By Naomi Uzor F ederal Inland Revenue Service, FIRS, yesterday disclosed that it had recorded a remarkable performance in terms of revenue collection this year, adding that, as at October 31st, it recorded a collection of N4.3trillion. Speaking at the FIRS special day at the ongoing Lagos International Trade Fair, the Executive Chairman, Babatunde Fowler said the service had the potential to meet its assigned target at the end of the year. “We realize that this performance wouldn’t have been possible but for the present administration’s policies of expanding the nation’s tax base and blocking revenue leakages. You may be aware that we have recently focused our attention on businesses with over a billion naira in annual turnover but no record of commensurate payment of their tax obligations; approximately 6000 plus of such companies have been identified and contacted by the Service leveraging on various data sources; we will continue to focus on recovering all such revenues due to the Federal Government and the people of Nigeria” “We encourage the business community and all well-meaning citizens to continue to partner with us to ensure that defaulters are traced and face the consequences while compliant businesses receive all the support they require,” he said. Edo State Governor, Mr. Godwin Obaseki, has approved automatic promotion for 33 outstanding officials of the Edo State Traffic Management Agency (EDSTMA), who have shown commitment, dedication and diligence in discharging their duties. Obaseki gave the approval while rewarding the 33 selected outstanding EDSTMA officials, who he said have given their best to ease vehicular and human movements in the state. The governor, who was visibly elated over their elevation, said his administration and the people of the state were proudly delighted at the new EDSTMA and its officials. According to him, “You have won the hearts of the people through the new approach to traffic management, and despite various provocations you receive daily from motorists and pedestrians, you have remained resolute and displayed unquestionable character. Many of you have displayed diligence while discharging your duties.” He noted further that the process was transparent as both the management and the people of Edo State recommended the officials through various reports which were followed and investigated. Obaseki said: “From my observation, almost all of you are good officials except a very few who choose to do otherwise, but actions are always taken when complaints come. “As a government, we are going to recruit additional 250 EDSTMA officials before the end of the year to further ease some of the challenges faced by the agency. “Today, we are rewarding those of you who have been outstanding in your duties. I have been advised that all of you should be promoted to the next rank and step, to motivate you and stimulate productivity in your field. I say thank you for making us proud as you are one of our success stories as we celebrate two years in office. Each of you will get N250, 000 and hopefully, this would motivate you to put in your best.” The governor explained that he has received report and proposal to install traffic lights across the Benin metropolis as well as Closed-Circuit Television (CCTV) cameras to curb violation of traffic, adding: I wonder why some people would disobey traffic lights (signs) when as a governor, I obey it.” Earlier, the managing director of the agency, Dennis Oloriegbe, thanked the governor for the opportunity given to them to serve the people of the state, and explained that through the commendation of the public and media, the 33 officials were selected for the reward. Kano, The Kano State Government has approved N514 million for the supply and installation of 100 electricity transformers to boost power supply to communities across the state. The State Commissioner for Information, Malam Muhammad Garba, disclosed this in Kano on Thursday, at the end of the state executive council meeting. Garba said that the council approved N1.3 billion for the maintenance of 31 dilapidated roads in the state capital, to be carried out in eight clusters. He said that the state ministry of finance had been directed to release 30 per cent of the total sum to the eight contractors for immediate mobilisation to project sites. According to him, some of the roads to be rehabilitated include Nassarawa Hospital, Sheik Jaafar, Eastern Bye-Pass-Unguwa Uku, Bompai, Abbatoir and Civic Centre Road. Others include Obasanjo Road, Bello Road, Yantsaki Road-Tudun Murtala, Sharada, Rijiyar Zaki, Rafin Dan Nana, Ashton Road, Manladan Kulkul Road, Emirs Palace, Kofar Fampo and ‘Yan Katako-Zaria Roads. “The sum of N31.8 million has also been approved for feeding in three boarding primary schools, namely; Shehu Minjibir Boarding Primary School, Musa Saleh Kwankwaso Model Science Primary School and Mariri Boarding Orphanage. “The state government has banned construction of corner shops on the fences of primary and secondary schools and the government will soon construct fences in all schools. “The council also approved N5 million as compensation for the family of a man who was killed by an accident caused by personnel of Kano Road Traffic Maintenance Agency (KAROTA) last year,” he said. Garba said that the council also approved a five-bedroom flat to the family of late Justice Mohammed Yayaha, who died in active service and scholarships to the 14 children of the deceased. He said that N11.5 million was approved for clearing of drainages in Daneji area of Shehshe Quarters of Kano metropolis. By Emma Ujah, Abuja Bureau Chief ABUJA —THE International Monetary Fund, IMF, yesterday, asked the Federal Government to to take steps to address Nigeria’s rising debt service/revenue ratio. .The IMF Senior Resident Representative in Nigeria, Mr. Amine Mati, who spoke at the public presentation of the 2018 “Regional Economic Outlook: Sub-Sahara Africa, Capital Flows and the Future of Work”, in Abuja, said: “Nigeria’s Debt /GDP ratio at between 20 and 25 per cent is quite low but debt servicing which takes about 50 per cent of revenue is certainly high.” He said the regional average was worse than the Nigerian scenario, with Debt/GDP across Sub-Sahara Africa ranging between 35 and 57 in the past five years. AfDB Approves $10m For Capital Market Operations, Energy Infrastructure He said interest payment had become a major challenge for the affected countries as, according to him, “a lot more of the resources are going into paying interests and there is less to spend on capital expenditure.” The IMF chief point out that massive revenue mobilization remained the only way to address the challenge but noted that African nations, especially Nigeria, was not doing enough in that regard. Rather than mobilizing more revenue, he said the current strategy had been to cut expenditure in an economy with a very poor rate of spending. He said “adjustment has relied on spending compression rather than revenue mobilization,” and that the nation had huge revenue