Vice President Yemi Osinbajo on Wednesday unveiled the economic blueprint of President Muhammadu Buhari, stating that the Federal Government would invest more in social sectors to reduce poverty. Osinbajo, while speaking at the 45th Annual Accountants Conference and 50th Anniversary celebration of the Institute of Chartered Accountants of Nigeria, said the government would be investing more in the people, education, and job creation. Other areas where investment would be stimulated are national school feeding scheme, conditional cash transfer and reflating the economy of the states to boost development. Speaking on the topic ‘Repositioning Nigeria for Sustainable Development: From Rhetoric to Performance’, he said the multiplier effects of the introduction of the scheme would help to create 1.14 million new jobs; increase food production by up to 530,000 metric tonnes per annum as well as attracting fresh investments of up to N980bn. He said while some of the economic blueprint had already been put in place by the Buhari administration, including the bailout package for the workers in the country, others were currently being worked out. Osinbajo added, “One of the most important interventions required in the education sector is capacity building to improve teacher quality. This programme is intended to drive teachers capacity development; boost basic education; attract talents to the teaching profession. Better educated population increase economic potential for productivity.” He reiterated that the All Progressives Congress “has made a commitment to provide one-meal-a day for all primary school pupils that will create jobs in agriculture, including poultry, catering and delivery services.” While stating that although Nigeria had recorded rising oil prices, Gross Domestic Product and foreign reserves during the previous administrations, he lamented that unemployment had remained on the rise at the same time. This, according to him, has made it clear that such figures, including a rise in revenue by itself, does not create jobs or significantly reduce poverty level in the country. The Vice President stated, “The growth recorded in the past 16 years did not translate into job creation and poverty reduction for Nigerians. So, why are most (of our people) poor despite rising revenues and GDP growth? “Our main revenue earners, the extractive oil and gas economy, do not by themselves create many jobs. Such is the irony of a top-down economic model, when the major revenue earner is extractive and the value chain is poorly developed.” On the conditional cash transfer programme, Osinbajo said this was another avenue for alleviating poverty. He explained that the programme was intended to support the 25 million poorest households to embrace vaccination, education and production. The multiplier effects of the introduction of the programme, he noted, would include lifting millions out of poverty; putting millions into rural production; and boosting rural economy. He added that there was a need for the government to improve on the power sector; and having one-stop shop for approvals of investments. Other areas of focus, he listed as innovation and fighting piracy; diversification of the economy in the areas of agriculture – self-sufficiency in rice and wheat (staples) production; manufacturing; entertainment and technology. On the power sector, he noted further that “despite the challenges, there have been measurable improvements over the past three months (June to August 2015)”. Jesus Aceves was born with a rare condition that means he has thick hair all over his face. About 30 members of his family also have hypertrichosis making them almost certainly the hairiest family in human history. As a child, the thick, dark hair that covers his entire face quickly earned Aceves the nickname "The Little Wolf". He grew up in the small town of Loreto in north-west Mexico where, as a result of his appearance, his family was shunned by the local community.

By Innocent Anaba LAGOS—A Federal High Court sitting in Lagos yesterday, awarded N12 million against the Economic and Financial Crimes Commission, EFCC, over the illegal arrest and detention of the Administrative Manager of a firm, Rana Prestige Nigeria Industries Limited, Mr Adewale Adeniyi. Adeniyi had sued EFCC, claiming N30 million as general, exemplary and aggravated damages for the violation of his rights, as well as N10 million as cost of the suit. *EFCC Operatives *EFCC Operatives He had argued in the suit that he was arrested without a warrant, which makes it illegal. He was arrested by the EFCC, following a petition by Mrs Rachadatou Abdou, who co-owns the company. Justice Mohammed Idris in his ruling on his fundamental rights enforcement application, held that the commission violated the applicant’s rights. “There is no evidence that there was a preliminary investigation into allegations against him before the arrest. “No order of court authorising the arrested was exhibited before the court. The respondents acted irrationally without following due process,” the judge held. Justice Yusuna said before anyone is validly arrested and detained, there must be preliminary in vestigation into the allegations against them. The court held that the applicant was not charged to court prior to his detention. Justice Yunusa said security agencies must exercise restraint at all times and must not be “intoxicated” by the enormous powers they possess. He held that damages are due the applicant for the trauma he was subjected to while in detention. The judge awarded N10 million against EFCC, which must also pay N2 million cost and N5 million against Mrs Abdou. By Bunmi Sofola Did you know that during orgasm, most of the brain shuts down? That with orgasm, raised levels of what are called the cuddle chemicals – oxytocin and vasopressin – lead to feelings of satisfaction and attachments? A study has found that women who regularly receive semen vaginally are less depressed than those who don’t says Helen Fisher, PhD, author of: Why We Love, The Nature and Chemistry of Romancing love. A bit of an ego-booster for men who are