Over 125 Persons Reportedly Killed In Attack On Mangu LGA Of Plateau State

Representatives of communities where killings took place last Tuesday in Mangu Local Government Area of Plateau State, North-Central Nigeria say they have buried over 125 corpses from the simultaneous attacks carried out by suspected herders.

They also told journalists in Jos, the State capital that the situation is a clear indication that the police have demonstrated low capacity and political will to secure minority tribes in Nigeria as several people are still missing after the deadly attack.

The attack and killing of dozens of people in a number of communities which lastest for four days has continued to send shock waves across the entire state with the affected areas making demands for a special court that will address their grievances and deliver justice.

The group also lamented over the humanitarian crisis in the affected communities, describing it as overwhelming with a call on the government to take full responsibility for the education of children below 10 years who have lost their parents as a result of the deadly attack.

Meanwhile, the State Chairman of the Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN, Muhammad Nura has responded to insinuations that Fulani herders are responsible for the killings by saying they are equally victims of the violence engulfing the communities. He is calling on the authorities to find a lasting solution to the killings.

In what is best described as a major immigration crackdown on foreign students, the United Kingdom is set to announce new restrictions that will most likely stop Nigerian students, other nationalities studying in the UK from bringing their families over.

This crackdown, according to an exclusive report by The Sun UK, will be announced this week.

The new UK Immigration policy, will see all masters students and many other post grads banned from bringing family over.

However, the ban will not apply to PHD students, whose courses usually last between 3 and 5 years and are very highly skilled, the UK media House reported.

This follows the reports that net migration into the UK has skyrocketed to 1 million with Tory MPs asking the Prime Minister, Rishi Sunak, “to get a grip on the rocketing numbers.”

To get a hold of the climbing numbers, UK ministers are said to be expected to announce the immigration clampdown on Tuesday or Wednesday.

The Sun reports that “Rishi Sunak is expected to come out fighting on immigration – pointing out they are figures he inherited as they date back to the year ending December 2022 – two months after he became PM.

There has been an explosion in the number of people coming to Britain piggybacking on their relative’s student visa.

“Students brought 135,788 family members to Britain last year – nine times more than in 2019.

“Last year, 59,053 Nigerian students brought over 60,923 relatives.”

In yet another controversial move, Mu’azu Jaji Sambo, minister of transportation, has launched a last-ditch effort to cancel the procurement process for service boat monitoring contract in the nation’s four pilotage districts which was started since 2019.

The pilotage districts are those of Lagos, Warri, Bonny/ Port-Harcourt and Calabar.

TheCable had reported how the minister pressured the Bureau of Public Procurement (BPP), ministry of justice and the presidency to terminate a procurement process and give the contract to July Seventh Ventures Limited, a company linked to a former governor of Ogun state.

Sambo, in his response, blamed the report on some persons whom he said were “intimidated” by his achievements and denied any involvement in a contract mess.

The new service boat monitoring contract contracting process was kicked off by the Nigerian Ports Authority (NPA) following the expiration of the contract it entered with maritime giant, Intels, promoted by former Vice-President Atiku Abubakar.

Aside the expiration of the Intels’ tenured contract, the NPA management at the time cited the need to break the company’s monopoly in the sector and then opened up the process to interested bidders.

With the tenure of their contract about to lapse, Intels participated in the new procurement process but was disqualified after being judged to have flouted some criteria.

The process, however, became embroiled in administrative squabble between the NPA and former minister of transportation, Chibuike Amaechi, who also reportedly wanted the contract awarded to Intels despite the disqualification.

Intels went to court to challenge the disqualification.

Since then, the process remained frozen with the NPA management and transportation ministry sitting on the process despite selection of pre-qualified companies.

Moves to terminate the process were also opposed by both the pre-qualified companies and relevant government organs who pointed to the dangers of taking the extra-legal step.

Following the stalling, President Muhammadu Buhari in January 2022 directed that the initiated procurement should be concluded within 60 days.

The presidential directive was reaffirmed in another letter from the chief of staff to the president, Ibrahim Gambari, dated June 14, 2022.

But the minister began a fresh move to void the procurement process and re-award the contract to Intels’s despite its disqualification.

Though Sambo’s move is facing resistance from BPP and the office of the attorney-general, the minister is reportedly pushing hard for his position to scale through within the remaining five days of the administration.

REVERSAL OF THE CLOCK

On December 14, 2022, the transport minister wrote to Buhari seeking approval to direct the BPP to cancel the ongoing procurement process started the and initiate a new one.