potentials that remained untapped. On how to deal with financial flows, Mati noted that portfolio inflows could be very volatile and more associated with consumption than investment in the real sectors of the economy. In her remarks, the Director-General of the Debt Management Office, DMO, Ms. Patience Oniha, disclosed that the organization was working towards focusing more on foreign exchange risks strategy, especially with the rising interests rates in the United States and other advanced economies. She said: “Some people have raised concerns about the exchange rate risks on our external borrowing. For instance, they say if the exchange rate moves to N400/$1 in the next five years, how would we handle it? “My answer is that before, the share of the external debt was small, oil prices were good, production was good, so, really, there was no need to be worried. “But now there is need to focus on that. In the new plan we have, there is huge focus on risks, portfolio risks, contingent liability risks and interests risks. Before, we were not focused on risk management. A statement signed by the agency’s spokesman, Peter Afunanya, said the arrest of the suspects followed its collaboration with the military to comb the hideouts of the malevolent elements. Afunaya said the raid came on the heels of the dastardly abduction and killing of the traditional ruler of Adara Chiefdom in Kaduna State, HRH Maiwada Galadima, by the hoodlums. He said: “Relative peace has since returned to Kaduna State after the disturbances that followed the violent abduction and gruesome murder of the traditional ruler in Kaduna State. “It is to be noted that concerted efforts are being made to address the resurgence of organized criminal activities in the North-West. “On October 25, 2018, in Riga Chikun, Kaduna State, five members of a dreaded kidnap gang whose operations span Kaduna and Katsina States were apprehended. They are Isa Ahmadu (gang leader), Suleiman Umar (ransom negotiator), Ibrahim Mallam, Ishaku Saidu, (aka ISHE) and Mansur (Mallam). “After a preliminary investigation, the group’s hideout in Katsina State was raided. This led to the arrest of two other members of the group, namely: Muhammadu Ibrahim and Muhammed Isa ‘’Earlier on October 19, 2018, Sirajo Ibrahim, a suspected infamous kidnapper was arrested at Hayin Danmni, Igabi LGA of the state. “On October 30, 2018, at Sainyinan Dani, Yabo LGA, Sokoto State, the duo of Abubakar Umar and Suleiman Sani were arrested for gun running. Between October 11 and 12, 2018, suspected armed bandits operating in and around Zamfara State were also arrested in Bakura, Tsafe and Bungudu LGAs of the State. Those arrested were Dan-Alhaji Dan-Mineri, Yusuf Khalif and Musa (Mallam). “On November 5, 2018, the tactical team of the service, in collaboration with the military, arrested Muhammed Aminu, a suspected gunrunner and his accomplice, Dare Okunwola (aka BODA) at Lere LGA and Agindi, Jos in Kaduna and Plateau states respectively. During a search of Okunwola’s residence, several ammunition and eight AK-47 rifles were recovered. “On the same date, in Toungo LGA, Adamawa State, Abbas Abubakar (aka Sambo) a suspected Improvised Explosives Device, IED, expert for the Islamic State in West Africa, ISWA, was apprehended. “Other arrests were those made on 15th October, 2018, at North Bank, Makurdi, Benue State where renowned cultists, Yakubu Mohammed and Joseph Andoaasin were apprehended. By Douglas Anele As I indicated last week, Nnamdi Kanu did not witness the horrors of the Biafran war first hand; hence, he should stop using extremely belligerent language which the northern-dominated military could use as a pretext to carry out deadly military operations in Igboland, especially now that President Muhammadu Buhari has entrusted the top echelons of Nigeria’s security apparatchik in the hands of caliphate colonialists. Additionally, his organisation, IPOB, can explore available legal instruments in the United Nations Organisation (UNO) and the African Union (AU) to make its case for the creation of Republic of Biafra by complying with or fulfilling the requirements stipulated by these international organisations for referendum. In this connection, IPOB needs to put together compelling documentation or evidence of the atrocities committed against Ndigbo in Nigeria, beginning from the bloody Jos and Kano riots of 1945 and 1953 respectively, through the pogroms of the 1960s, the hideous brutality of the Biafran war, intermittent massacres of Ndigbo living in northern Nigeria since 1970, to the surreptitious but injurious marginalisation of Igboland by administrations headed by northerners now taken to a nauseating level by President Buhari. The evidence should also include the quit notice by the youth wing of Arewa Consultative Forum (ACF) to Ndigbo to leave the north by October last year, footages of extrajudicial murder of unarmed Igbo youths protesting against the degraded status of Ndigbo in Nigeria and humiliation of IPOB members who were forced by soldiers to lie face down in the mud, among others. So, instead of boasting and projecting himself as a messiah of the Igbo, Kanu should re-evaluate his tactics and come up with bold and imaginative non-violent methods that can attract support from the most gifted and influential Ndigbo who will join forces with IPOB and make the international community recognise the moral imperative of compelling the Nigerian government to conduct a UN and AU supervised referendum as demanded by the separatist movement. That said, Kanu should realise that secessionist agitation without the necessary military wherewithal and strategy offers a first-class ticket to self-immolation. Leading a socio-political revolution is not an owambe party: it is an extremely dangerous undertaking that requires wisdom, knowledge, and a lot of determination, focus, courage and self-sacrifice to succeed, as exemplified by the lives of Mahatma Gandhi, Martin Luther King and other pacifist transformative leaders. Kanu should study the autobiographies and biographies of these men in order to learn how to apply morally rooted non-violent methods to achieve his goal. Shi’ites: YPP Condemns Excessive Use Of Force By Military, Police On his criticism of the attack on his family which led to the death of people and destruction of property, every right thinking Nigerian should deplore the strong-arm approach of the President and his top military and security advisers. Now, if Nnamdi Kanu is the son of President Buhari, Prof. Osinbajo or Bola Tinubu and so on, would the military have attacked and ransacked his family compound? Certainly not, which corroborates the claim that Nigeria is a glorified Animal Farm where some animals are more equal than others. In as much as the unruly behaviours of some IPOB members are counterproductive, Operation Python Dance is unnecessary. IPOB has stated publicly that it is committed to using peaceful methods to pursue its objectives. Unfortunately, both the police and the army tend to prefer excessive force and violence