The National Chairman of the Peoples Democratic Party, Prince Uche Secondus , speaks with OLUSOLA FABIYI on national issues , especially the governorship election in Ekiti State and security problems confronting the nation A few days ago, the Presidency released the number of people killed as a result of insurgency and by herdsmen , claiming that more people were murdered when the PDP was in power than those killed in the last three years of the All Progressive Party government . What’ s your reaction to this? The primary duty of any government is to protect lives and property . Without safety, there would be no development. So , this government has failed in this area , which is the most critical of all its duties . It is worrisome that instead of waking up to its constitutional duties , it is busy comparing the government that has the worst case of avoidable killings than its own . That analogy is barbaric and it is absolutely wide off the mark. It is sad that the government is politicising killings in this country. Politics apart , do you agree that more people were actually killed when the PDP was in power or not ? If we go back down memory lane, it was only in the North-East and Borno State , in particular , that we had security problems . But now , things have gone worse . The killings are going on unchallenged everywhere. From Plateau to Benue , from Zamfara to Kogi, from Adamawa to Borno, people are being killed and the Presidency is busy taking inventory of its citizens killed under its leadership. Is that not shameful and ungodly? For any government to do any comparison is a total failure on its part . Can the killings be stopped at all? From 2015 , we can see that the President appointed his cronies to sensitive security positions as service chiefs. You can see the display of nepotism , display of loyalty to the President instead of Nigeria . That means the security architecture that he came on board with has completely failed . Things must change . Governors have called for a change ; the National Assembly has called for a change and eminent Nigerians and even ordinary people on the streets have called for a radical change . Is the President listening ? He seems not to be perturbed. So , something is off beam . This is why I ’ m calling for an international inquest into the killings so that the international community can come unbiased . This is because the Federal Government has started blaming politicians for the killings . This is the same government that said the killers are from Libya , and that they are part of Boko Haram . They have now changed the narrative. They are now saying politicians are herdsmen . It is just a mere ploy to frame politicians and get them locked up. They even do that to members of their political party who do not share their ideas . They are doing that to us as well. They have left the substance and are now diverting attention from the truth. This country has collapsed in the hands of the President . Will the call for restructuring address this matter? It is part of it and that ’ s why the people are asking for some level of self- determination. It was practised during the First Republic . It was there during the regional government. The people made laws and they governed themselves with those laws. They were in charge of their security and destiny . So , we support restructuring . It is part of what will solve our problems . The Presidency and the National Assembly must be part of it . The APC brought it ; they said they would support it and we are also ready to give our support . We are in support of it . The APC came up with it and we saw that it was a good agenda . It is not everything that we will oppose just because we are in the opposition . If the APC comes up with a good agenda and we see it as good , then we will back it . But the President recently said those clamouring for restructuring have their own agenda … Is he saying he does not share the views expressed by his party ? The President is always speaking out of context. He is a lone ranger and not a team player . It may be that the report of the APC committee on restructuring is dead . What are the chances of your party in the July 14 governorship election in Ekiti State ? We are on the ground in the state . Governor Ayo Fayose has performed very well and the people of the state are solidly behind him and our party . We have almost a 100 per cent chance of winning . However, we have warned on many occasions that both the Independent National Electoral Commission and some security agencies are interested in rigging the election for the APC . They have done that in past for the APC as we saw during the rerun election in Rivers State . It was glaring that some INEC officers were colluding with security agencies to rig . If they do that in Ekiti State , that can precipitate crisis. Right now , Nigeria is sitting on a keg of gunpowder. In other words, the country is divided by killings ; the country is depressed. We are in pain . The only thing that can bring succour to the people is for the government to conduct free , fair and credible elections . We are calling on the President to conduct a free and acceptable election in Ekiti State . The