He also sought to void the open competitive bidding process and re-award the contract to Intels without following any procurement process.

Sambo, in his submission to the president, highlighted some technical flaws with the procurement process in what insiders said was an attempt to discredit the process.

But in its response, the BPP opposed the minister’s move, saying there was no basis to warrant or legitimise the outright cancellation of the procurement process.

Mamman Ahmadu, BPP’s director-general, in a letter dated March 7, 2023, explained that the process Sambo was seeking to cancel “substantially complied with the provisions of Public Procurement Act, 2007”.

Re-echoing the position expressed in Buhari’s two previous directives, the BPP DG said “considering the importance of the procurement to the operations of the NPA coupled with the revenue loss that it is meant to address there is the compelling need for the procurement process to be concluded within the shortest possible time”.

But Sambo, on May 8, 2023, wrote to Buhari to make fresh arguments for the cancellation of the stalled process. In the new correspondence, the minister asked for permission to return the contract to Intels in place of the new companies being engaged.

Sambo quoted a voided presidential directive dated January 22, 2021, where his predecessor was accused of misleading the president to approve the re-award of the contract to Intels, a position which the president has since receded based on submissions by BPP and office of the attorney-general upholding the validity of the suspended procurement process.

In both his letters of January 7, 2022 and June 14, 2022, Buhari maintained that the existing procurement process should be concluded to avert further revenue waste, among others.

The BPP has also stuck to its guns asking the transport ministry to not void the advance-staged process, saying the ministry had not given enough justification to warrant the proposed cancellation.

Insiders who have been monitoring the developments say Sambo is pushing on with the agenda with support from two of Buhari’s in-laws to “hurriedl”y actualise the reversal of the process and to award the contract to INTELS barely eight days to the end of the administration.

This could also be viewed as an affront on the incoming administration of Bola Ahmed Tinubu that the Presidency is trying to empower a company where his biggest opponent owns a significant interest,” said one of the sources familiar with the intrigues.

Some key persons around the President-elect view some of these last-minute deals being pushed by officials of the outgoing administration as setting up of landmines for the incoming administration.

Good morning everyone. Mr Muritala was wheeled in the theater at exactly 8am yesterday, he had two surgeries. The tumor was so big that they couldn’t pass the pipe that’ll put him to sleep while the surgery was going on through his mouth so the ENT team had to open…

a lil part of his throat to put in a tracheotomy pipe.
After that the surgeons began working. May God bless all the team for working tirelessly. 5 hrs surgery took over 8hrs.
He ended up using 9 pints of blood instead of the 4 we got initially.
I’m just grateful that 8yrs of..

pain is no more. I couldn’t hold back my tears when I saw him after the surgery. The tumor weighed 1.4kg. I can’t imagine how he’s been carrying it for years..
I pray his recovery is swift. I can’t thank you all enough. May the good lord reward all your good deeds.

Update: To every beginning, there’s a end. Mr Muritala was discharged yesterday after he was examined by the consultants and his feeding tube removed.

Sam Altman was at an exclusive OpenAI event in Muson Centre, Lagos, Nigeria, on Friday, May 19, 2023. The event had several tech executives, investors, and founders in attendance.

It was a two-part event, with a Q&A session and a meet and greet with Altman.

One of the attendants, Sudhanshu Gaurav, Co-founder of Incash said, It was a great event. Looking forward to integrating AI into our startup and cannot wait to see how it makes a huge difference to the African Tech space in the next few years.”

According to a reliable source, Nigeria may be Altman’s only stop in Africa as he leaves for Europe on the same day of the event. Another source also revealed that the company is in search for developers in the country.

While company has not officially shared the reason for Altman’s visit, Olusola Ayoola of RAIN Technologies said, Altman is here to learn how OpenAI “can meet our needs in Nigeria.”

One of the most known stories about OpenAI in Africa has been its unfair compensation and layoff of Kenyan workers to perfect ChatGPT.

OpenAI could be looking to fix its PR in the continent for good.

However, it’s going to have its work cut out for it as another tech giant, Meta, has been battling lawsuits on the continent for several months.

Meta’s issues in Africa are also labour related as it was reported that workers were subjected to inhumane working conditions through one of Meta’s contractors —Sama.

OpenAI could also be visiting Africa to expand its business on the continent.

From Salesforce to Air India and Duolingo, many platforms have integrated with ChatGPT. However, we’ve not seen many African platforms doing the same.

