Hundreds of people have attended the funeral for the black teenager killed by police in Ferguson, Missouri. Mourners at the Friendly Temple Baptist Church in St Louis sang, prayed and remembered the life of Michael Brown. Mr Brown, 18, who was unarmed, was killed on 9 August after being stopped by a white police officer for walking in the middle of the street. His death sparked days of protests and violent clashes, but tensions appear to have eased in recent days. Two poster-sized photos of Mr Brown were placed inside the church near the casket, along with another photo of him as a small child. Those in the church sang, clapped and danced to gospel music before the service started. "Senseless killing" Mr Brown's family addressed mourners, describing Michael as a gentle soul. His cousin, Eric Davis, said his generation had stood up to what had happened in Ferguson. Michael Brown's family said his generation were standing up to the violence they faced. Mourners say they want to support the family of shot teenager Michael Brown "We have had enough. We have had enough of having our brothers and sisters killed in the streets," he said. "Hear our voice. We have had enough of this senseless killing." Addressing the mourners, civil rights leader Rev Al Sharpton said people had a right to protest without police intimidation. "America is going to have to come to terms when there's something wrong, that we have money to give military equipment to police forces, when we don't have money for training and money for public education," he said. Missouri Governor Jay Nixon did not attend, while President Barack Obama sent three White House aides to represent him. "There will be an uprising" The mood outside the church was peaceful and sombre, said BBC correspondent Rajini Vaidyanathan, in St Louis. "We don't know the Brown family but our hearts empathise with them for their loss and the senseless violence," one mourner told the BBC. But there is still anger in Ferguson, which has a majority black population, after the shooting by police officer Darren Wilson - who is currently suspended on full pay. "If Darren Wilson is not charged, there will be an uprising," another mourner said. A grand jury panel of residents has begun hearing evidence in the case, though the country prosecutor has said the process could take until October. Many residents have demanded that Officer Wilson should be arrested and prosecuted. Witnesses have said Mr Brown was shot as he held his hands up in a position of surrender, while the police and supporters of Mr Wilson have said he fired during a fight with Mr Brown. The response by the authorities, who flooded the town with hundreds of officers in riot gear and brought in the national guard, has been criticised as heavy-handed. The authorities were also criticised for not being transparent enough in the immediate aftermath of the shooting, when they refused to name the police officer involved. However, police also say the protests were inflamed by agitators who travelled to Ferguson from elsewhere, and that they responded to threats made against them and the firing of weapons from the crowd. Ahead of the funeral, Michael Brown's father made a plea his plea for calm. He said on Sunday: "Tomorrow all I want is peace."

By Daud Olatunji ABEOKUTA— SECURITY Operatives have taken over strategic locations in Abeokuta and Olabisi Onabanjo University, OOU, Ago-Iwoye including all its campuses across the state to prevent possible breakdown of law and order by the students following Saturday’s closure of the institution by the state government. Anti-riot policemen were seen in and around the institution at Ago-Iwoye in Ijebu-North local government area of the state while they were also sighted in all various campuses across the state. The Police had issued a warning to the students against any protest over the reduction of fees announced by the state government. The state government had on Saturday announced the immediate closure of the institution, to forestall breach of peace and order as the students had continued to issue threats while rejecting all entreaties and concessions by the government on their on the recently announced reduction of school fees in the state. Vanguard gathered that, there was heavy presence of Policemen in strategic areas in and around the institution and Abeokuta. Efforts to speak with the state Police Public Relations Officer, Muyiwa Adejobi was unsuccessful as he could not be reached. But, the Committee for the Defence of Human Rights, CDHR in Ogun State, condemned the closure of the institution, describing it as unholy. The CDHR in a statement by state Chairman, Folarin Olayinka and the Public Relations Officer, Femi Agunbiade, said “The decision to shut the institution following the students’ rights agitation on further reduction of school fees is a big disappointment, demonstration of weakness, failure on educational promises and lack of how to approach salient matters affecting students.” |

By Uchechukwu Nnaike Following several appeals by parents and other stakeholders, the Nigerian office of the West African Examinations Council (WAEC), has eliminated registration deadline for its November/ December West African Senior School Certificate Examination (WASSCE) for private candidates across the country. With this, the board has created an opportunity for candidates that were unable to register during the normal registration period to still register and sit for the examination as ‘walk-in- candidates’. It said the registration of walk-in- candidates would commence August 26, and continue throughout the duration of the examination. Briefing journalists in Lagos yesterday, the Head of National Office, Mr. Charles Eguridu, said with the innovation, candidates who for one reason or another were unable to register for the examination before the close of entry, would still have the opportunity to register even on the day of the examination. He said it would also afford candidates the opportunity to regularise their result to qualify for admission into tertiary institutions of their choice instead of waiting for a whole year to sit for the examination. Eguridu, who announced that the registration fee per walk-in-candidate is N25,000, maintained that such candidates would only be able to sit for the examination in cities and towns where the council’s offices are located. On the guidelines for registration, he said, “Interested candidates are expected to walk into any of the council’s zonal or branch office with two passport photographs, in addition to the registration fee of N25,000 only, in bank draft drawn in favour of ‘The West African Examinations Council’ not later than the day of the paper they intend to sit.” He stressed that candidates must complete the registration formalities at any WAEC zonal or branch office, adding that candidates could register without prejudice to the minimum number of subjects.

