Foreign AffairsSouth Africans Attack Nigerians -VANGUARD by mightycrown1(op): 6:09am On Apr 23, 2015
THE world watched in horror at the violence in South Africa, targeted at foreigners in several cities. Gangs of weapons-wielding youth descended on hapless foreigners, killing, maiming and destroying their property. Shops and restaurants were looted, and in most cases, these went on with law enforcement agents seeming to derive some pleasure from watching.

Many trace the violence to a statement credited to the Zulu King, Goodwill Zwelithini, who called on foreigners, who he blamed for the high crime rates and unemployment among South Africans, to leave.

Nigerians were a sizeable proportion of the attacked foreigners. No death was reported, but they suffered great losses – their businesses were targets. Many were injured. These attacks have been regular since 2008, the only difference each time is the increasing intensity.

They are unofficial, but the official South African attitude to Nigerians is not much different. The repatriation of 124 Nigerians in March 2012 over alleged forged immunisation cards is one. There were sufficient grounds to believe that the Nigerians suffered that fate because they travelled on a Nigerian carrier. Only months ago, South Africa botched an arms deal with Nigeria and made headlines out of it.

Nigerians are angry about the vehemence and barbarity with which South Africans attack fellow Africans even when it is obvious that there is live television coverage of the attacks. If anything, the

unwillingness of the police to act, assures the attackers that they would be immune from punishment. We recall Nigerian contributions, officially, and individually to the liberation of South Africa, Mozambique, Zimbabwe, and Angola. The contributions were diplomatic, financial and extended to scholarships and training for their students.

Since the collapse of apartheid, South Africa businesses have flourished in Nigeria, exploiting Nigerians, paying minimal wages, and repatriating hefty profits annually. Nigerians know these,

including humiliation they face when they apply for South African visas while nationals of countries that supported apartheid require no visa to enter South Africa.

Why are South Africans so hostile to Nigerians? We think it is in the interest of both countries to find out. The excuses about unemployment and crimes are speculations, especially when the menial jobs other Africans do would not appeal to South Africans and crime statistics do not support the crime claim.

No reason justifies the attacks. We commend the patience of Nigerians who protested, instead of attacking South African interests in Nigeria.

The Nigerian protesters warned both governments that time is running out for them to address the causes of the attacks. Our government should ensure South Africa pays adequate compensations for the losses. We would no longer sacrifice Nigerians for diplomacy. Let these attacks be the last.

PoliticsConstitution Amendment:’ Jonathan Can’t Invalidate Majority Opinion’ - VANGUARD by mightycrown1(op): 10:18am On Apr 21, 2015
By Johnbosco Agbakwuru ABUJA – AS criticisms continue to trail President Goodluck Jonathan’ s refusal to sign the Constitution Amendment Bill, the Association for the Promotion of Parliamentary Relations, APPAR, has told the National Assembly to ignore the president’s letter as he allegedly has no constitutional role on the bill.

The group said the opinion of one man whether the President or another person cannot invalidate the majority approval of the Constitution and that his opinion is not even required by law.

It also said that it was a rare privilege and courtesy extent extended to the President to ceremonially sign the bill which he allegedly does not have a role.

The group in a statement signed by its Lead Facilitator, Paul Onwude in Abuja said it received the news of the President’s refusal to put down his assent on the constitution amendment with a rude shock.

The President had cited several reasons ranging from the amendment not satisfying the requirements of section 9(3) Constitution of 1999 as amended, whittling down executive powers, giving executive powers to the legislature and the Judiciary, as well as querying the Voice Vote including procedures used by the National Assembly among others.

According to the statement, “The President is entitled to his opinion, however, he can keep his opinion to himself because he cannot be wiser than 109 Senators, 360 Members of the House of Representatives and the 36 State Houses of Assembly representing over 170 million Nigerians, who were duly consulted and have all agreed on the provisions of the amendments.

“Therefore, the opinion of one man – The President- cannot invalidate the majority approval of the Constitution and his opinion is not even required by law.

“It is important to state here that by our Constitution and practices in the presidential system like the United States of American, the President does not have a role in the Constitutional Amendment process.

“The President can only use what is called the “Bully Pulpit” to lobby for or against proposed amendments during national consultations like the House of Representatives’ Peoples Assembly or the Senate’s Zonal Public Hearings etc.

“Some Presidents in the USA have signed Constitutional Amendment Bills before, however, it was just ceremonial. The US Congress and the State Legislatures are the ones that have the mandate to amend the Constitution in the USA as directed by Article V of the US Constitution. “The only Executive Arm/Branch Public Official authorized in the USA to participate in the process, according to provisions of 1 U.S.C. 106B, is the Federal Archivist, who normally directs his/her staff, the Director of the Federal Register to publish and document the amendments.

” It noted that Section 9(3), of 1999 Constitution as amended, makes it known that the approving authority of the Constitutional Amendment or alteration in Nigeria are the 36 State Houses of Assembly that gives approval by two-third majority vote and same for the two chambers of the National Assembly, notwithstanding the provisions of sections 58(1) and Sections 100(1) of the Constitution that empowers the President and the Governors to sign bills into law, respectively.

