The US Dollar supply turnover at Wednesday’s official foreign exchange market surged by 51 per cent to $240.72 million as the Naira recorded marginal gains.

FMDQ data showed that FX Turnover increased to $240.72 million on Wednesday from $117.32 million on Tuesday.

The figure represented a $123.4 million FX turnover increase at the close of trade on Wednesday.

The development led to the appreciation of the Naira to N1,542.58 per US dollar on Wednesday from 1,551.24 on Tuesday.

DAILY POST gathered that this is the second time the nation’s currency has appreciated against the US dollar at the official foreign market since last Thursday.

DAILY POST recalls that the turnover of US Dollar supply at Tuesday’s official foreign exchange market surged by 76.61 per cent to $117.32 million as the Naira appreciated.

However, at the parallel market, the Naira dropped N1,860 per US dollar on Wednesday from N1,740.00 on Tuesday.

Meanwhile, at Binance, a P2P market, Naira appreciated N1,608 per US dollar on Wednesday from N1,936 on Tuesday, amid reported access restrictions in Nigeria.

The development came days after operatives of the Economic and Financial Crime Commission, EFCC, raided illegal Bureau De Change operators in Abuja, Lagos, Kano and Oyo states.

DAILY POST recalls that in the past weeks, the Central Bank of Nigeria, CBN, has rolled out several policies to checkmate the continued fluctuations of the Naira in the FX market.

The Lagos State Government has said the Ikeja Computer Village is a residential area, hence the reason for the proposed relocation of the electronic gadgets village to Katangua in Abule-Egba area of the state.

The Special Adviser to the Governor on e-GIS and Urban Development, Dr Olajide Babatunde, disclosed this on Tuesday, during a visit to the electronic gadgets’ centre in Ikeja.

The assessment was conducted by the Lagos State Building Control Agency, in collaboration with law enforcement agencies and other pertinent government bodies responsible for such affairs.

Babatunde said that by law, the Ikeja Computer Village is currently located in a residential area, adding that the plan to relocate the centre to Abule Egba has been delayed due to certain reasons.

He, however, said the issues were being addressed already, declaring that occupants of the residential area within the computer village would soon be relocated and settled in Katangua, Abule Egba

He said, Where the Computer Village is located is, was, and will continue by law to be a residential area, hence we must follow the law. Katangua is the area designated (for such activity) by the Ministry of Physical Planning and Urban Development, particularly the Office of Physical Planning.

We chose Katangua because of the good road network, we are certain that we are not going to be having traffic problems once Katangua is ready to receive the people from Computer Village. The expanse of land is such that when you drive in, the person would get lost because of how huge the place is, it is not something that was not well thought of, it is within the model city plan for the area.


According to Bababtunde, it is incorrect to state that the market is congested, adding that no market springs up without the population around the area.

He added, We are moving the village into a place where their business would thrive while maintaining the status quo, Ikeja Computer Village was a residential area before, it is presently, and I think it will continue to be a residential area., we must ensure that things are being done according to the law, since the law states that it is a residential area, it should remain as such.

“Katangua market will majorly accommodate the traders within the computer village, they would have market stores and outlets, and they would also have secured title to the stores allocated to them so that if they want to take loans from the properties they have within the market, they can use that with any bank. In addition, there would be banking facilities, clinics, schools, crèche, storage facilities, and some housing including hotels where those who come to the place outside of Lagos would be accommodated within the area.”

Speaking on the price outlook, Babatunde asserted the question was difficult to answer at the moment because of the increase prices of building materials.

He stated, “It would be difficult to answer the question presently, I would have spoken on it if it were last year. You know what the price of cement was a few weeks ago, you know what it is today, so I think it is better for the people who would be constructing the facility to drive the cost, but we must control it. In terms of road accessibility, the access is being planned by the government.”

The Special Adviser noted that the relocation was gradual and consultations with market leaders and the development of the katangua site had already commenced.

He disclosed, “We are planning with the people, they are also ready and we will continue to carry them along on the katangua plan.”

It was earlier reported on Saturday that the Lagos State Government was set to relocate the Computer Village from Ikeja to Katangua in the Abule-Egba area, in a bid to re-organise the markets in the state.

A Florida deputy has resigned after mistaking the sound of an acorn falling on his patrol vehicle for a gunshot and shooting at a Black man who was handcuffed inside, per WPTV.

