An Aviation Security official at Nnamdi Azikiwe International Airport, Abuja, said on Monday that new security measures had been introduced at the airport. Retired Col. James Oladipo, the Federal Airport Authority of Nigeria (FAAN) Chief Security Officer at the airport, made the development known in Abuja during an interview with the News Agency of Nigeria (NAN). He said the new security measures taken by FAAN included the gathering of data for the identification of workers at the airport, introduction of a new gate pass and ban on motorcycles. Oladipo said other measures were the total eradication of touts and hawkers as well as the screening of passengers and airport users at the gate before entry. ``One of the measures carried out was to eradicate touts and hawkers completely through our `Operation Flush Out the Touts’ that was carried out in collaboration with the police. ``Another one we have succeeded in is that all the parking lots at the airport have been designated and traffic flow has greatly improved; we have introduced a new gate pass to control the influx of people to the airport. ``We have equally ensured that all airport workers, including concessioners, car hire dealers, shop owners, airline staff, government agencies’ staff and all others are captured in the on-going identification process,’’ Oladipo said. He said the aviation security and other security agencies, such as the army, police, Nigerian Security and Civil Defence Corps and Federal Road Safety Corps, to ensure improved security at the airport. Oladipo also said that sniffer dogs operated three times a week to check likely security threats at the airport, especially around the perimeter fence. Oladipo said between January and March, 71 persons were arrested for touting and hawking, in addition to six motorcycles. He said there was a report of car theft during the period. ``The car theft occurred at 9 a.m. and the owner of the car did not report it until about 4 p.m. Our investigation revealed that the car doors were left open while the owner was out of the car,’’ he said. NAN learnt that although the activities of touts and hawkers have reduced at the airport, the hawkers have devised new strategies to carry out their businesses. Malam Idris Danladi, a hawker of dried meat, called Kilishi, at the airport, said hawkers usually held polythene bags to indicate that they sold the product. ``People like to buy Kilishi from me but there is no provision for poor people like me to sell. Once we wave this polythene bag at customers, they will beckon on us and we will bring the amount they need to their car or close to their bag. ``This is what I depend on to feed my family and train my children, I want to raise my children and pray that they will enter the plane in future,’’ Danladi said. The Lagos State Government has made a passionate appeal to residents of the state living in flood-prone areas to vacate their homes as heavier rains with thunderstorms have been predicted to occur in this state this year. Lagos Commissioner for the Environment, Mr. Tunji Bello warned residents in wetlands and flood-prone areas, such as Agiliti, Owode Onirin, Ajegunle, Aboru, Badiya, Arowojobe in Maryland, Elede, Iwaya, parts of Ketu, some areas in Ikorodu, some parts of Eti Osa, among others to relocate to avoid heavy rains which may affect them adversely. The Nigerian Meteorological Agency, NIMET, has predicted massive thunderstorms, with 275 days of intense rainfall for Lagos State, Southwest Nigeria this year. Speaking in Lagos at the weekend, Bello said NIMET had predicted heavier rains in for Lagos State than last year’s and that government was adopting proactive measures to mitigate the impact of flood. According to Bello, residents in flood-prone areas must relocate in order to avert disasters as the rains, definitely would be very heavy. “It has been predicted that rainfall will commence in Lagos between the first and second week in March, with a margin of error of three days, as probable onset dates for year 2013 rainy season. This prediction is being further confirmed with the rains which has come in torrents on Saturday/Sunday 1-2 March, 2013 as well as 4 Monday, 2013 respectively. “It has also been predicted that the end of season for year 2013 rainfall is 17 December, 2013, with a margin error of four days, which is between 13 and 21 December, 2013 as probable days. “From the year 2013 seasonal rainfall predictions, Lagos State shall experience a rainy season of about 249-275 days with intermittent stoppage in February and August. The magnitude of Lagos seasonal rainfall prediction for this year is that Lagos will experience heavy rainfall of high intensity, with thunderstorms just like last year,” Bello added. According to him, Lagos is expected to record 1,722mm with marginal error of between 21 and 179mm, adding that thunderstorms had also been predicted to occur during the rainy period of June, July, August, September and October. He appealed to residents to desist from acts that could lead to flooding, such as indiscriminate dumping of refuse in unauthorised places like drains and canals as well as evacuate all silted drains around their homes and premises. “Illegal building of structures on drainage alignments, road setbacks and verges remains prohibited. We should not patronise cart pushers who will end up dumping the waste inside canals,” he stated. the oil blocs are owned by who ever, whether Northerners or southerners, but are managed and utilized by foreigners who use their expertise to refined woteva is gotten from there for their gains while sharing the generated funds in an agreed percentage with the owners...once u r given the oil bloc licence, these foreign guys are already waiting to woo u into doing biz with them, all u need do is just to relax and enjoy ur moneyyy .. so foreigners dnt owned oil wells, they rent it frm the main owners for a particular yr, and stl pay a certain percentage into the account of the owners. |

