ABUJA - MINISTER of State for Petroleum and Group
Managing Director of Nigeria National Petroleum Corporation,
NNPC, Dr. Emmanuel Ibe Kachikwu yesterday said that the
four refineries in the country will require between $300 million
to $500 million to function effectively.
The minister disclosed this during an interactive meeting with
the joint House of Representatives Committee on Gas
Resources, Petroleum (Downstream and Upstream) and
Local Content chaired by Rep Victor Nwokolo over the
controversy on the recent unbundling of NNPC to 30
companies.
He acknowledged the communication gap between his office
and the National Assembly on the issue of unbundling of the
NNPC, adding that the concerns expressed by members were
legitimate.
Kachukwu said that the "unbundling was used to qualify the
sub-sects" otherwise called 'Divisions', and not companies as
would have been applicable to the actual unbundling of the
Corporation as stipulated in the PIB.
He assured that the restructuring of NNPC will help in
achieving 16 to 18 month self-sufficiency of supply of
Petroleum products as well as the establishment of the
modular type refineries by investors as contained in the
recent advert placed by the Corporation.
He noted that when the 650,000 refinery planned by Dangote
Group comes on-stream by 2020, it would boost domestic
refining capacity, adding that the policy was to drive the oil
marketers to invest in the industry going forward.
The Minister explained that 17 subsidiaries of NNPC had been
identified and that additional four were created, adding that
the administrative restructuring would help in generating
more jobs, profitability and efficiency of various sub-sects of
the Corporation, including gas and power, property, pipeline
and refineries, among others.
Kachukwu noted that 70 per cent of the N350 billion loss
incurred by the Corporation came from PPMC, adding that
plans are underway to adopt Public Private Partnership (PPP)
in the bid to boost the viability of the NNPC subsidiaries Inc!
using shipping company, medical centres.
According to him, the Corporation was on the verge of
finalising arrangement with an American company to
maintain the NNPC medical centres adding that the
negotiation has reached advance stage with the World largest
shipping company, to drive the NNPC shipping company
established over the past eight years without owing a vessel.
He assured that the Corporation has no plan to disengage the
10,000 workers on its payroll but added that the
administrative restructuring will help to put the 3,000
redundant staff in the competency venture.
The lawmakers and the Minister resolved to work
harmoniously towards the timely passage of the Petroleum
Industry Bill (PIB). www.vanguardngr.com/2016/03/nigeria-needs-500m-to-fix-refineries-kachuikwu/ |

MAKURDI— Relations of another missing 14-year-old girl,
Patience Paul, have alleged that the primary six pupil of
Mohammed Zako Model Primary School, Sokoto, may have
been abducted and housed at the palace of the Sultan of
Sokoto.
Father of the girl, Mr. Paul Adaji, an indigene of Ochobo in
Ohimini Local Government Area of Benue State, told
Vanguard on phone that his daughter had been missing since
August 12, 2015.
Adaji, who resides in Sokoto with his family, alleged that
some persons spotted his daughter at the Sultan’s palace.
He said: “We got information that she was in the Sultan’s
palace and the last time we went there, we did not find her.”
When asked how they knew she was at the palace, he said:
“Some people told us that they saw her at the palace. They
also used to camp some of them there, that was why we
went to the palace to see if she has been taken there.
“Even her friend, who used
to be a Christian, was found
there. She was taken there
and they converted her.
“We will still continue to
search for her. We will not
give up; we only want the
world to help us so that our
daughter can be released to
us.”
Brother’s story
Corroborating Mr. Adaji’s
story, his son, Paul Isaac
Adaji, gave an account of
circumstances that led to
the disappearance of his
sister.
He said: “Patience is my
younger sister. We are
based in Sokoto. That is
where the issue occurred.
My dad is in Sokoto but we lost our mother two years ago.
My younger sister was brain-washed from school,
Mohammed Zako Model Primary school, Sokoto. She is a
primary six pupil.
