Kogi State Government said on Sunday it has begun the harvest of rice in commercial quantity at its Ukomi site in Lokoja, according to a statement. The statement made available to newsmen stated that in view of the harvest at the 1,500 hectare farm, all flood plains would soon be converted to a rice farm. It quoted Governor Idris Wada as saying that the harvest had marked the beginning of the end of Nigeria’s dependence on imported rice. “Government would take advantage of the vast land along the rivers Niger and Benue to engage unemployed youths in rice farming. ``The government will soon purchase farming equipment and address issues of land ownership and other challenges facing the project,'' Wada was quoted as saying. According to the governor, the state government, in partnership with some investors, will soon establish rice mills in the state, while branded rice from the farm will in no time flood markets in the country. |
Jalingo An American farmer, Calvin Burgess of Guthrie, Oklahoma, owner of Dominion Rice and Integrated Farms Limited, is set to begin a large scale mechanised rice farming in Taraba State beginning this year's farming season. Calvin, who is an experienced American rice farmer, had last year acquired massive farmland of about 30, 000 hectares to begin mechanised rice farming in the low land part of the state, close to Rivers Benue and Taraba. Permanent Secretary in the Taraba State Ministry of Agriculture, Ifaimu Irimiya Kifasi gave the hint after an inspection tour to the farm located in Gassol Local Government Area of the state to ascertain the level of preparation for full farming activities in the place. He expressed optimism that with the level of preparations he saw at the farm, full farming activities will begin at the farm by this year's farming season, adding, "His intention was to start the farm this January but for the delay in clearing some of his farm equipment at the port," he said. According to him, about nine truck loads of farm machineries have already been brought to the farm while others are still awaiting clearance at the port, saying construction of farm houses are ongoing at the farm preparatory to the commencement of full farming activities, adding that the state and the nation at large stand to benefit maximally once the farm becomes operational. Mr Irimiya pledged the support and commitment of the Taraba State government in ensuring that the large scale rice farming investment becomes a success in the state. He said that the state government has awarded contract for construction of the road stretch leading to the Dominion Rice and Integrated Farms to guarantee easy access to the farm. On his part, the Emir of Gassol, Alhaji Idris Ciroma said the farm will boost the economic activities of the community as well as empower people in the area, promising to meet with the state's acting governor, Alhaji Garba Umar to discuss with him on how to ensure the farm becomes a huge success. He said over 30 visitors have come to the community which has been hitherto relatively unknown as a result of the presence of the farm in the area. It would be recalled that the Federal Government through the Federal Ministry of Agriculture and Rural Development had last year in Abuja, signed a Memorandum of Understanding (MoU) with Taraba State Government and Dominion Rice Integrated Farms Limited on the proposed 30,000 hectares rice project in the State. The Minister of Agriculture and Rural Development, Dr. Akinwunmi Adesina in a release issued Abuja by his Chief Press Secretary (CPS), Mr. Haruna Mathew then said the MoU was a culmination of investment drive in the Agricultural Transformation Agenda (ATA), by directly building on Mr. President's Transformation Agenda. "Adjacent to Taraba River, the rice project will be fully irrigated and capable of producing 2.4 crop cycles per year. This farm, when completed, will require up to 15,000 well trained men and women working daily. Approximately 90 per cent of the land will be operated with contract farmers with the remainder utilised as a corporate farm and for educational training purposes by the lead investor, Dominion Farms," the statement read in part. Approximately 300,000 tonnes of rice will be produced annually for the Nigerian marketplace, which now imports as much as 2 million tonnes of rice annually, thereby offsetting 15 per cent of imports, the release added. Dominion Rice and Integrated Farms is the sister company of Dominion Farms Limited of Kenya, where it is the largest producer of rice in that nation. This is a fully integrated farm which begins with high quality certified seed production, production of crops, all the way through to processing and marketing of the final products including packaged milled rice, cereals, and animal feeds. Speaking at the 2013 Ministerial Platform at the weekend in Abuja, Adesina said dry season rice farming, which is the first of its kind in the history of Nigeria, has added over one million metric tonnes of irrigated rice to the domestic production. He said dry season rice farming supported about 268,000 farmers, as 264,000 hectares of land were cultivated within the season across 10 states in northern Nigeria. “It added over one million metric tonnes of