A client of mine went to the Embassy today for his interview and got his visa. Funny thing was that after he left the embassy, he was called and asked to come back today or monday, the caller left the purpose unspecified. Now he's bothering and fretting because he could not make it back on time today and has to wait till monday. My question is can a visa application once approved be cancelled or withheld? I know a person can be called back to pick the visa up but can there be any other reason? Your responses would be really appreciated.

Only a few days after three former United States (U.S.) Ambassadors to Nigeria expressed the view that Nigeria's global significance is declining, the American Secretary of State, Hillary Rodham Clinton, has listed the Federal Government of Nigeria among governments that are "able but unwilling to make the changes their citizens deserve," and such governments, she promised, will come under vigorous U.S. pressure.

Mrs. Clinton spoke at the Georgetown University in Washington DC where she presented an overview of the Obama Administration's agenda on human rights and democracy around the world. The U.S. government regularly focuses on human rights, good governance and democracy issues, including yearly human rights reports as mandated by the U.S. Congress, but the Secretary of State spoke in commemoration of this week's observance as Human Rights Week.

A U.S. government bulletin containing Clinton's speech delivered on Monday was later made available electronically on Tuesday by the State Department to The Guardian in the U.S.

According to Clinton, human development must also be part of our human rights agenda.

"Because basic levels of well-being - food, shelter, health, and education - and of public common goods like environmental sustainability, protection against pandemic diseases, provisions for refugees - are necessary for people to exercise their rights, and because human development and democracy are mutually reinforcing. Democratic governments are not likely to survive long if their citizens do not have the basic necessities of life."

But she observed that "in some cases, governments are willing but unable without support to establish strong institutions and protections for citizens - for example, the nascent democracies in Africa. And we can extend our hand as a partner to help them try to achieve authority and build the progress they desire."

However, in other cases, she continued; "like Cuba or Nigeria governments are able but unwilling to make the changes their citizens deserve. There, we must vigorously press leaders to end repression, while supporting those within societies who are working for change."

Categorising Nigeria among nations unwilling to make changes to benefit its citizens is believed to be another signal from the U.S. government of its discontent with the current direction of the Nigerian Federal Government and expresses America's perception of the country's current state of affairs.

Observers also say it is a pointer to the direction of future US-Nigeria relations based on the Secretary of State's declaration that the Barack Obama administration will press leaders of such countries like Nigeria to end repression and focusing more on providing strategic support for civil society groups in Nigeria.

A third category she highlighted are "cases where governments are both unwilling and unable - places like the eastern Congo - we have to support those courageous individuals and organisations who try to protect people and who battle against the odds to plant seeds for a more hopeful future."

Referring to President Obama's acceptance speech for the Nobel Peace Prize last week, Clinton restated that "while war is never welcome or good, it will sometimes be right and necessary, because, in his words, 'only a just peace based upon the inherent rights and dignity of every individual can be truly lasting.'

She said President Obama's speech also reminded the world of the basic American values, as enshrined "in our Declaration of Independence," adding that these include "the rights to life, liberty, and the pursuit of happiness - are not only the source of our strength and endurance; they are the birthright of every woman, man, and child on earth."

The U.S. Secretary of State added that the same set of values are also "the promise of the Universal Declaration of Human Rights, the prerequisite for building a world in which every person has the opportunity to live up to his or her God-given potential, and the power behind every movement for freedom, every campaign for democracy, every effort to foster development, and every struggle against oppression."

She declared that American government's human rights agenda for the 21st century is "to make human rights a human reality, and the first step is to see human rights in a broad context. Of course, people must be free from the oppression of tyranny, from torture, from discrimination, from the fear of leaders who will imprison or 'disappear' them. But they also must be free from the oppression of want - want of food, want of health, want of education, and want of equality in law and in fact."

According to Clinton: "I don't need to tell you that the challenges we face are diverse and complicated. And there is not one approach or formula, doctrine or theory that can be easily applied to every situation."

