The Politics of the Chad Basin I Overview The Chad basin span across 7 countries: Algeria, Niger, Nigeria, Cameroon, CAR, Chad and Sudan. The hydrocarbon deposit in this basin is significant. Nigeria share a border with Niger, Chad and Cameroon with the Lake Chad as a common link. The area around the Lake Chad may contain as much as 2.32 billion barrels of oil and 14.65 trillion cubic feet of natural gas. ... There are border dispute issues between Nigeria, Chad and Cameroon and ambiguity over the ownership of some islands in the Chad basin being handled by the International Court of Justice (ICJ) at the Hague. These issues have been there since around the 70s and some remain unresolved to date. Situation before: Chad is a country that has suffered a lot from civil wars. The most recent civil war ended in 2010 when numerous rebel groups attempted to depose the government of Idris Derby. In the year 2002, the then governor of Borno state told a presidential committee on National Security that the lake Chad region was plague by an influx of armed rebels and large scale trafficking in illicit arms and children. He mentioned Sambisa game reserved as having been a hide out for Chadian rebels who are involved in an usually violent robberies and banditry reported in most part of the North east. This statement was before the crackdown of Boko haram in 2009 which brought us to the current situation. The border dispute between Chad and Nigeria were sometimes due to the resources in the Lake chad region of the basin. Chad has been tapping from the basin for its oil production- an oil pipeline was constructed from the Southern town of Doba in Chad to Kribi, a coastal port town of Cameroon primarily for oil export and increased revenue to the government of Chad. The oil in the Lake Chad region is however more in terms of volume and Chad has allocated blocks for its exploration. Nigeria on its side has also been exploring the Lake Chad region for oil since around the 70s, and it is believed, that a huge chunk of the reserve lies in the Nigeria part of the basin around Lake Chad. Situation now It is worth nothing that in 2002, the Sambisa game reserve has been a safe haven for rebels from neighboring Chad. This rebels most have probably metamorphosed to the insurgents the Nigeria state is battling in the region. This rebels are mostly mercenaries and can be used to further a goal by an interest party in a particular domain. The questions are: who benefits from the destabilization of the Lake Chad region on the Nigeria side? Who benefits from the recent killing of the oil explorers? What the reason for such action? Cui bono? Is France using the conflict for geopolitical goals as alleged in some quarters? Was the conflict used for the Nigeria domestic politics, too? Even if it doesn't dry up, this is surely bound to happen whether we like it or not: Electric Vehicles and the Future of Crude Oil Electric Vehicles and the Future of Crude Oil I don't think there is any resource in Nigeria that can compete with the almighty Crude oil in terms of anything. Oil is an invaluable resource second to none, and an important political bargaining tool for our brothers on the other side of the divide. Why is oil so valuable? Transportation, petrochemicals, industrialization and a host of so many human energy needs rely on oil. Transportation(land, air and sea) alone account for more than 50% of global oil demand. By 2020-2028, crude oil demand will reach its peak and then steadily will begin to decline. It is forecasted that by 2034, natural gas will overtake oil as the main source of energy and by 2050, the single largest globally satisfying 27% of global demand according to Energy Transition Outlook by DNV GL, an assurance and risk management provider for the oil and gas industries. Note: Crude Oil is used to produce a number of fossil fuels i.e petrol, kerosene, aviation fuel, diesel, lubricants and so on. These energy sources produce a chunk of CO2 when burnt, so effort to phase them out is in top gear across the developed and some developing worlds. Why the above forecast ? Electric Vehicles(EV) have been around since 1960s. The biggest enemy of oil will be Electric Vehicles( EVs). Electric Vehicles(EVs) are easy to maintain than the Internal Combustion Engine Vehicles( ICEVs). There is an improved battery technology to make EVs drive same kilometers as ICEVs with a little amount of charge. The biggest problem of EVs is the cost of acquiring, a difference of like about N 3, 650, 000 to an ICEVs of same model, specification and year. This problem is now being rectified, and by 2020, this cost parity will be bridge. By 2035, half passenger vehicles sold globally will be electric thus electrifying the world further. Britain pledge to place a ban on new diesel and petrol cars by 2040! These growing electrification will mean higher demand for