AMID its desperate search for peace, the Peoples Democratic Party (PDP) seems to have remained struck in the mud of trouble. It suddenly put off yesterday a scheduled peace meeting between its leaders and its aggrieved governors. It emerged last night that the refusal of President Goodluck Jonathan to make any commitment on his perceived 2015 ambition and alleged investigation of governors by the Economic and Financial Crimes Commission (EFCC) led to the abrupt postponement of the talks, which should have been a follow-up to the Sunday meeting at the Villa. Besides, a group loyal to the President, Media Network for Transformation (MNT), yesterday asked the Presidency to discontinue talks with the aggrieved PDP governors. In a statement by its Coordinator, Mr. Goodluck Ebelo, MNT said only Nigerians can determine the fate of Jonathan in 2015 and not a group of governors. According to a source in the Presidency, who gave an insight into why the peace talks were shifted, the aggrieved governors were not happy that they could not extract any commitment from the President on their demands that Jonathan should not contest in 2015 and the stoppage of investigation of governors by EFCC. The source said: “The aggrieved governors of the PDP decided to seek a postponement of the peace parley scheduled for Tuesday as a result of President Jonathan’s rejection of the suggestion that the government should put an immediate stop to probe of state governments’ accounts by the Economic and Financial Crimes Commission (EFCC). “Some of the governors expressed disappointment with the way President Jonathan waved aside the request that he should put an end to the probe of governors by the EFCC.” They were also uncomfortable, it was learnt, that the President made no commitment on his 2015 plan. “This is purely a constitutional matter, not subject to the dictate of any individual or group. You cannot ask an individual to forego his right,” the source said. Unable to get any commitment, the governors told the PDP leadership that they needed further consultations before attending the peace parley. The pro-Jonathan group asked the President to be courageous to discontinue negotiations with the aggrieved governors. The group, in a statement by Ebelo said to demand that the President should deny himself what the constitution affords him is intolerable hubris. The statement said: “The Media Network for Transformation has observed with keen interest recent happenings in the ruling Peoples Democratic Party. “Of particular interest is the walkout masterminded by a former Vice President, Alhaji Atiku Abubakar and six governors during the party’s Special National Convention at the Eagle Square on Saturday. “While we appreciate the right of any person, including these feuding politicians, to aspire to any political office in the land, we denounce this glaring conspiracy to make President Goodluck Jonathan a hostage of their individual ambitions. “ We wish to state that the premeditated walk- out at the Eagle Square, last Saturday and the demands of these politicians smack of blackmail. “We, therefore, call on Mr. President to be resolute and resist this weather-beaten gambit, a treachery and mischief, designed to cow him. He should have zero-tolerance to political hostage taking. “It is not news that the key persona in the last Saturday’s display of shame are a group of politicians with smouldering ambition to be President in 2015. Of itself, a legitimate aspiration. But to demand that the President should deny himself what the constitution affords him is intolerable hubris. “We, therefore, call on the President and all leaders of the PDP, loyal and faithful to the party to immediately discontinue the ongoing negotiations with these men with self serving, ill- disguised ambitions.. What becomes of any ambition, including Mr. President’s, is in the hands of Nigerians, not a motley crowd of turncoats. “While we welcome the wish of the feuding politicians to remain in the PDP, we make bold to say that intimidation, treachery and blackmail would not derail the genuine intentions of this President . “It is common knowledge that a leader of this group, once left the party and at the end, neither the PDP nor its presidential candidate (the late Alhaji Umaru Yar’Adua), who defeated him in the 2007 presidential election, felt any pinch from his absence. “We are of the opinion that the performance of the Jonathan administration in the first four years would give the opportunity to the Nigerian people to decide whether or not to give him a second term in office. It does not lie in the mouth champions of sectionalism to hijack that decision from Nigerians “We urge the Nigerian citizenry to be more observant as we move closer to 2015. President Goodluck Jonathan has maintained a dignifying rating in the assessment of most Nigerians despite the unresolved internal wrangling that has engulfed his party, the People's Democratic Party (PDP), as was revealed by an