Nobel laureate , Prof. Wole Soyinka, on Saturday , re- echoed the call for restructuring the country as a means of tackling some of the major problems confronting it.

Soyinka stated that there was a consensus among Nigerians that the country must be restructured urgently , saying anybody still asking what restructuring means despite the numerous explanations already provided should be ignored because such persons had chosen to be ignorant deliberately.

The elder statesman spoke at the 2021 Obafemi Awolowo Lecture titled , ‘ Whither Nigeria ?’ organised by the Obafemi Awolowo Foundation.

The event, which was held virtually , had in attendance dignitaries, including a former Secretary - General of Commonwealth , Chief Emeka Anyaoku ; the Emir of Sokoto , Saad Abubakar; Ooni of Ife, Oba Adeyeye Ogunwusi; former Emir of Kano , Muhammadu Sanusi II ; and former Deputy Governor of Central Bank of Nigeria , Obadiah Mailafia , among others .
Awolowo, who died in 1987, would have been 112 years old on Saturday.

Soyinka said , “There is a consensus that this country whether in terms of governance , economic relations , security , educational policy , cultural policy , etc, requires restructuring . Even the word ‘restructuring ’ has been restructured in many directions , in cogent expression which will mean the same thing for everybody .

“For me , for instance , I emphasised decentralisation , reconfiguration… We all know what we have now is not working , it ’s obvious and we can’ t continue along the same line and say that it will work, it is sign of madness .
“I want to make a plea to all governors , stop being so timid . Push this federal envelope as far as it can go , even while we undertake the technical aspect of restructuring whether in terms of dialogue, evolving the constitution or whatever, something has to go on , after all, we’ ve had so many of these confabs .

“My plea is to governors to start with : You are charged with the immediate responsibility of the welfare of your own people in whatever term and if you study the constitution carefully , I have done this with lawyers , and it seems that a lot can be done at this moment .

“You need a season of greater autonomy for your own states and that is what I mean by pushing the federal envelope as far as it can go even with this impossible document that we have to cease what power , what authority you can derive from the constitution .

“ Consult with your lawyers , I have consulted with mine and they also expressed the view that the governors are too timid, there is too much centralised mentality embedded in their minds and they are afraid to come out of their cocoons.

“Please remember that your primary responsibility is not the centre but the people , the state . So , take in your hands any form of authority that you can even from this constitution as it stands while we are working on a more honest, a more people -oriented constitution. ”
Anyaoku also said Nigeria needed a new constitution which would be produced by the people

He said , “There is no section or ethnic group that does not stand to gain from belonging to one country that is the size and resources of Nigeria . Therefore, it is and should be in the common interest of ethnic groups and component parts to sustain and nourish one country .
“The growing level of distrust and divisiveness among ethnic and religious groups are undermining the cohesion and threatening the continued existence of one Nigeria . For how can the leadership of Nigeria continue to ignore this fact?”

The guest lecturer , Odia Ofeimun, and Sanusi , however , clashed over why the North had been educationally backward.

Ofeimun, a poet who was the private secretary to Awolowo, said , “ Every child in the North should go to school . There is an ethnic argument against education . They are using that argument to stop the rest of us from moving forward . ”

Ofeimun had hardly finished speaking when the former Emir of Kano tackled him , saying the problem was not ethnicity but the failure of the government to provide schools, train the teachers and provide everything needed to encourage the children in the North to go to school .

Sanusi said he also believed that the problem was ethnicity until he became the emir and saw the situation differently .
He also argued that the British colonial masters did not want the North to be educated like the South.

A Mobile Court in Benin on Friday convicted 33 people for not wearing face masks, improper disposal of refuse and displaying wares in unauthorised places.

The News Agency of Nigeria (NAN) reports that the Edo government imposed the use of face masks as a strategy to curb the spread of Coronavirus (COVID-19).

The prosecuting counsel, Mr G. O. Odeyibo and A. Ayo, told the court that the 33 accused, who subsequently pleaded guilty, were apprehended within the Benin metropolis.

Presiding Chief Magistrate Rusberth Imafidon convicted the 21 face mask violators and directed them to do community service for three hours daily for two days. He gave them no option of fine.

He also sentenced the six convicts, who did not dispose off their wastes properly at the Oba Market, to do community service of three hours for one day. He also did not give them an option of fine.