Body camera footage shows Deputy Jesse Hernandez yelling “shots fired” as an acorn fell on the roof of his patrol vehicle on Nov. 12 in Fort Walton Beach. Hernandez fell to the ground and repeatedly shot into the back of the vehicle, which held Marquis Jackson, who was accused of stealing his girlfriend’s car earlier that day.

“I’m hit,” the officer who opened fire can be heard saying in the video.

An internal investigation revealed that “an acorn can be seen striking the top of his vehicle” just before Hernandez shot at Jackson, who wasn’t injured.

Hernandez claimed that he felt an impact on his torso and his legs “weren’t working the way I wanted them to be working.” The officer told investigators he thought he’d been shot, adding that he’s “never been shot before, so I, I don’t know what that’s like.”

The investigation determined that there was no damage to the patrol vehicle before Hernandez “made his decision to use lethal force based on the sound.”

“Deputy Hernandez’s response was not objectively reasonable,” the investigation determined. “The only verifiable outside stimulus was the sound Deputy Hernandez interpreted as a suppressed weapon being fired, and that alone would not justify shooting into the vehicle.”

Hernandez resigned in December amid the investigation.

In a statement, Sheriff Eric Aden said Hernandez was “found to have violated policy,” but “cleared, however, of any criminal wrongdoing.”

The Minister of Power, Adebayo Adelabu, says Nigeria cannot continue to subsidise electricity, adding that the nation must begin to move towards a cost-effective tariff model, as the country is currently indebted to the tune of 1.3 trillion naira to generating companies (GenCos) and 1.3 billion dollars owed gas companies.

Adelabu, addressed a press conference in Abuja on Wednesday, said only 450 billion naira was budgeted for subsidy this year but the ministry needs over 2 trillion naira for subsidy.

He said state governments will now be allowed to generate power independently to supply power to their states.

On the grid that has collapsed for about six times between December 2023 and now, he said this was caused by shortage of gas, ageing machines in the grid value chain, low capacity to evacuate generated power, and destruction of power stations in some parts of the North-East geopolitical zone of the country.

He said the Transmission Company of Nigeria has over 100 abandoned projects due to variations on contract figures as a result of the fluctuations of the forex, hence the company will not award any new contracts till all such projects are completed.

The minister also said over 50 billion naira has been earmarked in the 2024 budget to build mini grids to supply power to remote areas.

He said electricity distribution companies (DisCos) should sit up otherwise anyone found wanting will have his licence withdrawn.

The minister also said he has reached out to the National Security Adviser, Nuhu Ribadu to help provide security for power infrastructure.

He gave the directive in Abuja on Wednesday, November 1, 2023 in reaction to the arrest of 69 suspected internet fraudsters by operatives of the Ibadan Zonal of the Commission in Ile-Ife, Osun State. Already, many of the suspects duly profiled by the Command have been released, while profiling of suspects yet un-released will be completed, without further delay.

The Central Bank of Nigeria (CBN) took its latest step towards stabilising the naira after selling almost $90 million in the spot FX market on Tuesday, its first sale of dollars in the market since September 2023.

Sources familiar with the matter told BusinessDay that the CBN sold the dollars at a rate as low as N1490 per dollar, with more than half of the 34 banks that bidded securing between $2-5 million.

The sale is aimed at improving dollar liquidity in the market and breathing life into one of the world’s worst-performing currencies this year.

“Rather than fix rates, the CBN called banks to bid freely, and that’s good for the market,” a source told BusinessDay.

The CBN had frozen dollar sales at the spot market in order to deal with a foreign exchange demand backlog that was undermining investor confidence in the apex bank’s latest currency reforms.

The apex bank’s intervention in the spot market has been a long time coming. The CBN had said it would intervene in the market from “time to time” as far back as October 12, 2023.

“As market liquidity improves, these CBN interventions will gradually decrease,” the apex bank said in a circular dated October 12.

The latest intervention by the CBN however pales in comparison to the average of $25 million it sold daily in the market last year.

“CBN being back in the market is highly commendable, as its presence will boost trading liquidity,” another source familiar with the matter said.

Analysts, however, say the CBN needs to conduct the sale professionally and consistently in order to reap the full gains of its interventions.

“This is step one; the next step is to establish a pattern for the sales, and then the exchange rate trajectory will begin to change,” one of the sources said.

The naira gained on Tuesday to N1499/$, according to data by FMDQ Securities Exchange, which calculates the rates. That’s up from Monday’s record-low of N1,534.39 per dollar.