OpenAI could be looking to strike partnerships with platforms that could benefit from integrating with its API.

This means securing a spot in Africa as the go-to company for AI needs.

Past visits of other Big Tech companies have always been motivated by profitability, but the real reason for the AI company’s visit to Africa remains a mystery.

Last week the Lagos State Government went to the financial markets to borrow N100bn - the first tranche of a programme intended to raise N1 trillion. This raises some questions. Here is my letter to the Governor.

Dear Mr. Governor,

OPEN LETTER ON COMMENCEMENT OF N1 TRILLION ISSUANCE PROGRAMME FOR BONDS AND OTHER OBLIGATIONS OF LAGOS STATE GOVERNMENT,

Background

Last week, the Lagos State Government commenced implementation of its N1 trillion issuance programme of bonds and other obligations by offering the first tranche of N100bn in fixed rate debt. Subsequent issuances are expected to follow over time.

Under the APC, Lagos State's outstanding debt rose from approximately N235 billion in 2011 to N1.2 trillion in 2021. This is the highest amount owed by any state. By comparison, it was almost 4 times the amount owed by the next highest state (Kaduna) and more than the total owed by the next 4 states combined (Kaduna, Rivers, Ogun and Cross River) in 2021.

Issues of Public concern:

1. Lagos continues to borrow substantially despite rapid growth in Tax Revenues

Assessed by traditional measures that compare the existing level of debts and repayments owed by the State with the Size of the State's economy and the State Government's annual income, Lagos State's overall debt level is, for now, still considered sustainable. However, this debt is rising steadily and almost half of it (measured at official rates) is foreign currency borrowing, which carries additional risks.

Lagos State's internally generated revenue (IGR), also the highest in the Federation, has risen from approximately N15bn in 1999 to approximately N570bn in 2021. The principal source of this IGR is the burden of taxes and levies borne by its residents and businesses that are productive, earning income and paying their taxes.

The All Progressives Congress ("APC"wink Government frequently seeks to take credit for significantly increasing the IGR of the state. Beyond this however, the greater responsibility of Government is to demonstrate the benefits that residents have derived from this ever-increasing tax burden borne by them. This responsibility also extends to Government borrowing because the burden of repaying the Government debt will fall on current and future generations through their taxes.

2. LASG's expenditure and debt is substantial and growing, but lacks effectiveness

Effective governance is measured not by how much in taxes and fees have been levied and collected from the people, or by how much Government spends, but by how much the people's education, healthcare, transportation, housing, security, employment and other components of standard of living have improved, as a result of the expenditures and actions of their Government over time.
This is where, in my view, Lagos falls short. Over the past 24 years, LASG has massively deployed current and future societal wealth and increased its borrowing without substantial overall advancement in human development indices and living standards of the people.

Lagos has consistently remained near the bottom of the scale on independently compiled "quality of life" rankings of major cities of the world. For example, Lagos is in 171 position out of 172 cities ranked in the 2022 Global Liveability Index rankings of the Economist Intelligence Unit (EIU) which assesses cities on measures like infrastructure, education, health, culture and environment, stability etc.

Imperatives

Governments are defined by their commitment to institutions, rules and values as expressed through their actions. Inclusive governments foster growth and broad-based development while extractive governments produce deepening inequality and under-development and impoverish broad sections of society. Not surprisingly, extractive Governments also tend to borrow more. In my opinion, the Government of Lagos State must transition from its existing, extractive model of governance. This means dealing decisively with its self-serving hegemony which some call "godfatherism", the activities of corrupt elements in public office and the civil service, pervasive conflicts of interest and dominant vested interests, all of which have created a wide gulf, over the last quarter-century, between Government's use of the people's resources and what the people of Lagos really need. If we fail to do this, it is certain that our resources will continue to be misdirected, diverted and misused, our future will be mortgaged through ever-expanding Government borrowing, our development over the next generation will remain tragically stunted and poverty will be widespread.

The Anambra State Ministry of Women and Social Welfare has caught another woman who physically assaulted, brutalised and battered a seven-year-old nephew for failing to recite the English alphabet (A,B,C,D…) in the State.

SaharaReporters gathered that the victim, identified as Sunday, was taken to the office of the state women and social welfare commissioner, Ify Obinabo, on Tuesday by some residents of the state who saw him after he was brutalised by his guardian, Mrs Abigail Eguta.

Sunday is said to be the child of a single mother but he lives with Mrs Eguta from Ikwo in Ebonyi State.