in dealing with largely unarmed Igbo youths involved in peaceful protests to press home their demand for referendum. Perhaps, President Buhari is still operating with the subjugationist mindset that underpins the attitude of the core northern civilian-military establishment towards Ndigbo since 1970, which might explain why he excluded Ndigbo from the commanding heights of the security services, and the alacrity with which the federal government proscribed IPOB and declared it a terrorist organisation. But Buhari’s uncompromising stance towards IPOB is not supported by the international community, since no other country regards the organisation as a terrorist group. Indeed, IPOB is not in the most recent list of terrorist organisations compiled by the Central Intelligence Agency (CIA) of the United States. Consequently, despite the avoidable mistakes of Nnamdi Kanu and IPOB, the designation of the latter as a terrorist group by the Nigerian government is a classic case of calling a dog a bad name to hang it. It is easy to demonstrate that the federal government’s reactions to IPOB are faulty. First, the attempt to suppress it brutally has transformed Kanu into a hero in the eyes of diehard members of the group. Second, it is forcing an increasing number of Igbo people to think that President Buhari dislikes Ndigbo and that his heavy-handed approach towards IPOB is a clear indication that the northern antagonistic attitude towards the Igbo, which reached its zenith in 1966 and led to the civil war, has not abated. Third, the right to self-determination demanded by IPOB is legitimate. In fact, it is embodied in the UN’s Charter, in the 1960 Declaration on the Granting of Independence of Colonial Countries and Peoples, and in the 1970 Declaration of the Principles of International Law. Evidently, actualising the principle of national self-determination is extraordinarily arduous because the idea itself is opaque, and raises some difficult questions such as, what is the ‘self’ of a nation and who can express its will? But notwithstanding its problematic nature, the concept of self-determination was a powerful ideological tool during the decolonising period in Africa and elsewhere. Besides, it was applied successfully in the creation of Pakistan, Singapore, Eritrea and Southern Sudan. Accordingly, it is not outlandish if IPOB is demanding a separate homeland for the Igbo called the Republic of Biafra. Moreover, separatist agitation is not new in Nigeria. For instance, in 1966 Isaac Adaka Boro formed a rag-tag army of Ijaw youths called Niger Delta Volunteer Service and declared an independent republic and state of emergency in the delta areas. Even the Ganiyu Adams-led faction of Oodua People’s Congress (OPC) and Boko Haram have secession as part of their agenda. But by far the most serious and consequential secessionist attempt was the one led by Lt. Col. Chukwuemeka Odumegwu Ojukwu in 1967, which was viciously crushed in 1970. The main problem with IPOB’s current quest is that, unlike in Ojukwu’s case where accredited representatives of the people across the eastern region gave him a clear mandate to secede, Nnamdi Kanu does not have the backing of prominent members of the Igbo political and business elite, the intelligentsia and traditional rulers. Its support base is narrow, comprising mainly a sizeable percentage of frustrated, unemployed and underemployed Igbo youths and some Ndigbo living abroad who are disillusioned about the unenviable status of Igboland in contemporary Nigeria and who believe that a separate Igbo nation is the best solution. Therefore, if Kanu wants to speak for Ndigbo, he and his associates must find creative ways of broadening its support base among the Igbo by transforming IPOB into a solid political force which will serve as the chief organ through which Ndigbo can approach the UNO and the AU for a referendum on Igbo political future, or at least form mutually beneficial alliances with the south-west, south-south, north-central and forward-looking leaders of the “core north” who understand that the current unitarist federalism is just not working and are willing to reintroduce the decentralised system agreed upon by the founding fathers of the country. Without earning the trust of a critical mass of Ndigbo, especially the leading figures in politics, business, the academia, and so on, without making them rationally and psychologically connected to the vision and ideals of IPOB, Nnamdi Kanu would at some point hear the interrogative, “But who sent you?”, a more direct version of the same deprecating question Okonkwo heard in Prof. Chinua Achebe’s immortal novel, Things Fall Apart. To conclude: it is not enough to rely on emotions or romantic visions of an ideal Igbo nation called Biafra, make ominous threats without solid backing from a world power, and issue orders from a safe location in London, Jerusalem or elsewhere. Aboriginally, Ndigbo do not obey orders from an overlord: the concept of ezewuiro (king is enemy) is uniquely Igbo and captures the adventurous, free-spirited democratic Igbo character that had evolved over millennia before the coming of the Europeans. Again, notwithstanding interesting cultural affinities between the Igbo and the Jews, Ndigbo are not Jews. They are a proud set of black African people that found themselves lumped into the British colonial amalgam called Nigeria without their consent. So, those who believe that Nigeria’s unity is sacrosanct, that the main issue with the country is not structure but processes and try to tackle what Prof. Achebe called “the Igbo problem” with the same kind of thinking that created it in the first place are intellectually lazy and dishonest. As the Spanish-born American philosopher George Santayana wisely remarked, those who do not remember the past are condemned to repeat it. …Ogun gov: Party Chairman represents a bundle of lies …I will recover my mandate – Uche Nwosu By Daud Olatunji, Chinonso Alozie, Omezie Ajayi The controversy over the governorship candidates of the All Progressives Congress (APC) for Ogun and Imo States continued, yesterday, as Governor Ibikunle Amosun (Ogun) and Mr Uche Nwosu, an in-law of Governor Rochas Okorocha (Imo), attacked the National Chairman of the ruling party, Comrade Adams Oshiomhole. Okorocha, Amosun and Oshiomhole Amosun said Oshiomhole lacked respect for truth and decency while Nwosu vowed to recover his ‘mandate’. “My mandate is still intact”, Nwosu said, citing a court order in his favour, stopping the APC from submitting the name of any person other than his, as the governorship candidate of the party for the 2019 election in Imo State, to the Independent National Electoral Commission (INEC). The APC leadership had, on Friday, submitted the name of Senator Hope Uzodimma to the electoral body as the party’s governorship candidate for the 2019 election in Imo, while also submitting the name of Prince Dapo Abiodun as the candidate for Ogun State as against Hon Adekunle Akinlade supported by Governor Amosun. Same day, Oshiomhole