independent poll agent, NOIPolls Limited. The poll indicated that despite the slight decline in the number of Nigerians that has experienced some improvements in the power supply in August, the President’s approval rating continued to soar, particularly in the South-East (76 percent), North Central (70 percent) and South- South (66 percent) regions. These were some of the key findings from the Governance Snap Poll conducted in the week of August 26th 2013. FULL REPORT President's Job Approval Rating Reaches Peak of 57% in August 2013 Abuja, Nigeria. September 3rd, 2013 – Latest monthly governance poll result released by NOIPolls Limited has revealed that almost 6 in 10 (57%) Nigerians approve of President Goodluck Jonathan’s job performance in the month of August 2013. This current score depicts a 4-Point increase in the job approval rating of the President from July (53%) to August (57%)and also marks the highest approval rating the President has scored since January 2013. Furthermore, same as in July, the results indicated that 42% of Nigerians rated the performance of the current administration as average. However, there was a slight decline (2- point) in the proportion of Nigerians (36%) that had experienced some improvements in the power supply in August. Despite this slight decline, the President’s approval rating continued to soar, particularly in the South-East (76%), North Central (70%) and South-South (66%) regions. These were the key findings from the Governance Snap Poll conducted in the week of August 26th 2013. The results presented are the eighth in the monthly series of governance polls conducted by NOI Polls to gauge the opinions and perceptions of Nigerians regarding three crucial elements – the approval rating of the president, the performance of the current administration, and the situation of power supply in the country. Respondents to the poll were asked three specific questions. Firstly, in order to gauge the approval rating of President Goodluck Jonathan over the past 1 month (August) respondents were asked: Do you approve or disapprove of the performance of President Jonathan in the past 1 month?: The result from this question revealed that, overall, almost 6 in 10 Nigerians surveyed (57%: 14%+43%) approve of the President’s job performance over the past month, where 14% strongly approve and 43% approve. These figures clearly depict a 4-point increase in the proportion of Nigerians that approve of the President’s performance from July (53%) to August (57%); and emerged as the best rating so far in eight months. Comparatively, a total of 19% of respondents indicated disapproval of the President’s performance, with 15% indicating they disapprove and 4% strongly disapprove, while, 24% of the respondents remained neutral in rating his performance as they neither approve nor disapprove. Assessing the President’s performance across geo-political zones showed that the South-East zone with 76% (22%+54%) had the highest proportion of respondents that approved of the President’s performance in the past one month up from 72% in July. This is followed by the North-Central zone with 70% (26%+44%) up from 56% in July and the South-South zone with 66% (12%+54%) up from 62% in July. The highest proportion of respondents that disapproved of the President’s performance were from the North-West zone with 31% (28% +3%) down from 40% in July, followed by the North-East zone with 26% (14%+12%) down from 31% in July. The largest number of respondents that were neutral towards the president’s performance was from the South- West zone with 33% up from 26% in July. In addition, more female (60%) than male (54%) respondents approve of the President’s job performance. A general assessment of the president’s rating in an eight months series showed that the approval rating of the President’s performance initially experienced an increase from January (50%) to February (54%), and then experienced a continuous decline from February to April (42%). Afterwards, it increased in May (44%) and was stable in June and has experienced a continuous increase in three months from June (44%) to August (57%); the highest rating so far in 2013. Secondly, in order to measure the performance of the current administration respondents were asked: How would you rate the performance of this current administration in the past 1 month? Overall, the majority (42%) are of the opinion that the current administration has performed averagely. In addition, while a total of 35% indicated they performed well, where 8% said they’ve performed very well and 27% said they’ve performed well; 23% rated their performance as poor, with 4% percent saying they’ve performed very poorly and 19% saying they’ve performed poorly. Furthermore, similar to the President’s approval rating, the 35% positive rating of the administration marks a 7- point increase from the 28% in July 2013. Gauging these results across geo-political zones further revealed that the South-South