Mrs. Eguta, who is pregnant and also nursing a child, is reportedly the biological sister of the mother of the boy.

But sources said she had regularly tortured and maltreated Sunday since she brought him to live with her barely a year ago.

It was also gathered that the boy, whose body is dotted with scars of previous injuries inflicted on him by his guardian, had been out of school for a long time.

When she was questioned by the women and social welfare commissioner as to why she battered the little boy in such a manner, Mrs. Eguta claimed she beat the boy for eating the fish she bought for Sunday meal.

But when she was asked if that was the only time she beat the boy, the 24-year-old woman confessed that she also beat him on Monday for not reciting the English alphabet correctly, adding that it was the main reason she wounded him.

However, Mrs. Eguta claimed she did not intend to inflict injuries on the boy’s eyes or make him blind. She said it was by mistake that the beating affected his eyes.

She said, I am very sorry. I didn't intend to blind him or beat him in the eyes, but I mistakenly did so. Please, forgive me, it is the handiwork of the devil.”

According to her, her husband who is a businessman beat her in return on Sunday when he saw what she did to the boy.

The commissioner decried the rate of child abuse going on in the state, describing Mrs. Eguta’s action as unjustifiable and unacceptable wickedness against another person's child.

She ordered the transfer of the case to the state police command for proper investigation, after which the suspect will be charged.

Meanwhile, the victim has been taken to an undisclosed hospital in Awka, the state capital for treatment.

A Nigerian investigative journalist and activist, David Hundeyin, has mocked Seun Kuti, the embattled singer and the youngest son of afrobeat pioneer Fela Kuti, over his arrest by the Nigeria Police for allegedly physically assaulting a policeman as captured in a viral video.

SaharaReporters had reported that the afrobeat musician was captured in a viral video, allegedly assaulting a policeman on duty, but Seun said that he slapped the police officer because he attempted to kill him and his family members.

Reacting to Seun’s ordeal with the police, David Hundeyin mocked the singer for not supporting the candidate of the Labour Party (LP), Peter Obi, for president in the 2023 presidential elections.

According to Hundeyin, Seun opposed Obi who, according to him, would bring real change to Nigeria and the police force. He wrote on his Twitter handle, “Oh, OK, so Seun Kuti is some kind of martyr now. “But please answer this - why did he vehemently oppose the only plausible electoral option that could result in REAL systemic police change? “Or his big genius solution instead of political change was to go about slapping police?”

Denying that he and Seun were not on the same page as regards activism and advocacy for a better Nigeria, Hundeyin said, “This is why I do not take Aluta people serious. Behind the noise and signaling, it is only hot air that occupies their big empty heads. Bla bla bla fight the power, bla bla bla aluta continua, but your "fight" only boils down to mindless violence against poor people.

“They're really trying to rebrand this igbó-huffing slowpoke with a terminal case of verbal diarrhea as Martin Luther King Jnr.

On Tuesday, Hundeyin posted a mugshot of Seun in handcuffs and mocked him for failing to prevent the police from seizing his wife's phone.

"At least even as I be "small pikin" I was still able to protect my woman. Police did not seize her phone. My children will never see a police mugshot of me in handcuffs on the internet.

Reacting to a picture of Seun in handcuffs, he wrote, "Be like Boko haram suspect when dem catch with suicide belt."

The investigative journalist also seems to have a grouse with Seun Kuti over the musician's position on his Oxford University controversy.

In March, Seun claimed responsibility for the reported termination of Hundeyin's contract with the UK university.

Hundeyin’s contract was reportedly terminated from the university for behaviour considered to be potentially misogynistic and controversial.

Cherwell, a weekly student publication produced majorly by Oxford University students, reported that Onyeka Nwelue, a Nigerian author, and David Hundeyin were sent out of the university after organising a “fraudulent” book premiere for Hundeyin’s book on the school's property.

It was alleged that Hundeyin and Nwelue exploited the university community by asking for the payment of £20 for admission to African Studies Centre activities, said to be typically free.

Lagos police spokesman Benjamin Hundeyin disclosed this in a tweet while responding to criticism on how police are handling the musician’s ongoing case of assault against a policeman.

“We are duty bound to investigate them in line with our mandate of detecting and investigating crimes.

Seun, son of Afrobeat legend, Fela Kuti was seen in a viral video slapping a policeman in Lagos State.

The Inspector General of Police, IGP Alkali Baba Usman, according to a statement from police spokesman, CSP Muyiwa Adejobi thereafter ordered the arrest of the musician.