attacked the Ogun governor, likening him to an emperor who wanted to manipulate the party primaries to his advantage. The party Chairman also carpeted the Imo governor for allegedly trying to create a dynasty, saying it was an effort in futility. Meanwhile, it also emerged, yesterday, that the APC leadership may have annulled the result of the primary election for the House of Assembly in Ogun as the 26 winners of the exercise did not receive the mandatory forms they should have filled ahead of the deadline for the submission on Friday. Also, yesterday, Akinlade said his governorship ambition was on course. Oshiomhole, collaborators will fail – Amosun In a statement, Amosun, reacting to the position of Oshiomhole that he was an emperor, said “the design of the APC National Chairman and his collaborators to hijack the government of Ogun State and hand it over to a gang of rapacious expansionists in the South-West will fail.” Leave Oshiomhole Alone, APC Youths Tell Ondo Gov The statement, signed by Ogun State Commissioner for Information and Strategy, Adedayo Adeneye, restated the contention of the APC leadership in the state that the only governorship primary held in Ogun was that of October 2, which produced Akinlade as winner. According to him, the emergence of Akinlade was initially through a consensus arrangement as allowed by the party constitution but was nevertheless subjected to a primary election when some gubernatorial aspirants disagreed with the outcome of the consensus arrangement. “This is, however, without prejudice to the sanctity of the consensus arrangement which Adams Oshiomhole hypocritically tries to demonise. Nigerians will recall that Oshiomhole himself was elected National Chairman of the APC by consensus arrangement which witnessed all other contestants to the office being prevailed upon to step down for him (Oshiomhole)”, the governor said. He continued: “The ground on which Oshiomhole disputes the governorship primary in Ogun State is that the result was not announced by the State Electoral Committee from Abuja, therefore the governor resorted to self-help. We wonder why Oshiomhole accepted the result of the primary election in Lagos State whose result was also not announced by the State Electoral Panel. Why will the same scenario be acceptable in Lagos State but regarded as self-help in Ogun State? Is it because it was executed by the Capo Di Tutti in Lagos State? “We wish to call the attention of Nigerians to another evil being perpetrated by Oshiomhole in Ogun State. As at today November 03, which is 24 hours after the deadline for submission of names of candidates for the House of Assembly, Oshiomhole has not given INEC Party Candidate Form (CF001) to any of the 26 candidates who won the primaries for the ticket to contest for the Ogun State House of Assembly. The primary was conducted on October 07 by the State Electoral Committee headed by Col. Ali Ciroma. This is despite the fact that the State Chairman of the party had kept vigil at the national secretariat of the APC in the last two weeks to collect the forms. If Oshiomhole is denying the outcome of the gubernatorial primaries because the State Electoral Committee shied away from announcing the result, what is the reason for denying all the 26 candidates for the House of Assembly freely elected by members of the APC in Ogun State? We want Nigerians to note the duplicity and meddlesomeness of Comrade Adams Oshiomhole and his gang in the affairs of the APC in Ogun State. “It is also important to note that Oshiomhole unilaterally replaced four of the nine winners of the primary election into the House of Representatives. This includes Hon. Mikhail Kazzim, a serving member of the House who won the primaries by defeating Olumide, the son of Chief Olusegun Osoba, with 28,802 votes to Osoba’s 4,209. Oshiomhole removed Hon. Kazzim who won the primaries and replaced him with the man he had serially defeated, not only in the last primary election but also in the general election of 2015. In yet another instance in Ado Odo-Ota Federal Constituency, Oshiomhole substituted the winner of the primary for the House of Representatives, Hon. Rotimi Rahmon with the name of Hon. Jimoh Ojugbele, who did not even contest to go back to the House of Representatives but contested the primary for the Senate and was defeated. “In his conduct, Oshiomhole is opening a new chapter in the history of elections in Nigeria, a situation where a gang of desperate politicians will sit somewhere in another state and write the result of an election that never took place; what our people creatively refer to as `Offshore Rigging!’. This is what Oshiomhole and his gang are trying to foist on Ogun State. Lawyers say `you cannot build something on nothing’. Oshiomhole and his gang are trying to build a storey building of fraud on nothing”. The governor dismissed the claim of Oshiomole that he withdrew the security of the State Electoral Committee. “As regards the claim of Oshiomhole that Sen. Amosun withdrew the security of the panel, Indabawa, Chairman of the panel, is a retired Commissioner of Police. He came into Ogun State with a full complement of police team which he claimed was provided for him by a Deputy Inspector General of Police. How could Amosun have withdrawn policemen he did not assign or over whom he had no control”, Amosun said. “All of these have clearly shown that the motive of Oshiomhole is not the rule of law which he proclaims on the roof top. It is rather, an evil plan with some collaborators, desperate to hijack the government of Ogun State and add it to the harem of states under their rapacious gang of exploiters. “As we have stated before, this evil design will not succeed in Ogun State. Our people are too educated, exposed and sophisticated to come under such odious arrangement. On a general note, Oshiomhole, who became the APC Chairman barely three months ago, is already threatening to write the epitaph of the party in his 100 days of ignominy”. He added: “Be assured that the music has just begun and we hope that you will enjoy the macabre dance to the music of justice. “By the grace of God and the support of the good people of Ogun State, Hon. Adekunle Abdulkadir Akinlade will be sworn in as the new governor of Ogun State on May 29, 2019”. Oshiomhole can’t stop my mandate —Nwosu Replying Oshiomhole from Owerri, Imo State capital, yesterday, Nwosu, Okorocha’s in-law, said the APC National Chairman could not stop his 2019 governorship candidature for APC in the state. He said he was shocked that Oshiomole had disregarded a court order stopping APC and INEC from submitting or accepting any name other than him, adding that he would defeat Oshiomhole lawfully. “My mandate is still intact, I remain the candidate of the APC. I am very much shocked with the National Chairman who is speaking from both sides of his mouth”, he stated. “I am shocked that a man who has attained that age and who we should look up to as our role model has become somebody who many of us can no longer see as a role model. “I