Guinea's strongman Colonel Mamady Doumbouya, who seized power last month, has sacked 42 generals and admirals in an apparent purge of the military top brass. The army officers, including the head of the army, chief of the general staff of the armed forces general Namory Traoré, and the head of the gendarmerie (military police), Ibrahima Baldé, were forced to retire. Also retired is former military president General Sekouba Konate. The heads of all the wings in the armed forces were retired and replaced with low-ranking officers. The announcement was made on Tuesday, via statements from the presidency, invoking presidential decrees. In a separate statement, Col. Doumbouya also appointed 28 of the retired generals to the High Council of National Defence, the body in charge of national security matters. The changes in the army come two weeks after Doumbouya was sworn into office as transition president. Last week he announced a new Prime Minister to head the process of transitioning the country to civilian rule. Political analysts see the move to retire the generals as an attempt by Doumbouya to assert control on the army, which is thought to be loyal to Conde. Most of the top generals who were retired are known to be allies of the former president. Among those appointed to the High National Defence Council is General Konate, who had earlier endorsed the coup. Konate served as interim president of Guinea from December 2009 to December 2010. Prior to that he was the second in command of the National Council for Democracy and Development junta, which had seized power in 2008 following the death of President Lansana Konteh. He replaced the then coup leader, Mousa Dadis Camara, after he was shot on the head and flown out of the country for medical treatment in a failed assassination bid. Konate subsequently presided over Guinea’s first democratic elections in 2010, through which Conde came to power. He was appointed to head the AU’s military forces shortly after handing over power to Conde. The new top four heads of the armed forces are Colonel Sadiba Coulibaly, Chief of the General Staff of the Armed Forces; Colonel Ahmed Mohamed Oury Diallo, Deputy Chief of The General Staff of the Armed Forces; Colonel Balla Koïvogui, Chief of Staff of the Army; and Colonel Ibrahima Sory Bangoura, Deputy Chief of Staff of the Army. https://nation.africa/kenya/news/africa/guinea-strongman-mamady-doumbouya-sacks-42-military-brass-3582712 |

The FG is also set to sanction government-owned enterprises that fail to meet their revenue-generation targets. In 2022, Nigerians will be paying more for beverages as the Federal Government announced a possible increase in the taxation on carbonated drinks. The Minister of Finance, Budget and National Planning, Zainab Ahmed made this known during the Public Presentation and Breakdown of the Highlights of the 2022 Appropriation Bill in Abuja on Friday, October 8, 2021. She said, “To further enhance independent revenue generation, the government aims to optimise the operational efficiencies and revenue generation focus of the government-owned enterprises. “The introduction of new and further increases in existing pro-health taxes for example exercise duties on carbonated drinks- this is work in progress but it will happen in the 2021 Finance Act.” The minister also said that the performance and remittances of government-owned enterprises would be enhanced through the effective implementation of the Performance Management Framework. She added that government-owned enterprises that fail to meet the set target in achieving the government’s revenue generation drive would be sanctioned. https://championnews.com.ng/nigerians-to-pay-more-for-drinks-in-2022-as-fg-plans-to-increase-tax-on-carbonated-drinks/ |

All Progressives Congress chieftain, Joe Igbokwe, says an Igbo candidate cannot be trusted in the 2023 presidential election. According to him, nobody is going to vote for people who would use the same position to divide Nigeria. Igbokwe, who is an aide to Lagos State Governor, Babajide Sanwo-Olu, stated this in a PUNCH Live interview on Thursday. He said the South-East geopolitical zone has indeed suffered “injustices”, adding that in “everything we share in this country, we get the least.” He, therefore, urged the President, Major General Muhammadu Buhari (retd.) to facilitate the creation of one more state to make states in the South-East six like other geopolitical zones in Nigeria. States currently in the zone are Anambra, Imo, Enugu, Abia and Ebonyi. Speaking on the PUNCH Live programme, the politician noted that despite the “injustices”, violent agitations and killings were not the way to press for justice, equity and fairness. Igbokwe lambasted members of proscribed Indigenous People of Biafra and other secessionists in the South-East geopolitical zone, saying they are going about their agitation in a wrong manner. He alleged that IPOB members are supporters of the Peoples Democratic Party, adding that the