Mr. Maina had been declared wanted by the police. The embattled chairman of the pension reform task force, Abdulrasheed Maina, has been removed from his position at the pension office. Mr. Maina was Director at the Customs, Immigrations, and Prisons Pension Office. The Federal Government has also appointed Olabisi Jaji as Mr. Maina’s replacement. The National Assembly had ordered Mr. Maina’s sack by the government, and his arrest by the police. The police have since declared him wanted. The Coordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala, said that the gross federally collectible revenue in 2013 budget was projected at N11.34 trillion. Okonjo-Iweala made this known at a press briefing on the breakdown of the 2013 Budget, on Thursday in Abuja. She said, “The gross federally collectible revenue is projected at N11.34 trillion, of which the total revenue available for the Federal Government’s Budget is forecast at N4.1 trillion.” This she said represented an increase of 15 per cent over the estimate for 2012. According to the minister, the projection is based on oil production of 2.53 million barrels per day compared to 2.48 million barrels per day in 2012. “Benchmark oil price of 79 dollars per barrel, up from 72 dollars per barrel in 2012, Projected real GDP growth rate of 6.5 per cent and average exchange rate of N160 per dollar,’’ she said. The minister said that the non-oil sector was expected to sustain the 2013 budget. She commended the Federal Inland Revenue Services for attaining 20 per cent growth in non-oil tax revenue between 2007 and 2012. On the expenditure provision, she said that budget made provision for an aggregate expenditure of N4.987 trillion. This she said represented a modest increase of 6.2 per cent over the N4.697 trillion appropriated in 2012. “This is made up of N387.97 billion for statutory transfers; N591.76 billion for debt service; N2.38 trillion for recurrent (non-debt) expenditure. “Of which N1.717 trillion is the provision for personnel cost, while overhead cost is projected at N208.9 billion. “And a total of N1.62 trillion has been provisioned for capital expenditure,’’ she said. The minister added that an additional N273.5 billion had been provisioned for the subsidy reinvestment (SURE-P) programme. Okonjo-Iweala said that with the development, the fiscal deficit was projected to improve to about 1.85 per cent of GDP in the 2013 Budget when compared with the 2.85 per cent in 2012. She said that N497 billion was marked out for critical infrastructure such as power, works, transport, and aviation. The minister said that another N705 billion was set aside for human capital development under education, water, agriculture and health sector “We also allocated over N950 billion for national security purposes, comprised of [size=15pt]N320 billion for the police, [/size]and N364 billion for the Armed Forces, N115 billion for the Office of the NSA, and N154 billion for the Ministry of the Interior. “For 2013, the SURE-P programme has a projected allocation of N180 billion, augmented by the 2012 unspent balances of N93.5 billion. “This amount will be used to make further progress in the provision of social safety net schemes, maternal and child healthcare, youth development and vocational training for Nigerians,’’ she said. Okonjo-Iweala said that budget had key priorities, which included the reduction in cost of governance, and debt management. Others are infrastructure investments, job creation and the development of the manufacturing sector. She said that the recurrent spending in total expenditure had reduced from 74.4 per cent in 2011 to 67.5 per cent in 2013 while capital spending increased from 25.6 per cent in 2011 to 32.5 per cent in 2013. The minister said that N100 billion was saved for 2013 budget from the implementation of IPPIS. On debt management, she said that N75 billion of maturing debt obligation payment was made last week and N25 billion had been set aside in a sinking fund to be used for retirement of maturing debt obligations in the future. The minister said that government had reduced annual domestic borrowing to finance the budget deficit from N852 billion in 2011, to N744 in 2012, and now to N577 billion in 2013. The Nigerian Christian association disagreed with the Islamic leader on Boko Haram. The Christian Association of Nigeria, CAN, on Wednesday rejected the suggestion by the Sultan of Sokoto, Sa’ad Abubakar, that members of the Boko Haram sect be offered amnesty. This is contained in a statement issued and signed in Abuja by the CAN General Secretary, Musa Asake. The association said it wondered the kind of amnesty proposed by the monarch and advised the Federal Government to reject such suggestion. It, however, welcomed the idea of a stakeholders’ meeting to genuinely discuss the issues that concern the development of the country. “We wonder the kind of amnesty contemplated by the Sultan, this is why we are puzzled. “We therefore say categorically that we reject any offer of amnesty for members of the Boko Haram sect. “We ask government to do same. One group of people cannot continue to pay the price for one Nigeria. We must sit together as brothers and discuss issues,’’ the statement added. It stated that the reasons given by the Sultan for the offer of amnesty was not tenable and should not be accepted. The association argued that the sect had not clearly stated its grievance with government or other elements of the state and hence was not qualified to be offered amnesty. “We wonder what the Sultan meant by injustice in relation to the activities of the Boko Haram sect when members of the group are a bunch of fundamentalists who have killed, maimed, deformed Christians”, the statement read. It said that for the talk about amnesty to hold water, the militant group must first of all renounce their extreme ideology and embrace the cease fire plan. CAN added that President Goodluck Jonathan should first of all give the sect members a deadline within which they should organise a cease fire before any talk about amnesty would be considered. UNFORTUNATELY FOR THE POLICE, LIKE THE USUALLY DO, LUCK RAN OUT ON THEM, WHILE THE PARADED SUSPECTS THEY HAD ALREADY DETAINED IN THEIR CELLS, INCLUDINGS ARMS AND AMMUNITION THAT WAS RECORDED IN THEIR ENTRY BOOK EVEN BEFORE OYERINDE WAS KILLED, AND ACCUSING INNOCENT OGBOLO, THE SSS WERE PAINSTAKINGLY TRYING TO GET THE MAIN PERPETRATORS WHICH THE FINALLY DID.