am shocked at the attitude of the National Chairman which does not give hope to young people that most of us look up to for years. “I will not leave APC. I still remain the authentic candidate of that party. I still have a valid court order restraining the party from submitting any other name and also restraining INEC from accepting any name other than mine and the matter is in court. “So if they go anywhere and got another court order without knowing that there is a subsisting court order, that must have been done in error. “My candidacy is secure and cannot be truncated by the National Chairman or any other person. “I will never abandon the mandate given to me by party members to be their governorship candidate for the 2019 election”. It is the undressed reality. That the other governorship aspirants, former Speaker of the Delta House of Assembly, Rt. Hon Victor Ochei, renowned political economist, Prof Patrick Utomi and former Deputy National Chairman of rival Peoples Democratic Party, PDP, Dr. Cairo Ojougboh, all from Delta North senatorial district were enraged over the procedure is also no longer news. The party showed no respect for the Anioma ethinc nationality and that appears their undoing even before votes are cast in 2019. Oshiomhole, Ogboru not the problem You may not lock blame Oshiomhole, a one-time national chairman of the Nigeria Labour Congress, NLC, for the uncanny situation because appropriately or erroneously, he acted on strategic report from some professed power brokers of the party in the state that Ogboru is the big and strong weapon required to kick out the ruling PDP in the state. Oshiomhole wants to take over Delta for APC and if Ogboru could be used to chase the PDP out of Government House, Asaba in 2019, he does not mind. However, Ogboru’s emergence, whichever way it came, is not the thorniest problem besetting the party. A privileged party chieftain, who de-constructed the high wired intrigues confided in Saturday Vanguard: “APC in Delta state has quite a lot of extremists and schemers. At the outset, it was a battle of people aiming at 2019. Many, including Ochei, Ojougboh and Utomi, all from North senatorial district wanted to be governor in 2019 and worked towards it.” “But after the primaries, it zeroed down to Ogboru from the Central senatorial district (Urhobo), who had contested in basically all gubernatorial elections in the state since 1999 without winning,” he added. The real trouble is 2023 manoeuvring Our findings showed that the bitter contention between the 2015 gubernatorial candidate of the party and its unquestionable founding leader, Olorogun O’tega Emerhor and Senator Ovie Omo-Agege, who are busy positioning themselves for 2023 governorship, is the principal threat to the party’s continued existence in the state. According to the party leader, “The absorbing thing is that Emerhor wants to be governor in 2023, so also Omo-Agege, both are from Central senatorial district like Ogboru. But APC leaders in Central had deliberately feigned no knowledge of the unwritten governorship rotation modus -operandi in the state by the PDP, which so far had seen the Central and South districts take their respective turns of eight years each, while North on the verge of completing its eight years if the incumbent governor, Senator Ifeanyi Okowa wins in 2019 and governs up to 2023 when by the understanding, power will return once again to Urhobo ethnic nationality.” Purported Ogboru/Omo-Agege feud Both Ogboru and Omo-Agege dismissed the issue of bad blood between them when contacted by Saturday Vanguard, but multiple sources in the party informed that there was a cold war between them because of the latter’s bid to be in command by putting structures in place at the House of Assembly primaries for apparent reasons. But, our knowledgeable source hinted: “The fight between Ogboru and Omo-Agege now is a 2023 issue, Ogboru will not mouth it, but he feels Omo-Agege wants to install people, especially in the House of Assembly that will make him (Ogboru) not go beyond 2023 if he happens to win the 2019 election.” “The cold war between Ogboru and Omo-Agege, especially as regards the party’s candidates for House of Assembly, is the fear of Omo-Agege’s loyalists plotting to impeach Ogboru if he emerges as governor,” he added. How Emerhor lost out Like Omo-Agege, Emerhor, who contested the governorship election as APC flag bearer in 2015 against Okowa and Ogboru on the other hand as the Labour Party gubernatorial standard bearer, is not really scheming for 2019. He went into the senatorial contest against Omo-Agege out of anger. Though top APC leaders insinuate that he was working with Okowa to ensure his second term so that he (governor) would support him in 2023, Saturday Vanguard found the claim implausible. Emerhor’s group incurred the wrath of Oshiomhomle when it authored a statement spoke against the endorsement of the former Edo governor to take over from Odigie- Oyegun as national chairman shortly after an APC South-South meeting held at the Edo State Government House. “Omo-Agege’s full-bodied struggle for Ogboru to contest in 2019 is viewed as an effort to show him all probable fidelity now because he would demand his shore up in 2023 when the governorship would unarguably spin again to Central district. According to our source: “Ogboru’s people (Labour Party defectors) had the belief that they are the people that will be in control for APC to win, because whether you like it or not, they have a senator, they have Ogboru, a politician with cult-like devotees. By holding on to Oyegun when it was obvious that his tenure was not going to be elongated, Emerhor lost out, as Ogboru group had cleverly snatched the state chairman, Prophet Jones Erue, who is from South senatorial district from him. And when eventually Oshiomhole emerged, like a hurricane, he unfastened all Oyegun put in place in Delta.” Touchy power sharing formula Saturday Vanguard learned that the Labour Party camp negotiated a certain percentage to be ceded to in the state executive of APC on defection, but the Emerhor camp kept everything to itself, which was why Omo-Agege was dead set against. But a source familiar with the deal said: “Emerhor actually agreed to the sharing formula in three ways between himself, Ogboru and Ochei, but Ogboru declined gunning for the total dissolution of the Erue -led executive which was at this time, still in good accord with Emerhor.” He said: “Ogboru got 35 percent, Emerhor and the old APC structure got 50 percent, while the nPDP alongside Ochei and his crew got 15 percent. Ogboru also got 35 percent in Delta Central, 15 percent in Delta North, Ochei and others from the new PDP in Delta North got 35 percent, while in Delta South, Ogboru got 30 percent, old APC group 50 percent, Chief Ayiri Emami and his group got 20 percent.” “However, Ogboru did not accept the offer because his group suspected it could get everything with the suit seeking the total dissolution of the Erue- led executive and the setting up of a caretaker committee, which