Days after Acting President Yemi Osinbajo summoned the Inspector General of Police, Ibrahim Idris to Aso Rock over the violence in Southern Kaduna area, a total deployment of 15, 285 policemen are now being put in place by the Nigeria Police Force.

According to reports, Osinbajo met with Inspector-General Ibrahim Idris towards the end of the week after the recent resurgence of violence in the area.

One presidency source said the acting president asked why despite the security measures put in place and with the level of attention given to the area, the recent resurgence of violence resulting in the deaths of 21 persons still occurred.


“Acting President Yemi Osinbajo summoned the IGP to the Presidential Villa to find out what the police was doing to arrest the situation and to also issue further directives on restoring law and order to the affected communities,” a source told Premium Times.

“The immediate outcome of the IGP’s meeting with the Acting President was the intensification and adoption of a set of additional security measures that would help contain the situation.

“Besides, deploying over 15000 cops to the area, eighteen Armoured Personnel Carriers (APCs) and a unit of Belarus-trained police Special Forces, the police high command has now concluded arrangements for the establishment of a new Police Squadron in Kafanchan, Kaduna, as part of broad measures adopted to curb the violence.

“The police, in addition, have now increased helicopter surveillance in the entire area to prevent a recurrence of violence in the communities.”

The Joint Military Task Force (JTF) said on Saturday in Yenagoa that it had destroyed three illegal oil distillation sites in Delta and Rivers.

Spokesman of ODSafe, Maj. Abubakar Abdullahi confirmed the development in an interview with the News Agency of Nigeria (NAN).

“Troops of the Nigerian Naval Ship (NNS) Delta successfully carried out a raid on two illegal refineries along LAPASE CREEK in Warri South of Delta State.

“During the raid, 11 metal tanks, 5 dug pits with about 1750 Tons of suspected stolen crude oil and 170 Tons of illegally refined AGO were impounded.

“Also troops of sector three also destroyed a large illegal refinery with multiple dumps at ALAKIRI in Rivers State.’’

Abdullahi said when the oil thieves sighted the military troops that they set fire on parts of their bunkering camp to deny the force access to the illegal site.

He said the troops eventually put off the fire and destroyed the illegal refining site.

The spokesman said the operation was part of renewed efforts to protect the country’s oil and gas infrastructure in the region.

He said the military had intensified its operation in the region to frustrate the activities of oil thieves and vandals, whom he described as economic saboteurs.

According to him, JTF has, therefore, deployed Operation Delta Safe (ODS) to secure the area against illegal bunkering.

He urged law abiding members of the public to support operational activities of ODS with valuable information that would lead to achieving the mandate for which it was set up and securing oil facilities.

“We are here to protect oil and gas infrastructure, deter and prevent sea robbery, to stop crude oil theft and other crimes within the joint area of operation that could impact negatively on economic activities in the Niger Delta.”

No fewer than 50 suspected political thugs were on Saturday arrested by Nigerian Military personnels at Ulakwo Ward in Etche local Government, during Rivers State rerun election.

The suspects were arrested from different units of the ward for allegedly attempting to disrupt the legislative election in the council area.

Eyewitness said that the suspects were sighted sitting on the ground and were surrounded by some military and policemen deployed to the state to forestall violence.

Reacting to the incident, the Independent National Electoral Commission (INEC) Resident Electoral Commissioner (REC) in charge of Rivers rerun poll, Ikoiwak Aniedi, urged the media to focus more on electoral violence in Nigeria.

He said that while the Commission was saddled with the responsibility of conducting elections, the issue of electoral violence should equally be considered priority.

Aniedi stressed the need for journalists to report exactly what they witnessed during elections, saying this would go a long in checking some of the violence perpetrated during elections.

The REC however, said that the police would brief the commission officially on the arrests made during the poll conducted in the state.

At Obite Ward 10, Unit 3, the attempt of some political thugs to snatch a bag of electoral materials from INEC officials was repelled by the police.

The electoral official, who declined to disclose her name, informed newsmen that the election was peaceful in the unit except for the incident.

She narrated that the thugs stormed the booth when the result was about to be counted, saying we saw some thugs rushing on us, we quickly packed all the materials in a bag.

