Arguments against restructuring come mostly from the North – Atiku

Former vice president and a chieftain of the All Progressives Congress APC, Atiku Abubakar has restated his call for a restructuring of the federation, saying states that are not financially viable should be collapsed into those that are viable. Former Vice President and presidential aspirant of All Progressives Congress (APC), Atiku Abubakar “There is no doubt that many of our states are not viable, and were not viable from the start, once you take away the federal allocations from Abuja. We have to find creative ways to make them viable in a changed federal system. Collaboration among states in a region or zone will help. We can examine the possibility of using the existing geo-political zones as federating units. We can also find other ways to determine the viability of states, for example by introducing a means test such that a state that is unable to generate a certain percentage of its expenditures internally for a specified period of time will be deemed unviable and collapsed into another or a group of states. “We can constitute a body of non-partisan experts to suggest other ideas. But in all, we must devolve more powers and resources from the federal government and deemphasize federal allocations as the source of sustenance of states. We need to start producing again and collecting taxes to run our governments in a more sustainable way with greater transparency and accountability”, Abubakar submitted.

The former vice president stated this on Monday at the annual Prof. Ademola Popoola Public Lecture, at the Faculty of Law, Obafemi Awolowo University, Ile-Ife. Explaining his own concept of restructuring, Abubakar said local government councils cannot be seen as federating units. “The restructuring that I have been calling for involves changes to the allocation of powers, responsibilities and resources among the states or zones and between them and the federal government. I do not see local governments as federating units and, therefore, they should not derive their powers from the constitution. Likewise ethnic nationalities are not federating units and any attempt to restructure the country along those lines will be unworkable. Some of our roughly 300 ethnic nationalities are big enough to constitute independent countries while some are too small to even constitute local government areas”, he added. He said though many of those against restructuring are his own kinsmen, the major factors against the change are issues of dependency, fear and mistrust. He said; “If we cut out all the sophistry, posturing and pretensions, it is clear to me that the resistance against restructuring is based on three interrelated factors, namely dependency, fear and mistrust. Dependency of all segments of the country on oil revenues, fear of loss of oil revenues by non-oil producing states or regions and mistrust of the motives of those angling for restructuring. This can be seen in the regional patterns of the advocacy for and opposition to restructuring. The bulk of the calls for restructuring comes from the south while the bulk of the opposition to it comes from the north. This tells me that it will be critical for all parties to put their cards on the table, give one another the necessary reassurances and make the necessary compromises in order to secure a restructuring deal.

Denials and insults by both sides are not a substitute for these. “Although arguments against restructuring come mostly from the North, there are, however, elements from the other regions who are in government and who argue against restructuring, claiming that it is only good leadership (ostensibly theirs) that is needed to resolve our nation’s challenges. Opponents also argue that restructuring is a ploy to break up the country. They insist that national unity is non-negotiable and claim that the matter has been resolved by the civil war. How the current structure is the only guarantee of unity is never really explained, neither is it demonstrated that devolving more powers and resources to federating units would lead to a breakup of the country. “Only our First Republic Constitution came close to the US’s Constitution in terms of the process of federal constitution-making and allocation of powers between the federating units and the federal government. Subsequent efforts have been ones where military leaders amended the constitution through decrees, and, when our peoples’ representatives were involved, set the parameters and redlines that could not be crossed by “we the people.” With eyes firmly set on oil revenues rather than diverse economic activities, and a mindset that saw any push for greater autonomy for regions as a threat to national unity, the efforts resulted in excessive centralization of power and concentration of economic resources at the federal level.

For as long as oil flowed and revenues remained high, few people seemed to mind. Thus, our governments walked away from preceding sources of government revenues. Rather than clamour for more productivity and improvements in human resource development, we clamoured for and got more states and local governments. “We even had the awkward situation where the federal government created local governments and continues to allocate resources directly to them through so-called joint accounts with state governments. The result has been that local governments have ceased to be local, and they are also not national or effective. Rather the state governments essentially confiscate the funds and expend them as they wish. Thus the division of responsibilities for local government administration has killed the responsibilities. Put another way, the intrusion of the federal government in local government administration has virtually destroyed local administration”

The Nigerian presidency has warned its citizens not to travel to the US amid ongoing uncertainty over Donald Trump's executive order banning immigration from certain Muslim-majority countries.

Nigeria is not on the list of six countries affected by Mr Trump's so-called travel ban executive order, but the special assistant to the President on foreign affairs and the diaspora said in a statement that several Nigerians with valid visas have been refused entry to the US.

Abike Dabiri-Erewa said their visas were cancelled when they landed in the US and they were put on return flights.

Nigerian President prolongs sick leave 'indefinitely' amid protests

She said: "Nigerians who have no compelling or urgent reason to travel to the US to postpone their travel plans until the new administration's policy on immigration is clear."

Earlier in February the US State Department warned US citizens to avoid travelling to Nigeria due to violence from extremist group Boko Haram, and said the security situation in northeast Nigeria remained "fluid and unpredictable".