energy( clean) to generate electricity from clean sources such as gas and renewable energy. Why is gas sort after? Because burning gas produce less amount of CO2 compared to other fossil fuel sources; is a clean energy source.., before finally renewables takeover nailing the oil and gas industries even further. Renewable energy will account for 85% of global electricity production by 2050 according DNV GL forecast. Where Nigeria Stands? Nigeria has proven reserves of 192 trillion cubic feet of gas; 7th in the world and 1st in Africa. Potential for expansion to 600 trillion cubic feet is forecasted to be achieved, if the following blocks are further explored according to NNPC Chad basin 40 blocks Benue trough 41 blocks Anambra basin 12 blocks Sokoto basin 28 blocks Bida 17 blocks Dahomey 37 blocks Niger delta 17 blocks 192 tcf according to NNPC will only last between 36- 65 years depending on the consumption rate and demand and comes from the Niger delta blocks. For my brothers in the North, renewable energy takeover is inevitable, so it will be very nice for our governments to invest in wind and solar, because we have the land and abundant sunshine considering the forecast above of 85% by 2050. Truthfully, what am trying to say is simple: the African mentality of I have resources so am rich is the biggest culprit of all. Your resources can go somewhere for processing at a cheaper price and come back to you as an expensive finished good. Now understand this: I export oil at say $10 per barrel to China. They gladly buy! The only benefit I will get is that $10. Now, the Chinese will process that oil and still send it back to you. Note these: 1. The processing of the oil require man power. 2. The company processing the oil will buy machinerie from their domestic market. 3. Other expenses to arise and the money circulate only withing the Chinese economy 4. Then they bring you back fuel to buy. Who do you think lose? Remember, there are other countries producing and exporting same oil making the market volatile and competitive. They may also give you loan repayble on strictest terms requiring you to export more to service the debt. Remember other countries have to export more too, saturating the market and making things more difficult.. Am from Kano state. We had a governor by name Dr Rabiu Musa Kwankwaso. It was during his brief tenure that I found out that the issue of the bad center is nothing but a ruse. In just 4 years, Kano was transformed. Restructuring is the new boss in town.. In 1997, the US Army War College was defining what they called: " the future of warfare" framed as the "conflict between information masters and information victims".. For the facebook/google/twitter generation, the word 'restructuring' kept popping up like a virus on their news feed as in the psychodrama and the relentless, totally hysterical, fear inducing narrative of: if we refused to 'restructure', we are doomed to eternal condemnation. However, the reality of the situation is more prosaic as we are spoon fed to believe by the information masters of the universe( in Nigeria). Now, lets go for a short ride: This going to be a skeletal view of mine concerning the issue of 'restructuring'. Different people have different views, but the major thinking is, 'restructuring' is the magic wand that can solve Nigeria problems once and for all, or perhaps, reduce most of those problems. Dr Aliyu U. Tilde will write a more detailed view of his concerning 'restructuring' this or next week, and his views will abrogate mine. Will not mention names or regions or exhaust history, but will just say what I think( am no historian or a social scientist anyway) Restructuring isn't a bad thing in the context of Nigeria situation, but is not the MOST IMPORTANT THING TO GET US OUT OF THE WOODS AT PRESENT. We have to go back to history and learn a few or more things in the context of how we even become a country in the first place, and how external factors/actors shape the world as we know it. Before oil, each of the regions of Nigeria produced an important agricultural produce for exports to imperial British industries oversee. We often bragged,often times beating our chests, sometimes: " before oil, agriculture was the mainstay of the economy,.."northern agricultural proceed was used to explore the oil in the Niger Delta"( false and debunked),..bla bla blahhh Then oil came, we abandoned agriculture, had the oil boom, then the civil war blah blahh.. Now, understand this: with the above mentality of ours, Nigeria can never progress. No amount of soap box of 'restructuring' can make Nigeria progress. North, Niger-delta, East, South-west or whatever, will remain in perpetual poverty for eons. Additionally, if it's the same people that will form a part of the leaders in either a restructured or a divided Nigeria, then, praised the lord! It's Nigeria 2.0 all