Ibrahim Lamorde, chairman of the Economic and Financial Crimes Commission, EFCC, has stated that currency declaration by travellers out of Nigeria amounted to $12.058 billion in three years. He made the disclosure in Abuja at the opening ceremony at the opening ceremony of a five-day inter-agency training programme on, Cross Border Financial Investigation organized by the United States Department of Homeland Security. It was organised for officers of the Nigeria Police Force, NPF; Nigeria Immigration Service, NIS; Nigeria Customs Service, NCS; National Drug Law Enforcement Agency, NDLEA, and the EFCC.. Lamorde said currency declaration in 2012 was $9.9 billion. In 2013, it dropped to $1.324 billion as Nigeria stepped up surveillance at the airports. “There was a further drop in 2014 as currency outflows recorded an all- time low of $807,585,061.70″. He called for improved financial intelligence gathering by the anti-graft agency and other law enforcement agencies in the country to check flow of illicit funds, if the war on terror must be won. “A reputable strategy to fight insurgency is to deprive the insurgents of funds, because there is no dispute that illicit funds movement across borders fuels organized crimes, including terror attacks and insurgency in Nigeria,” Lamorde said. According to him, “There is an urgent need to strengthen our financial intelligence architecture to enable us effectively monitor cash trails and check illicit cash flow to organized criminal gangs.” “Up till now, the major concern in the fight against insurgency is on how the insurgents fund their operations within the sub-region.” “While tremendous progress has been recorded in strengthening the Anti-Money Laundering Regulations and the Compliance Regime in Nigeria, monitoring the movement of cash outside the financial sector, remains a major challenge, because of Nigeria’s predominantly cash-based economy,” he said. The EFCC boss, also applauded the commitment of the United States government in assisting Nigeria surmount its contemporary challenges through institutional development. “it is gratifying that this programme is coming a few weeks after the historic visit of President Muhammadu Buhari, to the United State, where he and President Barack Obama pledged to deepen the cooperation and friendship between our two countries”. Lamorde who said he had always considered the United States as a dependable ally in the fight against economic crimes and corruption in Nigeria, explained that the record of partnership between the EFCC and major US institutions, such as the Department of Justice, Federal Bureau of Investigation, FBI, United States Postal Inspection Service, United States Secret Service, among others, bears testimony to this. He said the EFCC has benefitted from many training programmes organized by US agencies in Nigeria, Ghana, Malta, Botswana and the United States. He however described the impact of such exposure on the operations of the Commission as invaluable. He said while tremendous progress has been recorded in strengthening the anti money laundering regulation and compliance regime in Nigeria, monitoring the movement of cash outside the financial sector, remains a major challenge, considering that Nigeria is still predominantly a cash-based economy. His solace is however in the fact that the EFCC, in collaboration with the Nigeria Customs Service and the National Drug Law Enforcement Agency, NDLEA, have in the last few years taken very bold step to check illicit movement of cash across our borders; where operatives stationed at major international airports across the country have intercepted millions of dollars in cash, which were not declared to customs by their owners. Deputy Chief of Mission, United State Embassy, Maria Brewer said that the training programme will expose participants to new trends and techniques in combating economic and financial crimes. “Since economic and financial crimes is a global phenomenon, the training will focus among others, on taking away proceed of crime, because when you take away the money, you take away why people do crime”, she said. Other dignitaries at the opening ceremony included, Benjamin Bryan, acting director, International Narcotics and Law Enforcement US Mission Abuja; Steve Robinson, Attaché, Department of Homeland Security Investigation, DHSI; T. A. Hundeyin, Deputy Comptroller General of Immigration, who represented the NIS boss, and Alhaji Hamisa Lawal, Commander of Narcotics, who represented the NDLEA boss. Highpoint of the ceremony was the donation of a high-tech counting machine to the EFCC. Rattled by the directive handed down by President Muhammadu Buhari that they should return all government property in their possession, government officials who served under former President Goodluck Jonathan have started returning some of the assets they took away as they left office. LEADERSHIP checks revealed that by yesterday some former top government officials were secretly returning government property, including vehicles, generator sets and furniture to the ministries, agencies and even some departments in Aso Rock where they were taken from. Those whose