Guys im interested in applying for a school in yankee but most of them are requesting toefl or gre, is there any school that accept just waec ?
I am 22 yrs and im going for undergraduate? any problem with my age ? even though i have a A level certificate which too 2yrs from me, is that an excuse ?

Guys please help me with school that do not require toefl shits except waec, cos i've never don it.

As regards the school,choose www.CSUN.edu or my school www.NAU.edu or wichita state university.All these don't need ur toefl scores cos as a Nigerian,u hv been exempted due to d fact that Nigeria is an english speaking nation.

The federal high court judge in Asaba today discharged and acquitted former governor of Delta State, James Ibori, of all the 170-count charge of corruption proffered against him by the Economic and Financial Crimes Commission (EFCC). Saharareporters had reported that Justice Marcel Awokulehin, personally approved for appointment to lead the newly created federal high court in Asaba by Ibori had struck a deal with the ex-governor and two-time ex-convict to quash the charges for a princely sum of $5 million.
Signs that the judge was going to deliver his highly compromised judgement showed early when heavy security was noticed at the venue, our source said the director general of the state security services, personally coordinated security from Abuja.
At today bizarre ruling, the judge arrived at 8:41 AM, but Ibori until 8:58 AM. Our reporter described Ibori’s arrival to the venue with the air of “absolute confidence” in uncommon swagger.

The head of Nigeria's anti-corruption agency, Farida Waziri , recently voiced her frustration with the slow progress her agency is making in its quest to reduce fraud and corruption in the country. Waziri opined that Chinese-style capital punishment for corruption convicts,

"is the only thing that will save the country, truly. Because corruption is much and the people are not concerned. If someone steals public funds, they will honour him without condemning the person. With this, our country will continue to be backward."[sic]

The real question is, would the death penalty be an apt deterrent to those considering ro already participating in corruption?
Nigerians are known to be very happy people who love life. There is even a common joke that Nigerians like life too much to die or do anything to quicken death's door. However, that mentality has not stopped Nigerians from committing crimes that have the death penalty as the final repercussion. Consequently, there is little reason to believe that the death penaly will be a true deterrent to those who practice corruption.
The same Waziri who would want the death penalty for the corrupt, once argued that the legal system delayed the ability of her agency to bring more individuals to justice. So, would it be this same legal system that Waziri believes will issue death penalties for the many individuals her organization is yet to charge or even take to court? Particularly the big fish who wantonly steal from the people to finance their expensive lifestyles. The very issues Waziri allegedly faces in trying the corrupt, particularly those with the money to hire very efficient counsel, will be present whether or not the death penalty is the punishment of choice for corruption convictions. As such, the death penalty will not deter the powerful, many of whom reportedly hire young touts to carry out online scams, from engaging in fraudulent activties.

Unfortunately, the only thing a death penalty for corruption convictions will do is skew the number of poorer people who are arrested and judged as corrupt, thus increasing conviction rates, executions and statistics for Waziri to claim success. As is typically the case, the disadvantaged usually suffer the negatively overwhelming effects of such punishment schemes.

While it is understandable why Waziri or others might consider the Chinese execution-for-corruption style as enviable, it must not be forgotten that China's legal system, while swift does not provide much room for accused to actually get a fair day in court. The Chinese system is known to favor the objectives of the Communist party which uses individuals as examples to retain an image of control and stability not just for citizens but for foreign observers. If Nigeria is to be a democracy, it cannot aspire for Chinese-justice, no matter how delectable it might initially appear.

The EFCC would do better to work harder, and get more funding so as to hire better lawyers with more resources so as to successfully tackle the corrupt in court. Doing that will improve the agency's reputation and possibly create more goodwill and trust of its actions and intentions. Most importantly, whether or not the death penalty ever becomes the punishment for those convicted of corruption, the hard work needed to reduce corrupt practices in the country will still need to be done. No amount of executions will ever reduce that burden.