security should not deceive the people. We have heard about the preloading of card readers and plans to stuff ballot boxes with voting papers and so forth. We also heard about the printing of results sheets handed over to the APC in advance. INEC should come out openly and state its readiness. If they try to rig in Ekiti, then, we will not have confidence in the other elections , including the 2019 general elections . That means the country should forget 2019 . This can cause a problem in the country. We don ’ t want such problems . If the election is free and fair and your party loses , will you accept the result ? Let the election be free and fair first. If it is free and fair, we will win and we are going to win . But some prominent members of your party defected to other political parties in the state . You know the strategy of the APC. Every day , they come up with newspaper publications that this one has defected, the other one has moved . They want to deceive the people, but we will refuse to be deceived . Nobody is defecting. When they say 400 have defected, who are they ? Why can ’ t they mention names ? But the former National Publicity Secretary of your party, Prince Dayo Adeyeye, defected . Yes, he was a contestant for the governorship position . After the primary , he declared that it was the best primary ever conducted. However, a few days after , he left the party . That means he had double loyalty to the party . He said the primary was the first in the state . He was on tape . He later turned around to say he can ’ t work with Fayose and the party . But he didn’ t fault the conduct of the primary . INEC should just give us a free, fair, credible and acceptable election . What APC is doing is what I would describe as media vibes . They are saying some people have defected without mentioning those that left . It is part of their rigging strategy . But Senator Fatimat Raji -Rasaki also left . She is an individual. How does an individual amount to 400? All these people are those who lost grounds before. They are not in touch with the grass roots. The people of Ekiti, who are on the ground , are for the PDP and those are the people who will vote . They are the people that matter. What is your reaction to the claims by the Federal Government that it was planning to spend funds looted by the late military dictator , Gen Sani Abacha , on the poorest of the poor? Didn’ t the President claim that Abacha never stole any money ? The President does not know what he says. This government is a wasteful one . They came in 2015 , and it took them about six or eight months to constitute the cabinet. In other words, government was not in place . Buhari was not working six months after he was elected. This is the result we are getting today . Now , everything about the Abacha loot is a deceit . Who does he want to deceive ? He wants to take or use it for election. Where in this world do you spend government money without budgeting for it ? If you recover money from Abacha or any other person for that matter, put it in the budget . He wants to take it for election. He wants to deceive Nigerians . Did you see him in Lagos to commiserate with the people over the fire incident that led to the deaths of many people and more than 50 cars burnt ? No, he will not go there because he is a sectional leader . This is an insensitive President . He does not care about the life of an ordinary Nigerian . But he was in Bauchi over the rainstorm . Why would you say he doesn ’ t care about the life of an ordinary Nigerian? He chooses where to go , and he likes going to where his people are . He has succeeded in dividing the country. Anything that happens in the South, he doesn’ t go but when things happen in his state or area , he goes there. What type of presidential candidate should we be expecting from the PDP? We are going to offer the country the best . We will give them capable hands . The contest is open and we are waiting for everybody . THE Minister for Agriculture and Rural Development, Chief Audu Ogbeh, has been in the news for the widely rejected proposal to create cattle colonies in all the states of Nigeria. Soon, he and the President Muhammadu Buhari administration might be back on the front pages for another crisis which is rapidly building up unnoticed. The threat of massive famine in 2018 and 2019 is becoming a reality to those close to Nigeria’s farmlands. In the past, food shortages had occurred on account of unfavourable weather or pest infestation. Low rainfall or excessive flooding as well as locust attacks had in the past also resulted in low food productivity. This year, the country is likely to experience the first full blow of the crisis occasioned by armed herdsmen’s attacks on farmers nationwide which had resulted in losses of lives and property and the displacement of thousands of farmers from the rural areas to safe havens far away from their farms. In most cases, these attacks were accompanied with the burning of homes of the farmers, destruction or looting of their food storage facilities or the occupation and grazing on their farmlands by cows and herdsmen. Even if the ongoing military operations are successful, most displaced