The United States Department of State has again issued a damning assessment of Nigeria under the leadership of President Muhammadu Buhari in its 2017 Country Report on Human Rights released last Friday in Washington D.C.
In the 48-page report posted on the website of the State Department, the U.S. government said impunity remained widespread at all levels of government in Nigeria, further noting that the Buhari-led administration lacked transparency.
A copy of the report obtained by THISDAY, added that government officials engaged in massive corruption.
Corruption, the report said, was not limited to government officials but very rampant among the security agencies.
The report stated: “Although the law provides criminal penalties for conviction of official corruption, the government did not implement the law effectively, and officials frequently engaged in corrupt practices with impunity.
“Massive, widespread, and pervasive corruption affected all levels of government and the security services.”
On the anti-corruption agencies, the report noted that although the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) efforts remained largely focused on low – and mid-level government officials, following the 2015 presidential election both organisations started investigations into and brought indictments against various active and former high-level government officials.
It, however, observed that the EFCC often did not observe all due process safeguards and refused to obey court orders granting bail to the former National Security Adviser (NSA), Sambo Dasuki.
“Many of these cases were pending in court. According to both ICPC and EFCC, the delays were the result of a lack of judges and the widespread practice of filing for and granting multiple adjournments.
“EFCC’s arrests and indictments of politicians continued throughout the year, implicating a significant number of opposition political figures and leading to allegations of partisan motivations on the part of the EFCC.
“In a case brought by the EFCC, in November a federal court convicted four firms allegedly used by a former aide of former President Goodluck Jonathan of laundering 1.67 billion naira ($$55.3 million) in stolen funds.
“In its pursuit of corruption, the EFCC often did not observe all pertinent due process safeguards. In November, the Economic Community of West African States Court of Justice declared unlawful the arrest and detention in 2015 of former national security adviser, Sambo Dasuki.
“A court ordered him released on bail in a case brought by the EFCC for the alleged diversion of 13.6 billion naira ($$443.2 million) intended to purchase military material during the Jonathan administration. Despite the court order, he remained in detention,” said the report.
In support of the claim that impunity remains the order of the day in Nigeria, the report further noted that government did not often take steps to prosecute officials who perpetuated impunity whether in the security forces or elsewhere in government.
It, however, acknowledged that government did take steps to investigate such impunity but failed to bring to book those who violated the law.
The report cited various instances including the atrocities allegedly committed in the North-east by members of the Civilian Joint Task Force (CJTF) and the refusal to bring to justice military men who killed members of the Shia group Islamic Movement of Nigeria in 2015 in circumstances adjudged to be extrajudicial.
“As of November, the government had not adequately investigated or held police or military personnel accountable for extrajudicial killings of supporters of the Indigenous Peoples of Biafra,” the report added.
Excerpts from the report added: “Authorities generally did not hold police, military, or other security force personnel accountable for the use of excessive or deadly force or for the deaths of persons in custody.
“State and federal panels of inquiry investigating suspicious deaths generally did not make their findings public.
“In August, the acting president (Yemi Osinbajo) convened a civilian-led presidential investigative panel to review compliance of the armed forces with human rights obligations and rules of engagement. As of November, the panel had not issued a report.”
The state department report stated that respect for human rights generally remained appalling in Nigeria.
The report identified the following as the most significant human rights abuses: extrajudicial and arbitrary killings; disappearances and arbitrary detentions; torture, particularly in detention facilities, including sexual exploitation and abuse; use of children by some security elements, looting, and destruction of property; civilian detentions in military facilities, often based on flimsy evidence; denial of fair public trial; executive influence on the judiciary; infringement on citizens’ privacy rights; restrictions on freedoms of speech, press, assembly, and movement; official corruption; lack of accountability in cases involving violence against women and children, including female genital mutilation/cutting and sexual exploitation of children; trafficking in persons; early and forced marriages; criminalisation of status and same-sex sexual conduct based on sexual orientation and gender identity; and forced and bonded labour.
Speaking during the official release of the report, the acting Principal Deputy Assistant Secretary, Bureau of Democracy, Human Rights and Labour of the US Department of State, Mr. Michael Kozak, said the 2017 report marked the 42nd year that the U.S. has published the country-specific annual Human Rights Reports.
He said the law requires the U.S. executive to produce the report every year.
According to him, “This goes back to the 1970s when Congress said to the Executive Branch, ‘When we’re making decisions about foreign assistance and security assistance and trade agreements and all of that, we’d really like to know: what is the human rights situation in the countries that we’re dealing with’.”
He said the U.S. did not produce the report to pass judgment “on other countries, or to name and shame”.
“It’s to fulfil a statutory responsibility to our Congress to try to produce the most accurate description of what we find is going on in other countries so that they can use that in making decisions,” he explained.
Efforts to get the Minister of Information and Culture, Mr. Lai Mohammed, to react to the report proved abortive as his phone was switched off.

