The Northern Nigeria Sharia states adopted unconstitutional Islamic sharia criminal laws between 1999-2001. That led to the emergence of Boko Haram.
In 2001, Muhammadu Buhari boasted before a huge crowd of Muslims that he would not stop the struggle until Islamic sharia criminal laws are used all over Nigeria.

But mainly Muslim military dictators from Northern Nigeria who supervised Nigeria's Constitution refused to include sharia criminal justice system in the Constitution unarguably, because they knew the chaos its inclusion could cause in a society of plural religious faiths.

In 2020, the Chief Justice of Nigeria appointed by president Buhari tasked the National Assembly to include sharia criminal laws in the 1999 Constitution of Nigeria.

Nigeria's armed forces armed with dane guns could have extinguished Boko Haram, if not for the sabotage of the armed forces by people in high places in Nigeria who are sympathetic to the cause of Boko Haram for a Nigeria to be governed with Islamic Sharia criminal laws.
Who is being fooled with this tall order by President Buhari? Southern politicians who sit glued to one Nigeria with the sharia states of Northern Nigeria.
