The Federal Road Safety Commission has on 14 December, 2020 after due consideration of the report submitted by its Est. Committee in respect to the 2019 promotion, approved the promotion of 435 Officers to their next ranks, as the Corps Marshal, Dr Boboye Oyeyemi also approved the promotion of 769 Marshal Inspectors and 1676 Road Marshal Assistants to the next rank. According to the Corps Public Education Officer, Bisi Kazeem, out of the 435 Officers, 33 were promoted from the rank of Chief Route Commander to Assistant Route Commander, 15 moved from Superintendent Route Commander to Chief Route Commander while 73 Officers were promoted from the rank of Route Commander to Superintendent Route Commander. In addition, 214 Officers were elevated from the rank of Deputy Route Commander to Route Commander, and 100 Assistant Route Commanders advanced to Deputy Route Commander. In the same vein, a total of 2453 Marshals got the promotion comprising of 769 Marshal Inspectors and 1676 Road Marshal Assistants. The Board Chairman, Mallam Bukhari Bello expressed utmost satisfaction with the level of transparency that heralded the entire process and urged the promoted Officers to show more commitment and rededicate themselves to achieving the Corporate mission of the Corps, which is to eradicate road traffic crashes and create a safer motoring environment in the country. He stated that the promotion exercise is part of the Commission’s drive towards rewarding excellence, and hard work which is concomitant with the administrative philosophy of the present leadership of the Corps. Meanwhile, the Corps Marshal, Dr Boboye Oyeyemi, equally congratulated the newly elevated Officers and Marshals for their excellent performances during the exercise. While noting that every promotion comes with greater responsibilities, Oyeyemi charged them to put in their best in the course of their duties as their new ranks call for more focus and dedication. Oyeyemi admonished those who were not fortunate this promotion year to keep hope alive for the best as opportunities still abound for promotion in the future. Speaking further, the Corps Marshal promised to improve the general welfare of the personnel of the Corps to the satisfaction of all. Pursuant to the envisioned increase in vehicular movement across the country occasioned by the yuletide, the Corps Marshal, Federal Road Safety Corps (FRSC), Dr Boboye Oyeyemi has ordered the immediate deployment of logistics, personnel and Special Marshals nationwide to entrench safety on the roads, enforce compliance on established road traffic rules, COVID-19 precautionary measure for commuters, and secure free flow of traffic for the motoring public along all corridors and other roads. According to Bisi Kazeem, the Corps Public Education Officer, the Corps Marshal, also ordered strategic 24 hours Observatory at Commands along high volume of traffic/gridlock prone areas, establishment of 11 Traffic Control Camps, full mobilization of 23 Help Areas, full mobilization of 46 Emergency Ambulance (Zebra) Points, Full mobilization of Road Side (RTC) Clinics, and 24/7 broadcast on National Traffic Radio 107.1 FM. He revealed that the directive is targeted at achieving a near zero road traffic crash throughout the period. The 2020 Operation Zero tolerance commenced from Monday, Dec 12, 2020 spanning through to Monday, Jan 15, 2021 nation-wide. The operation which is programmed to run in shift as follows 0600hrs - 1400hrs, 1400HRS - 2000hrs, 2000hrs - 2200hrs, and Night Rescue teams on standby at all operational Commands is billed to cover the following critical corridors; Sokoto-Tambuwal-Jega-Birnin Kebbi corridor, Katsina-Kano-Wudil-Dutse-Azare-Potiskum corridor, Kaduna-Saminaka-Jos corridor, Abuja-Kaduna-Kano corridor, Okene-Ogori-Isua-Owo corridor, Makurdi-Otukpo-Obollo Afor-9th Mile corridor, Asaba-Abraka-Ughelli-Warri corridor, Ibadan-Ogere-Sagamu, Sagamu-Mowe-Lagos, amongst others. Explaining some of the reasons for year 2020’s holistic approach to safer roads, kazeem noted that the Corps has observed that a key characteristics of the period over the years is an upsurge in traffic volume, impatience by motorists who may not have adequately planned their journeys, or motorists managing mechanically deficient vehicles to and fro their travel destinations. According to him, the foregoing is known to be the major causes of chaos and indiscipline among all classes of road users, leading to crashes, fatalities, maiming of motorists and loss of property as well as traffic congestion/gridlocks. He stated that the operation will cover the three broad areas of Traffic control/decongestion, Public enlightenment, and Enforcement, stressing that the enforcement is aimed at checkmating Excessive speeding, Dangerous Driving/Overtaking, Lane indiscipline/Route violation, Road Obstructions, Use of Phone while Driving, Overloading Violation, Seatbelt/Child restraint Use Violations, Passengers’ Manifest Violations, Mechanically Deficient Vehicles, Latching and Twist-Locks Violation, Abuse of Spy number plates on private vehicles, and massive constitution of Mobile Courts across the Nation. While officers and Marshals will be mobilized with the necessary materials for Rescue Operations, the Corps’ operatives will be collaborating with Military units, the Nigeria Police Force (NPF), Nigeria Security and Civil Defence Corps (NSCDC), Directorate of State Services (DSS) NGO Ambulance Service Providers, National Network on Emergency Road Services (NNERS) and the Federal Roads Maintenance Agency (FERMA). The Corps Marshal also stated that the operatives will be charged with the responsibility of identifying alternative routes to assist motorists during gridlocks, and give notification of traffic distressed areas for intervention. Following the Federal Government’s directives on the harmonisation of citizens’ data by relevant agencies, the Federal Road Safety Corps (FRSC) had in compliance with the directives earlier put members of the public on notice. In terms of safety, tires are an integral component of a vehicle. The only contact a car has with the road is the tire so tread patterns play a critical role in how well the tire performs in different road conditions. Tires are made from specially formulated rubber compounds and the tread is engineered to provide