Davido was set to perform in the political capital, Yaounde last Saturday August 16, at the Chantal Biya Foundation in promoting of education and health among young Cameroonians. But instead of making the cancellation announcement in a language understood by all, he chose to do it in French when he took to twitter Sunday, Aug 17. He tweeted in French: “I am sorry I can’t make it to Yaounde this evening for the concert with my fans. My absence is linked to the travel restrictions due to Ebola virus spread. Government spokesman Issa Tchiroma Bakary said the decision to close the borders with Nigeria has become inevitable, because of the fears of the Ebola that spreads like wild fire in the West African sub-region. “This decision on border closure and suspension of all flights to and from Nigeria was to protect the lives of Cameroonian citizens living within and outside from contracting Ebola, as Nigeria, our main trading partner in Africa had been facing since July 20, 2014 when Patrick Sawyer sneaked into the country aboard a flight with the deadly virus,” Tchiroma said. He however, noted that the border closure and temporary suspension of flights to and from Nigeria will be for a minimum of one month. He also advised Cameroonian citizens to take the closure of borders and flight suspension seriously in protecting their lives and property. “The border closures with our main trading partner will be lifted, as soon as Nigeria contains the spread of the deadly viral disease. We also urge all border security agencies of the two countries to be vigilant by complying with this border closures,” he added.

The commission said Tuesday that the action was aimed at decongest in existing polling centres. With the addition, the total number of polling units across the nation stands at 150,000, up from 119,973. The commission made this known in a statement by the Director in charge of the commission’s secretariat in Abuja, Ishiaku Gali. As a result of the increase, Lagos State whose polling units has now been increased to 11,023, leads others in the federation in terms of the proportional distribution of the total 150,000 units. Kano State now with 10,127 is the second on the table. The decision to create the new units, according to Gali, was taken at the Commission’s meeting on August 12, 2014. The commission further put the total number of registered voters at 70,383427. With its registered voters put at 5,426,391, Lagos State got an additional 2,870 polling units making it a total of 11,565 polling units. Kano State with 4,751,818 polling units got additional polling units of 2,053 bringing the total number of polling units to 9,809 polling units. Kano State was followed by Kaduna State. With its registered voters of 3743815, Kaduna State has additional polling units of 2,878 bringing the total polling units to 7,485. Katsina State with 2,928,046 registered voters, it got an additional 1,339 polling units bringing the total number of polling stations in the state 3,818. |

In a statement in Abuja and signed by its National Coordinator, Emmanuel Onwubiko, and the National Media Affairs Director, Zainab Yusuf, the group said, “we can for the time being state without equivocations that we are unable to trace the existence of any ghost participants in the annual national youth service scheme run by the management of the National Youth Service Corps (NYSC). “We have also been shown evidence of refund of unspent funds by the current management”. HURIWA stated that it has suspended its decision for the time being of dragging the management of the NYSC to the Coordinating Minister of the Economy and Minister of Finance Dr. Mrs. Ngozi Okonjo-Iweala and relevant anti-graft bodies following allegations of fraudulent practices brought to its attention by some concerned petitioners working in the NYSC. HURIWA had two weeks ago based on a petition at its disposal from anonymous insiders from the NYSC disclosed its plan to proceed to the Office of the co-ordinating minister of the economy and the anti-graft agencies if they were not satisfied with the veracity of the allegations of over N90 billion fraudulent diversion of unspent funds by the management of the NYSC. |