The CBN’s intervention in the market is the latest in a long list of moves aimed at boosting liquidity in the FX market and holding the rates in the official and black market from flying apart like they did after the naira was first allowed to trade freely against the dollar last June.

The Abuja-based bank has introduced better transparency around pricing in the official market, asked banks to offload excess dollars and removed the cap on transactions done by International Money Transfer Operators (IMTO)s to lure in diaspora dollars.

The CBN has however been urged not to lose sight of fully clearing the backlog if it wants to fully restore investor confidence in the market. Governor Olayemi Cardoso put the dollars owed by the CBN in forward contracts alone at $2.2 billion in an interview this month.

“Settling the CBN’s overdue dollar obligations will help rebuild confidence in the central bank and the naira,” one investor said.

“Sharing comprehensive information on Nigeria’s reserves position would facilitate a more complete assessment of the external situation,” the investor added.

Nigeria’s external reserves data has been viewed with suspicion since US-based JP Morgan’s shocking revelation that the CBN only holds about 10 percent of what it claims to have in net external reserves. JP Morgan is the Nigerian government’s foreign banker.

The International Monetary Fund (IMF) this week projected that Nigeria’s foreign reserves may see a record fall to $24 billion in 2024.

The CBN denied the JP Morgan report, but its struggle to clear the dollar backlog owed to investors and businesses raises questions about whether it does have the $33 billion in external reserves that it claims.

Joe Ajaero, the President of the Nigeria Labour Congress has said that organised labour may demand up to N1 million as the new minimum wage for Nigerian workers if the rising inflation remains unchecked.

Ajaero said the demand for organised labour would be determined by the cost of living which has skyrocketed since President Bola Tinubu came to power following the removal of fuel subsidy and other policies.

The NLC and the Trade Union Congress (TUC) on Thursday issued a 14-day strike notice to the Nigerian government.

The unions, in a statement, said they were furious over the government’s failure to implement a 16-point agreement signed in October 2023, which aimed to address the “massive suffering” caused by the hike in petrol prices and naira devaluation, policies blamed for the worsening hardship and inflation.

The NLC and TUC issued a stern ultimatum to the government to honour its part of the understanding within 14 days starting from Friday, February 9, 2024.

In an interview with Arise News on Sunday evening, Ajaero said, “This N1 million may be relevant if the value of the Nigerian (naira) continues to depreciate; if the inflation continues unchecked because the demand of labour is equally dependent on what is happening in the society.

“You will remember that by the time we were contemplating N200,000 (as minimum wage), the exchange rate was about N800/N900 (to a dollar). As we talk today, the exchange rate is about N1,400 or even more.


Those are the issues that determine the demand and it is equally affecting the cost of living. And we have always said that our demand will be based on the cost of living index. You will agree with me today that even a bag of rice is going for about N60,000/N70,000 or more. A bag of locally produced corn is about N56,000 or more. Foodstuff is getting out of reach, now are we going to get a minimum wage that will not be enough for transportation even for one week?


“You have to factor in these issues and that will determine the federal government’s commitment to this negotiation. It is not just that they want to give us a minimum wage. The old minimum wage will be expiring by April and ordinarily, the federal government ought to have set up a committee six months before that time so that negotiation would have commenced but the federal government didn’t do that until (recently when) they inaugurated a committee and the committee has not sat.

“It appears we have going to work within one month or two to agree on a figure and I doubt how those ones are going to… especially when you look at the people that the federal government assembled as members of the committee. They looked at some of the governors that are not paying even the existing minimum wage and even they have a minister of budget who didn’t implement his minimum wage as a governor.

“If you have these people in the government team on the issue of minimum wage, some of us have not seen a bright future in the work of this new minimum wage committee,” he said.

The CBN’s recent circular outlines pivotal changes, including the discontinuation of a cap on the spread in interbank foreign exchange transactions and the lifting of restrictions on the sale of interbank proceeds.

“A key objective of the ongoing foreign exchange market reforms by the Central Bank of Nigeria is to promote a market-based price discovery system,” the circular states, marking a shift towards a more liberalized forex regime.

“Under the new guidelines, forex transactions will operate on a “Willing Buyer and Willing Seller” basis, ensuring more flexibility in the exchange rates determined by market forces. The CBN emphasizes the importance of transparency and ethical standards, mandating that “Authorized Dealers are to continue to conduct their foreign exchange transactions…and to strictly adhere to high ethical standards.”

