Director-General of the Progressive Governors’ Forum PGF, Salihu Moh. Lukman has recommended the immediate audit of the national secretariat of the ruling All Progressives Congress APC as a way of strengthening its bureaucracy to contribute to national development. Lukman in a statement on Wednesday hailed how American political institutions rose above the foibles of partisanship and ensured that the United States President, Donald Trump was not allowed to subvert the democratic process. Noting that Nigeria needs to learn from the US and build her institutions, the PGF DG said there is “the need to undertake an audit of what currently exists as the party’s Secretariat, its functions and personnel”. “For instance, how is it structured to provide services to the APC as provided by the constitution of the party? Are there supportive rules provided for the operations of the party bureaucracy? How effective has the application of those rules be? What is required to strengthen the rules guiding the discharge of functions of the Secretariat? “How are the personnel of the Secretariat recruited? Are there standard recruitment guidelines, highlighting qualification requirements? How can the process be strengthened? “The third issue is the question of funding. How is the work of the Secretariat funded? Once funding is not guaranteed, it will affect the quality of personnel and also the proposals and recommendations which they make”, Lukman submitted. According to him, while it is very easy to raise these questions, it is however extremely difficult to get them to the level of actionable consideration by APC leaders. “The fact that as members of APC we can raise these issues present some advantages for the party. As far as PDP is concerned these are issues that are foreclosed. As a party, PDP has over the years lived in complete denial of all its internal organisational challenges. Therefore, the issue of building the PDP as a strong institution is limited to winning elections, as far as PDP leaders and members are concerned. If anything, the lived experiences of PDP confirms that winning elections is not the same as strengthening the party. Even with weaker parties, elections can be won”, he added. He said the starting point should therefore be to strengthen the commitment of political leaders produced by the APC to consider rational political proposals and recommendations as well as their implementation, once decided. “As Nigerians, we must wake up to the reality that there cannot be a strong democracy without strong political parties. Once our political leaders are unable to orient themselves to respect and recognise proposals from the party’s bureaucracy, they will be weak in respecting, recognising or working with proposals from government bureaucracies when elected to office. There is no shortcut to these issues!”, Lukman added. He noted that given the role of political parties in producing political leaders, “once our parties are unable to recognise and respect the value of bureaucracies to guide processes of decision making and implementation within the party, elected leaders that they produce would most likely go into government with a mindset that at best disregard proposals and recommendations from civil service and other government bureaucracies”. “This can only breed administrative authoritarianism, which as argued by Camilla Stivers in the book Bureaucracy, and the Study of Administration, ‘Administrative authoritarianism, officiousness, and arbitrariness are much more serious threats to the rights and liberties of the individual… The real protection of the citizens lies in the development of a high degree of democratic consciousness among the administrative hierarchy.’ “For us to be able to develop the needed democratic consciousness among the hierarchy of our political leaders, we need to focus ourselves on issues that will support the development of strong bureaucracies in our parties. The federal government has disclosed that out of N6.46 trillion spent on recurrent expenditure in 2020, the sum of N3.27 trillion was spent on debt servicing, while the balance of N3.19 trillion was spent on personnel cost, including pensions. The government also revealed that a total of N1.80trillion, about 89 per cent of the provision for capital expenditure, was released for the financing of capital projects under its N10.8trillion 2020 budget. Minister of Finance, Budget and National Planning, Zainab Ahmed, released the figures yesterday during the public presentation and breakdown of the 2021 approved budget in Abuja. A breakdown of the 2021 approved budget showed a total sum of N1,275.81 trillion was budgeted for security affairs. A further review of the figures showed that ministry of defence got the largest chunk of the budget – N 838.56 billion, while ministry of Police affairs got the second largest sum of N 437.25 billion from the appropriation bill that was signed