families are still occupying government buildings are said to have started asking them to quickly vacate the place on the pretext that they were staying there without their knowledge, after they had left for their respective states or travelled abroad. A top presidency official told our correspondent that, since yesterday, some of the past government officials, including former President Goodluck Jonathan’s men, had been calling to explain themselves, insisting that some of the property were taken either by their family members or close aides without their consent. The presidency official, who preferred not to be named in print since his was not the spokesperson of the presidency, noted, however, that despite the last-minute effort being made by this former officials to save their head from the ongoing probe directed by the president, they would still be made to explain their actions which amount to nothing but sharp practices. He said, “Throughout today (yesterday), we have been receiving calls from some of the former aides and officials of government who claim that whatever was still in their possession were taken and were being kept either by their families members or personal assistants. “Some even claim that they were aware that their family members were still living in government buildings while they were away in their hometowns, or abroad where they are on vacation. But their explanations amount to nothing but medicine after death. Whether they return the property or not, they must face the law because what the president is angry about is the action itself.” Asked whether the committee set up to go after the culprits had identified them, he said, “We have the names of most of them on ground already. What the committee is doing at the moment is to ascertain whether due process was followed before they took the property as their personal possessions. “Once discovered that they did not buy them in line with the monetization process initiated by former President Olusegun Obasanjo, they will still be prosecuted.” President Buhari was said to have set up a committee consisting of security agents and civil servants to identify and recover public assets still with former political appointees. Confirming the development on Sunday, senior special assistant to the president on media and publicity, Malam Garba Shehu, had explained that the aim was not to embarrass anyone but to recover government assets “That is precisely the case. Even here at the Presidential Villa, there are cars and other property belonging to the government which are yet to be returned. The property belong to the Nigerian people. We are not trying to humiliate anyone by asking them to return their cars or houses,” he said. Noting that he was not in a position to tell whether the state and local governments were facing similar challenges with retrieving government property from their predecessors, the presidential spokesman added, however, he would not be surprised if that was the case. According to him, this attitude of holding on to government property even after leaving office must be a natural outcome of the culture of impunity entrenched in the country by the Peoples Democratic Party (PDP) administration. “But change has come. That is why we have to do things differently now”, Shehu said. The Comptroller-General of the Nigerian Customs Service, Dikko Abdullahi, who is leaving his post on Tuesday, August 18, says he is leaving behind a transparent system and that he has nothing to fear. Mr. Abdullahi said he was voluntarily leaving office, partly to avoid being fired by President Muhammadu Buhari, and also to allow the younger generation take over. “The time I’m leaving is the time I feel those young ones that have developed the software can come up and manage the software,” he told journalists Monday after meeting the president. “So that is basically the reason and I’m sending out this signal to all those who have stayed put. “Don’t stay until you are asked you to go. When you feel you have done so much and you believe in the system you have built, then why do you stay? Why don’t you be an umpire? Leave, be by the side and watch and advise,” he said. Mr. Abdullahi left after putting in six years as the head of Customs, one of Nigeria’s main revenue sources besides oil and gas. The Buhari administration has replaced the leadership of critical government offices, and last week, as part of wider reforms, announced an extensive audit of all revenue generating agencies of government. Mr. Abdullahi wrote to the president on August 3 seeking permission to stand down. Mr. Buhari approved his resignation request 11 days later. Fielding questions from journalists after meeting the president on Monday, the former Customs boss said under his watch revenue appreciated by 20 percent. “Revenue appreciated by 20 percent from when I took over and the officers that did the work are still around and I think that the NCS – I stand to be corrected- is the only service that is fully automated in the system of operation,” he said, saying it is time for the younger generation who built the automated systems to take over. “We have no fear,” he added.