over again. Why did I say the above? It's a simple concept of a consumer mindset and a producer mindset. The industrialized nations who plan a world order designed to make other countries perpetually poor using many carefully crafted tools will explain better. Nigeria and a host of other African nations are victims of these scenario. The only continent of the world that has managed to escape this neoliberal agenda is Asia. Remember the Structural Adjustment Programme? The Asians have now understood this concept and are coming to Africa to entrenched it the more: double blast for a black man of Nigeria and Africa. Finally and summarily Donald Keburaka, a former president of African Development Bank said this: " we can learn from the [Chinese] how to organize our trade policy..to educate our children in skills and areas that pay off in just a couple of years. Human resources is the key, if it can be harnessed well and efficiently. Countries are forming unions all over the place to improve trade and transfer of know how eg G8, G20, SCO, BRICS etc, yet, some in Nigeria are calling for division. From the above, it seems like Reno Omokri has hit a final nail in the head of those saying " north money was used to develop or build the south-oil exploration inclusive. However, not everything is true as it was simply put forward by Reno Omokri. Reno Omokri in his bid to answer the elder stateman, Professor Ango Abdullahi, ended up insulting him by calling him a liar. This is bad, Reno! Collin Newburry didn't write a book detailing such, as said by Reno Omokri, but an article in the Journal of African History detailing financial administration of the northern Nigeria prior to and after amalgamation.. " Taxation prove very difficult for the 1st years of British rule, pole taxes were foiled by emirs..trade rejected by merchants created a substantial deficit in the budget and public work project had to be paid for by grant from the British Empire" However, from 1914-1918, significant revenue was generated from the North with surplus recorded between expenditure and revenue. It should be observed that 1914-1918 was during the first World War as such Newburry added: " It was difficult at the outbreak of war to argue that custom revenue should pay for the whole of Central Services..and exonerate northern administration from their share in these cost for pure local development.. " Northern Revenue might help cover war time decline in duties from trade.." From the above, we can deduce that northern province at that time was not entirely dependent on the custom duty from the south because, as its pointed out, the British Empire is the provider of the grant for public work. It can only be argued that the Amalgamation of northern and southern provinces was done to stop the provision of such grant by the British Empire. The taxation system in northern Nigeria was also very effective and has to be reciprocated somewhere. In summary: Northern Nigeria was not exclusively reliant on any province but the British empire. Railway construction was for pure economic purpose-from Kano down to the southern province is the only project that can be sighted to prove Reno Omokri assertion that south develops north. The railway line was through forced labour, and was done to transport resources to coastal colony of Lagos and the southern province. This has only helped the British and not develop northern Nigeria. To be fair, the southern Nigeria has an advantage over the north in terms of geographical location and closer to coast line. We hope the concerned authorities in the north will get to understand that the land lock nature of the north is something that need to be looked into for solution. This is where we need to dredge the Niger River, so we can have access to sea. The North has a land mass of 719, 000 km2 while the south has a land mass of 206, 888km2. The British will definitely find administering and conquering the north more difficult than the south in terms of expenditure. Kwankwaso/ Peter Obi will make sense to me. It will be in the interest of Yemi Osibanjo not to contest the election of 2019 under the platform of the APC, if Buhari will not be seeking reelection. The Northern Elders Forum and some northerners are monitoring the situation as it unfold. Is not about being power struck or anything! Is about the principles of fairness and justice. Kwankwaso is a performer. I happen to benefit from a lot of his educational policies while he was governor. He is a man of his words. He transformed our ancient town of Kano within just four (4) years. He showed us it can be done. This he did under an enormous level of insecurity as the result of the Boko Haram attacks. We can write a 20 volume book on his achievements. Peter Obi is great man. He transform Anambra despite being an opposition governor. He is business man of integrity and clout.
