Oga, people do that on a daily basis. Eg years back during fashola time. All the vehicles parked in front of a complex had their number plates removed and taken to Alausa. Folks that went that day said they appeared in front of a magistrate. I called my lawyer, but he was far off. I then called a lawyer paddy, also a staff of MOJ in the state. He followed me. Adviced to just plead guilty (note say no be me even park the truck and it was even in front of our premises), he will then give a fine to pay. So I and others pleaded guilty, he gave a 10k fine to go pay to alpha beta account. We paid and got our number plates back.
The alternative (which I wanted initially) was to dispute and plead not guilty. This would have had me go for trial, pay lawyers, bring my evidence, waste time. Meanwhile, the likelyhood is that you face a harsher sentence for wasting the time of the court.
My lawyer then came later protesting against me pleading guilty, that I do not know the implication. That it means one has a record of conviction, that I should have fought it out. Huh... Na so I de look am, me have record? You say wat?

When a person is charged to court. The persons plea is taken. 2 ways he has a right to.
1.Guilty
2. Not guilty.
When he chooses guilty, it means he has accepted guilt and so the judge will forgo trial and then sentence the person. This happend in Bobriskys case.
In the case of him pleading no guilty, it means he will go for trial in which the prosecution puts forward all those evidence you spoke about, eg videos, pictures etc, his defence will defend him. At the end of the trial, the judge then passes sentence, if guilty, he is sentenced, with or without option of fine.
So for now, he was granted bail as it is a bailable offense. His trial will commence. It is the judgement after trial that will determine if he is free or not.
So op, it has not reached that stage.

Bob pleaded guilty seeing the evidence was overwhelming, he asked for leniency. His case was given judgement instantly, unfortunately without option of fine. If he had pleaded not guilty, the alledged offense is bailable by law, so he would have been granted bail pending his trial.
The current fellow pleaded not guilty and chose to go for trial. He was granted bail, as the offense is bailable. It is left for his legal team to defend the charges against him.