did not scale through with the court upholding the executive,” he explained. …fallout with Erue With the new twist of events and his stance on a Delta North guber candidate, Emerhor felt the need for the Central district to produce the chairman of the party, but Ogboru and Omo-Agege capitalized on it to pitch tent with Erue, who was seeking to retain his position as chairman of the party if Ogboru emerged as guber candidate. This was what led to the spat with Emerhor Fight back. The party leader revealed, “At this point, Emerhor group went on wall-to-wall offensive. In fact, everything in the party is parallel, factional state chairman, factional state secretary, etc. The group holds the opinion that Ogboru also emerged through an unacceptable governorship primary, which was why it went to court to stop Oshiomhole and the party from presenting list of candidates for 2019 elections.” What they could not cover up Independent inquiry by Saturday Vanguard showed that indeed, the political interests of Ogboru and Omo-Agege were palpable, as aspirants were pitched against themselves after the primaries based on the leaning with the two leaders. Names of some of the aspirants that emerged as candidates of the party were calculatedly substituted based on political alignment with the leaders. In some of the primaries, names were out rightly announced as winners though delegates waited in vain for the exercise that was never conducted. This embarrassing situation was unambiguous in the Uvwie/Okpe and Sapele Federal Constituency primary, which had the immediate past Speaker of the Delta State House of Assembly, Rt. Hon. Monday Igbuya and ousted chairman of Uvwie local government council, Henry Baro, as major contenders. …Igbuya/Baro face-off While the Omo-Agege propensity wanted Baro to emerge as House of Representatives candidate in Uvwie, the home base of the PDP candidate for Delta South senatorial candidate, Hon Evelyn Oboro, the Ogboru predilection wanted Igbuya. Though Igbuya’s name was reported to have been accepted as the party’s candidate, the in-house scuffle was taken to Omo-Agege sphere of influence in Ughelli North and Ughelli South, as well as Udu federal constituency, which had already produced Rev. Ejiro Waive as winner of the primary after defeating his closest contender, Julius Akpovoka. Confirming plots to usurp his name with Akpovoka, Waive in a statement, had stated that two days after the conduct of the primary, delegates have been inundated with frivolous text messages by losers inviting them for a so-called re-run. He said: “We state unequivocally that we shall vehemently resist any attempt to cancel a free and fair election which we have won.” …Jaro Egbo/Anaughe tango In Ughelli, two aspirants, Jaro Egbo, who served as Senior Special Assistant on NDDC matters to the Delta State Governor during the Uduaghan administration and Moses Anaughe, a personal aide to Omo-Agege are in contention for Ughelli constituency II. While Anaughe, who has the imprimatur of a divide in the Ogboru/Omo-Agege political dynasty was announced winner of the primary, Egbo with the backing of another, received a heroic welcome from Abuja after his name was reportedly presented as the party’s candidate. Egbo while addressing the crowd that came to welcome him, said: “When they got the news that God has interceded and that I have been given the ticket, they decided to arrange this welcome party for me.” …Edojah/Agoda rumble For Ethiope federal constituency, two former members of the House of Representatives, Olorogun Solomon Edojah and Chief Halims Agoda claimed to have emerged victorious in the primary with Agoda expressing hope on the final report of the National Appeal Panel will favour him. Edojah, who served as Special Assistant to Uduaghan has the support of Ogboru, while Agoda has the blessings of Omo-Agege. …Odili, Akpodubakeye in Ndokwa, Warri Same happened to Mr. Paul Odili, a former Communications Manager to Uduaghan, whose name was substituted after winning the Ndokwa/Ukwuani federal constituency primary. It was later corrected in Abuja. Winner of APC, House of Assembly primary, in Warri South-West local government area, Delta State, Jude Akpodubakaye, also cried out that there was underground move by top leaders of the party in the state to unilaterally annul his victory. Uduaghan troubleshooting moves Saturday Vanguard learned that Oshiomhole, who is not naive of the gambits, had mandated the former governor of the state, Dr. Emmanuel Uduaghan, who is the party’s South senatorial district flag bearer to manage the crises before it goes beyond control. An insider told this reporter: “Dr Uduaghan has proved why he is referred to as crisis manager. He has been doing everything to calm frayed nerves and make everybody understand the need to be united; otherwise APC will lose shamefully in 2019.” He squealed: “Uduaghan had warned that if we do not take care, we are not going to win in the state, so he is managing the process, insisting that everybody who won on ground should not be substituted.” “Uduaghan is experienced in this kind of thing, the party is getting stable with his presence, he has been talking to all sides, including Ogboru and Omo-Agege on the need for inclusive harmonization between all the factions, whether Emerhor/Ogodo or Ogboru/Omo Agege. He has kept hammering that they should not forget that APC does not have a single councilor or chairmanship position in the state and if they continue to fight, they will all be the losers,” he added. Ogboru takes control The privileged source asserted: “There was indeed a conflict between Agege and Ogboru, but when you are the gubernatorial candidate in a state, the party gives you a lot of leverage. However, I can tell you that they have ironed it out especially with the way Uduaghan handled the situation. Ogboru has taken control of the party now, even the issue of the state executive; they are going address it. There is problem, but the crisis is not irretrievable, it is being addressed.” How to get Emerhor back “Let me tell you, the hullabaloo is really between Emerhor and Omo-Agege, once they resolve, peace will return to APC. So, the major challenge now is to get Emerhor to forgive and come back to the mainstream instead of running a parallel structure. “But nobody should lose sleep about that, he is not going to leave the party, they will talk to him, he has many things he is benefiting from in the party and will not run off. His man is well situated in the Niger Delta Development Commission, NDDC, and things are happening. Says Gov unruffled by defection of party members BY CHARLES KUMOLU, Deputy Features Editor DELTA State Commissioner for Transport, Mr, Vincent Uduaghan, in this interview, explains why the re-election chances of the state governor, Sen Ifeanyi Okowa are bright. He also spoke on the activities of his ministry and defection of some Peoples Democratic Party, PDP, members among other issues. Delta State governor, Sen Ifeanyi Okowa and the state chapter of the Peoples Democratic