farmers will find it difficult to resume their farming. Government’s tardiness to put a stop to the armed Fulani herdsmen atrocities has created a situation in which farmers are unable to harvest what is left of their ravaged farms because they are either in refugee camps or are on the run for their lives. Most of them are also not planning to return home soon to start planning for the planting season which starts anytime from now. With millions of farmers not harvesting now and not planting for the next season, it requires no prophet to predict a looming famine. The blame should lie squarely at the doorsteps of the Federal Government which failed to mobilise the security forces to effectively provide security when the attacks intensified over the past couple of years. Media reports of these attacks were totally ignored, until the Benue State Government decided to conduct a state funeral for the victims of the New Year Day massacres on live television. We are raising this alarm to enable the Federal and state governments to brace up for the food shortages ahead and plan to mitigate them. All efforts must be made to eliminate the herdsmen threat. The nomadic livestock operators should be persuaded and assisted to accept the ranching option. There is no other way forward than this. The armed foreigners and their local accomplices must be apprehended and dealt with. Fresh information has revealed that the Federal Government Subsidy on Fuel has risen to N2.4 billion daily in May from N774 million in March 2018. Unlike in March, this year, when the price of crude oil was around $66 per barrel, it had hovered between $75 and $80 per barrel since last month, thus pushing up landing cost of the refined product in the domestic markets for finished product importers like Nigeria. According to Vanguard, the Petroleum Products Pricing Regulatory Agency, PPPRA, stated that without the government subsidy, the price of petrol could have been as high as N205 per litre in the domestic market. According to PPPRA, the price of the commodity appreciated by 8.47 per cent from N189 per litre recorded in April 25, 2018, to N205 per litre as at May 16, 2018. The PPPRA report disclosed that during the week under reference, between May 11 and May 16, 2018, oil prices continued to soar, stating that the average price for Brent Dated was $77.92 per barrel; Nigeria’s Bonny Light was $78.08 while West Texas Intermediate, WTI, was $60.27 per barrel. Former President, Olusegun Obasanjo, has said God who helped Nigeria against the dreaded government of late Gen. Sani Abacha will come to the country’s aid in 2019. He said this yesterday at a town hall meeting in Ibadan, the Oyo State capital, where the Coalition for Nigeria Movement (CNM) members converged. The former President also called on youths and all Nigerians not to be tired because they have a lot of work to do to effect change of government through the ballot. Obasanjo said, “Some people believe that those that are in position, whether they are doing well or not, they must continue to be there. But when we say they must not only be there, they will want to fight back. “They will hold many things to wreak havoc, but everybody must be prepared. It will not be easy to wrest powers from them. If you think it will be easy to liberate Nigeria, you are deceiving yourself. “But the God that did it yesterday will do it again today. Remember a particular leader who had a desire to transmit from military uniform to elected president. “We had a situation that we had five political parties and the five parties nominated one person as candidate for presidency. If only his nuclear family had voted for him, he would have won. “But our God is wonderful. God laughed. Now, God is laughing. When the time came, God revealed that He’s God. He is the omnipotent, omnipresent and eternal, who can do all things and who can make all things possible. But if we are leaving things to God, we have to do our own side. “The work has started. Some people may be laughing at you and make jest of you, don’t be bothered with that. Listen, permanent voter’s cards (PVCs) are your instruments. If you have not collected yours, go and collect it. “If you are not yet registered, go and register. Let us tell them in all urban and rural areas that PVCs are what we will use. Kamarudeen Ogundele , Ado Ekiti The United States of America said the eyes of the world would be on Ekiti on July 14 during the governorship poll. The Consul General , Mr . John Bray , stated this during a meeting with the Ekiti State Council of Traditional Rulers held in the palace of Ewi of Ado -Ekiti, Oba Rufus Adejugbe . He said this in a response to the request of the council for a free , fair and credible election in a peaceful atmosphere made by the monarchs. The Chairman of the council and Oloye of Oye -Ekiti, Oba Oluwole Ademolaju, had asked the US to prevent vote -buying during the July 14 governorship poll in the state . He urged the country to bring observers from all over the world to ensure each vote counted in the election . Saying that the people of the state would resist manipulation in whatever form , the monarchs said the governorship poll would be a pointer to what would come