rice to domestic production. It has also injected N77billion into the economy and increased the incomes of farmers by N32 billion in 10 states across the north-west, north-east and north Central geo-political zones. “In terms of job creation, 460,000 jobs were created.” While giving the mid-term report of his ministry and achievements recorded, the minister said Abuja provided massive support for the cultivation of dry season irrigated rice across. He added that farmers in ten leading rice producing States of Kebbi, Sokoto, Zamfara, Katsina, Kano, Jigawa, Bauchi, Gombe, Niger and Kogi, received free 50kg of seeds, two bags of NPK fertilizer and one bag of urea. He noted that farmers were also assisted with water pumps to bring water into their fields, and that the results of the initiative have been groundbreaking. Under the former Nigerian Grains Board (NGRB), there were three (3) Rice Mills in the country. One located at Badeggi and the other two located at Sokoto and Makurdi respectively. Out of the three Mills, Badeggi Rice Processing Company Limited appeared to be the biggest in terms of supportive facilities and it is the only surviving gigantic modern rice mill in the country today. The company, Badeggi Rice Processing Company has an installed capacity for processing 120 metric tons of paddy rice per day on three shifts of 8 hours per shift per day. The Federal Government has provided N30 billion to support university councils in settling the “Earned Allowances” of university workers. The Secretary to the Government of the Federation, Pius Anyim, announced this at a meeting with Pro-Chancellors and Vice Chancellors of Public Universities. Mr. Anyim said the amount would be disbursed to the various university councils, which were in position to know, who was entitled to what and how much, after verification. “From the foregoing, it is obvious that the Federal Government has demonstrated sufficient commitment to the implementation of the 2009 FG/ASUU (Academic Staff Union of Universities) Agreement. “By this, it is clear demonstration of commitment to revitalise the university system, government hereby, urges every staff of the nation’s universities to return to work as all issues are being resolved. “With particular reference to the contentious issue of “Earned Allowance’’, every staff of the universities that is so entitled should verify his claim with his university council and accord get paid. “President Goodluck Jonathan is fully committed to bringing the students back to school and appreciates the patience of parents and students. “Government is making every effort to revitalise the university system,” Mr. Anyim said. He said that the government acknowledged the contributions of the Non-Academic Staff Union (NASU) and Senior Staff Association of Nigerian Universities (SSANU). Mr. Anyim also acknowledged other associations, such as National Association of Nigerian Students (NANS) and other stakeholders. Earlier, the Minister of Education, Ruqayyatu Rufa’I, said that the government was ready to implement all the recommendations, particularly as it relates to revitalisation of the universities. Ms. Rufa’I said that on the issue of funding and revitalisation, the Needs Assessment Committee would address infrastructure decay in universities. “I want to assure you that this will be done in the next few years,” she said. Also, Kimse Okoro, the Chairman, Committee of Pro-Chancellors of Federal Universities, commended the government for its efforts. Mr. Okoro called on chancellors to use the funds judiciously and appealed to ASUU to show some understanding. Adolphus Karibi-Whyte, the Chairman, Committee of Pro-Chancellors of State Universities, said that the institutions would put more efforts to ensure that regulations were followed. Also, Mohammed Hamise, Chairman of the Committee of Vice-Chancellors, commended government for the N30 billion to university councils to defray the arrears of the peculiar allowances which had remained outstanding. “The committee regards this as a positive step which, if replicated over the next two years, would solve the problem of the arrears,’’ he said. ASUU had earlier described the government’s N30 billion offer as insufficient, saying they would not call off their eight-week-old strike unless government implements to the latter the 2009 agreement it had with the union. The Minister of Finance, Ngozi Okonjo-Iweala, had estimated that it would cost the government N92 billion to implement the agreement to the latter as it relates to earned allowance. |