Party, PDP, seem unruffled by the defection of a few prominent PDP members in the state. What could be responsible for such comportment? The Governor cannot be ruffled because politically he is a grassroots man. He works closely with the electorate, he feels their pulses and he has a track record of carrying people along politically. He doesn’t show the attitude of “I know it all”. So many people from the opposition also defected to the PDP recently. We are not threatened because Okowa has done well in every area to deserve a second term. Because of his track record, he was appointed the Chairman Organising Committee that put together the National Convention of the PDP in Port Harcourt. Recently, the Vice President Yemi Osibanjo commended Okowa for being very proactive on the flooding incidents across the state. The governor has so far, given adequate attention to Internally Displaced Persons, IDPs, in various camps across the state. He was equally given an award for the best governor in the country. The award is a recognistion of what he is doing in the state. Mr. Vincent Uduaghan, A former governor of the state, who is also your elder brother, Dr. Emmanuel Uduaghan defected to the All Progressives Congress, APC. Are you concerned about that? Many things are happening politically. He is an adult, who was a member of the PDP for a long time. If he chose to leave, I believe he left as a result of reasons that are personal to him. So many persons have equally defected from the APC to the PDP in large number. It is politics at play. The members of the state executive council are concerned about how we can jointly help Okowa to succeed. That is why we are committed to our various assignments. With Okowa as our boss, we don’t have any option but to perform. The state government has been adjudged in various reports to have done well in road construction across the senatorial zones in the state. Could explain more on that? The Governor is doing his best in the areas of road rehabilitation and construction. It is an expensive venture but much has been achieved. Delta State is a mini-Nigeria where most projects are sited in the three Senatorial Districts of the State. More roads will be given attention in the state. He had equally done well in the health, education, agriculture, and information sectors, among other areas. Governor Okowa has already succeeded in his 2019 re-election bid. His report card and political prowess give him an edge. Transport sector The Governor has done well and expended so much in the transport sector. The Delta State Traffic Management Authority (DESTMA) was inaugurated, by the administration. DESTMA is established to control and manage traffic as well as address traffic issues. Presently, there is a high level of compliance by motorists. There is also a Mechanic Village which is being constructed under a Public Private Partnership, PPP. It is very important because it will bring together all mechanics and spare parts dealers scattered all over the state capital and it will facilitate the gathering of data by the government concerning the artisans. It will also create synergy among them. The accreditation of the School of Marine Technology Courses in Burutu was achieved under him. Vehicle Inspection Officers are well positioned because of the good working condition created by the Okowa administration. It is quite remarkable to know that drivers who had not been promoted for over four years were recently remembered by the governor, who approved a training programme for them. After the training, about 200 people were promoted in the first phase, while another 250 are about to commence another training for 2018/2019 session. The Government of Senator Dr. Okowa equally deemed it fit to embark on the privatization of Delta Line Company in order to bring complete overhauling of the moribund transport company, after many years of poor management. Traffic Lights were also installed in different locations across the state. At the same time, we are constructing a tanker park in the Effurun/Warri Axis. At the completion of this project, the hazardous parking of tankers along the Nigeria Port Authority, NPA, and Refinery Roads would become a thing of the past. It will also address the issues of accidents in Effurun / Warri axis. Delta State Ministry of Transport It is quite interesting to know that the goal of the ministry is to provide safe, reliable, efficient and integrated transport operations and infrastructure that will meet the need of passengers and freight services. The policy thrust of the ministry is to channel all available resources to the provision of adequate, sustainable, affordable, comfortable and safe transportation services. We also provide mechanical engineering and marine services to Deltans. The ministry is to ensure effective management, control of road traffic policies, and the safety of lives and property on our roads. The ministry also harnesses revenue accruing from motor vehicle-related transactions and taxation among others. Has the state started reaping from the privatisation of Delta Line? The privatisation of Delta Line was a hectic assignment. But what is worth doing is worth doing well. That is the reason the Governor took the decision to redeem the transport company through a privatization process. Over the years, the state government invested so much in the company without the desired result. There were cases of financial mismanagement, and poor attitude to work among other issues that could wreck any public or organisation. The benefits and gratuity of those affected are being disbursed to them accordingly. Even before now, the inherited salaries of staff owed by the previous management were paid up to date before the process of the payments of benefits. By Marie-Therese Nanlong Jos – Dura, a serene community in Du district of Jos South local government area of Plateau State has been in the news for the wrong reason in the last two months. Since September 3rd, 2018 when a retired Army General, Idris Alkali was reported missing and the army said investigations revealed that he went missing in the vicinity of Dura, the community and the neighbouring ones of Doi, Dwei, Latya, Lo-Pamdyet among others in the district have known no peace. A recent visit to the communities was depressing; the communities which once bubbled with social activities and businesses were a shadow of themselves as the communities were deserted. The eerie silence was scary; apart from the presence of army personnel who were keeping watch, business premises, worship centres, recreation centres and residential buildings were all empty with no sign of life. The peace of the communities got shattered on the 2nd of September when armed men at about 8pm attacked a shopping complex at Lo-Pamdyet and killed 11 people while others sustained various degrees of injuries in the incident. The attack triggered a protest on the 3rd, the day General Alkali was passing through the community to his destination in Bauchi State while his car was allegedly stopped as angry