Yes, the Igbos were neither given the presidency or vice-presidency under the PDP and that is because there is a deliberate interest to keep Igbos down politically and it is not a party issue. Having said that, under PDP, we had the Senate presidency, an Inspector general of Police, The head of Army etc. Tell me what this APC Buhari government have done for Igbos that gives you the inclination that they would support an Igbo president in 2023. if you believe that Buhari will hand over to an Igbo man in 2023, then you are not as smart as you may think.

In spite of Federal Government’ s denial on multiple occasions, the United Nations ( UN ) has said that a splinter Boko Haram group that kidnapped the Dapchi girls was paid a “ large ransom ”.
The girls were kidnapped from their school in February 18, 2018 .
One of the girls , Leah Sharibu, is yet to be released for refusing to convert to Islam , other freed girls said .
The government said on March 21 that negotiations through a back - channel led to the release of the girls and a boy .
But a report released by the UN Security Council committee yesterday said the government lied.
The report which was presented before the council on July 23 but made public yesterday , was signed by Edmund Fitton- Brown, Coordinator , Analytical Support and Sanctions Monitoring Team and Kairat Umarov , Chair, Security Council committee.
“The girls were released around 3: 00 am through back -channel efforts and with the help of some friends of the country, ” said Information Minister Lai Mohammed in March.
To free the girls , Mohammed said the only demand made by the insurgents was a temporary ceasefire .
He argued that the government chose not to use its military might because it had a clear understanding that violence and “confrontation would not be the way out as it could endanger the lives of the girls, hence a non -violent approach was the preferred option.”
“Within the period when the girls were being brought back , an operational pause was observed in certain areas to ensure free passage and also that lives were not lost , ” he added .
But on Page 13 of the 25 -page document, the UN said : “In Nigeria , 111 schoolgirls from the town of Dapchi were kidnapped on 18 February 2018 and released by ISWAP on 21 March 2018 in exchange for a large ransom payment. ”
An online newspaper , Sahara Reporters , debunked the government’ s no -ransom claims in March.
It, however , did not say how much was paid to the terror group.
The UN noted that kidnapping for ransom and the prevalence of cash economy enabled the activities of terror groups such as Boko Haram and its splinter faction Islamic State West Africa Province ( ISWAP ) , the group which kidnapped the Dapchi schoolgirls .
President Muhammadu Buhari told former American Secretary of State Rex Tillerson in Abuja that his government was going to explore negotiation instead of a military option to secure the release .
“We are trying to be careful. It is better to get our daughters back alive, ” Buhari said.
“Since 2013 , more than 1, 000 children have been abducted by Boko Haram in northeastern Nigeria , including 276 girls taken from their secondary school in the town of Chibok in 2014 , ” Mohamed Malick Fall , a UNICEF representative in Nigeria said in a statement .
“These repeated attacks against children in schools are unconscionable .”

In Nigeria, senate and house rules states that the candidate (senator and honourable) with the highest number of votes regardless of party affiliation becomes president but the traditionally, the majority party always has its way. However, if other parties have the number to come together and defeat the majority party's candidate, then their choice will be the senate president, and that's what happened with the Saraki case. He took his APC goons and agreed with PDP senators to give him their support in exchange for the vice president position. They hatched the plan overnight including forming new house rules, fooled the Tinubu-Buhari click, got the number to form a quorum and executed their plan to perfection. And house rules, which is a legal document that has backing in the Nigerian constitution, states that only a two-third vote by members can remove the senate leadership
please where did you see such a law? They even discussed this at the Journalist round table in TVC the TV channek owned by Tinubu. Buhari was never in the mix when Saraki won, he made it clear he was willing to work with anyone who emerged. So stop bringing Buhari into it. Tinubu started all this nonsense, In his desperate attempt to control the National Assembly as if he was the key factor that led to the victory of the APC. for your info the APC won simply cos the likes of Saraki and Kwankaso worked against their party to help them. But instead of Tinubu to respect the agreements made before the merger, he allowed his selfish interest destroy the good thing they had going for them at the APC. Buhari defeated Goodluck with just less than 2million. Saraki, Kwankwaso and the rest of the state governors and nPDP faithfuls wouldvhave easily polled that to the PDP. so what gives Tinubu the audacity to act like he is critical to the APC success alone?