Since the flagging off of the consultative visits on the crisis rocking the Peoples Democratic Party (PDP), the group of five Northern governors involved in the acclaimed peace moves have not hidden their desire to reach out to all stakeholders. The governors: Sule Lamido of Jigawa, Rabiu Musa Kwakwanso of Kano, Aliyu Wamakko of Sokoto, Muazu Babangida Aliyu of Niger and Murtala Nyako of Adamawa, who began their supposed peace initiative by first paying a solidarity visit to Rivers State governor, Chibuike Rotimi Amaechi, in Port Harcourt early July, had continued their shuttle through Abeokuta, Ogun State, where they visited former President Olusegun Obasanjo and Minna, Niger State, where they visited former Military leaders, Generals Ibrahim Babangida and Abdusalami Abubakar. They also visited the Presidential Villa, where they had a meeting with President Goodluck Jonathan. After meeting the President, they were also sighted in Sokoto, where they met with former President Shehu Shagari and returned to Abuja last weekend when they met with Shagari’s deputy in the Second Republic Presidency, Dr. Alex Ekwueme. In view of their endless shuttle diplomacy, the question would arise: what do the group of five Northern governors want? What started as a defiance step against the ruling Peoples Democratic Party (PDP) is fast being coloured as a nationwide consultation aimed at resolving disagreements within the party. The widening coast of the subject of consultation is fast painting the effort as a national assignment though. Investigations have revealed that the governors have had to change their tactics after indications emerged that some security networks were reading their actions in certain ways. The indication emerged after their visit to former military leaders, Generals Babangida and Abdusalami Abubakar. It was gathered that the original idea was to rally support for Amaechi in his perceived war against the Presidency. According to sources, the push of the G5 governors was to ensure that Amaechi was re- integrated into the party or they would join him to destroy it. The governors, who have one personal grouse or the other with the party, believed that Amaechi was fighting their battle when he got caught off and that they had the responsibility to get him out of the mess. It was learnt that the original agenda was to make the Amaechi issue a nationwide problem deserving of urgent national solution. But security reports were said to have faulted the agenda immediately it unfolded. Many stakeholders in the PDP also faulted the attempt to raise a state crisis to national attention because it is happening in the President’s backyard. Besides, other sources queried why the Northern governors were devoting all their attention to finding solutions to the Amaechi problem whereas the issue of insurgency ravaging parts of the North was being glossed over by them. The questions being raised in the security and political circles were said to have informed a change in tactics and the expansion of the focus to a peace effort, aimed at “saving democracy.” But then, how far can the peacemakers go? Sources said that the true answer to this question would lie in the sincerity of their purpose in the first instance. Some sources have queried the emergence of the G5 itself as a group founded on individual instincts and ambitions. For instance, the group comprised only the PDP governors who goaded Amaechi to defy the party’s directive to him not to contest re-election at the Nigerian Governors’ Forum (NGF) election in May. Stakeholders within the party have said that the fact that the other Northern governors who stuck to the agreement of the Northern States Governors’ Forum (NSGF) and the PDP Governors’ Forum (PDPGF) to field governor Jonah Jang of Plataea as consensus candidate for the NGF election are not part of the acclaimed reconciliation effort is a big minus for their effort. For instance, a source queried why the effort of a minority five governors out of 19 Northern governors is being raised to national prominence. According to the source, what would happen if the other 14 governors decided to follow a different path? Investigations revealed that the major hindrance to the peace moves by the G5 lies in their conduct at the NGF election, which sources say left a sour taste in the mouth. A source puts it this way: “The NSGF met at the instance of Governor Aliyu and agreed to field Governor Jang as consensus candidate. We prevailed on the two other candidates, Governor Ibrahim Shema and Isa Yuguda to step down. The document which all the governors signed was presented to the PDP Governors Forum, headed by Akwa-Ibom State governor, Obong Goodwill Akpabio. The PDP governors adopted the choice of the NSGF but when we got to the meeting, our leader at NSGF refused to submit the consensus list. He teamed up with the opposition and that led to the division we have in the NGF today.” The source said that what happened during the NGF election was the height of treachery perpetrated by governors against themselves. He further stated that to worsen the situation, Kano State governor, Rabiu Musa Kwakwanso, came out in the press to describe his colleagues in the NSGF as baby politicians who were taught a lesson. The source quipped: “How do you expect those who have been so deceived by your actions to come together with you and swallow the bitter pill?” Insiders in the party therefore declared that rather than see the efforts of the G5 as aimed at redeeming the PDP from its internal crises, their efforts should be seen as attempts to worm their ways back into reckoning within the party. Indications also emerged last week that the G5 governors may have a long rope to pull as far as their efforts at seeking reconciliation is concerned. It emerged that the Presidency was alarmed at reports in the media after their meeting with President Jonathan. Sources said that the media ascribed things