Nigerian soldiers of the 21 Brigade of the Nigerian Army deployed to rout Boko Haram from the dreaded Sambisa Forest in Borno State early Friday went on the rampage by turning against their officers and firing gunshots in all directions. People familiar with the matter said the troops complained of mistreatment and then began to shoot indiscriminately, threatening to kill any officer who stands on their way. “The brigade is based in Bama but is currently deployed at Bula Bello in Sambisa for Operation Rescue Final,” a military insider told PREMIUM TIMES. “But suddenly soldiers started mutinying at 6AM today, firing in all directions and threatening to pull out of the operation. “As some of them fire gunshots, some started preparing vehicles to move out of location. They also warned officers to steer clear or they would be shot dead. “They are saying their commanders have been treating them badly and telling them lies. As I speak to you, the firing is still going on, and there is confusion everywhere.” The commander of the Brigade, Col AG Laka, could not immediately be reached to comment for this story. The Nigerian Army is yet to issue a statement on the incident. Contacted, the spokesperson for the Army, Sani Usman, a brigadier general, declined comment on the development. There have been repeated cases of mutiny by Nigerian soldiers since the war against Boko Haram began, and the Army has tried over 100 soldiers for the offence. The Managing Director, Nigeria Railway Corporation, Mr. Fidet Okhiria, on Tuesday told the Senate Committee on Land Transport that the corporation had yet to receive over N330m earmarked for its capital projects in the 2016 budget. Okhiria said that the NRC was facing serious challenges that include lack of finance, obsolete machineries and workshop equipment. He said, “Critical infrastructure has to be put in place to avoid falling back to the dark days of the corporation that brought about stoppage of train services through zero budgeting for the corporation. “I want to appeal to the distinguished Senators and members of the House of Representatives to come to our assistance as the railway is critical to economic development. “It has the capacity to bring down cost of production if sustained. “We believe you have the capacity to ensure not only robust yearly allocation, but also prompt budgetary releases to accomplish set goals.” He said that if the NRC was well-funded, it would support the country’s economic development, and ensure safe, efficient and cost effective transport services. The Nigerian senate has commenced a probe into $6.9bn unremitted funds by the Nigerian National Petroleum Corporation (NNPC) and the Nigerian Petroleum Development Company (NPDC). Senate says Buhari, Kachikwu and Emefiele will be probed over NNPC's missing $6.9bn The senate ruled that it was improper for funds not to be remitted by individuals and agencies at a time when Nigeria needed the funds the most. The senate committee on oil and gas has been charged with investigating how the Petroleum ministry under President Muhammadu Buhari and Ibe Kachikwu could have let such happen. Also to be probed are NNPC GMD Karu and CBN governor Godwin Emefiele. READ ALSO: Senate moves to cut down president's control of the police The motion was moved by Senator Dino Melaye of Kogi and was seconded by Senate majority leader Ali Ndume who noted that Melaye was on the right track. Senator Melaye had in a point of order raised the motion on the misappropriation of funds by the NNPC and NDPC alleging that $3.48b and $3.442 were not remitted into the government’s coffers from both corporations. "As youthful as Sen. Melaye is, he will not let out those figures if he has not done his necessary research," Senator Ndume said in support of the motion. Ndume thanked Melaye for the Motion and urged President Buhari to take this motion with all seriousness. "Nigeria is at the verge of borrowing, these funds should be refunded to the consolidated revenue account to tackle recession," Sen. J. Barau said. "These are non-remitted billions of dollars at a time when we are seeking loans from IMF, World Bank, and the Bond Market," Senator Solomon Adeola submitted. "Nigeria is faced with a lot of crisis, 70% Revenue generated from the oil sector is being withheld by an Agency of Government," Sen. Binta Garba said and urged the Senate to probe the allegations. "We must put an end to these acts of sabotaging the efforts of the Anti-Corruption Agency," Saraki said. The committee on oil and gas has now been charged to thoroughly investigate the matter and return back to the House with its report on January 9, 2017. Former Vice-President Atiku Abubakar has said states opposed to the sale and consumption of alcohol have no business should not benefit from tax paid on alcohol. He also said the country does not need more states because existing states are too weak and unviable to be federating units. Atiku spoke at the public presentation of a book, “Nigerian Federalism: Continuing Quest for Stability and Nation-Building”, produced by the African Policy Research Institute. The former Vice President, who is a chieftain of the All Progressives Congress (APC), also said: “We must acknowledge that in federal systems that work, federating units cede certain powers to the centre. In our strange federal contraption, it is the centre that is creating federating units, giving them money and monopolising most power and resources. Thus our state governments are no longer performing as federating units. Rather they currently seem like dependent provinces of the central government in Abuja. “Think about this: sales taxes ought to be collected and used by states and local governments. Of course there is nothing inherently wrong in a federal sales tax but states must agree with the federal government what items should be taxed, at what rate and how the proceeds are to be shared. They ought to be uniform. “If a state is opposed to cattle tax or bicycle tax or alcohol tax, or pollution tax, for instance, it should not expect to share in the tax proceeds from those items. That is called fairness. “In fact, states should be the ones collecting those taxes on behalf of the federal government and get compensated for their work, through an agreed sharing formula, rather than duplicating the cost of collection. Federal intrusion makes it more difficult for a state to collect taxes from items that may be peculiar to it, thereby narrowing the tax base. And it makes enforcement even more difficult.“ On local government autonomy, Atiku said: “Even our state governments are nearly dependent on the Federal Government, meaning they do not even have the autonomy that we are trying to give to the local government that are below them. “In our strange federal contraption, it is the centre that is creating federating units, giving them money and monopolising most power and resources. Thus, our state governments are no longer performing as federating units. Rather, they currently seem like dependent provinces of the central government in Abuja. “We are all witnesses to the agitations and complaints by different sections of the country at different times about being marginalized or shortchanged in fiscal allocation and the distribution of such other public resources such political positions, jobs, school admissions, provision of infrastructure, and even social honour. “In response many Nigerians have been calling for some form of restructuring of our federal system, while some small fringe groups insist on their part of the country separating from the federation all together. “What I find odd and somewhat unhelpful is the argument of those who say that we cannot renegotiate our union and who proceed from there to equate every demand for restructuring with attempts to break up the country. “I believe that every form of human relationships is negotiable. Every political relationship is open for negotiations, without pre-set outcomes. “As a democrat and businessman, I do not fear negotiations. That is what reasonable human beings do.