specific safety features. Tire tread is an important development in tire evolution. The tire tread is the part of the tire that actually meets the road. The elements of tire tread include tread blocks or tread lugs, tread grooves, tread voids, wear bar, and any extra features such as a rain groove and siping. Tire tread spans the entire surface of the tire from shoulder to shoulder where the tread approaches the sidewall. The areas between the tread blocks are referred to as the tread voids or tread grooves. Tread voids provide the tire with traction by enabling the tread blocks to move and flex as the tires to grip the road. They also allow the water to escape when roadways are wet. Some personnel of the Federal Road Safety Corps traveling from Sokoto & Kebbi State Commands of for a training programme at FRSC Academy, Udi, were reportedly attacked by Bandits/Kidnappers at Udege junction, along Mararaban-Udege between Adoka, Nasarawa state today Monday 14th September, 2020 at about 8am. The Officers totalling 26 in number were travelling in two buses. According to the FRSC Corps Public Education Officer, Assistant Corps Marshal Bisi Kazeem, one of the Officers in the vehicle conveying the staff of the Corps reportedly died during the attack while another officer died in the hospital and four others were injured, 8 escaped unhurt, ten unaccounted for as they were allegedly kidnapped by the assailants. The Corps Public Education Officer noted that the Corps Marshal, Dr. Boboye Oyeyemi, has immediately reported the incident to relevant authorities for prompt rescue of the kidnapped staff while investigations to ensure that the assailants are brought to book is ongoing. Kazeem noted that the Corps Marshal has called on all staff of the Corps not to be deterred by this unfortunate incident. The Board, Federal Road Safety Commission has granted approval for the award of various degrees of punishment to 28 officers of the Corps in accordance with the provisions of the FRSC Regulation on Discipline. The officers had been found culpable for desertion, forgery, number plate racketeering, bribery, scandalous behaviour, drivers license racketeering, patrol misconduct, among others. According to Bisi Kazeem, the Corps Public Education Officer, the approval which reaffirms the Corps’ resolve to align with the anti corruption policy of the President Muhammadu Buhari led administration was granted during the meeting of the Board on Friday, 4th September, 2020. According to him, the sanctions consist of 8 Dismissals, 10 Termination of Appointments, 5 Reduction in Ranks and 5 Loss of Seniority. While reemphasizing the need for personnel to desist from any act of indiscipline, the Board Chairman, Barrister Bukhari Bello revealed that the disciplinary actions are to serve as deterrent to others who may form the habit of contravening established regulations and tarnishing the good image of the Corps. In the same vein, the Corps Marshal, Dr Boboye Oyeyemi re-stated that his administration will continue to operate on the tripod of Consultation, Reward and Punishment as he called on staff to internalize the ideals of the founding fathers whose drive and commitment were geared towards saving lives. As the Federal Road Safety Corps begins its nationwide end of the year campaigns with the theme; ‘Drive Safe and Stay Safe’, the Corps Marshal, Dr Boboye Oyeyemi has called on the motoring public to make the year 2020 ’ember’ months unique and crash free by adhering strictly to road traffic regulations. He stated among others, that road traffic crashes are avoidable and road crash free society is possible when best road practices are applied. According to Bisi Kazeem, the Corps Public Education Officer, the Corps Marshal strongly cautioned motorists to note that the end of the year is not naturally tragic & are not in anyway different from other months of the year, only that there seem to be an increase in vehicular movement witnessed during the season. Debunking the myth that the last 4 months of the year commonly referred to as ’ember months’ are hazardous, CM said that it is very possible to drive without a crash as long as motorists obey & adhere strictly to traffic laws & ensure constant maintenance of their vehicles The Corps Public Education Officer also said that in order to guide commuters on the path of safety and minimise the tendencies of crashes and gridlocks, the Corps Marshal issued out some salient travelling and safety advisories to travellers. According to him, “With the rapid infrastructural development going on in the rail transportation sector under the present administration of President Muhammadu Buhari, commuters are advised to maximise that alternative means of transportation by patronising the train stations where available, as this will drastically reduce the pressure on the road transportation sector” He stated that the traveling public must start thinking about transport sharing as early as possible, to reduce pressure on the road as this will further reduce incidences of road traffic crashes. Family and friends are further admonished to plan and travel in phases, so as to avoid cluster of traffic during the ember months. While speaking on the need to imbibe caution when choosing the vehicles to board especially for long distance trips, Oyeyemi admonished them to patronise safe & secure mass transit companies that have been duly certified to operate. This is to make room for redundancy plans in the event of breakdown He said that night trips are not as safe as day trips & travellers must try as much as possible to plan their trips within the hours of the day because of visibility & fatigue factors on the side of the driver. Oyeyemi also warned that all travelling protocols for COVID-19 must be strictly adhered to. Noting that the enforcement on 50% carrying capacity for all vehicles targeted at creating adequate physical distancing is still in place, and the Corps will not spare any fleet operator caught violating this directives. He maintained that fleet operators must religiously follow all safety precautions, observe preventive measures against the dreaded virus, and comply with every bit of travelling directives already in place. “Terminals & parks are expected to double up their efforts in providing adequate running water with soap and sanitisers.