that were not discussed at all to the governors and that none of them denied it. Some sources said that the authorities were able to pinpoint those who gave out wrong information about the meeting of the G5 with the President. For instance, whereas the issue of sack of ministers and some aides of the President did not feature at the meeting of the G5 with President Jonathan, some newspapers went about the following day to trumpet such as the conditions laid down by the G5 for peace in the PDP. It was however confirmed that the meeting with the President featured the governors’ disagreement with the National Chairman of the PDP, Alhaji Bamanga Tukur. The governors were said to have declared that they could no longer work with Tukur and that the President should consider replacing him. The President was however said to have told the governors that since removing the National Chairman would pass through a process, he did not want to subvert that process. Investigations however revealed that the G5 governors appeared to have shot themselves in the foot with their conduct at the NGF meeting in May. Said another source: “With their betrayal of the common agreement on the NGF election, an agreement that was freely entered into, they are saying that even when they enter into agreement with the President or anyone for that matter, the person has to always watch his back. The implication of the NGF election is bound to reverberate on the credibility of these governors for a long time to come.” Thus, besides seeking to rehabilitate Amaechi in the PDP and stabilising their holds of the party at the state levels, the G5 may find it a tough nut to crack if they intend their efforts to resolve the lingering PDP crises at the national level. Said another source: “When they sought audience with the President, the nation’s number one citizen is obliged to listen to them but when taking decisions in the final analysis, the leader has to look at the credibility of the message and the messenger, going by antecedents. And that could go a long way in hampering the results of their consultations.”

Identical twin brothers have appeared in court charged with raping a woman as they cannot be told apart by their DNA. Mohammed and Aftab Asghar were arrested after evidence taken from the scene linked the alleged crime to one or both of them. Prosecutors have charged both siblings as they are unable to tell which one of the two is the suspected sex attacker. Police and the Crown Prosecution Service were continuing their investigation to try to determine whether they should pursue the case against both men. The 22-year-olds were expected to enter pleas when they appeared alongside each other in the dock at Reading Crown Court, Berks. Prosecutor Sandra Beck said: “It is an unusual case. They are identical twins. Ms Beck confirmed a trial date for the pair had already been set for December 2. The twins were granted bail by Recorder Lawrence West QC. In February this year, identical twin brothers were arrested on suspicion of a series of rapes in France. The 24-year-old suspects, named only as Yohan and Elwin, were accused of raping six women aged between 22 and 76 in the coastal city of Marseille.

According to the former NASS member and spokesperson for APC Jigawa State, “I want to inform you that Governor Sule Lamido is not fighting for the north as some of you will want to believe. The so called G5 PDP governors are just looking for relevance. We have not forgotten that the role Lamido played to betray the north in 2011.You see the five governors are on their way out and they are just looking for relevance. If the north is their concern what did they do in 2011.As for Lamido he is just interested in replacing Namadi Sambo as VP in 2015 If Jonathan gives him the green light now, all these agitation will fizzle out“. Some tourists are believed to target young Kenyan boys for sex. The Police in Kenya said Tuesday said they were battling to contain a new trend of commercial gay-sex tourism that targets young boys in the coastal towns of the country, the News Agency of Nigeria reports. The reports monitored from a local radio station, quoted the police as saying the trend had caused the rise in the sale of pampers in the region due to the rising health problems among boys indulging in the act. Malindi sub county Deputy Police Commissioner, Joshua Nkanatha, told Kenya local radio that boys from poor families were being lured into the trade by rich male tourists. The Police official said the situation had lead to an increase in number of cases of HIV/AIDS spread in the area. “A survey we conducted shows that boys engaging in sexual activities with male tourists are buying pampers because they can no longer hold their stool,” Mr. Nkanatha said. Mr. Nkanatha, who spoke during a Public Baraza at HGM primary school, Malindi said male prostitution had become high in Malindi and contributing to increased cases of HIV and AIDS. He urged educated and concerned members of the public to take up the responsibility of enlightening the youth about the health risks of engaging in the vice. Malindi is a resort town on the outskirt of Nairobi, the Kenyan Capital which attracts Tourists from within and outside Africa. (NAN)