zone had the highest proportion of respondents (54%) that rated the performance of the current administration as average. In addition, while the South-East zone records the highest number of respondents (49%) that rated the performance of the current administration positively, the North- East (34%) accounted for the highest number of respondents that rated their performance negatively. Again, an assessment of the performance of the current administration in eight months revealed that the job approval rating of the current administration experienced an increase from January (22%) to February (24%) and then declined in two months consecutively till April (16%). From the month of May (21%) it again experienced a continuous increase till August (35%), which represents the highest figures in eight months. Lastly, in order to evaluate the general situation of power in Nigeria within the past month, respondents were asked: How would you describe power in your area in the past 1 month? Findings revealed that overall, 36% (5% +31%) of Nigerians experienced an improvement in the power situation over the past month, where 5% experienced very much improvement and 31% experienced little improvement. In addition, (27%) of the respondents were of the opinion that “it remains bad”, 21% indicated that “there’s no difference at all”, while 16% of the respondents stated that the power situation “is very bad and has gone worse”. Analysis based on geo-political zones showed that, majority of the respondents that experienced an improvement in the power situation in August were from the South-South zone (53%). The North-Central zones with 29% represents the highest number of respondents that say “there’s no difference at all” in the power situation over the past month. In addition, the North-East zone accounted for the highest proportion of respondents (42%) that indicated power supply in their area “remains bad” while the South-West zone (26%) accounted for the most number of respondents that say “it’s very bad has gone worse”. An overview of the power situation in eight months depicts a 2-points decline in the proportion of respondents that experienced improvement in the power situation in their area compared to July’s 38% score. Findings also revealed that January and February recorded the best power ratings with 47% and 44% respectively, while March & April (31% each) recorded the lowest proportion of respondents that experienced an improvement. In conclusion, findings from the current poll have revealed that the President’s performance rating reached its peak in eight months at 57%. This figure depicts a 4-Point increase in the approval rating of the President’s performance from July (53%) to August (57%). Also, 42% of respondents were of the opinion that the administration performed averagely. Interestingly, there was a 2-points decline in the proportion of Nigerians that had experienced improvements in power supply for the month of August (36%) compared to July (38%). However, despite the decline, the President’s job approval rating still soared; suggesting that beyond power supply, the President’s performance on other critical areas of the economy & polity may be responsible for his continued positive ratings. Perhaps media reports around heightened security & reported death of Abubakar Shekau, the strides in railway transportation & commencement of rail haulage from Lagos to Kano, as well as the formal opening of the Akanu Ibiam International Airport & the maiden flight of Ethiopian Airlines, which will serve as a major economic booster, may have endeared respondents; particularly in the South-East region where the President had the highest job approval rating of 76%. Survey Methods The opinion poll was conducted on August 26th to 28th 2013. It involved telephone interviews of a random nationwide sample. 1,004 randomly selected phone-owning Nigerians aged 18 years and above, representing the six geopolitical zones in the country, were interviewed. With a sample of this size, we can say with 95% confidence that the results obtained are statistically precise - within a range of plus or minus 3%. Seven governors of the Peoples Democratic Party (PDP) have walked out of the ongoing special delegates convention of the Peoples Democratic Party (PDP), thereby deepening the crisis in the ruling party. The governors who took what may be a final walk from the troubled party are those of Jigawa, Niger, Sokoto, Rivers, Niger, Adamawa, and Kwara. The governors followed former Vice President Atiku Abubakar, who also walked out, to the Yar'Adua Center in Abuja where they are currently addressing a press conference to detail the reasons for their storming out. Also in the protest walk is a former chairman of the PDP, Abubakar Baraje, and some Senators. WHAT WILL EVER PLEASE THIS GUYS |