Lifting Caps and Restrictions

The circular explicitly states the removal of any cap on the spread between buying and selling prices in the interbank foreign exchange market.

This move is expected to enhance the liquidity and efficiency of the market by allowing more room for price negotiation.

Furthermore, the lifting of restrictions on the sale of interbank proceeds is anticipated to increase the availability of foreign currency in the market.

Willing Buyer, Willing Seller Basis

The CBN has mandated that authorized dealers conduct their foreign exchange transactions on a “Willing Buyer and Willing Seller” basis.

This directive aims to foster a more transparent, competitive, and efficient market, where exchange rates are determined by the market participants themselves, without fixed rates imposed by the regulator.

In addition to promoting market-based pricing, the CBN’s circular stresses the importance of maintaining high ethical standards and transparency in foreign exchange dealings.
Authorized dealers are expected to adopt appropriate price disclosures and ensure transparency in transactions, which is crucial for building confidence in the new system.

What this means

The move could be interpreted as a step closer to a free-floating Naira, where the currency’s value would be determined by supply and demand dynamics without direct intervention from the central bank.

However, this policy also has the potential to restore foreign investor confidence and attract much-needed foreign investment into Nigeria.

Flutterwave, Africa’s most valuable startup, will contact over 6,000 account holders across 35 banks and financial institutions to recover ₦19 billion (*$24 million) illegally transferred by POS merchants after a High Court ruling on February 1.

In 2023, we discovered that certain POS device merchants abused their access by conducting unauthorized transactions. In response to this, we temporarily suspended the accounts where funds were improperly transferred,” Flutterwave said in a statement to TechCabal. The company insists that no customer funds were lost.

The February order —a Mareva injunction— lets Flutterwave recover the funds and assets of the identified account holders, which is crucial because the account holders may have spent the funds received in October 2023.

“We continue to actively engage with the relevant authorities to investigate and address the situation,” Flutterwave added.

An earlier court order placed debit restrictions on those accounts two months after the incident, court documents obtained by TechCabal show.

Per the most recent order granted on February 1, 2024, 35 financial institutions, including Opay, Paga, Palmpay, Access Bank, VFD Bank, Zenith, Polaris and Providus Bank, must share the email addresses and telephone numbers of the account holders.

Flutterwave will contact the over 6,000 account holders “through their respective email addresses and by SMS and Whatsapp messages to their respective telephone numbers,” per court documents seen by TechCabal.

The fintech company may use a recovery agency for this, a lawyer familiar with similar processes told TechCabal.

A timeline of the incident

“On 10th October 2023, there was a technical glitch in our client’s operating system, which resulted in funds being automatically transferred to the bank accounts of customers listed in Schedule A of this memorandum,” a letter from Flutterwave’s lawyers said.

Immediately after the “technical glitch” was discovered, Flutterwave contacted the bank and fintechs, notifying them of the glitch and the resulting erroneous funds transfers.

“The merchants listed did not provide any service to our client and were not entitled to funds that were erroneously transferred and have continued to keep said funds,” the letter from Flutterwave’s lawyers added.

Flutterwave also offered indemnity to the banks if they reversed the erroneous transfers. Typically, a reversal request would require the receiving bank to also go to court to seek further approval.

Flutterwave incident highlights the importance of KYC

The success of Flutterwave’s recovery efforts will depend on financial institutions like Opay, Palmpay and Moniepoint having accurate customer information. It also relies on banks having up-to-date information on their customers.

However, recent fraud incidents show this may not always be true. Neobanks, in a drive to boost financial inclusion, have popularised easy-to-open accounts with lax KYC requirements, and traditional banks do not necessarily have accurate information either. For instance, customers are not mandated to tell their banks when they change addresses, emails or phone numbers.

These KYC troubles are happening while there’s also a significant rise in fraud attempts in Nigeria’s financial services industry, and traditional banks have placed the blame on the neobanks.

Fidelity Bank, a commercial bank that holds ₦3.1 trillion ($2.1 billion) in customer deposits, blocked transfers to several neobanks over concerns that neobank wallets and accounts were an easy way to move monies that had been fraudulently obtained, TechCabal reported in October.

In December, the Central Bank of Nigeria mandated all financial institutions to implement stricter Know Your Customer (KYC) measures, requiring all customers to provide their bank verification number (BVN) or a national identification number (NIN) for account or wallet opening by March 2024.