19 August 2014 , Source: Premium Times Four days after his defection from the All Progressives Congress [APC] to the Peoples Democratic Party [PDP] became public, a former chairman of the Economic and Financial Crimes Commission [EFCC], Nuhu Ribadu, has personally given an insight into why he crossed to the ruling party. In a statement posted on his Facebook page Mr. Ribadu said his "carefully considered decision" to defect to another party was in "in pursuit of a good cause, and never out of any selfish interests". He did not expatiate on what this good cause is but he said his next step in his political struggle would be made known in due time. "I know how difficult it may be for you to come to terms with my defection to another party," Mr. Ribadu said. "But I must assure you that it's a carefully considered decision for which I do not wish to hurt anyone's feeling. Mr. Ribadu formally joined the PDP in Bako ward of Yola South Local Government on Saturday, to the chagrin of the APC, whose National Chairman, John Oyegun, described the development as "very terrible". The Chairman of Youth for Good Governance in Adamawa State, a PDP Pressure group supporting Ribadu's candidature, Isa Toungo, told PREMIUM TIMES that Mr. Ribadu was given a membership card with registration number 1933795. On Monday the former EFCC chairman obtained the expression of Interest and nomination forms to run for Adamawa Governor in the October 11 election under the platform of the Peoples Democratic Party, PDP. One of his associates, Hamidu Mahmud, who led the team that went to the national headquarters of the PDP in Abuja to obtain the forms, said contrary to reports, the former APC presidential candidate did not join the PDP just to pick automatic governorship ticket. He also said Mr. Ribadu had already applied for waiver in line with the party's constitutional provision to enable him qualifies and participates in the election. Mr. Mahmud also dismissed the notion that Mr. Ribadu was in the contest at the behest of President Goodluck Jonathan. "The framers of the PDP Constitution did not insert the waiver clause in anticipation of Nuhu Ribadu; it is a principle of general application. So, Mallam Nuhu Ribadu, having joined the party, is expected to enjoy this waiver clause that is in the PDP Constitution," Mr. Mahmud said. "We have applied for the waiver and we are awaiting the decision of the party on that. We are not aware that the President wants Ribadu, it was some PDP Chieftains in the state that called on Ribadu to come and contest for the governorship of the state. So, the question of the President wanting Ribadu does not arise in this case." |

Damilola Oyedele A Protocol Assistant, Mr. Jatto Asihu Abdulqudir, with the ECOWAS Commission Liaison Office has died of the ebola virus disease. Abdulqudir, was one of those that rushed to the aid of Nigeria's index case, Liberian national, Patrick Sawyer when he collapsed on arrival at the Lagos airport from Monrovia. The Commission in a statement issued Tuesday night said Abdulqudir has been in quarantine since it was revealed Sawyer died of the Ebola disease. "The Commission wishes to use this opportunity to express its gratitude to Nigerian government authorities and others who contributed to managing the late official while under quarantine," the statement read. Last week, the Commission had announced the temporary closure of its Lagos office to allow for fumigation of the premises, as the vehicle in which Sawyer was conveyed to the hospital was parked within the premises for several days. The ECOWAS staff, including the driver, who had also assisted him had returned to the office and interacted with others. They were subsequently placed under quarantine for observation. ECOWAS expressed condolences to the late Abdulqudir's family and colleagues and disclosed that it has already intensified awareness among its staff while seeking solidarity and mutual assistance. AUGUST 12, 2014 BY SAMUEL AWOYINFA ABEOKUTA Ogun State governor, Senator Ibikunle Amosun on Tuesday said Ph.d and master’s degree holders were among 49,000 applicants who had applied for the slated 3,000 jobs of environmental marshals in the state.He said this at Obas complex, Oke Mosan, Abeokuta during the award ceremony for teachers and pupils who distinguished themselves in the 2013 President’s Teacher and Schools Excellence Award, held in Abuja. He said, “No fewer than 49,000 applications have so far been received by the state government. Of the applicants, there were some Ph.D holders and over 600 Master’s degree holders.”In June this year, Amosun had announced plan by his administration to recruit 3,000 environmental marshals to ensure healthy environment.According to him, due to overwhelming response to the job offer, it becomes a Herculean task to prune down the number.Amosun who lamented the high rate of unemployment in the country, said he had ordered the suspension of the recruitment exercise.He called on the necessary authorities to develop a workable plan towards tackling the acute problem of unemployment.He said, “If we have about 600 of those with Master’s qualification and above running around for a job that they would be paid N20,000, then you know that there is a problem.”Amosun also said no fewer than 14,000 applicants have recently applied for employment in the state’s civil service.He said, “The other time when I met with civil servants, I did mention that if any of them has children that are looking for work and have put in more than 10 years, that they should please apply. I can conveniently tell you that today more than 14,000 have applied.