“But they tried to snatch the bag with us and took it; fortunately, the police intervened and retrieved the bag from them, gave it back to us and escorted us to INEC office in the area.”

The Police Spokesman in Rivers, Nnamdi Omoni, said that the police have not made any arrest yet, and so could not comment on what other security agents had done.

The election is the conclusion of the 2015 general elections to fill up Etche state Constituency II and Etche/Omuma Federal Constituency seats.

Elections into the legislative seats were postponed indefinitely following the violence that broke out during the general elections in the area in 2015.

Lagos State Governor, Mr. Akinwunmi Ambode on Wednesday said the quest by the country to achieve energy security can no longer be left for the Federal Government to address alone, just as he revealed plans by the State to attain 24-hour power supply through generation of 3000megawatts of electricity by 2022.


Speaking at Lagos House in Ikeja after receiving the report of the Embedded Power Technical Committee constituted by the State Government with representatives from the public and private sector, Governor Ambode said while the Federal Government continues in its efforts to resolve the power crisis, the sustainable solution going forward would be the pulling together of commitment and resources of all stakeholders in the power value chain.


While explaining the rationale behind the embedded power initiative of the State Government, Governor Ambode said the major bane of the power situation in the country has always been with transmission, adding that the initiative was designed to permanently resolve power crisis in the State and by extension in the country.


He said: “The reason why we embarked on this initiative is that we believe strongly that if the power problem is solved in Lagos, it is technically solved in the whole of the country and so because Lagos has more or less tested a solution that works, we can scale this up and also address it on a national scale.


“The problem of power in Nigeria is the problem of transmission and that is the truth. Yes, we have generating companies and we have distributing companies and they say power is in the hands of the private sector but we know technically that that is not totally true.

“We also know that transmission is hundred per cent owned by government but we have tested here in Lagos and we have been able to provide 48 kilowatts of power without transmitting it which means that we generate and then distribute.


“So, if that works for 48 kilowatts, can we put Lagos into clusters and actually use embedded power initiative to drive the business of Lagos? That is what this initiative is all about and I want to thank all the stakeholders for submitting their business template into what government sees as the right step to take so that we can join hands together to say in the next two to five years, we can actually power Lagos and then grow our GDP.”


Governor Ambode said the target of the State Government is to generate up to 3,000MW of power through accelerated deployment of various embedded power plants in strategic locations in the State within three to five years.

Out of the 3000MW, the Governor said 350MW would be delivered by Q1 2018, additional 850MW by Q4 2018, and the balance of 1,800MW not later Q3 2022, while the State Government will support the Power Purchase Agreements (PPAs) to be signed between the Distribution Companies and the embedded power providers, to enhance bankability of the projects.


He said the embedded power will be distributed off-grid within Lagos State through the network of Eko and Ikeja Distribution Companies, while the State Government will support the Distribution Companies in upgrading their distribution infrastructure and installation of smart prepaid meters in the areas where embedded power is deployed.

Other areas of collaboration, according to the Governor, would include support for collection, appropriate legislation and enforcement of power theft laws.


Besides, Governor Ambode said his administration will collaborate with operators of oil blocks in the Lagos area to accelerate the extraction of gas feedstocks for power generation, adding that alternative sources of fuel would be explored to sustain uninterrupted power supply in the medium to long term, including partnerships on investments in gas pipeline infrastructure through the State’s owned oil and gas Corporation – Ibile Oil and Gas.


While recalling the success of the Light Up Lagos Project with installation of over 47,000 poles of street lights, and connection of about 67 communities in the Ibeju Lekki axis to national grid after about six years off grid under the rural electrification project, Governor Ambode said another 32 communities in Badagry which have not had access to electricity for over sixteen years would be connected to the grid within the next 21 days.


Responding on behalf of Distribution Companies (DISCOS), Chairman of Eko Distribution Company, Mr. Charles Momoh commended Governor Ambode for the embedded power initiative, saying it was the best thing that has happened to Lagos State in recent times.


He also expressed the confidence of DISCOS in the ability of the Governor to see to the success of the initiative.

Earlier in his remarks, the Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, said he was confident that the implementation of the report holistically would address electricity problem in the state.

President Muhammadu Buhari is currently on a 10-day working leave in London, United Kingdom.