“The fact is that sometime last year, we noticed she started
keeping some funny friends and her attitude started
changing. This is a girl that normally likes attending church
activities.
“We cautioned her but along the line, she changed. Then
again, she started misbehaving. So at that point, my parent
and I decided to move her out of Sokoto and return her to
Benue State so the rumours of children converting does not
happen to us as we do not have anybody to fight for us.
“Unfortunately, what we were scared of later happened to us.
Sometimes we will see her returning from school with a veil
covering her head. When we inquired, she said it was given to
her by her friend in school.
“We cautioned her on several occasions. But we later
arranged with my dad to get her back to Benue.
Unfortunately, she got to know about our plan to send her
back to Benue and obviously informed the people who were
brainwashing her and they eventually abducted her.
“When we could not see her, we started serious investigation
and along the line, discovered that it was one of our
neighbours who actually abducted her.
Hisbah takes over
“We reported the matter to the police. The masterminds of
her abduction were invited by the Police. They made their
confessions that the girl wanted to join their religion, which
was why they abducted her. They said they took her to the
Hisbah (Islamic Police).
“At that point, the Police invited the Hisbah and they came
and gave their own statement. They said they had taken the
girl to the Sultan’s palace. I was hoping that since the police
had stepped in, my sister would come home.
“But that did not happen. I reported the matter at the Police
Headquarters in Sokoto, but it was transferred to our Area
Division. So after the interrogations, the Police said since I
reported the matter at the headquarters, their findings will
also be communicated to the headquarters.
“Two weeks later, I went to the police headquarters here in
Sokoto only for the police to tell us that we should just go and
maintain peace. I became inquisitive and wanted to know
what the police found that prompted that advice.
Bishop Kukah steps in
“It was at that point that I reported the matter to Catholic
Bishop of Sokoto Diocese, Matthew Kukah. He was very
angry with us, saying we ought to have reported the matter to
him earlier.
“He made some calls and promised to step into the matter. I
became restless and worried because the Bishop is a very
busy person. We are urging and pleading with all well-
meaning Nigerians to help us intervene.
“From what we gathered, from last year up to early this year,
she was in the Sultan’s palace, but she has been taken away
from there since last month.
“‘We went there with my other sister to check and they
brought a different person to us. From our investigations, she
is not the only one because the two girls they brought did not
look like real Muslims.”
Meanwhile, calls to Bishop Kukah to find out the veracity of
claims that the matter was reported to him at a point were
not responded to.
Source confirm palace connection
However, a source in Sokoto told Vanguard that the girl was
actually abducted and kept at the Sultan's palace.
The source also noted that the teenager was not the only
person abducted and hidden at the palace, adding that three
other girls were in the palace.
The source said: “What is happening is not new; it is a
common occurrence in Sokoto and Katsina. Christian
teenage girls are often abducted and hidden in such places.
“Patience is not the only victim. Three other girls were found
to have been abducted and kept at the palace. There is an Ibo
girl among the three.”
Reacting to the development yesterday, Sokoto State
Commissioner of Police, Salisu Fagge, said: “It is not true. I
have not received such report from anybody. We relate very
well with the palace and Bishop Kukah and such report has
never come to me.