The mild drama that took place between Governor Mukhtar Ramalan Yero of Kaduna State and one of his subjects recently when the Governor went in the company of Polio Immunization team to flag off the immunization exercise speaks of the hardline posture of some citizens against the campaign and the exemplary leadership quality which the Governor possesses. A middle aged man, Muhammad Sani Usman Goron Namye who resides at Raba Close, Makarfi Road, Rigasa Kaduna, recently made headlines in a number of national dailies for refusing Governor Mukhtar Ramalan Yero of Kaduna state and his team entry into his homestead to flag off the campaign against poliomyelitis. The gentleman said he had nothing malicious against the person of Yero, or his political position, but he would not allow him in because he (Namye) was not notified prior to the exercise, hence he had every right not to oblige the Governor. Although the Governor was in company of his aids who were already irritated by Sani’s behaviour and would have compelled him to oblige, he appealed to them for calm, and after pleading with Namye to no avail, moved to the next house instead.The dilapidated conditions of the next house was what appealed to the Governor at first, and he immediately pledged to renovate it for the occupant. Goron Namye who is an indigene of Zamfara State, resident in Kaduna State, confessed that since the time of the incidence till the time of filing this report, no one had looked at him maliciously, let alone harming him on account of the previous face-off between him and the Governor despite the fact that he is not an indigene of the State. “I was never harassed by anyone on account of that, and I have been doing my business like every other person,” he said. According to him, this calm and humble attitude exhibited by the Governor shows he is a leader that tolerates his subjects to the core. He therefore urged all political personalities of his calibre to emulate his leadership style, and stop using the powers at their disposal indiscriminately on their subjects. Sani Goron Namye said he did not act so purposely to drag the image of the governor in the mud as some people misconstrued it to be. He however said that he could not comprehend why the matter, why polio alone was earmarked as the disease to be eradicated with a huge chunk of fortunes being spent by the government on tackling it apart from the jingles and advertorials being sponsored in both print and electronic media concerning the disease; whereas a significant portion of people, mostly the low income earners, are going bed-ridden every now and then on account of one curable illness or the other, needing the financial assistance of good spirited persons to foot down their respective medical bills. Sani cited an instance of his, when one of his sons was knocked down by a motorist, shortly before his encounter with governor Ramalan, and they went to a number of public hospitals and the case could not be handled effectively, and they had to go to the 44 Barracks’ hospital of the Nigerian Army where they provided the required medical facilities and services and gave a huge bill that he struggled to pay with tears in his eyes. Peeved by what he termed official criminal negligence in almost every facets of ordinary men and women’s life, as far as health facilities provision is concerned, its officials, regardless of the position they occupy politically, have no rights, whatsoever, to flag off any campaign with his family. “Over my dead body!” he intoned. Over N1 billion has been spent by the Kano State government on Kano/Niger Republic Bilingual College in Niamey, Governor Rabi’u Musa Kwankwaso has said. The money, Kwankwaso said was expended in building students’ hostel, multipurpose hall, kitchen, staff quarters, clinic and wall fencing of the college. Speaking during a farewell ceremony for the first batch of 101 secondary school students to Niger Republic, he said the money was the counterpart fund of the state for the joint project. The state government, according to a statement by the governor’s media aide, Mallam Halilu Dantiye, provided a bus, a pick up van, two sets of uniforms for each of the pioneer 200 students and English teachers. He added that the Nigerien authorities provided land for the project, in addition to running the school. The idea for the establishment of the college, according to Governor Kwankwaso, was to consolidate bilateral relations between the state and the Niger Republic, expose Kano children to French language as well as create unlimited opportunities for them in French and English speaking countries. “With an annual increment of 200 students, 100 from Niger and 100 from Kano, it is our vision that in six years when the college will graduate these very students, they will have a population of 1,400 students”, the governor said. According to him, the govern-ments of Kano and Niger Republic will take full responsibility of the scholarship of the students. Governor of Taraba State, Danbaba Suntai has resumed work. His deputy, Alhaji Garba Umar is no longer acting but deputy governor, a section of the State House