The advisories come several weeks after Mr Trump's travel ban, affecting seven Muslim-majority countries, was knocked down by a federal court in Washington state. The President's emergency appeal via the Justice Department was denied.

Instead, the President said they would work with the federal judge's provisions to craft a new ban which leaves out Iraq, one of the seven countries.

Mr Otobo told journalists in Abuja, Monday that Apostle Suleman has never been to his compound nor known where he lives and that Stephanie, his daughter was not a decent girl he had wished, regretting why she was attempting to drag the name of the revered man of God to the mud. When asked whether Apostle Suleiman had ever been to his house for any marriage introduction with his daughter, Rev. Otobo responded: “Not at all. Apostle Suleiman does not even know where I live.” Stephanie Otobo and Apostle Joshua Suleiman He, however, informed newsmen that he has since called Apostle Suleiman to distance himself from his daughter’s misconduct. Reverend Otobo, who disclosed that his daughter was equally at loggerhead with him at the moment for scolding her two months ago over nude pictures he saw on her whatsapp platform, and that he was not surprised of his daughter’s current character given that she grew up with her mother in Sapele, Delta State, after he divorced her. South-east is the most secure geo-political zone - UN

- The 2016 National Human Development Report was presented by the United Nations Development Programme (UNDP) in Nigeria's capital, Abuja

- The report under the theme "Human Security and Human Development" names the most and the least peaceful zones of Nigeria

- Senator Udoma Udo Udoma says the federal government "is not surprised at the findings of the studies reported in the document"

A recent report by the UN highlights the link between human security and human development with a proposition that there can be no human development without human security and that, perhaps, insecurity in the country, as in many parts of the region, is a mirror image of the persistent development deficit.

The document titled "Human Security and Human Development" makes a compelling case that unchecked poverty; persistent hunger; uncontrolled diseases; lack of access to basic services; disregard for human rights; sub-optimal response to natural and man-made disasters; unregulated natural resources exploitation and use – among others, pose serious threats to human development today. The report further highlights the existing gap in human security across the geo-political zones of the country It also ranked Nigeria's regions in terms of safety and security.


The most human security secure geo-political zone is the south-east, while the north-west and the north-east geo-political zones are considered as the least human security secured, with residents of the Federal Capital Territory being the worst in most realms of the Human Security Index.

In his speech Senator Udoma Udo Udoma commended the UNDP for the effort in putting together detailed findings of the human development indices for Nigeria. He noted that the report adopted a broader and more holistic view of the issue of human security and its linkage to human development.

"From the report, it is clear that human security in Nigeria is mainly constrained by threats of economic access, high unemployment rates, and low perception of job security. Thus, individual choice of sufficient and predictable income ought to be guaranteed," the senator stated.

He further noted that the findings contained in the report “lay a strong foundation for not only addressing poverty, reducing unemployment and inequalities, but also rebuilding communities and regions that have been adversely affected by insecurity”.


"The Nigerian government and, indeed, the current administration is not surprised at the findings of the studies reported in this document.

“We are very much optimistic that effective implementation of our change agenda will make more resources available to address areas of critical needs to improve human security and human development indices,” Senator Udoma Udo Udoma stated.

Not only does the report conclude that the status of human development in Nigeria has not shown remarkable improvement in spite of the changes in the social and economic conditions in recent years, it further states that economic growth in Nigeria has not been associated with poverty reduction and unemployment has not declined. A situation that has consequently slowed down the rate of improvement in human development as evidenced by marginal improvement in Human Development Index (HDI) between 2012 and 2013.

Among the recommendations made by the report include addressing social security through the establishment and support to institutions and initiatives that help individuals with low levels of human security; including the access of the lowest-income groups to food and of low-income groups to various forms of social security.


“Insecurity remains an ever-present threat to peace and development of the country … and, without a doubt, poses great danger and exacerbates an already fragile economic development landscape as the country grapples with the reality of shifting from over-reliance on oil and gas sector to other sectors,” Fatma Samoura, the UNDP Nigeria resident representative, said during thr presentation.

“We consider the report a timely intervention that should stimulate the robust application of human security framework in the human development approach at national, state and local levels,” she concluded.

The north-east region of Nigeria the country has been the most affected by the more than six-year-long military insurgency. It also remains among the least developed parts of the country.

Despite a robust economic growth of about 7% between 2010 and 2014, a large proportion of Nigerians still live in poverty and are exposed to various vulnerabilities. An estimated 61.3% of Nigerians are classified as poor with 48.8% of them classified as multi-dimensionally poor.

Gunmen suspected to be armed robbers attacked some residents of a community in Apo district of Abuja.
One of the residents, Ebere Emeka, said the attack occurred within Pigba Sama area of Apo.
Ebere said the police arrived the area to repel the attack.
Another resident, who gave his name as Chimezie, also confirmed several gun shots within the area.