“If we had got it, we would have taken prompt action. Please
ask the man to see me in the office without delay if what he
is saying is true.” www.vanguardngr.com/2016/03/another-14-yr-old-benue-girl-abducted-in-sokoto/ |

ABUJA- PRESIDENT Muhammadu Buhari has pleaded with religious leaders across the country to pray for him to administer the country effectively. President Buhari also charged religious leaders in the country to do more in supporting the Federal Government’s efforts to transform the nation by enshrining what he termed, the culture of good governance and overcoming the security challenges facing the country. Speaking Sunday in Abuja while speaking at the Eagle Square Abuja, venue of this year’s Jama’atul Izalatil Bid’ah WaIkamatis Sunnah, JIBWIS Annual Convention, President Buhari stressed that religious leaders have a duty to support the government in sustaining the current peace and tranquility being enjoined across the country. The President who spoke through the Minister of the Federal Capital Territory Administration, FCTA, Malam Muhammad Musa Bello commended the Jama’atul Izalatil Bid’ah WaIkamatis Sunnah for uniting the Muslim community through the preaching of Islamic tenets which stress the importance of obedience to constituted authority, good morals and the need for harmonious co-existence, adding that their efforts have greatly enhanced the unity and socio- economic development of the nation. He said, "I urge you to continue to support this administration through prayers so that we can continue to have peace and security and above all pray for Allah’s blessings so that we can have prosperity and good governance. "There is no doubt that what we are witnessing today is something that is very important to us as Muslims and indeed to the community and society at large. We all have a duty to continue to support the leader of this group so that he can continue to do the good things that he has been doing for over thirty years”. The occasion which featured the official launching of the appeal fund for the building of an Islamic Centre by the group in the Guzape District of Abuja, had prominent personalities including former Governors and Ministers in attendance. The President commended the past and present administrations of the FCT for giving priority attention to religious organizations in land allocations for the establishment of worship centres and schools for the proper grooming of the future leaders of this great country. Buhari acknowledged that the establishment of the proposed Islamic centre by the Jama’atul Izalatil Bid’ah WaIkamatis Sunnah in Abuja was an important milestone which requires the support of all, adding that efforts should be made to ensure the completion of the project in order to enhance the educational development of the nation. Earlier in his remark, the National Chairman of the Ulama Council of JIBWIS Sheikh Sani Yahaya Jingir said the proposed Islamic Community Centre will include a Mosque, Islamic School, Conference hall and guest quarters. He called for prayers for the success of the President Muhammdu Buhari led administration and charged Muslim’s all over the country to support the on-going reforms aimed at making life better for the entire citizens of this country. www.vanguardngr.com/2016/02/good-governance-i-need-your-prayers-buhari-tells-religious-leaders/ |

Goodbye to 4G, Welcome 5G-the New Definition of Speed It is not uhuru yet for 5G or fifth generation of wireless technology. 4G is still the trend for now but its funeral is nigh as it will soon go moribund and replaced by 5G. In summary, 5G will leapfrog 4G thus making it irrelevant. This is an inevitable future which quite a handful of technology companies like AT&T, Verizon, and Google among others are presently spending billions of dollars to make it a reality. 5G will become the new definition of internet speed. So what does the arrival of 5G into the tech world truly mean? Innovation village identify 4 incredible ideas. Download movies within 5 seconds 5G will allow movie addicts to download high-definition movies in less than 10 secs. This is super fast when compared to the 8 minutes it takes 4G to perform the same download. You can see the astonishing gap. But, 5G internet will not come cheap as tech companies will have to install new towers and hardware to enable 20 gigabits per second. The 20 gigabits per second will make it possible to download a full-length in less than 5 seconds. A long way to go but like they say it is not rocket science! Connect millions of new devices via networking Speed may be the focus of fifth generation technology but there are other purposes it is meant for. It can connect millions of new gadgets from smartwatches to wearable technology and other Bluetooth devices. All these gadgets will be linked to your mobile phone thus simplifying the syncing process. It can also help in monitoring your devices through the use of sensors embedded in these devices. Interesting! Uber will respond extremely fast to cab request Uber unarguably controls the taxi industry globally. You can request for a Uber cab using their android app. If 4Ginternet is fast for you. It is not fast enough. 