in the 2019 general elections . He said , “ We want you to use your good office to bring monitors all over the polling units. “Security agencies must be above board during and after the elections . “We want everybody to be carried along . We want reputable groups as monitors present at polling units, not people that will just be moving about .” Also speaking , Oba Adejugbe stated that the people would be happy if the most popular candidate won the election. He said, “We want peace and vote to count . If the most popular candidate won at the end of the day , nobody would raise a voice.” The Ogoga of Ikere -Ekiti, Oba Adejimi Alagbado, warned against the experience of the 1983 election violence where many houses were burnt in the old Ondo State . He said , “ We are concerned about safety in our domain; we don ’ t want Ekiti to be a battleground . We want the choice of the people to emerge as governor in the election. ” Responding, Bray promised that the US was committed to peace before, during and after the election. He said , “ We are on the side of the people. We are here to support free, fair , credible and peaceful election . “The eyes of the world will be on Ekiti on July 14 . While the country is currently on the verge of signing a pact for the construction of a refinery with Niger Republic, Buhari, on Monday signed a deal for a regional gas pipeline that will enable gas supply to countries in West Africa and by extension to Morocco and Europe . Though , most stakeholders were upbeat on the synergy with African countries and the economic opportunities from the initiatives , the sustainability of the plans , especially with government as key investor and possibly manager , created concern for the players . Speaking with The Guardian yesterday , Immediate Past President of the Nigerian - American Chamber of Commerce ( NACC ) , who chairs Lagos based Chairman of Tricontinental Group, Olabintan Famutimi , said closer relationship with African countries is laudable but the projects may remain a mirage because private sector players are not the key drivers . “If it is the private sector that is proposing such laudable projects , I will be very excited and I will be in support of it because I know it will work . Once it is purely government , they will fail. “This is something that is supposed to be purely business transaction . If it is government, they will fail . It will not succeed . They will award contracts; they may even complete the refineries and build pipelines but when it comes to running them they will run at a loss . They will eventually be abandoned, ” Famutimi said . Famutimi added that the concepts are good but should be done by the private sector , while urging government to move away from spearheading commercial projects like the construction of refineries and pipelines. Energy analyst at PricewaterhouseCoopers ( PwC) , Pedro Omontuemhen saw the initiative as a good development, noting that the move would strengthen trade relationship within the continent and enable Nigeria to transport crude oil to other countries . He was optimistic that the designed 5, 660 km long pipeline as well as the refinery , if done on time and according to budget , would address many challenges facing the sector . However, Omontuemhen wants government to copy the Nigerian LNG model “where you have the government investing through the NNPC and the management of the company is left in the hands of the private sector .” He noted that the gas infrastructure requires government involvement considering the prevailing challenges , especially in getting the right of way . President and Chief Executive Officer of Footprint to Africa Limited, Osita Oparaugo said : “ We should support intra African trade . What we are looking for from outside is inside. However, we support free trade and fair trade . Morocco is doing very well but they are not abiding with the agreement of fair trade . “If Nigeria is entering into any agreement with Morocco we support that because we welcome intra African trade but we insist that it must be on a win - win situation not on orchestrated to favour a particular person , ” Oparaugo , who firm specialises in driving investment into Africa said. The former governor of Imo state, Ikedi Ohakim had responded that in terms of governance, Okorocha has lost crediilty and has been rejected by Imo people. According to Okorocha, “Since the former governor of the state, Chief Ikedi Godson Ohakim announced his intention to contest the governorship election again in the state,he has developed the sickening impression that the only way he can achieve that tall dream is by attacking Governor Rochas Okorocha in the media repeatedly and he has been doing it to the best of his ability. “He does not even talk like someone who has governed the state before. He does not also watch the conduct of Chief Achike Udenwa, also a former governor. “When the government began the remodeling of the children park’s bridge to connect it with Heroes’ Square to avoid the traffic jam along that Concord Hotel road. Falana Seeks Explanation For Fuel Subsidy Increase From N261bn To N1.4trn in 1 Year Vanguard, May 18th – Human rights activist and Lagos Lawyer, Chief Femi