Who finances them, who checks them, what will be the process of appointment, what are the qualifications.
Will they be using current police structures??

There is something essentially wrong with our vetting process.
if private organisations can do background check to ensure they have the right fit in their establishments, this should be easier for government agencies established for investigation purposes.

Why is it that this NSITF is always on the news for embezzlement and contracts fraud. It appears there is a lot of unaccounted and idle funds there.
The agency should be retooled to pay salaries of those -both private and civil servants who lose their jobs before they get another job.