The President had on Thursday, January 19, 2017, left the country for London, United Kingdom, for what the Presidency described as “a short leave.”

A statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, said the President would undergo “routine medical check-ups” during the vacation.

He is expected to resume work on February 6, 2017.

Here are eight things that have happened in Nigeria since the president went on vacation:

-1. Death rumour from fake websites - an online report had recently claimed that the President was sick and had died in a London hospital where he was receiving medical attention. But the Presidency last Saturday said there was no truth in the report, stating that the President was alive.

2. Northern governors and Emirs of a northern states met in Kaduna - Northern States Governors Forum met with traditional rulers from the region to discuss the problems of insecurity bedeviling the region.

3. Nigeria Senate passed 2017 budget for second reading - Senate President, Bukola Saraki on Thursday referred it to the Appropriations committee and other sub committees.

4. Shehu Sani described Buhari anti-corruption as Deodorant war on Presidency - All Progressives Congress Senator, Comrade Shehu Sani representing Kaduna Central Senatorial District slapped President Muhammadu Buhari-led federal government on the its anti-corruption war over the clearance of Babachir Lawal on the North east grass cutting contract.

5. North-West Lawmakers Endorsed him for 2nd term - Members of the House of Representatives from the north- west geopolitical zone on Wednesday declared their intention to support President Muhammadu Buhari should he decide to seek re-election in 2019.

The caucus also passed a vote of confidence in the administration of President Buhari as well as the leadership of the House of Representatives led by Speaker Yakubu Dogara.

6. Fashola got into trouble over alleged N166Bn contracts scam - Minister of Works, Power and Housing, Babatunde Fashola, may be in trouble over the award of 10 road and bridge contracts worth N166 billion as Nigerian Senate may have concluded plans to investigate the matter.

7. Nigerian Monetary Policy Committee, MPC retained all key rates at its 254th meeting - The Central Bank of Nigeria Monetary Policy Committee (MPC) has retained the Monetary Policy Rate (MPR) at 14 per cent alongside all other policy parameters as in the last nine months.

Rising from the 254th meeting of the MPC, the Central Bank of Nigeria (CBN) said an interest rate cut at this time will worsen the inflationary conditions and undermine the current outlook for stability in the foreign exchange market.

8. Fitch Downgrades Nigeria - Ratings Agency Fitch has revised Nigeria's outlook to negative from stable over concerns that a lack of foreign exchange will hamper the economy.

The Lagos State Government on Thursday launched a mobile app to facilitate interaction and provision of services between government and the citizens from the comfort of their homes and offices without necessarily paying a visit to government establishments where such services are being provided.

The mobile app, otherwise known as Citizens Gate under the Citizens Relations Management (CRM) initiative, is the first of its kind in Nigeria, and would avail residents of the State the opportunity to make enquiry and suggestions on government services and getting faster responses.

Addressing a joint press briefing at the Bagauda Kaltho Press Centre in Alausa, the State’s Commissioner for Science and Technology, Mr. Olufemi Odubiyi, said the launch of the web platform was another initiative of the Governor Akinwunmi Ambode-led administration aimed at bringing government closer to the people.

Odubiyi, who addressed the briefing alongside the Commissioner for Information and Strategy, Mr. Steve Ayorinde and the Director General of Lagos State Office of Transformation, Creativity and Innovation, Mr. Toba Otusanya, described the Citizens Gate as an intuitive-based technology innovation designed to manage relationship between the citizens and government.

He said: “The Citizens Gate is an integrated web and mobile-based platform through which Lagos State’s citizens can lodge feedback to the State Government on various services provided, receive quick responses on services as well as interact with government officials via web and mobile phone.

“The platform is designed to promote communication and connectivity between citizens and government while it will also enable citizens to inform the government on problems and issues occurring in their areas, communities and beyond.”

The Commissioner added that the platform would also afford citizens the opportunity to enquire about government services while also providing an avenue to make suggestions on government services for better confidence and trust in the present administration led by Governor Ambode.

According to Odubiyi, the platform can be accessed via citizensgate.lagosstate.gov.ng and a downloadable mobile app from Google play store and Apple store both on Android and iOS, while the platform would enable government to acknowledge problems and issues which would be investigated, worked on and resolved efficiently and timely.