Falana, SAN, on May 17th filed a Freedom of Information request to the Ministry of Petroleum Resources demanding details of how the Nigerian government’s payment of N261.4 billion per annum in fuel subsidy skyrocketed to N1.4 trillion. In the FOI request addressed to Ibe Kachikwu, the Minister of State for Petroleum, Mr. Falana said the ministry failed to account for millions of litres of imported fuel between December 2017 and March this year. In December 2017, according to Mr Falana, the management of the Nigerian National Petroleum Corporation (NNPC) said the nation’s consumption rate of fuel was 28 million litres per day and that subsidy cost was N726 million per day (N261.4 billion per annum). But last month, Maikanti Baru, the NNPC Group Managing Director, said the corporation paid N774 million daily fuel subsidy due to a heightened petroleum consumption of 50 million litres per day. On April 6, Mr Kachikwu said the annual expenditure on fuel subsidy has risen to over N1.4 trillion. “We are not unaware that the increasing consumption rate has been blamed on the smuggling of imported fuel from Nigeria to neighbouring countries by some economic saboteurs,” Mr Falana, a Senior Advocate of Nigeria, stated in his FOI request. “Assuming without conceding that the story of smuggling is true the total volume of fuel consumed by Benin, Togo, Cameroon, Niger, Chad and Ghana is said to be less than 250,000 litres per day. You will agree with me that this does not explain the difference of 22 million litres per day between the consumption rate of imported fuel in December 2017 and March 2018.” Mr Falana accused the minister of failing to disclose the amount realised from the sale of the 60 million litres at N145 per litre as well as the sale of the 445,000 barrels of crude oil allocated to the NNPC daily by the Federal Government. “Honourable Minister, the convenient defense of smuggling as cheap justification for a gap of 32 million litres a day (at N145 per litre is N4.6 billion daily) is untenable given the billions of Naira continually expended on Project Aquila Software by the Petroleum Equalization Fund (PEF), a parastatal under your watch in the Petroleum Ministry, to track every litre of petroleum product evacuated from the Depots and sold at retail stations in the country. “Since the Project Aquila Software has the capability to identify the owners and locations of all trucks loading petroleum products in Nigeria, why has your office and NNPC continued to blame smuggling for the drain of N4.6 billion daily on petroleum products? Fayose attacks Buhari over plan to stop anti-open grazing law in states NEWS Published on June 6, 2018 By Fikayo Olowolagba RELATED TOPICS: Governor Ayodele Fayose of Ekiti state has reacted to reported plans by Buhari government to suspend implementation of anti-open grazing law in states. The Federal Government is considering the suspension of anti-open grazing law passed by the some states over incessant killings. This was part of the discussion at the security council meeting President Muhammadu Buhari had on Tuesday with all the service chiefs in attendance. The anti-grazing law is already operational in Benue, Ekiti and Taraba states. In Ekiti State, the law, signed by Governor Ayo Fayose in 2016 prohibits open-grazing between 6pm and 7am. Dan-Ali, in a statement signed by his Public Relations Officer, Col. Tukur Gusau, and made available to journalists at the end of the meeting, said he suggested the suspension of the implementation of anti-open grazing laws in some states while negotiating a safe routes for herdsmen. According to the minister, “There is a need for the Nigeria police and Department of State Services to prosecute all the suspects arrested in the affected states while negotiating safe routes for the herders.” The Defense minister further stated that he informed the president that operation last hold has been launched to flush out insurgents from their hideouts in the Lake Chad Basin. The Transparency International has said militias offer bribes to corrupt officials at seaports, land borders and airports to bring weapons into Nigeria , urging for more accountability and transparency to strengthen security in the country. The Head of Transparency International Nigeria , Musa Rafsanjani, who stated this in Abuja on Tuesday at a policy dialogue on the state of the nation , added that the Federal Government must adequately fund the police and provide them with “the requisite skills and modern equipment to effectively tackle the insecurity challenges in the country .” Rafsanjani spoke at the dialogue organised by the Say No Campaign Nigeria and supported by the MacArthur Foundation . He noted that Nigeria was not yet mature for state police, as most state governments would use such to promote political violence and oppression. The TI chair said, “What we need to do is to strengthen our security architecture and eliminate corruption in the security agencies . Why the militias get weapons is that they pay bribes at seaports, at the airports and at the land borders to be able to come in. They give the officials money to bring in the weapons . “They offer bribes and this also applies to political thugs .