secessionists began agitations to leave the Nigerian entity after the PDP lost the 2015 presidential election. The party stalwart said that only the PDP is currently campaigning in Anambra ahead of the November 6 governorship poll while other parties are allegedly being attacked. He knocked Igbo leaders who are thirsty that the zone produces a President in 2023, saying they should wake up and do the politicking and make friends in the other five geopolitical zones to achieve their goal. As the 2023 general elections draw nearer, there have been intense political posturing, permutations and fireworks, especially as the eight-year regime of Buhari, who is from Katsina State, winds down. The clamour for an Igbo President has since resonated with some 18 months to the general elections. Apex Igbo socio-cultural organisation, Ohanaeze Ndigbo Worldwide, has been consistent in its demand for an Igbo President in 2023. The 17 Southern Governors had also met twice in the year and demanded power shift to their region while the 19 Northern Governors also met last week, opposing such move and noting that the candidate with the highest votes will emerge as President in the next general elections. ‘Igbo people must drop secession agitation to be considered for serious national posts’ Asked whether the agitation by IPOB and the other secessionists in the South-East would be laid to rest should the zone produce a President in 2023, Igbokew said it is not by force that the next Nigerian leader emerges from the zone. He said Igbo politicians should do the work if they so desperately want the next Presidency, adding that Igbo people must drop Biafra agitation to be considered for serious national offices. The 65-year-old Anambra indigene said, “If you want other Nigerians to vote for you, then you have to count how many bridges that you have built; bridges of understanding, bridges of communication, bridges of friendship. “I want to see your bridges and you want them to vote for you? Nobody is going to vote for somebody who will use that position to divide Nigeria. “You cannot be talking about secession and talking about producing the President of Nigeria. We need to settle the issue first; we need to say, ‘Look, we have given up this demand for Biafra, grant us justice’. “Today, Asiwaju (Bola Tinubu) is in the saddle. How did Buhari become the President of Nigeria? It was Asiwaju that wooed him in 2013 with Tony Momoh, with Baba Akande and they went to Daura to meet Buhari. “They said, ‘Look, you scored 11 million votes in 2003, 11 million votes in 2007, 12 million votes in 2011. If I pull South-West, you will get 17 million votes and you will become President. “They went there to build a bridge and the rest is now history and that was how Buhari that had lost hope became the President of Nigeria. “Somebody connected, somebody had sleepless nights, somebody trusted. “You will sit in one place and you are blackmailing other people, you are not making friends, you are not building bridges and you are threatening people. “Drop your arms first and enter planes or luxurious buses to South-West and pledge your loyalty to the Federal Republic of Nigeria, that, ‘Look, we have been able to settle issues in our home, we need to be President, we have not been President since after the civil war… “Once you have settled that you have dropped this agitation, that you are part and parcel of Nigeria and we see it in your action and deeds, I am not talking about myself but other Nigerians because the issue now is trust – we (Easterners) cannot be trusted. Even with the happenings in the South-East, our leaders are playing politics with it.” Igbokwe, who had said his house was burnt over the weekend by IPOB arsonists in Nnewi, further said he supports the imposition of a State of Emergency in Anambra, noting that Governor Willie Obiano has shown that he cannot handle what is playing out in the state. “With this kind of fear, you can’t have election in Anambra…South-East is now a war zone, the police is helpless,” the APC member lamented, adding that a “State of Emergency is not out of place”. The PUNCH had earlier reported that the Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN), on Wednesday, said that the Federal Government might declare a State of Emergency in Anambra to ensure that the November 6 governorship election in the state takes place. But after a meeting with the President on Thursday, Obiano said Malami was on his own, adding that Buhari was not in support of an emergency rule in the state. According to Section 305 of the 1999 Constitution, a state of emergency is a situation of national danger or disaster in which a government suspends normal constitutional procedures in order to regain control. A declared state of emergency allows the President to immediately make any desired regulations to secure public order and safety. The insecurity in Anambra worsened a few weeks ago with a declaration by IPOB that the November 6 governorship poll in the state would not hold. https://punchng.com/2023-presidency-igbo-candidate-cant-be-trusted-says-apc-chieftain-igbokwe/ |