into law by President Buhari in late December. The minister said the security “allocations underscore our commitment to increased investment in national security and human capital development.” Ministry of Works and Housing Has N399.69 billion, while ministry of Finance, Budget and National Planning has N376.36 billion. Ministry of education got the second largest budgetary allocation, with N545.24 billion allocation, while ministry of health got N380.21billion allocation under the 2021 fiscal year. Out of the N1.80 trillion capital expenses, N118.37 billion was released for COVID 19 capital expenditure, the minister said. The federal government will spend N3.32 trillion, which is a 24.5 per cent of the total expenditure, and 12.6 per cent higher than 2020 revised budget on debt servicing under the 2021 budget. 2021 aggregate FGN expenditure (inclusive of government owned enterprises and project-tied loans) is projected to be N13.59 trillion, which is 25.7 per cent higher than revised 2020 Budget. Recurrent (non-debt) spending is estimated to amount to N5.99 trillion. It is 44.1 per cent of total expenditure, and 13.3 per cent higher than 2020 revised estimates (mainly reflecting increases in salaries & pensions). Aggregate capital expenditure of N4.37 trillion is 32.2 per cent of total expenditure; and 62.9 per cent higher than the 2020 revised budget (inclusive of capital component of statutory transfers, GOEs capital & project-tied loans expenditures). The 2021 budget has overall budget deficit of N5.60 trillion, representing 3.93 per cent of GDP. Meanwhile, the minister stated that the budget deficit is to be financed mainly by borrowings: Domestic sources: N2.34 trillion; foreign sources: N2.34 trillion; multi-lateral/bi-lateral loan drawdowns: N709.69 billion; and privatisation proceeds: N205.15 billion. The aggregate revenue available to fund the 2021 budget is projected at N7.99 trillion (36.9 per cent higher than the 2020 projection of N5.84 trillion). To promote fiscal transparency, accountability & comprehensiveness, the budgets of 60 government owned enterprises (GOEs) are integrated in the FGN’s 2021 budget proposal. In aggregate, 30 per cent of projected revenue is to come from oil-related sources while 70 per cent is to be earned from non-oil sources. Crude oil price benchmark was retained at $40 per barrel. World Bank forecasts $44pb average crude oil price in 2021. Zainab also noted that the Finance Act 2020 is to ensure that there is a balance between broader macroeconomic strategies to attract investment, grow the economy, create jobs as well as provide immediate fiscal strategies for accelerated domestic revenue mobilisation, in response to the COVID-19 pandemic and the domestic/global economic downturn. A further look at the 2021 budget shows that N22.08 billion will be paid as balance payment for procurement of 3 X JF -17 Thunder Aircraft, support equipment and spares including targeting Pod for JF–17, complete with aircraft arms & ammunition N9.69 billion. There is also allocation for procurement of 30/32/35 metre hydro survey ship & Landing ship tankN10.44 billion Procurement of 3 X AW109 Helicopters and part payment for procurement of 1 X AW139 Helicopter. Also, N4.4 billion has been earmarked for the completion of Naval War College Nigeria complex and N3.89 billion for upgrade of Nigerian Navy reference hospital in Ojo, Lagos. According to the finance minister, “Revenue generation remains the most critical fiscal issue over the medium term. The Bishop of Umuahia Methodist Diocese, Archbishop Chibuzo Opoko, has told the government that it was not enough to organise an annual remembrance day service for Armed Forces when family members of fallen heroes were abandoned to their fate. The cleric, who threw the challenge on Sunday during a sermon at the Inter-denominational church service for 2021 Armed Forces Remembrance Day held at the Methodist Church, Umuahia, decried the deplorable condition of the families of fallen heroes. His words: “It’s not enough to gather annually and to remember them (fallen heroes) when their entitlements take years to come. “Even those involved in the civil war, whether they fought on the part of Nigeria or Biafra; we know they all sacrificed for the peace of this country.” He urged the government to show empathy to the suffering families of fallen heroes and members of the Nigerian legion who had paid the ultimate sacrifice in service of their fatherland instead of paying lip services to their plights. Opoko lamented the woes of members of the Armed Forces involved in the fight against insurgency in the Northern region, regretting that they are often faced with terrorists who are most often better equipped. ” The Armed Forces face terrorists and criminals sometimes armed with more sophisticated weapons,” he noted. The fiery cleric further challenged communities and public-spirited individuals to contribute and