forever jealous of the role that dreaded vibrator is playing in their lover’s life! The feel-good experience semen gives female recipients could be because they really like their partners”, Fisher said, “it could also be because seminal fluid is awash not only with testosterone and oestrogen but also with chemicals such as dopamine and norepinephrine, serotonin, and oxytocin which can contribute to either elation or calm.” Another recent study revealed the unsurpasing result that the more often a person has sex, the happier he or she is. This could be because people who have sex often are more likely to be healthy and enjoying a good relationship,. It could also be because sex exercises the muscles and the respiratory system, gets the circulatory system moving, which gives the skin a gorgeous glow; and according to Fisher’s research, triggers the brain circuitry for romantic love and attachment. So why do we have sex? Because it is fun, says Fisher. Because it can be the most powerful, concrete way to demonstrate the love for ourselves and for someone else. Because sex helps us to remember. Because it helps us to forget. Because when we open ourselves to the experience completely, we become intimate with the world in a way that’s otherwise inaccessible, and unique. Flooded with hormones that can release us from the mooring of self-consciousness and control, we can relax into a presence of mind that allows boundaries, momentarily to dissolve. Sex can not only help us feel better – it can also help us feel … When; to suspect your partner could be off his rocker! Recently, a former colleague told me that she was worried about an older brother who had suddenly gone religious. According to her, this brother said: “he could hear God talking to him through the radio. He also alleged that all of us in the family were evil because, we didn’t believe in the spiritual church. He thinks his own spiritual church and his beliefs are right. As wild as he looked when he made these allegations, it was obvious that he was cracking up. So, how do you tell if someone close to you is cracking up!|” With all these named disasters and economic crunch plaguing the country wouldn’t it be nice to know? According to psychiatrists, there are seven clues to alert you. For instance, an unexpected change in behaviour is the big tip-off that a friend, relation or co-worker is suffering from emotional problems and may need professional help. Here are the seven clues to look for: *A person who is usually energetic acts tired and indifferent. The person may complain about being tired. His work may be neglected and he doesn’t seem to care. *A previous polite and caring person suddenly becomes insensitive. Manners and social etiquette often fall apart during mental illness, said a psychiatrist. “Words like `please’ and `thank you’ may disappear from the person’s vocabulary and he or she may act rude – pushing ahead of others in a line, for example.” *A person who usually controls his alcohol or drug intake loses control. When someone with no history of alcohol or drug-abuse begins to abuse these substances, it can be a sign of mental illness. And drug abuse doesn’t necessarily have to mean illicit drugs – it also can mean prescribed drugs. *A person who usually maintains stable relationship starts to develop difficulty with important ones. The person may have trouble dealing with people on the job – and with his or her spouse. He or she may resort to physical or emotional abuse and may yell or scream. *A person with emotions in the normal range becomes despondent or shows rapid shifts in mood. The person may begin to have rapid shifts in emotions going from anger to playfulness, from sadness to giggles. *A previously decisive person has trouble making decisions. Even the smallest decision, like choosing clothes, becomes difficult. The person might make up his or her mind and then changes it possible several times. *A person with good hygiene develops poor hygiene. His or her clothes may be inappropriate, dirty or not ironed. Often, the person may wear the same clothes for days, not brush his or her teeth and bathe less frequently – and may even begin to smell bad. According to a recent publication in the medical journal, you could be a candidate for a nervous breakdown if you answer yes to six or more of the 12 questions: *Did you have a tragic childhood? A parent’s death or separation? *Was your childhood unsettled with constant moves, parents coming and going? *Do you always felt everyone is bigger, more clever , and nicer than you? *Do you think too much or take drugs? *Are you the sort of person who thinks happiness won’t last? *Have you always felt people criticize you behind your back? *Do you find it difficult to express your feelings? *Do you find it hard to be angry even when you’ve reason to be? *Do you find it difficult to find and keep friends and lovers? *Have you been exposed to a nervous breakdown sufferer, particularly when young? *Are you pre-occupied with your health? Indeed, reading this, are you now convinced you’re having a nervous breakdown? According to the psychiatrist: “in approaching someone you think needs help, do so in a caring manner. Say something like, “something seems to be different about you. You’re not acting like your old self. I really care about you and I think you should talk to someone who is skilled about it.”