youths blocked the road. According to the army, that was the last time he was seen. Few days after the retired General was declared missing, the Chief of Army Staff, COAS, General Tukur Buratai tasked the Headquarters of 3 Division of the Nigerian Army in Rukuba, Bassa local government area of the State to conduct a search and rescue operation and find the retired General dead or alive, find his vehicle and if anything happened to him, find those who were responsible so that they could be prosecuted. The Division’s Garrison Commander, Brigadier-General Umar Mohammed who headed the operation went into action, demonstrating that the Army had the capacity to work and get results if they so determine. Although issues of human rights abuses, unprofessional conduct, indiscriminate arrests and detention, harassment and intimidation were raised in the course of the search, the army despite obvious destruction and loss of lives denied any wrongdoing and in collaboration with the Nigeria Police and the State Fire Service commenced the draining of water from one of the mining ponds at Dura where the army said intelligence revealed that the late General’s car was dumped. After two weeks of draining water from the pond, General Alkali’s car, a Toyota Corolla with registration number, KWARA MUN 670 AA and two other vehicles were removed from the pond on September 29 while the search for his body continued. About a month later, the army disclosed that the arrested suspects had given credible information about an open shallow grave where the General’s body was initially buried at Dura but later exhumed when his car was discovered. The General Officer Commanding, GOC, 3 Division, Major General Benson Akinroluyo said, “The senior officer was assaulted and killed, his belongings such as clothing, cash, phones and laptop were shared by those who killed him. His body was dragged before being moved to somewhere else and his car was driven and pushed into the abandoned mining pit filled with water. He was later buried in a shallow grave in an area popularly known as ‘No man’s land’ within the community.” From the Wild Bunch (recreation centre) junction at Doi village of the district, the army led journalists in a 10 minutes brisk walk to the alleged shallow grave at ‘No Man’s Land’ they claimed the remains of the late retired Army General, Alkali was initially buried but later dug out to another destination. The Garrison Commander who led a team of journalists to the said shallow grave stated that “four different people unknown to one another at different times took us to the open shallow grave where the senior officer was earlier buried but subsequently removed. Sniffer dogs that were cultured with the personal effects of the senior officer led us to the same shallow grave and hovered around the area.” The GOC and the Garrison Commander maintained that the eight people; Chuwang Samuel, Nyam Samuel, Pam Dung, Mathew Wrang, Moses Gyang, Timothy Chuan, Yakubu Rap and Chuwang Pwajok who were recently declared wanted by the State Police Command in connection with the incident knew about the whereabouts of the remains of the late retired General. They maintained that they would not rest until the body of the deceased was recovered as the expert who allegedly assisted some community members in exhuming the corpse was in custody. On Wednesday afternoon, the army disclosed that it has discovered the body of the retired General in an abandoned well at Guchwet village in Shen District of Jos South Local Government Area. The Garrison Commander said it was one of the suspects who reported himself last week to the Police that led the army to the abandoned well where the body of the retired General was found. The water from the well was drained on Wednesday morning and the remains of the retired senior military officer was pulled out and covered in a green and white body bag when journalists visited the scene. The Garrison Commander said the operation was conducted by the Nigerian Army in collaboration with the Nigerian Police and the Fire service. Although no medical test was carried out to confirm if the body parts found were actually those of General Alkali, the Army insisted that their findings confirmed the body parts packed in a body bag were those of the retired officer. The retired general was then given a military parade by Brigadier Generals who carried his remains into an ambulance as the Garrison Commander added that military parade would take place at the site of the well after all the body parts have been removed. Since the body parts were discovered, diverse views have been expressed by citizens about the efforts of the army in search and rescue operation with many calling for similar zeal to be deployed in finding the alleged herders and unknown gunmen who attacked communities, killing thousands who were mostly women and children. Speaking with Saturday Vanguard, Enoch Tongshak expressed his views thus: “I commend the army for the feat in finding the missing General assuming what they are telling us is the truth. It shows they have the capacity and I believe the COAS who gave the task also gave the resources for this feat to be achieved. “But my worry is this; is it because one of them was involved, that was why they put so much effort into it? Apart from the commendation, this should also serve as an indictment on them that they know the right thing to do to stop the killings in Plateau and other States but it seems they intentionally refuse to do the needful in bringing to book the so-called herdsmen who kill people in their sleep.” Also, Sena’an Garba faulted the army for what she termed, “preferential treatment” in finding the missing General. According to her, “the whole issue concerning the missing General is a sad one, no matter what, no one will be happy that his or her family member died that way but the army has not shown such level of commitment in ending the killings in the State. “The vigour and dedication displayed were lacking in their approach to the incessant killings going on in the state. Many have died but because they were just common people, nobody cared. However, I will ask that the army should also help us find the nocturnal killers in the state starting from those who killed innocent passers-by in Lo-Pamdyet before the issue of the missing General came on board.” On his part, Clement Izang cautioned that citizens should not because of the feat seek the use of the army in internal security but advocated that the Nigeria Police Force which looked helpless except for the supportive role they played during the operation, be fully trained and equipped to enhance their capacity in handling internal security. According to him, “The army probably did this to save face and stand for one of its own but I believe that there are intelligent people in the Police Force who are incapacitated because of low morale and lack of working tools. The Police should be fully equipped because it seems the army did the work of the Police and there was back-up financially and all.
