The reason why the cultures of each respective tribe is important is because individuals in each in the main will behave differently when presented with power.

That has been evidenced by Nigeria's economic performance, growing under southern leaders in whose cultures there is more of an appreciation of meritocracy and education. Faltering and regressing under North Leadership where ethnic loyalties over education/merit in the main hold sway. That isn't tribalism, review the economic data it is fact.
