Those living in Abuja are Nigerian citizens therefore does not have special privileges section 299 of the constitution says Fct becomes like a state in a general election. The matters in court and until the court decides otherwise, swearing in tinubu will be swearing in an unconstitutional president. And doing so is opening up the country to all forms of lawlessness as any group or person can rise and declare himself or group president.