of Assembly said on Tuesday. Suntai returned into the country on Sunday after spending 10 months in Germany and United States, treating the injuries he sustained when a plane he piloted crashed near Yola, Adamawa State on October 25, last year. On Monday he transmitted a letter to the legislature, informing them of his readiness to begin work. The House Majority Leader, Hon. Joseph Albasu who briefed reporters at the state Assembly Complex, Jalingo, Tuesday said the House received the governor’s letter and gave him the go ahead to take charge, having fulfilled the provision of the Nigerian Constitution. Albasu is representing Lau constituency in the Assembly. The Speaker, Haruna Tsokwa was not present but Albasu said he was speaking on behalf of every member. With him at the briefing were: Hon. Charles Maijankai (Karim- Lamido constituency), Ishaya Gani (Wukari) and another member representing. The Taraba Assembly also said Suntai was physically and mentally fit to govern. But a section of the House is alleging that the signature appended on the governor’s letter is not Suntai’s. The members, believed to be pro-Umar also said they were stopped from seeing Suntai, “an indication that he is not fit”. But Albasu refuted the allegation, citing mischief. “We saw Governor Suntai in New York and now that he has returned, and judging from the conversation we had with him, the governor is sound to resume work”, Albasu said. Showing the letter to journalists, the Majority Leader said the House has verified that the signature is Suntai’s. Whoever that is denying is only bringing confusion. “The governor could have thump printed the letter, if he wished, provided forensic test shows he is the one.” The Majority Leader said: “Pharm. Danbaba Suntai who is the Executive Governor of Taraba State has transmitted a letter to this very House indicating his intention to resume work and take over the functions of the state as the executive governor. “The letter was caused and addressed to the Taraba State House of Assembly, and I, as the Majority Leader being the Chairman of the business of this Assembly received the letter. “The Clerk of the House acknowledged the letter and handed over to the Speaker of the Taraba State House of Assembly Hon. Haruna Tsokwa. “Governor Suntai has complied with the provisions of the 1999 Constitution of the Federal Republic of Nigeria, in Section 190(2)”. The other group wants Suntai to appear before the House. But the House majority leader yesterday maintained that the Constitution does not compel a governor to appear before the house on the matter in contention. “The governor can even transmit a letter in soft copy via e-mail to the House. But Suntai went a step further to transmit a letter to us in hard copy, so what are those mischief makers talking about? Siberia's education minister says she finds it hard to believe that not a single candidate passed this year’s university admission exam. Nearly 25,000 school-leavers failed the test for admission to the University of Liberia, one of two state-run universities. The results mean there will be no freshers at west Africa’s oldest degree-granting institution, one of two state-run universities in Liberia, when it reopens its doors next month for another academic year. The students lacked enthusiasm and did not have a basic grasp of English, a university official told the BBC. Liberia is recovering from a brutal civil war that ended a decade ago. President Ellen Johnson Sirleaf, a Nobel peace laureate, recently acknowledged that the education system is still in a “in a mess”, and much needed to be done improve it. However, Education Minister Etmonia David- Tarpeh told the BBC Focus on Africa programme that she intended to meet university officials to discuss the issue. “I know there are a lot of weaknesses in the schools but for a whole group of people to take exams and every single one of them to fail, I have my doubts about that,” Ms David- Tarpeh said. “It’s like mass murder.” Ms David-Tarpeh said she knew some of the students and the schools they attended. “These are not just schools that will give people grades. I’d really like to see the results of the students,” she added. University spokesman Momodu Getaweh told BBC Focus on Africa that the university stood by its decision, and it would not be swayed by “emotion”. “In English, the mechanics of the language, they didn’t know anything about it. So the government has to do something,” he said. “The war has ended 10 years ago now. We have to put that behind us and become realistic.” The Voice of America (VOA) reported that the university hired a private consultant to manage and administer this year’s entrance exam. The consultant, James Dorbor Jallah, told the VOA: “There is a perception in our society largely that once you take the University of Liberia admission exam, if you do not pay money to someone, or if you do not have appropriate connections, you would not be placed on the results list.
