Whistle blowing should not be limited to money only. Let government extend it to arm recovery. Many arm are already in the hand individual sender. Imagine paying someone 50k for for giving information that will lead to the recovery of an arm and 1bill is 5 bill is budgeted on the program. This money may be too much but it will reduce killing and thuggery

yah! But our elites who benefit directly from the government are not nation builders. I have employed at least 16 workers directly and indirectly by myself without any help from this government, since I was born I have never benefited anything from the government. I can bet my life that some of our government officials do not have even a pure water company.