. Telde-Fulani (Bauchi) – Alhaji Shehu Gabam, a chieftain of the Peoples Democratic Party (PDP), said President Muhammadu Buhari has good intentions for the country and urged the opposition to support him. Gabam, Chief of staff to former Gov. Isa Yuguda of Bauchi State, made the call on Saturday in Tilde-Fulani, Toro Local Government Area, in an interview . According to him, President Buhari has a good intention for the country and there is no need for the opposition to start bombarding him. “Well, I believe the president should be allowed to determine his own pace of speed and also determine his own cruising level. “As an opposition party, we are monitoring with keen interest with a lot of maturity, and a lot of respects for him. “He is the president of the country whether you voted him or not, he is the President of Nigeria. “The institution of presidency must be respected, and I am among one of them who always appeal that everybody should respect the position of the presidency,” Gabam said. “You can differ with him on issues, operational issues, policies and programmes, and you can take him up on any other issues, we should be decent and not rascal in our approach. “As for me, nobody should insult the president, nobody should insult the institution of the presidency,” he stressed. The PDP chieftain further appealed to the president not to run a government that is purely investigative, but run a government that will alleviate the suffering of the people. According to him, there are too many issues this country is looking forward to for his proper attention. “The President should, therefore, be sensitive to the needs and aspirations of the people,” he said. By Levinus Nwabughiogu ABUJA — The Group Managing Director, GMD, of the Nigerian National Petroleum Corporation, NNPC, Dr. Emmanuel Kachikwu, said yesterday that the reforms in the corporation would run its full course until total sanity was achieved. To realize this objective, Kachikwu stated that more officials would have to be relieved of their duties. The new GMD, who spoke with State House correspondents in Abuja after a meeting with President Muhammadu Buhari also stated that the corporation would be run like a money-making venture to generate returns for Nigeria. He said: “It is an A to Z restructuring. I have done the first three layers which has to do with the GEDs and General Managers. You are going to have a lot more now, the DGs and GMs will take it to the next layer which is the lower layer. “The whole idea is to go back to being able to look at the appraisals, how well, you have done on the job that you have done and if you have done very well how do we elevate you to positions where you can offer more service. If you have not done well enough and we can retrain you, we will, but if you have not done well enough and there is no possibility of retraining, we let you go. “At the end of the day, NNPC isn’t a public service, it is a corporation and it is going to be run like a company, generating money and profit for Nigerians. So, the whole concept of anything goes is going to stop and this is the first stage in that whole process.” Kachichwu also said he had adopted a three-pronged approach in the “cleansing” of the NNPC. He also stated that a new NNPC was set to emerge after the reforms. He said: “It is a three-pronged process that I am following. There is a people aspect which we are dealing with now, there is a process after the people at the right places. We are going to get a forensic audit done so that we know clearly, not the one PW did but the proper forensic audit that will cover us all the way to 2014,2015, and we will be able to say to you this is the state of the economy. “We are going to put processes and controls in place, we are going to do retraining and repositioning and then we are going to engage our majors and minors, all those who are active in the sector for us to work as a team trying to take Nigeria forward. “The final stage will be the business stage. Looking at all the existing contracts: are they good? Are they okay? Do they need to be redone? Look at the PSCs, what do we do going forward? Look at the challenges posed by very reducing balancing sheet as a result of $50 or $40 per barrel for dark oil, what do we do to energise recovery and the income growth so that the government will have money to work with? “It is a very intensive and calibrated work, a lot of us are not spending time sleeping, but over the next five, six moths you will begin to see a new emergence in the NNPC, a new process of oil administration in the country and obviously giving fillip to Mr President’s dream of taking the oil industry back to where it should be. “I think the new NNPC that you are going to see going forward will be a different institution all together.” Also responding to a question of what becomes the joint account system in view of the presidential directive to run a single treasury account, Kachikwu said all that was being looked into. He said: “All that is being looked at, because to run an oil company you need a lot of funds to do it. If you don’t, you will close down the corporation and the production system will close down. You cannot throw away the baby with the bath water.” Source: http://www.vanguardngr.com/2015/08/nnpc-more-officials-may-go-kachikwu/ |

By Emma Amaize WARRI—THE Ijaw People Development Initiative, IPDI, in Delta State, yesterday, appraised the anti-graft battle of President Muhammadu Buhari and concluded that he was combating common political enemies in the country and not corruption, as he had made people to believe. National President of IPDI, Mr Austin Ozobo, in a statement in Warri, said “Buhari has not shown Nigerians any readiness to fight corruption. A good leader must begin sanctification from his house. He must first remove the veil in his own eyes before thinking of removing the veil in another man’s eyes. “It is obvious that his fight is targeted at common political enemies in the country, it is to witch-hunt to weaken the opposition, if not, why has no move been made to arrest corrupt All Progressives Congress, APC ex-governors, instead Buhari is providing cover for corrupt APC ex governors and other leaders. “His corruption crusade is one sided and selective in nature. You cannot hide your sins and begin to condemn others. Such persons are hypocrites and pretenders and their punishment will be twice over in heaven. The arrest and claims against former National Security Adviser, Sambo Dasuki, is a clear evidence to show that Buhari is only fighting political antagonists. “Buhari should start his probe former APC governors and notable APC leaders in the country. Why should corrupt APC leaders walk freely the corridors of power without being questioned and the president is pretending and paying deaf ears to public outcry to bring them to justice?” IPDI queried.