5G will ultimately shrink the time in which Uber cabs respond to your cab request. Minutes you can say? But considering the Lagos traffic, it may take a bit of time but the difference will be clear and noticeable. This also goes for driverless cars. The faster the internet speed, the closer we are to driving anonymous cars. Wow!!! No more complaints about internet speed Nigerians lament about the fluctuating internet services they get from telephony companies and other service providers. Your lamentation will soon end as the 5G revelation and revolution will soon take over. You will even be awed by the speed and request Mr. 5G to slow down. But remember, 5G will not come cheap! |

Former Minister for Petroleum Resources, Mrs. Diezani Alison-Madueke, has described the narratives of her former group managing directors, GMDs, Nigerian National Petroleum Corporation, NNPC, with regard to the ongoing legislative probe of the oil swap and OPA deals as fabricated tissues of lies. The embattled former minister’s denial comes as she strongly refuted claims that she approved $24 billion for Renewal of the Crude Oil/Refined Products Exchange Agreement, otherwise called oil swap deals without contracts. From the inception of the deal in 2009, Federal Government was meant to realise about $1.82 million per 60,000 barrels per day, bpd, against the then losses of $1.47 million being recorded by the corporation. It is uncertain if all the proceeds from the deal were remitted to the federation account. During their appearances before the legislators last week, Mr. Austin Oniwon, who was GMD, NNPC, from May 17, 2010 to June 12, 2012, and Mr. Andrew Yakubu, June 12, 2012, to August 2, 2014, said Alison-Madueke had granted them approvals for contracts extension. In a statement meant to set the records straight yesterday, she rejected some newspaper and online reports, which claimed that she granted an “extension” instead of ‘Approval for the Renewal of Contracts’ for the swap arrangements. Alison-Madueke, who is currently undergoing extensive cancer treatment in London, was quoted as describing the latest attack as “fabricated tissues of lies deviously concocted to sustain the escalating evil narratives against her person.” Contracts approvals The embattled former minister, who spoke through her spokesman, Mr. Clem Aguiyi, recalled that she gave the following approvals for renewal of contract: one-year term each for both Messrs Trafigura Beheer BV, and Messrs Societe Ivoirienne de Raffinage (SIR), in August 2010; two- year term in August 2011 for the same companies, and one- year term to NNPC subsidiary, Duke Oil, in January 2011. She added: “Two other approvals were consequently sought by the GMD, NNPC, the first of these on August 29, 2014, seeking to ratify all three aforementioned approvals, which had apparently variously expired during the course of 2013.” She said she approved all three “in view of the criticality of the situation. Expiry of those terms was put at December 31, 2014, following assurances to the minister that the contractual obligations of the parties to NNPC had, in fact, been fully met, despite the regrettable lapse in renewal time.” In her narrative, the lapses in expiration to renewal dates were put at seven months for Duke Oil, 10 for SIR, and 12 months for Trafigura. OPA approvals Furthermore, Alison-Madueke recalled that she had given fresh approvals for Offshore Processing Agreements, OPA, on October 28, 2014, following the recommendation of the then Group Managing Director, GMD, NNPC. The approvals included a new term of two years commencing from January 1, 2015, for Sahara Energy Resources Ltd; Aiteo Energy and Duke Oil. According to her, “NNPC strongly recommended and outlined the benefits of the OPA over the swaps and put forward the case for migration from the OPA and crude exchange (SWAP) contracts to OPAs fully. “NNPC posited that the ‘experienced benefits of the OPA to the Federation’ would be much greater. All approvals were due process-driven and were only given by the Minister, following formal statutory written requests, which contained the technical basis for the renewal and were sent to the Minister by the GMD-NNPC, as is the normal practice. “NNPC had clearly requested for the approval of the Minister for ‘Renewal of the Crude Oil - Refined Products Exchange Agreement’ and ‘Renewal of Offshore Processing Agreement’ on all the various occasions outlined earlier in this press release.” Her spokesman further noted that “whereas, it is the Minister’s responsibility to either give or refuse ‘approval’, it was not within her purview as Minister to draft, initiate or conclude the processes of signing the final contracts. “It is the statutory responsibility of NNPC to ensure that all technical areas are duly covered and all requisite due process parameters are duly implemented.” www.vanguardngr.com/2016/02/24bn-oil-swapopa-deals-they-lied-against-me-diezani/ |
