My thinking is they should also switch to (intelligence led) guerrilla tactics, have a squads of elite recce units numbering like 100 members.
Their sole purpose would be to ambush, raid and target gang leaders or large gatherings of gang members preferably in the middle of the night where they would have tactical advantage and then leave right away.

400 police officers is to few a number , therefore, guarding buildings, installations and VIPs should be left to Haitians, MSS sole purpose should be going after gangs. Then the elite unit I talked about should only target high ranking gang members... Then there should be a separate team of detectives and intelligence agents who are looking into disrupting smuggling routes of weapons and drugs from US and other countries.

Damn, I had not really been interested in finding out more about Haiti's problem... But after watching this documentary, I just realized the scale of Haiti's problem. It's way bigger than I thought. This problem required a very big multidimensional solution..
Unless there is a plan to rebuild roads, water supply pipelines, garbage collection, training of civil servants, industries that employ thousands, end pilferage and bad governance, ... The root cause of the problem will not be solved.

I think USV (unmanned surface vessels), Coverttes / small missile armed ships and an additional LST.

I don't see any need for Frigates.
I would go for something that compliments the logistics of the land forces maybe 3 additional LSTs ,dedicated Helicopter carrier and plus amphibious Tanks. I think this can make Nigeria play a bigger role in regional security .

They are improving at a rapid pace from what I'm seeing. Also air defences are trained, you don't use s400 for a drone threat. It's a long range defense system. Patriot early days in Saudi Arabia during the Iranian drone attacks also failed. It's the pac3 type patriot missile that was perfected

The things we have been saying all along.... Russia/Soviets are/were never great at war, the only reason why they even won against the Nazis was all thanks to the Allied Forces pounding on the western front and the relentless air bombing on the Nazi infrastructure, otherwise Adolf would have blitzkrieged Stalin to Japan.

I mean, look at their latest offense in the north east of Ukraine, they throw in 3 tanks, a few unlucky drunk dudes on top of APCs and just pray to St Peter for the best (only to be taken out by POV drones)... The only good thing the Russians have going is artillery.
Fighting on multiple fronts is arguably hitlers biggest mistake.

China had previously ran a 3 year hacking campaign targeting Kenyan government agencies including servers exclusively used by the National Intelligence Service( NIS).
