THE Federal Government may not accede to any request for workers' pay rise soon, going by the current disposition of the Budget Office. The position may affect the current doctors' request for better pay, which has culminated into their current strike. Indeed, the Director- General of the Budget Office, Bright Okogu, warned that the country could pay dearly if it continues to accede to the demands of a pay raise by workers. Speaking at a stakeholders meeting organised by members of the House Committee on Health on Monday at the National Assembly complex, he urged caution in acceding to the pay rise demands by doctors under the aegis of the Nigerian Medical Association (NMA). He disclosed that the wages of workers under the payroll of the Federal Government have hit N1.8 trillion out of the N4.6 trillion budgeted for the nation in 2014. Okogu, who was put under pressure by the Ndudi Elumelu led House Committee on Health which is exploring means to resolve the face-off between doctors and government amicably, remarked that the situation was further compounded when the deficit financing aspect of the budget are deducted. He contended that monies expended on wages have eaten deeply into the public investment aspect of the budget that not much is left to fix the nation's comatose infrastructure under the present circumstance. He put the figure of those who have the privilege to be on the government payroll at 1.2 million workers, adding that the paltry figure was clearly disproportionate to the estimated 170 million population of Nigerians in dire need of basic amenities on daily basis. At the occasion attended top government functionaries like the Minister of State for Health, Dr Khaliru Alhassan, and the Executive Secretary of the Salaries and Wages Commission, Chike Ogbechie, the budget chief stated that if nothing is done to curtail the increasing wage bill of the nation, ongoing quest by the government to offer employment opportunities in the public sector for thousands of unemployed graduates from the nation's tertiary institutions could be compromised. He recalled that as at 2009 when the government agreed to raise the wages of members of the Academic Staff Union of Universities (ASUU), the nation's wage bill almost doubled as it shot up from N857 billion to N1.8 trillion. Saying there was the need for caution in acceding to the demands of a pay rise of the striking doctors, he maintained that competitive wage demands would not be in the best interest of the country. The budget chief further stated that there are feelers that other stakeholders in the health sector like nurses, midwives pharmacists, and laboratory technologists are already warming up to embark on a nationwide strike the moment government accedes to pay striking doctors their outstanding allowances put at about N13 billion and then sustain their new pay package. Noting that there was the need for a public and private sector partnership in the management of the affairs of the health sector, he said it behooves on players to explore a sectoral approach in redressing the problems inherent in the sector. Efforts by the House of Representatives to resolve the ongoing strike by medical doctors in the country failed again on Monday, as members of the Nigerian Medical Association stuck to their demands. The House of Representatives Committee on Health, led by Mr. Ndudi Elumelu, had held a meeting for over five hours with the NMA leadership in Abuja, in a bid to call off the strike. The meeting was also attended by the Minister of Health, Dr. Onyebuchi Chukwu; the Minister of Labour and Productivity, Emeka Worgu; the Director-General, Budget Office of the Federation, Dr. Bright Okogu; and top officials of the National Salaries and Wages Commission. A key issue of discord was the N6.7bn arrears of benefits owed the doctors, calculated in the first instance from January to June, 2014. However, the total amount, reflecting the new rates of the benefits for the entire year, was put at N13bn. The committee, after a lengthy discussion, was able to extract a commitment from the DG Budget to pay two months of the arrears to the doctors by the end of August. Okogu had told the committee that the budget office could only source the two months and nothing more because the financial demands of the doctors were not captured in the 2014 budget. He assured the meeting that the balance of the other months would be provided in the 2015 budget for appropriation by the National Assembly. At this point, Elumelu, Worgu and Okogu all pleaded with the NMA to suspend the strike. But the NMA, represented by its First Vice-President, Dr. Titus Ibekwe, rejected the mode of implementation of the payment. He stated that if the association accepted the two months, the “new rates must also apply in subsequent months” or there was no agreement. Elumelu and other committee members tried without success to convince the NMA leadership to understand that there was no way the new rate would apply when there was no provision for the money in the budget. He pleaded, “We are the parliament, we assure you that this money will be put in the 2014 budget. Accept the two months and call off this strike to save lives. If they fail to put the balance in the budget, we will send the budget back to them. We are saying this on our honour; get your members to call off this strike.” Ibekwe and his team went out for a five-minute meeting to consider the position of the committee, only to return with their earlier stance. Ibekwe said much as the NMA appreciated the concern of the House to resolve the crisis, the doctors would not accept the mode of implementation of the payment. “Our members said we have even granted concessions far beyond our mandate. “So, our position remains, we accept the two months arrears offered and