Kuti on Monday turned himself in at the Lagos State Police command Headquarters, Ikeja accompanied by his lawyer and family representatives.

The 40-year-old musician was subsequently arrested and moved to the State Criminal Investigation Department (CID) in Panti.

On Tuesday, he was arraigned before Magistrate Adeola Olatunbosun of a Magistrate’s Court in the Yaba area of Lagos State.

The Afrobeat singer was, however, granted bail but according to his lawyer, Adeyinka Olumide-Fusika (SAN), he is expected to meet his bail conditions within 48 hours.

She said the scheme had made enormous impact, especially among rural dwellers, which has continued to attract commendation from within and outside the country.

On his part, Director General, National Youth Service Corps (NYSC), Brigadier General Yushau Dogara Ahmed said the HIRD programme was born out of the need to solve health challenges affecting poor people in the rural areas across the country.

He said the programme which was initiated in 2014 was a platform through which corps medical personnel comprising doctors, pharmacists, nurses, and dentists, amongst others, provide free and quality health care for the people, especially the rural poor.

Ahmed reported that so far, over three million Nigerians had benefited from the initiative.

Nigerian Police Ask Court For 21 Days To Detain Seun Kuti, Claim 'Assaulted' Policeman Is In Coma At Undisclosed Hospital

The Nigeria Police Force, Lagos State command has asked the court for a remand order to detain Afrobeat musician, Seun Kuti, for 21 days after it earlier secretly arraigned him at the Yaba Magistrate Court without notifying his lawyers.

SaharaReporters also learnt that the police prosecutors claimed at the Magistrate Court that the assaulted policeman was in a coma, and was receiving treatment at an undisclosed hospital.

Meanwhile, the court is presently on recess as the Chief Magistrate, Mrs Adeola Olatunbosun, said she was “studying the file.”

Speaking with SaharaReporters, a witness at the court said, “The Chief Magistrate Mrs, Adeola Olatunbosun Magistrate Court 1 Yaba took statement from the Nigerian police applying to detain Seun Kuti for 21 days, claiming the policeman he allegedly assaulted is in a coma at an undisclosed hospital.

“However, Kuti’s lawyer, Adeyinka Olumide-Fusika countered that the police already stated publicly that the police officer trailed and went to Seun's house and accepted N12,000 to repair his car. It also emerged that the DCP in Panti had gone to meet the Magistrate earlier before secretly moving Seun to the court without notifying his lawyer.

“They also accused Seun of not writing a statement, but Olumide-Fusika countered that he was there when Seun wrote a statement. The Chief Magistrate decided to go on recess to 'study the file.'”


SaharaReporters earlier reported that the Magistrate Court began sitting by 12pm, but Seun Kuti and his lawyers, who had got wind of the police secret arraignment, were already in court.

“The police have moved Seun Kuti to the Yaba Magistrate Court for arraignment without notifying his lawyers. The magistrate is sitting by 12noon, but Seun and his lawyers are already in court,” a source had revealed.

SaharaReporters earlier reported that Kuti told the police personnel in Yaba, Lagos State that he would not volunteer any statement since the Lagos State Police Public Relations Officer, Mr. Benjamin Hundeyin, had already concluded his investigation and published the same report in the media.

Kuti, speaking through his lawyer, Olumide-Fusika, SAN, in an update on Tuesday morning, noted that he would “at the right time and place” defend himself against Hundeyin’s published “investigative findings.”

SaharaReporters on Monday night reported that the police at the Lagos State Criminal Investigation and Intelligence Department, Panti refused to grant Seun Kuti bail after their futile attempt to trick him into writing a statement that would implicate him in the case of an alleged assault on a police officer.

SaharaReporters had learnt that his lawyer asked the police to grant the musician bail but the request was rejected under the pretext that they were yet to conclude with their investigation.

Seun Kuti, son of Afrobeat legend, Fela Kuti was on Monday arrested and handcuffed following his visit to the state police command.

SaharaReporters earlier reported that the musician kept his word that he would cooperate with the police by turning himself in on Monday to cooperate with the investigation into the allegation that he assaulted a policeman as captured in a viral video.

He was however arrested, handcuffed by the police and moved to SCIID, Panti for interrogation.

SaharaReporters had also reported that the police turned Seun Kuti's visit in company with his lawyer, Olumide-Fusika, into a public spectacle, with hundreds of officers taunting and mocking him as he walked by.