The Nursing and Midwifery Council of Nigeria has revealed that Nigerian nurses and midwives must have a minimum of 2 years post-qualification work experience from the date of issuance of permanent practicing licence before their certificates can be verified by foreign nursing boards/councils.

This revelation was made on a circular titled, Revised guidelines for the verification of certificate(s) with the Nursing and Midwifery Council of Nigeria for practice abroad.

The council disclosed that nurses who apply with provisional licenses will outrightly be rejected. It also disclosed that all applicants who seek to relocate must have an active practicing license with a minimum of six months to the expiration date.

The revised guidelines, effective from March 1, 2024, aim to streamline the process and enhance the standards of nursing education and practice in alignment with global best practices.

Key Guidelines and Requirements:

Eligible applicants must possess a minimum of two (2) years of post-qualification experience counted from the date of issuance of their permanent practising license. Applications with provisional licenses will be categorically rejected.

The Council will require a Letter of Good Standing from the Chief Executive Officer of the applicant’s workplace and the last nursing training institution attended.

Responses to these requests should be directed to the Registrar/CEO of the Nursing and Midwifery Council of Nigeria.

Applicants must hold an active practicing license with at least six months remaining before expiration.

Applicants are required to visit the official portal at https://licence.nmen.gov.ng/ to log in and start the verification application process by clicking on the dedicated link.

A non-refundable fee per application must be paid through the portal for verification to Foreign Boards of Nursing. This fee covers the cost of courier services to the applicant’s training institution(s), place of work, and the respective Foreign Board.

During the application process, applicants are instructed to upload Certificates of Registration only; Notification of Registration will not be accepted.

Applicants will receive timely notifications via email and dashboard regarding the status of their verification application.

The verification application process is expected to take a minimum of six (6) months as against the 2 weeks it initially took.

The implementation of these guidelines officially commences on March 1, 2024. The council stated that all pending verification applications before this revision will be processed according to the previous guidelines.

The South West Fulani Chiefs have expressed their deep concern over the tragic killings of Ekiti traditional leaders. They urge immediate action to address these acts of violence.

Reacting to the unfortunate development, Chairman of the South West Council of Fulani Chiefs and Sarkin Fulani of Lagos, Alhaji Mohammed Abubakar Bambado II, said, "It is worrisome to see criminal acts escalate to the point of causing ethnic tensions. We are calling on the government, security, and intelligence agencies to proactively address crime, to prevent it from leading to ethnic and religious conflicts. It's crucial to act decisively against criminality to foster a sense of unity among our people."

Details of these were contained in a statement dated February 8, 2024 and released to the Nigerian Press by the Media Team of Sarkin Fulani of Lagos.

Through this statement, Alhaji Bambado II said, "We also want to address the quick judgment some may have towards other ethnic groups based on media reports of criminal activities. It is important to remember that crime does not belong to any particular group. Just as there have been criminals identified as members from other tribes, it is unfair to single out the Fulani community in cases of crimes in a way that suggests profiling them as if they are good for nothing than criminality. Ethnic profiling is not the solution to our security challenges; it's the responsibility of the authorities to enforce the law impartially.

"We also wish to clarify that the Fulani community, like any other, is committed to the peace, unity and progress of Nigeria despite the challenges we face. We stand against any form of crime, regardless of the perpetrator's ethnic or religious background. Our stance remains firm: If a Fulani individual commits a crime, they should face the consequences as dictated by law.

"The recent accusations and media portrayal of the Fulani community in the wake of crimes in the South West are concerning. We urge everyone to refrain from jumping to conclusions without evidence and to work towards unity rather than division.

"In the light of the recent killings of two Ekiti traditional rulers, we express our condolences and condemn these acts in the strongest terms. We appreciate the efforts of the Ekiti State Police Command in clarifying the situation and preventing further ethnic tensions."

"Let's remember that crime is a societal issue, not tied to any particular group. By working together, respecting the law and avoiding unjust accusations, we can overcome the challenges we face. Let's unite in our efforts to make Nigeria a peaceful and prosperous nation for all," the South West Fulani Chiefs said according to their Chairman and Sarkin Fulani of Lagos, Alhaji Mohammed Abubakar Bambado.

Ondo has done the right thing and I have confidence in Gov Aiyedatiwa. Other governors should take a cue if they are still.owing salaries, pensions and gratuities. Now is the time to pay off and ensure our people have money for survival.