The Nigerian Communications Commission (NCC) is set to auction five slots of spectrum for the deployment of Fifth Generation of telecommunication technology, commonly called 5G. This was disclosed by the Executive Vice Chairman (EVC) of the NCC, Professor Umar Dambatta, during a public hearing on the draft “Regulations on Telephone Subscriber Registration, Sim Replacement and Spectrum Allocation, 2021” in Abuja, Nigeria. Professor Danbatta stated that the Commission has put everything in place to auction five slots of 5G spectrum, saying “ … on our readiness for 5G deployment,… right now we are 97 percent.” The NCC Executive Commissioner Stakeholders Management, Adeleke Adewolu, (representing the EVC) also said that the “ spectrum trading guidelines, telephone users guidelines and SIM replacement guidelines would help to guarantee growth in the industry.” Additional changes recommended In her presentation on the general over view on SIM registration and activation, the Director Legal Services, Josephine Amuwa who was represented by the Director Telecoms Laws and Regulatory Unit, Mrs. Helen Obi, said that any network provider that allows a pre-registered SIM or SIM without full bio-data should be made to pay a penalty of N200,000 per SIM. She also listed some of the new guidelines, such as, “Activation window” ( grace period where a subscriber enjoys limited services before full registration) which has been increased from 30 to 60 days. Also, foreigners with visas of two or more years are to register their NIN before acquiring a telephone line but those with less than two year visas are not required to get a NIN. ”Subscribers are only allowed to register four sim cards per network provider. For the reactivation of a deactivated line, a person will have to go through the process of new activation of a SIM card,’ ‘ she added. The Executive Commissioner, Finance, NCC, Uche Nwodi appealed to the the commission to also look into the 18 years minimum age limit for mobile network subscribers, defining in the draft that “A subscriber is a person that is of 18 years and above. Synergy Stakeholders in the telecomms sector also participated in the hearing, and made useful contributions. Adedoyin Oye of Airtel complained about infrastructure damage. According to him, Airtel alone experiences over 300 fibre cuts in a month as a result of construction. He therefore asked for an improved synergy between the commission, Mobile Networks Operators, (MNO) and construction firms to protect MNO’s fibres. MNOs also appealed to the NCC to make provision for them to go to senior citizens and VIPs for registration/sim replacement, a position that the communication is not comfortable with but promised to still look into. https://von.gov.ng/2021/10/05/5g-nigeria-to-auction-five-spectrum-slots/ |
No fewer than 80 inmates in Lagos State are being considered for presidential pardon. This was disclosed on Monday by the Presidential Advisory Committee on Prerogative of Mercy during a visit to the Ikoyi Custodial Centre. A deputy director in the Ministry of Justice, Mrs. Leticia Ayoola-Daniels, who represented the Attorney-General of the Federation, said the committee would recommend deserving inmates to the President, Major General Muhammadu Buhari (retd). She said, “In Lagos, we are looking at assessing about 80 and you cannot determine. It depends on if they meet up the criteria. If they fall under the criteria, they can be considered for pardon. “The committee is expected to be guided by rigorous criteria in ensuring that only deserving persons are considered for pardon. “Accordingly as provided under the Constitution, the committee may also recommend a less severe form of punishment imposed on a convict for an offence, among other mitigating measures.” The Controller of Corrections, Lagos State, Francis Adebisi, appealed to the Federal Government to upgrade custodial centres in the state. Francis also called for support for the non-custodial segment of the Nigeria Correctional Service. He said, “This custodial centre was built with a capacity of 800 inmates. But presently, we are locking 2,500, meaning we are operating above capacity. Our critical need now is infrastructural upgrade. The controller general is doing his best to ensure that we have some infrastructural upgrade. “Also, the NCS has been divided into two: custodial and non-custodial sections. The non-custodial is just taking off. We will appreciate the Federal Government to fund the service very well so that the controller general can implement the non-custodial measures more effectively and that will help us decongest our centres more.” Adebisi said the presidential committee started interviewing inmates in March 2021, adding that it was the second time the team would be visiting to talk to the inmates. https://punchng.com/80-lagos-inmates-assessed-for-presidential-pardon/ |