“When I was making that statement, in my mind I thought I will probably employ about 500 people or so. August 12, 2014 The Independent National Electoral Commission has put the level of turnout of voters during Saturday’s governorship election at 54.17 per cent. This was contained in the “declaration of results” sheet obtained from the website of the electoral body on Tuesday. Twenty political parties fielded candidates in the election which was won by the incumbent Governor Rauf Argebesola of the All Progressives Congress. Aregbesola received 394,684 votes while his closest rival, Iyiola Omisore, polled 292,747 votes. The sheet indicates that there were 1,411,373 registered voters in the state. Of this number 764,582 voters were accredited for the election. The total number of valid votes was 717,321; total number of votes cast was 750,021. The summary also indicates that 32,700 votes were rejected. 12 August 2014 , By James Emejo, Source: This Day Nigeria's total merchandise trade increased by 6.8 per cent to about N5.51 trillion in the first quarter of the year (Q1 2014) compared to about N5.16 trillion recorded in the fourth quarter of 2013, according to the National Bureau of Statistics (NBS). When compared to the corresponding quarter of 2013 (Q1 2013), the value of the total merchandise trade also increased by N406 billion or 8.2 per cent, it added. The NBS, in its Foreign Trade Statistics, Q1 2014, which was released yesterday said there had been rising exports and declining imports which resulted in greater trade surplus for the country. It said trade surplus increased by 34.3 per cent or N618.6 billion in Q1 2014 following a decline in imports by 6.2 per cent while exports increased by 15 per cent when compared to the Q1 2013 figures. The report stated that the total trade was dominated by crude oil exports which accounted for about N3.23 trillion, representing 81.5 per cent of total exports while the non-crude oil accounted for N735.9 billion or 18.5 per cent of total exports. Conversely, total imports in Q1 2014 was valued at about N1.54 trillion, representing a 8.3 per cent decline compared to about N1.68 trillion recorded in the preceding quarter. When compared to the corresponding quarter of 2013, the value of imports dipped by N101.3 billion or 6.2 per cent, according to the NBS. It stated further that the structure of Nigeria's import trade was dominated by the imports of boilers, machinery and appliances, which accounted for 23.7 per cent of the total value of import trade in Q1, 2014. The value of export trade amounted to about N3.96 trillion in Q1 2014, representing an increase of N492.6 billion or 14.2 per cent over the value recorded in the preceding quarter. Crude oil component of export trade grew by 8.4 per cent from the preceding quarter, contributing 51.1 per cent of the total growth in exports while the non-crude oil component of trade grew by 48.6 per cent and accounted for 48.9 per cent of the total export growth from the previous quarter. Further analysis of the trade statistics showed India as the country's major trade partner with exports to that country valued at N544 billion followed by the Netherlands, Brazil, Spain and France, whose values stood at N461.5 billion, N376.8 billion, N346 billion and N310.9 billion of total exports respectively. On the other hand, import trade by country showed that Nigeria imported goods mostly from China, United States, India, Belgium and Netherlands, which accounted for N368.1 billion, N164.7 billion, N93.2billion, N91.7 billion and N76.4 billion respectively. |

The National Conference secretariat distributed a draft new national constitution to delegates yesterday, in what came as a surprise to many of them who said the idea of producing such document was never approved. On their resumption from recess, delegates also yesterday received copies of the conference report, a bill on constitution amendments being proposed, as well as records of proceedings. The draft constitution contains changes approved by the plenary during debates on committee reports in June and July. These include listing of 18 additional states, delisting of the 774 local government areas, creation of state police, independent candidates for elective offices, and limiting the number of ministers to 18. Apart from scrapping the 774 LGAs, the new constitution gave powers to state authorities to create and run their local government areas. The 18 new states included in the draft constitution are Aba, Adada, Amana, Anioma, Apa, Edu, Etiti, Ghari, Gurara, Ijebu, Kainji, Katagum, New Oyo, Njaba-Anim, Ogoja, Oil Rivers, Ose and Savannah. Delegates have now been given until Wednesday to study the distributed documents and reconvene to approve them. On July 14 the