Imafidon further sentenced the six other traders, who displayed their wares on a walkway, to community service of three hours per day for three days or pay a fine N3,000 each.

The community service includes clearing drains, picking trash, compulsory community sensitization and grass cutting.

The Chief Magistrate pointed out that doing community service was in tune with non-custodian sentence.

He said correctional officers would oversee the convicts while serving their punishments.

The Christian Association of Nigeria in Kwara State has insisted that it will not allow its pupils to wear hijab, despite the Kwara State Government’s directive that Muslim female pupils in Christian mission schools should wear hijab.

The state government, last week, said it had approved wearing of hijab by Muslim female pupils in Christian mission grant-aided schools in the state.

It also said the 10 Christian mission schools closed down in the wake of the hijab crisis would be reopened on Monday, March 8.

However, the state branch of the Christian Association of Nigeria said it would not agree to the use of hijab in schools established by Christian missions, alleging that they were surprised that the government was trying to make a decision on a matter that was still before the Supreme Court.

CAN said, “The body condemns the use of hijab in Christian missions grant-aided schools as this will cause discrimination in schools and allow terrorists to easily identify our children and [b]wards.”

Two missions, Evangelical Church Winning All and the Kwara Baptist Conference, said they would not allow the wearing of hijab in their respective schools when the schools reopen on Monday.

The leadership of ECWA said it would not welcome the directive in all its schools in the state.[/b]

The Chairman, ECWA Ilorin District Church Council, Rev John Owoeye, who spoke at a press conference in Ilorin on Friday, said ECWA schools were established by Christian missionaries for purposes of reaching communities with the love of Christ and to meet educational needs of the indigenes irrespective of religious affiliations, among other reasons.

The ECWA church leaders, who demanded return of ECWA schools to them, said since 1974 when there was agreement on collaboration between the state government and the proprietor for the school to be grant-aided schools, “the policy has never been total takeover of our schools by the government.”

Owoeye, who said Christians are bona fide citizens of the state, added, “We have equal rights under the provisional constitution of the Federal Republic of Nigeria.”

He argued that the government was aware that Christian Religious Knowledge teachers were not posted to Muslim grant-aided schools and that the gathering of Fellowship of Christian Students was not allowed in Muslim grant-aided schools.

“Similarly, we want the government to be informed that her decision and plan to provide hijab and enforce its use in our Christian mission grant-aided schools will not be tolerated as it is an infringement on our freedom of religion as enshrined in the constitution of Nigeria,”
he said.

Also, the President of Kwara Baptist Conference, Rev Victor Dada, in a separate press conference, said the mission would not allow the use of hijab in its 38 schools across the state, adding that the government was wrongly advised in taking the decision.

Dada argued that the state government took a wrong decision by its blanket approval of wearing of hijab for female pupils in mission schools.

“The state government was wrongly advised to take that decision. The state even acted in contempt of court as the case is still pending before the Supreme Court.

“We want to warn the government that the step it wants to take by approving the use of hijab for all public schools and grant-aided schools in the state will lead to an avalanche of reactions, the end of which no one can predict.

“With this move, the state government is saying the Muslims’ purported rights are superior to those of the Christians.

“What we are saying is that no one, whether the Kwara State Government or even the Federal Government, can force hijab on our children or in our schools. We shall not hesitate to use all legitimate means to protect our heritage. We will defend our faith and protect our property.”


Meanwhile, Muslim stakeholders in the state have urged the state government to stand by the rule of law in taking a final decision on the hijab issue.

In a statement signed by its Chairman, Alhaji Is-haq AbdulKarim; and Secretary, Professor Ibrahim Abikan, the Muslim Stakeholders said the state branch of CAN, which engaged the state government in a legal battle over the issue of ownership of the grant-aided schools since 2013 lost its two cases in Ilorin High Court in 2016 and the Court of Appeal in 2019.

In a related development, Chairman, Kwara State branch of the Nigeria Union of Teachers, Olu Adewara, said the union was not part of the hijab crisis currently going on in the state.

The NUT Chairman, Adewara, told Saturday PUNCH, “The hijab matter is basically an issue between the government, the Muslim parents and the owners of these schools, regardless that such schools are grant-aided by the government. The NUT is not involved because this is not a matter bordering on teachers’ rights.”
