of money because it was easy cracking jokes about my being fat. Now that I am slimming down, I do not make so much money anymore.

Above all, my weight loss has been an incredible journey and I am proud of the progress I have made and I don’t intend to stop.

I am also proud of the fact that my weight loss is an inspiration to others. I am happier, healthier and more confident. Presently, I am now a size 16. Two years ago, I was obese with a weight of 198kg.”

The President of African Development Bank (AfDB), Dr Akinwumi Adesina, has been named the 2017 World Food Prize Laureate.

Adesina, whose name was selected on Monday in Washington, D.C, becomes the 46th recipient and the sixth African to be honoured.

The award ceremony will take place October 19.

Adesina was the Nigerian Minister of Agriculture under the administration of former President Goodluck Jonathan.

Announcing the new Laureate, Ambassador Kenneth Quinn, the President of the World Food Prize Foundation, described Adesina as “someone who grew out of poverty, but whose life mission is to lift up millions of people out of poverty’’.

The prestigious $250,000 prize is given annually to a person who has worked to advance human development by “improving the quality, quantity or availability of food in the world”.

Over a 31-year existence, the award has become known as the “Nobel Prize’’ for Food and Agriculture.

The announcement by Quinn, was made at a ceremony held at the U.S. Department of Agriculture, which was attended by U.S. Secretary of Agriculture Sonny Perdue.

Quinn said: “These individuals have been at the fore-front of every major breakthrough in agriculture and food production in the last 30 years.”

He said that the laureates had led the “single greatest period of food production and hunger reduction in all human history.”

According to him, nominations for the prize were submitted by organisations and prestigious individuals.

He said that a Selection Committee, made of individuals from around the world, makes the final decision.

Also, Perdue, attesting to the good works of Adesina, said the new Food Prize Laureate, could fit in as the U.S. Secretary of Agriculture.

In attendance were some past awardees, Nigeria’s former Minister of Finance, Dr Ngozi Okonjo Iweala, Nigeria’s Acting Ambassador to the U.S. and Chargé d ‘ Affaires, Ambassador Hakeem Balogun.

Others include officials of the World Food Programme, members of the Diplomatic Corps and other U.S. officials.

Since its founding in 1986, the Prize has honoured 45 individuals for their outstanding contributions to food security around the world.

I reminisce and can only be thankful. So much to be thankful for. I would say professionally, it was 20years ago when God first placed me on this musical path I walk on today. 19years old, naive but hopeful, I stumbled onto destiny, and my life has not been able the same since. In the year 2000, a phenomenal thing happened to me. I got signed on, with the group I was a part of, to a US-based record label. Before then, I had never even considered music to be a possibility for me, at least not full-on. All of a sudden, here I was, googly-eyed, along with my teammates, touring the world; playing festivals and concerts we could only describe and at best show pictures of.

You see, Instagram didn’t exist then. There was no Twitter or Snapchat, and Facebook had only barely begun, I believe. As a group, we needed to take the world, one person at a time (or so it seemed at the time at least), and that was what we set out to do. Funny shebi? We set out to do it because we didn’t think we couldn’t. I look here today, and I see how far God has brought me. And I can only be thankful. Thankful because I must never take for granted, His mercies, His love, His faithfulness to me and mine.

Not everyone who sets out comes this far. And yet I know that I have only just begun! In my life, every disappointment has become a blessing, every challenge has turned into breakthrough, every limitation has been used by God to cause Him to surpass my expectations and every stone that has ever been thrown at me has turned mid-flight into an instrument of good rather than evil.
