Carburetor can be regulated but based on TRY & ERROR b4 its stable state. One sure fact about it is no technician can claim of beign an xpert on maintenin/servcn carburator or injector system to normal state. so one can't be 90% precised of its(carburetor) efficiency when workn on it.
For instance, i serviced my small generator(I PASS MY NEIGHBOUR) carb. regulated its knobs & at the end, it now runs 1 litre of petrol for 4 hours & some minutes,
I also regulated my SUMEC (2900) & it runs with 1litre of petrol for 2hours to 3hours which took me up to tenth's of tryials & errors b4 i landed. But when i tryd anoda, i coudnt get it lik dat of mine.
So my friend, b4 u control the rate of flow of petrol in a carburator, d flowting pin, diaphram & some jets must be adjusted.

It has no effect 2 d car besides, exhaust is an outlet or exit of alrady burnt gas wch is now CARBON MONOXIDE (CO). It flushes off imdtly d engine start up.

Hydrdro-locking affects EVERY internal combustion engine, whether it was built in 1860 or 2013. The principles remain the same, and as long as water remains non-compressible, the hydro-locking issues will remain. If water is drawn into the combustion chambers of a running engine, it WILL hydro-lock.

if ur talkin on cumbustion, imidtly it drys off & plug changd, d car will start up unles d water inters in some electrical chambers.