He said apart from the fact that the development would improve the State budget thus making planning a lot easier and preventing waste and encouraging savings that will aid in provision of more services and development, the platform would further help government to determine which programme of the State is working and whether to replace or improve on any programme for efficient and effective service delivery to the people.

In his remarks, Otusanya said the platform has been designed initially to accommodate 22 MDAs of government and same will be scaled up to cover all MDAs in the near future.

He said government officials have been trained to be in charge of the platform in all the initial MDAs, while citizens with no access to internet can call the Command Centre on 767 and a ticket will be issued instantly on their behalf.

The Minister of Power, Works and Housing, Babatunde Fashola is under the radar as the Senate is set to investigate alleged irregularities of contracts by his ministry and the Bureau of Public Procurement, BPP.

Following a motion by Senator Dino Melaye, APC-Kogi, the legislative body on Thursday asked its committee on public procurement to scrutinize the contracts awarded by the ministry after improper approval by the BPP.

In the lead presentation, Mr. Melaye said the BPP irregularly revised its approval of the contracts awarded under the ministry headed by Babatunde Fashola.

Mr. Melaye said after conveying its approval of the contracts in line with the laws, the BPP in a second letter changed the list of the contractors to ones not recommended by the ministry and inflated the costs.

“The BPP got a letter from the Federal Ministry of Works, Power and Housing for the award of two batches of contracts”, Mr. Melaye said when the matter was first brought up on Wednesday.

“The first is the award of the construction and rehabilitation of 10 roads and bridges under the 2016 Budget in November, 2016. The second batch is the award of the construction of bridges and roads – 13 of them – in the 2016 Budget.

“The ministry sent a letter to the BPP, asking that 10 companies, which had undergone its (the ministry’s) internal due process and technical qualification, be issued Certificate of No Objection for the award of the contracts.

“The BPP, after its diligence, wrote its first report, giving the ministry the nod. But somehow, a second letter came from the BPP, indicating ‘Revised Due Process Review.’ This is now a review of the first one.

“What caught my attention is that while the first was in compliance with what the ministry recommended, in the second letter, they (BPP) completely changed the list of the contractors.

“Not that the contractors were just changed, figures also varied. In the first batch of 10, a contract was given to new contractors, who were not assessed by the ministry. After awarding the contracts to them, the initial contract awarded for the Muman-Jalingo Road in Adamawa State, was given to a new contractor at N12.8bn as against N11bn that was recommended by the ministry.

“Another contractor was also given a new contract against the recommendation of N10bn; the contract was now awarded at N14bn.”

When deliberation on the matter resumed on Thursday, Mr. Melaye asked the Senate to note that the BPP contravened the Public Procurement Act and directly awarded over-inflated contracts to companies not recommended by the ministry.

Polytechnic lecturers, under the auspices of the Academic Staff Union of Polytechnics (ASUP), will begin a nationwide one-week warning strike from Monday next week.
Already, the union has directed its members in all public polytechnics across the federation to ensure total compliance.

Addressing a press conference in Abuja on Wednesday, President of ASUP, Usman Dutse, said there would be no academic and administrative activity any public polytechnic between 12 noon of 30 January, 2017 and 6 February, 2017.

He said: “The union therefore resolved at the emergency meeting of the National Executive Council (NEC), held on the 25 January 2017 to embark on a one week warning strike effective 12 noon, January 30, 2017 to 6 February 2017 in the first instance.

“Members are therefore directed to ensure total compliance as no academic and administrative activity is expected in any public polytechnic across Nigeria within the period; and await further directives from the union’s organs.”

Comrade Dutse pointed out that the union had on two occasions in July and November last year communicated the decision of its NEC to withdraw the services of its members if a number of issues identified as undermining the sector are not addressed.

Specifically, on 14 November 2016, the correspondence to government conveyed a one month ultimatum to the government on the issues in contention.

Regrettably, the ASUP president stated that despite “the severity of the issues listed, government has not, within the intervening period demonstrated enough passion to address them , leaving the union with no choice especially as we have demonstrated enough patience in deferring the decision since August 2016.”