build houses for soldiers in appreciation of their sacrifices. In his speech, Governor Okezie Ikpeazu lamented that the negligence of parents in instilling the right values into their children contribute to the stress of the Armed Forces. He stated that the increase in moral decadence, drug trafficking, kidnapping, banditry and other forms of criminality as a result of the failure of parents in their roles, contributed in overstretching the Armed Forces. The Independent Investigative Panel (IPP) constituted by the National Human Rights Commission (NHRC) on the directive of the Federal Government (FG) to probe rights abuse and other unethical conduct by officials of the Nigeria Police Force (NPF) has put off its planned resumption. The Nation learnt that members of the IIP, which was constituted in the wake of the #EndSARS protests, had observed the Christmas and New Year breaks and were expected to resume sitting on Monday. But, when The Nation got to the panel’s sitting venue on Monday, the door to the hall was locked, without any indication that it would sit. Upon enquiry, it was gathered that members of the panel elected to put on hold its planned resumption, because they have not been paid their allowances. A source close to the panel said members were expected to arrive Abuja at the weekend preparatory to the resumption of the panel’s sitting today, but they were told not to come yet because resources were inadequate. “The panel has nine members, who are from across the country. They come from Lagos, Gombe, Enugu, Port-Harcourt and so on. The panel is expected to seat for six months. It has sat for three months, having commenced sitting since October last year. “The panel has received over 300 petitions and it is still receiving more across the country. It seems Nigerians prefer the panel to those sitting in states. “It (the panel) has a lot to attend to, but it is suffering from inadequate funding. That is why it may not resume sitting anytime soon, until the issue is addressed, “the source said. But, the NHRC gave a different reason why the panel suspended its sitting to “a date to be announced later.” NHRC’s spokeswoman, Mrs. Fatimah Agwai Mohammed said the postponement of the panel’s resumption was to enable it put in place measures in compliance with the Federal Government’s COVID-19 protocols. “It is not true that funding is responsible. We decided to re-adjust the panel’s activities in view of the increasing threat of COVID 19. We don’t want to put our staff, panel members, complainants and their lawyers at risk. “We have decided to suspend proceedings pending when we are able to put in place all the necessary measures to ensure we operate at no health risk to anybody. “We are currently also re-adjusting our cause list to reduce the number of petitions to be taken daily, while also working on the duration of sitting daily,” she said. She however said the commission requires additional funding to enable it put in place all it needs to ensure that everyone is safe before the panel resumes sitting. “Honestly. I do not know exactly when the panel would resume sitting. We want to ensure that all necessary measures are in place. Dangote Industries Limited ended trading on the Nigerian Stock Exchange, Friday, as the biggest loser leaving its owner, Aliko Dangote, with a drop in net worth by $900m. Bloomberg Billionaires Index which ranks the first 500 richest people in the world showed that his wealth fell from $18.4bn on Thursday to $17.5bn on Friday, taking him from 106th to 114th on the list of wealthiest people in the world. According to Bloomberg, “The majority of Dangote’s fortune is derived from his 86 per cent stake in publicly-traded Dangote Cement. Some unknown persons have constructed a bridge worth N20 million in a remote area in Ijebu East Local Government area of Ogun State. The bridge, it was gathered, was built across Oluwo river to link Omo Forest in Area J4 to a village in Ondo State. But, the Ogun state government has ordered the demolition of the N20 million bridge, which it termed as “illegal”. DAILY POST learnt that some illegal loggers, who have been engaging in illegal felling of tree, had tasked themselves to begin the construction of a bridge in the state government forest reserve. On Saturday, the state Commissioner for Forestry, Hon. Tunji Akinosi was said to have led a monitoring team to Laagan village where he saw the 50-metre long bridge. A statement by the Information Officer of the Ministry, Soji Solarin, stated that the Commissioner ordered that the bridge, which is almost completed, be destroyed within two weeks. According to Akinosi, those constructing the bridge were doing so to have easy transportation of stolen state’s forest resources by illegal loggers and taken away to neighbouring states. He disclosed that some unscrupulous elements are behind the illegal bridge, saying it must have gulped about N15 to N20 million.