there must be continuity in reflecting the new rates in subsequent months. In the United states of America (a country where the NMA is copying some of their medical development from) where they have the office of the surgeon General, the incumbent Rear Admiral (RADM) Boris D. Lushniak (who is in the acting position). He is a medical doctor who has who has excelled very well in his career. However, the current Deputy Surgeon general of the United States Rear Admiral (RADM) Scott F. Giberson is a Pharmacist. And not just a Pharmacist, but a Clinical Pharmacist, Chief Pharmacist, Senior public Health Advisor, Senior medical program officer, Division Director and principal consultant. In a similar medical sector in the same United states of America, Patricia D. Horoho is a United States Army lieutenant general and the 43rd U.S. Army Surgeon General and Commanding General of the U.S. Army Medical Command. She is the first female and first Nurse Corps Officer to hold those appointments. Now this is a picture of a society that has progress at the back of their minds. A society that is not myopic. A society that considers competence, skill, excellence and professional relevance over professional segregation, nepotism and professional pride. A society that gives one "The Job" as long as one is skilled, qualified and competent regardless of the part of a system one emerges from. What Nigerian Doctors want it to be: Nigerian doctors spear headed by the Nigerian Medical Association (NMA) wants the office of the Surgeon General of the Federation created and they want it to be the exclusive birth right of medical doctors whether competent or not. In fact, they want the office to remain "sacrosanct and untouchable" by other medical professionals. In addition to that they want every administrative position of responsibility in the medical sector to be headed by only medical doctors; like other medical professionals do not have the requisite skills, competence and guts to head such positions of responsibilities. My unanswered Questions: 1. What is the crown of glory on the head of Nigerian Medical doctors? 2. When would Nigerian Medical doctors learn to respect other medical professionals especially the very senior, highly trained and educationally nurtured medical professionals? 3. Is the NMA now a trade union? Aren't they meant to be a professional body? Isn't their activity illegal and criminal? 4. Does the fact that a medical professional other than a medical doctor heads an administrative position of responsibility, stop medical doctors from carrying out their jobs as doctors? 5. Do other medical professionals not have the ability to understand the patients or are they not also trained to function in the system for the betterment of the patient? The medical sector is a system and every part of this system needs to be recognised as relevant for it to function effectively. After all, the medical colleges of all Nigerian Universities is a faculty with different departments of which medicine (MBBS) is just one; I wonder why it alone is not a faculty. Picture what will happen if all medical laboratories both public and private lock up for just one week or when Nurses and Physiotherapists both public and private sit at home for just 3 days. Again, what will happen when all Pharmacies both public and private lock up for just 3 days. Wont there relevance finally be known? Every member of the medical profession is as important as the other. This professional discrimination has divided and killed the system. A trader on Tuesday prayed an Orile-Agege Customary Court in Lagos to dissolve her 27-year-old marriage to a pastor over the man’s alleged plan to use her for ritual purposes. Fifty-two-year-old Roseline Seseboh submitted that she had packed out of her matrimonial home because of the alleged plan. She said her husband, Oluwalomo was desperate to be wealthy and would not mind to sacrifice any of his family members. “My stomach became swollen as if I was pregnant with twins. I carried this shame for months until I consulted some elders. It was then I was told that my husband wanted to use me for a ritual and that he would carry out this plan through sexual intercourse with me,” she said. Roseline submitted that she left her matrimonial home at midnight when Oluwalomo attempted to force her to have sexual intercourse with him in an attempt to carry out the plan. “My husband is evil; he can use our children for rituals if he cannot get me. He is desperate to make money. I want the custody of my children,” Roseline, mother of seven and resident of 1, Anjorin Street, Iju-Ishaga, Lagos, said. Oluwalomo denied the allegations but consented to the dissolution of the union. “Roseline is blackmailing me because she found another man’s arm to fall on. She is adulterous and wicked. My wife was punished in our church when she was caught on another man’s bed,” the resident of 29, Isale Oro Street, Iju-Ishaga, Lagos, submitted. Abuja – The Federal Executive Council on Wednesday endorsed the cancellation of promotion examinations as basis for career progression in the civil service. Minister of Information, Labaran Maku, disclosed this after this week’s Council meeting presided over by President Goodluck Jonathan. Maku said that from 2013, career progression in the civil service would be based on performance measurement and the results of work done as measured to the satisfaction of members of the public. He said the Council’s decision was based on a report submitted to it by the Federal Civil Service Commission. The minister said the report was the outcome of the annual conference of federal and state service commissions held in June to discuss the development and the public service. “One key issue that was reported to the Council today was that the Federal Civil