They want to join both. Putin's invasion of Ukraine has opened the eyes of these other countries to prepare themselves. Finland and Sweden are already talking about joining NATO

That's the simple truth. Once Putin is done with Ukraine, he'll go afta Georgia and other countries jus the same way Germany did that led to WWII. Ukrainians protested against the "Putin Puppet" and he subsequently fled the country. The region of Crimea protested and subsequently conducted a referendum to be independent. Russia sent in forces and annexed the region while some top Ukrainian military personnel defected and joined Russia including their Navy Chief... Google is ur friend. History has shown through the failure of Napoleon and Hitler that it is one thing to keep invading more countries in Europe but it is a completely different thing to maintain control over said territories. If you have studied war you would know that the farther you leave your base on land, the more difficult it is for effective logistics. Hitler thought he could break this law and it ended in almost 800k dead German soldiers despite the fact that his invasion force was the greatest in world history.

Ukraine should have known that violating agreements brings serious repercussions. They signed an agreement with Russia after WW11 never to join NATO,and bring it near Russia's borders.