confab adjourned and asked the secretariat to compile the approved recommendations of the 20 standing committees and draft a report. Daily Trust exclusively reported yesterday that the secretariat had gone beyond its brief by suggesting in the report that the National Conference should produce a new constitution for the country. Yesterday's plenary was chaired by conference secretary Valerie-Janette Azinge, as both chairman Justice Idris Kutigi and his deputy Prof. Bolaji Akinyemi did not attend the session. Mrs Azinge announced to delegates that they would be given documents which they had until Wednesday to study, before she adjourned the session. "You will receive copies of the main report which is in two volumes-1 and 2, and a bounded draft constitution," she said. "In that bounded draft constitution is what we call a matrix; it has in it the first column which has the constitution as it exists today, the second column has all the amendments as suggested by you, and the third column is a fusion of both the constitution plus all the amendments that you suggested. "For easy reading, we have also extracted the third column, that is, the fusion of the existing constitution & the amendments proposed as a draft constitution. "There is also a draft bill which will introduce the amendments and alterations which will make it the fourth amendment to the constitution." The idea of drafting a new constitution by the National Conference was first exclusively reported by Daily Trust on June 30, when it reported that deputy chairman Prof. Bolaji Akinyemi was at the time trying to convince Northern delegates to accept the plan. But after a heated debate at plenary session over the issue, it was agreed that no new constitution was to be drafted by the National Conference. Delegates had argued that the confab had no such powers and this was not part of their brief. On Sunday, Prof Awwalu Yadudu wrote an open letter to fellow delegates, saying he found out the secretariat had resurrected the idea of writing a new constitution as well as conducting a referendum on it, contrary to conference decisions. The fact that this draft has now been produced by the secretariat is likely to create rift in the conference. Delegates, especially those from the North, are likely to reject the document while many among their southern counterparts may support it. 'Unacceptable' Dr Haruna Yerima, a delegate from Borno State, said the new constitution was not acceptable. "We are not here to draft a new constitution. The conference secretariat has no mandate to draft a new constitution. We are going to reject it," he told Daily Trust. "That is not why we are here. The secretariat has overstepped its bounds. That is unacceptable." Yerima also raised objection to Akinyemi's presiding of the plenary. "When we resume on Wednesday, the chairman Justice Kutigi must preside all the proceedings. We don't want Akinyemi to preside again. Kutigi must brace up to his responsibility," he said. Spokesman for the Northern Delegates Forum (NDF), Mr Anthony Sani, said "it is morally preposterous for the confab of unelected delegates to give the nation a new constitution. This is democratically wrong and morally prosperous. It is unacceptable." But Ms Annkio Briggs, a delegate from the Niger Delta, said the new constitution is good for Nigeria. "Nigeria needs a new lease of life. We must accept the challenges. The current constitution which is in operation since 1999 has failed us. We need to move on," she told Daily Trust. "The new constitution is what Nigeria needs now to address its challenges. We have been clamouring for Sovereign National Conference. This confab is an opportunity to solve Nigeria's problems. The new constitution will address just those challenges." Some delegates also said the time given to study the documents was too short. Malam Sani Zorro said most delegates were not aware a new constitution was being drafted by the secretariat. He also wondered why the chairman and his deputy were absent. "In this era of Ebola, it is important that we know that that the chairman and his deputy are in good health. I say this because you (Azinge) did not mention the reason for their absence," Zorro said during the brief plenary session yesterday. Mr Dan Nwanyanwu from the Labour Party also said delegates needed at least a week to study the documents. But Azinge insisted that delegates should reconvene on Wednesday. In his open letter to delegates on Sunday, Prof Yadudu had said "(the) Confab, whether at plenary or committee stages of its work, never tasked any members to propose a 'draft constitution' which may be considered for adoption by 'referendum' or in total disregard of the existing constitutional or legal order." Daily Trust learnt that a technical committee of selected Northern delegates met last night to review the new constitution.