The issues in contention include the non-implementation of the report of the NEEDS Assessment report which as at July 2014 revealed that public polytechnics and Colleges of Technology in Nigeria require injection of minimum of N652.6million to address the rot in infrastructure in the sector; sustained poor funding of public polytechnics as shown in the poor but yet unimplemented capital grant to polytechnics and deliberate attempts at frustrating the resolution of the meeting of the Council on Establishment held in July 2016 on the removal of entry level dichotomy against HND holders .

Other issues are victimization of union officials, non-release of union check off dues and interference in union activities; non-release of CONTISS 15 migration arrears; release of visitation panel report of Federal polytechnics and report of Ministerial panels to Federal polytechnics in Auchincloss, Oko’ Yaba and Ado-Ekiti; delay in the review of the Federal Polytechnic Act; non-commencement of renegotiation of the ASUP/government agreement of 2010 and government’s tardiness in the appointment of Rectors of Federal polytechnics.

The Chairman, Board of Trustees (BOT) of the Peoples Democratic Party (PDP), Senator Walid Jibrin said about 17 political parties have expressed interest to join the party.

Jibrin, who claimed that they have received notification from the parties, said the PDP has no plan to change its name or sign merger deal with any political group.

The BOT chief who did not reveal the name of the parties, spoke yesterday during the investiture of a member of the House of Representatives, Jonathan Gaza Gbwefi as an honorary fellow of the Nigeria Psychological Association at new Karu in Nasarawa State.
Jibrin maintained that there was nothing wrong with the PDP, adding the party is planning to end the reign of impunity and give all members a level playing field to operate.

In a related development, a top member of the APC in the South East, Chief Chemberline Okechukwu Adiaso has predicted that the PDP would soon witness mass defection of members to the ruling party.

Adiaso was reacting, at the weekend, to the recent defection of a senator from Akwa Ibom South, Nelson Effiong.

He urged other lawmakers from the South East and South South to quickly move to the APC.

Meanwhile, former Senate President, Ken Nnamani yesterday renounced his membership of the PDP, as he formalised his registration with the All Progressives Congress (APC).

Nnamani announced his resignation from the PDP last year over what he described as “frequent crisis in the party.”

At his Amechi Uwani ward, Enugu south local council, Nnamani registered with the APC, declaring that his former party has become “a road that leads to nowhere.”

Also, former governor of Anambra State, Chief Jim Nwobodo completed all registration formalities with the APC, a party he joined early last year.

Speaking at the occasion, Nnamani said: “The PDP refused to hear other people’s voices, the party said it is democratic but does not practice democracy. We have talked to no avail and we are waiting to see where this will take the party.”

Nwobodo said he joined the APC to pursue Igbo aspiration as well as contribute to the realisation of the change mantra

The Nigerian Army on Wednesday said it has started construction of a road network from Alagarno to Sambisa.

Theatre Commander, Operation Lafiya Dole, Maj. Gen Lucky Irabor said the road will make it easier for troops to counter Boko Haram insurgents.

“We have embarked on roads construction within the Sambisa forest to open up the area and also ease our operations within the theatre.

“Construction of the roads will assist fighting troops in their effort to mop up the Boko Haram insurgents from their hideouts,” Irabor said.

Irabor said construction of roads was essential to reviving the economic development of the North-East.

“I also urge the general public to continue to support the military in the North-East through provision of useful information and not to follow the ways of some media outfits who are bent on bringing down the military,” the commander said

Under-fire Minister of Sports, Solomon Dalung has promised Nigerians that the incoming 2017 will be a great year for Nigerian sports while admitting he has learnt from his mistakes.

sports ministry will learn from its mistakes to make 2017 a trophy-laden year for Nigeria.

Speaking at the town hall meeting with the youths at the state house banquet hall Abuja, Dalung promised that the sports ministry will learn from its mistakes in 2016.

Dalung was answering a question from a member of the audience who asked the minister to comment on poor year for sports in Nigeria.

Nigeria performed badly at the Rio Olympics and had only a bronze medal to show from the men’s football tournament.

The athletes were not properly catered for with funds going missing.

The Super Eagles and Super Falcons at various times protested unpaid allowances.

The Eagles failed to qualify for AFCON 2017 while the Falcons managed to win a record 8th African Women Nations Cup.

Despite the overall poor year, Dalung has promised to learn from his mistakes to make 2017 a pleasurable one for Nigeria.