Service Commission, in partnership with States Civil Service Commissions have formally adopted a proposal to use the performance contract system which has just been introduced by the Federal Government as the basis for career promotions in the Federal Civil Service. “This indeed was reported to us and the Commission is proposing that from 2013 five MDAs (Ministries, Departments and Agencies) – namely those in the Ministries of Education, Agriculture, Health, Finance and Works will be adopted as pilot MDAs to introduce the new system of promotion based on performance measurement. “Previously, promotions in the service have always been through the regular civil service examinations that are written by civil servants. “In view of the new introduction of the performance contract systems which we have just introduced into all MDAs, the Federal Civil Service Commission is now considering the possibility of using performance measure which is the essence of this contract system as a basis for promotions.’’ Maku said that the beauty of the new system was that the promotion of career officers would be based on the result of the work they did. “We think it is a step in the right direction and we want to see how the federal and state civil service commissions will implement this. “In our opinion it is a revolutionary step which will change the way the public service will look at itself now and also it will improve standard, accountability, result delivery, particularly in terms of service delivery,’’ he said. The minister said the Council also approved the introduction of modern e-management system and automation of government offices to improve efficiency. He said from 2013, all MDAs would be networked to access and share relevant information. “Between now and end of the year, the system will be put in place and from early next year it is expected that it will be fully automated. “The advantages of the new system are quite enormous, but particularly it reduces time, paper work, cost, it fast tracks decisions and also in terms of recovery of document, it is better than the manual archives that takes so long to access “So we believe this is a step in the right direction and is being coordinated by the office of the Secretary to the Government of the Federation and the service provider in this instance is the Galaxy Backbone.’’ Maku said he also presented the report of the good governance tour of the FCT and Kwara State to the Council. Mark was reacting to comments made last week by Minister Labaran Maku that "National Assembly resolutions are merely advisory" while fielding questions on the national assembly's resolutions on the suspended planned introduction of new N5000 note by the central bank of Nigeria, CBN. While moderating senators debate on a motion which deliberated on the menace of flooding across the country, Mark described Maku's comment as a careless talk. His words: "He (Maku) didn't think properly. I think the information minister is a careless talker. It was a careless talk. I hope that the president cautions him and calls him to order. He shouldn't educate us; we should educate him. For any minister who talks that carelessly next time, we will take a resolution asking the President to sack him. For those who ask ministers to bow and go when they come here for screening, this should be a hard lesson." DESPITE criticisms by economists and financial experts over the planned introduction of a higher bill of N5000 note to the Nigerian economy next year, the spokesman of the Central Bank of Nigeria (CBN), Mr. Ugo Okarafor has said the apex bank would go ahead with the plan, stressing that it was aimed at preventing the current dollarization of the Nigerian economy. Okorafor who provided this new impetus to the on-going debate also maintained that the argument by some people that an introduction of a higher bill could possibly spur inflation defy every logic because no economic theory had proven that a higher currency bill could influence people’s spending habit. The apex bank Director made these declarations yesterday in Abuja at the commencement of a sensitisation campaign by the CBN with journalists on the planned currency restructure programme. He confirmed that no consultation was made to major stakeholders on the initiative before obtaining the Presidential blessings, but expressed confidence that a successful buy-in by Nigerians would be recorded before next year flowing from the sensitization exercise. But he debunked insinuations that the introduction of the new higher bill was counter to the Bank’s cashless programme, clarifying instead that the initiative was complimentary to the cashless programme as it would lead to a reduction of the cost of cash production and management. His words: “The argument that the N5000 bill should not be introduced because it would spur corruption does not hold here because those that are using our currency for corruption have already migrated to the Dollar because the Naira has lost its value. The Dollar has now become the store of value. That is why we are introducing a higher bill of value because we don’t want to dolarise our economy . We need to be in charge of the money that comes in and goes out. “ If we are not in charge we cannot effectively manage our monetary policy. He continued: “The fact that we are introducing the N5000 note does not mean we are scraping other currencies. There are still the lower units which everybody can use while the N5000 note will serve a set of individuals like traders and business people who need to move huge cash around. These people need the note and because they are part of society, we have a duty to serve them. “It is also a logical step towards the successful implementation of the cashless programme because Nigerians will now spend less printing cash.