“The Constitutional Amendment bill is not the usual type of bills the President and Governors are required to sign. Constitutional Amendment bill is an act of the Sovereign (the People) that is why the State Assemblies are involved and they don’t take this bill to the Governors to sign and that is why the President cannot sign and does not have a role in the process.

“Therefore, APPAR, calls on the National Assembly to ignore the letter of the President because the National Assembly is just respecting the Office of the President by differing to him to sign the bill Ceremonially.
“It is a privilege and not a right of Mr. President since he does have a role constitutionally or by global best practice. “We, urge the National Assembly, particularly the 7th National Assembly to leave this legacy of giving Nigeria a brand new Constitution behind as the Assembly draws to a close.

“The reasons given by the President are not worth the paper they are written on. The Legislature as the first arm of Government can by legislation adjust the function of other arms of Government either to increase or decrease their responsibilities. “Section 5 (1)(b) requires the President to execute and maintain the Constitution, and all laws made by NASS. If the NASS has powers to amend the Constitution the President is required to execute and maintain then the NASS can by law amend the function of the other arms of Government as contained in the Constitution and the President is under obligation to implement them.

“There is nothing like taking way executive powers to the Legislature and Judiciary. The Law is what the National Assembly (the sovereign) says it is in this regard.”

CrimeHow A Father Could Be Sexually Interested In His Daughter by mightycrown1(op): 9:33am On Apr 20, 2015
By Candida

No matter how repulsive majority of the public think incest is, it is troubling that a lot of cases involving what is now termed ‘Genetic sexual attraction’ surface everyday – in the papers, on the telly and even on the grapevine.

”Every day”, says an expert, “children from broken homes and polygamous homes are always seeking for their biological family. And it is a dangerous trend as quite a number of these ‘lost and found’ relatives may find themselves drawn sexually towards a close relative mothers, sons, fathers and daughters, brothers and sisters …”.

Three years ago, Constance, a divorcee finally remarried and relocated outside Lagos. Her only daughter from her first marriage refused to be up-rooted from the school where she was doing so well and opted to live with her father. “I was dead against her living with a man who didn’t even bother to know what was happening in his daughter’s life after we split”, Constance explained.

“She was then 17 and I didn’t discourage her from asking him if she could live with him until she finished secondary school. I was sure he would refuse and I would gleefully tell her `I told you so,’. I was greatly surprised when he not only agreed for Tope (her daughter) to live with him, he promised to assume full responsibility for her education. By then, he was doing very well in business and looked fairly comfortable financially.

“It was a relief in a way as I didn’t want my new husband to have the problem of a step-daughter on his hands. Tope flourished in her father’s care and it was obvious he wanted to make up for lost time. Tope was introduced to other family members and it was clear that father and daughter hit it off. He lavished gifts on her and she became really sophisticated over the years.

Then her father’s wife blew the whistle on both of them. One of the children, a lad of 16 had picked up Tope’s mobile to call one of his friends. When he was through, a text message came in for Tope and he accessed it out of curiosity. Then he noticed other messages from their father’s mobile, read them then promptly handed the phone to his mother. The messages she read made her toes curl. It was obvious Tope was having sex with her father through the series of text messages he sent to her.

“I felt sick to my stomach. By this time,Tope was at the university and her stepmother had kicked her out. She now lives on campus and told me she would soon relocate to a one-room apartment she’d found near her university. Her dad paid for everything and she’s refused to severe relationship with him. She said the sex thing was a one-off and they were both drunk at the time.

When I reminded her of what I’d read from the text messages her had sent to her, she clamped up. My current husband had warned me to be really careful here or I would be the enemy. But how can I be `careful’ about an incestuous relationship? True it happens all of the time, but should you wish it on your worst enemy …”

Analysing incestuous relationships further, the expert said: “Whilst trying to analyse the rationale behind this abnormal behaviour, psychologists have pinned the name GSA – General Sexual Attraction on it. This affects parents and children and brothers and sisters who are reunited after a long number of years. Normal taboos have not been built up within the family, with the result that there can be abnormal sexual attraction. Tolu’s case is typical of the GSA epidemic where there never was a normal father – daughter relationship.

“GSA is rare between people raised together in early childhood, as most siblings have evolved to prevent incest. Several factors may contribute to GSA. People commonly rank faces similar to their own as more attractive and trustworthy. Heredity produces substantial physical resemblance between close relatives. Shared interests and personality traits are considered desirable in a mate. In cases of parent – child attraction, the parent may recognise traits of their sometime mate in the child. Such reunions typically produce complex emotions in all involved”.

Some years ago, there was a report that a brother and sister couple in Germany were fighting anti=incest laws. They grew up separately, met as adults, and have had four children together. Not long ago in far away Indiana, USA, Phil Bailey, a 26-year-old man, and his grandmother Pearl Carter, 72, were reported to be trying to have a surrogate baby after they’d started having regular sex.

Makes you sick doesn’t it? Unfortunately, all over the world, people like Tolu and her dad are forever yielding to human weakness – it doesn’t make it right or acceptable. Just sad.