on a face value, Hope Uzodinma, Andy Uba and Philip Aduba are not APC members.
The APC are really stupid sha, if not they should know the Law didnt state that the ruling party or the candidate whose party has the highest member can become the Senate President, but rather the Candidate that has garnered the highest number of voters. Saraki is the Senate president simply cos he has the highest number of Senators that voted. The laws ate also clear on how to remove him, you need 2/3 of the total number of senators in the Senate. 57 is not 2/3 of 109, 73 Is.
For one the likes of Sen. Sani, Hope Uzodinma, and Andy Uba wont vote against Saraki. Smart guys take the money, allow them call you an APC Senator, but thats where it stops.

A 47-year-old Mrs. Veronica Iorshe, from Howe, Ugee Council Ward, Gwer East Local Government Area of Benue State has revealed how she slept with her own biological son and eventually took in for him.
Mrs. Iorshe said she slept with her son just to save her marriage.
Recalling how she was able to lure her son to perform the incestuous act with her, the woman told Vanguard, “I am not a loose woman. I am just a woman who loves her husband very much and didn’t want to lose him.
“I did what I did to save my marriage, though I feel guilty about it. It was not easy but I slept with my first son from my first husband so that I could give my husband a child. But rather than sustaining my marriage, the plan has scattered it and I have lost it.
“I got married to my husband eight years ago. We had no child. The worst was that I never got pregnant even for one day. When I discovered that I was no longer getting younger, I was worried as much as he and his parents were. His mother became so impatient that she started breathing down my neck as she gave me no breathing space at all. She said that I was cheating on her son, using his son’s money to maintain myself, that I’m older than his son.
“She moved in to live with us and practically made life in my matrimonial home unbearable for me. At a point, she stopped talking to me. The only time she would talk to me was when she wanted to insult me and remind me of how less a woman I was. I was confused, more so when my husband refused to submit himself to a medical test to ascertain the source of the problem, though we loved each other before the heavy pressure from his mum came.
“We used to have serious lovemaking sessions especially during my ovulation period all in the bid to get pregnant so that my mother-in-law could stop humiliating me. Yet, I couldn’t get pregnant. I started suspecting the problem could be from my husband when he refused to subject himself to medical test.
“But the insult from my mother-in-law was getting too much, too unbearable for me. She vowed to frustrate me out of her son’s home. To make things worse, she sent away my son saying that he has no business staying in the house. I had to look for a one-room apartment for him in Lafia.
“After he left, it was just three of us in the house in Awe, which is a distance away from Lafia. I was always terrified each time I heard her voice from a distance. She tried to frustrate my meat market in Awe. In fact, the only time that I had peace was when I went to the market.
“It is so agonizing to say this. Instead of testing someone else to ascertain my fertility, I seduced and slept with my son. Simon is a young man in his early 20s; he has not started sleeping with women before I lured him into making love with me.”
On how the incestuous act started, she recalled this, “I started by buying good things for him, sleeping together on the same bed, playing with his manhood and gradually one thing led to another. There was a time I asked him if he had tested sex before and he said no. I compelled him to take an oath not to disclose it to anybody. I said I would teach him sex. I ensured that I did that during my ovulation period. I never disclosed the reason for this but deep in my mind, I wanted to test my fertility.
“I planned it during my ovulation so that I could get pregnant, although it was not easy sleeping with a son. I knew I was doing the wrong thing and betraying my husband but I saw it as a necessary action to save my marriage. I didn’t want to go out sleeping with another man outside. I knew it was wrong but I prefer it from my son than a man outside. After one month, I discovered that I was pregnant.”
Asked if she will abort the child or keep it, Veronica revealed she will keep the child, saying: “It is blood within my blood.”
On his part, Sebastian expressed his disappointment over his wife’s betrayal and vowed never to forgive her.
“I don’t want to believe the story she is narrating to you that her son is responsible for it, though I have not suspected her or seen any sign that an outsider was dating her. But the truth is that I’m not responsible for the pregnancy and will not allow her into my house. It is a shame for me to be associated with a mess like this. Please, I don’t want to talk about it anymore; she is no longer my wife.”

Lagos. A huge market has developed in Africa for products to lighten the skin.
Here is a selection of quotes from people interviewed by AFP’s African bureaux to illustrate the scale of the phenomenon, the risks and its moral dimension:
