Nigeria: NCC Discovers SIM Cards Registered With Pictures of Animals, Flowers 25 July 2013 , Source: Leadership The Nigerian Communication Commission (NCC) on Wednesday said its investigation revealed that SIM cards were registered with pictures of goats, dogs and flowers. Mr Efosa Idehen, NCC's Head of Enforcement, disclosed this to journalists in Ilorin after an unscheduled visit to some telecommunication offices in the state. Idehen, who led the team on the tour, said two agents and a staff of three major telecommunication operators were apprehended for allegedly selling pre-registered SIM to customers. He said two agents of Glo and Airtel as well as a staff of MTN were arrested over selling of pre- registered SIM. The NCC official accused some telecommunication operators in the country of flouting the NCC directive banning sale of pre- registered SIM. "The commission would sanction them for N200, 000 for each pre-registered SIM card alongside criminal charges against them," he said. He also warned telecommunication operators to desist from such actions, saying it was jeopardising the security of the country. He advised residents to be careful when buying new SIM cards, saying they may run foul of the law. |

Gay foreign diplomats can serve in Nigeria- Gbenga Ashiru Posted by Bennie Iferi The Minister of Foreign Affairs, Olugbenga Ashiru has stated that the country will permit the accreditation of foreign diplomats who are in a same-sex marriage, despite its stand on the issue. Ashiru,who made this known in London, said that all ambassadors to Nigeria will be allowed to serve in the country with their spouses “no matter their marriage status.” “Nigeria is not against any country for legalising gay marriage but in our country, given our customs and traditions, as well as religious beliefs, marriage as ordained by God is between a man and a woman,” he said. “But if we have diplomats with same sex spouses posted to Nigeria, we have no choice but to accredit them accordingly because they come from countries where such law is in place,” the minister added. He however, said there was currently no such case in the country. The National Assembly has passed a bill banning same sex marriage in Nigeria, with those found guilty liable to a jail term of between 10 years and 14 years. Health Minister, Pate, Resigns- PREMIUM TIMES July 24, 2013 - 14:18 — siteadmin By Talatu Usman The Minister of State for Health, Muhammed Pate, has resigned from his position. Mr. Pate announced his resignation in a later dated July 22 and sent to President Goodluck Jonathan. Mr. Jonathan has also accepted the resignation which takes effect from Wednesday. In the letter, Mr. Pate said he was resigning to take up the position of Professor in Duke University’s Global Health Institute, in the U.S. He said in this new capacity, he would serve as Senior Adviser to Bill and Melinda Gates Foundation based in Washington DC and also participate in a university-wide Africa initiative. The Bill and Melinda Gates Foundation plays a major role in Nigeria and other African countries in the fight against major disease like Polio. Mr. Pate, who is currently the Chairman of the Presidential Task Force on Polio Eradication, however, said he was willing to restate this position on a part time basis; as well his position as head of the Saving One Million Lives Initiative. The president accepted both recommendations. “As we have discussed, I wish to offer the continuation of my service on part-time basis as chairman of the Presidential Task Force on Polio Eradication and the public-private coalition for Saving One Million Lives Initiative, if you agree, in fulfilment of my previous commitments to see to conclusion of these important national priorities. This may entail an honorary advisory role reporting directly to you progress at least on quarterly basis,” he wrote. President Jonathan’s spokesman, Reuben Abati, while speaking on the resignation, said Mr. Jonathan was highly elated that members of his cabinet were attracting required global attention. Mr. Abati said the president saw Mr. Pate’s appointment as a plus for the administration and the country. He said President Jonathan commended Mr. Pate for his successful performance first as the Chief Executive of the National Primary Health Care Development Agency; and later as a minister. The spokesman recalled that another cabinet member, the Minister of Finance, Ngozi Okonjo-Iweala, was one of those shortlisted for the position of the World Bank’s President last year. “The cabinet is full of very distinguished men and women; people with not only national but also international recognition. “The President congratulated the minister and accepted his offer to continue to serve on a part-time basis as honourary adviser. “It is a positive development that we have people who are recognised globally. 35 senators have no Bills in two years to show for over N13b in earnings Posted by Bunno Esdiake Despite receiving more than N13 billion in salaries, allowances and benefits that clearly positions members of the Nigerian Senate as the world’s best paid lawmakers, at least 35 serving senators have not listed a single Bill in their name since taking office in 2011, an investigation by The Nigerian Telegraph has shown. Between 2011 and June 2013, each senator drew about N 400 million in salaries, allowances, and self-allocated bonuses, according to details of lawmakers’ allowances, as well as listed earnings for federal lawmakers stipulated by the Revenue Mobilisation and Fiscal Commission (RMAFC). For the 35 members, the sum for two years totals N 13.2 billion, and N41 billion for all 109 members. But while a majority of the lawmakers have made fair efforts at delivering in their primary lawmaking duties, sponsoring at least one Bill between June 2011 and June 2013, 35 of them have posted not one. In that duration, 74 senators, an impressive figure relative to past years, sponsored and followed through with a minimum of at least one legislation apiece. A few presented more than a dozen Bills, with the Senate Majority Leader, Victor Ndoma-Egba(PDP, Cross River), sponsoring the highest number, 25. Other Senators, each with a minimum of 10 Bills are Ben Ayade (PDP Cross Rivers state) – 18 Bills; Ita Enang, (PDP Akwa Ibom) – 13 Bills; Dominic Obende, (ACN Edo) – 12 Bills; Smart Adeyemi, (PDP Kogi) – 11 Bills; and Ifeanyi Okowa, (PDP Delta) – 11 Bills. At the bottom of the ranking are two states – Zamfara and Borno – with none of their Senators presenting a single Bill in two years. The figures, provided by the Senate’s Business and Rules committee, which catalogues each member’s legislative activities from Bills, motions to petitions, appear a fresh justification for Nigerians’ perennial concern about how much their representatives at the National Assembly actually deliver to justify their huge annual earnings. Each Senator, according to RMAFC, is entitled to N 8.2 million annually or N683,000 monthly as salaries. This salaries are exclusive of allowances such as estacodes, cars and furniture. But the comprehensive compensation runs far higher into several millions per quarter of a year, as the legislators also approve what they call “running cost” to themselves. For “running cost”, each senator currently draws N 45 million quarterly – about N180 million annually, in addition to the “meagre” salary. Lawmakers, weary of the public’s outrage over their pay, are often quick to cite the few hundreds of thousands monthly as nothing exceptional or deserving of the aggressive attention they receive. But despite the huge pay, quite little has been delivered on legislation since 2011, according to the Business and Rules committee. In all, 342 Bills have been presented to the Senate within the period; many of them, however, are non-member Bills sent either by the executive, for example, budget bills; or forwarded by the House of Representatives for concurrence. Of that number, only 28 bills have been fully passed by the Senate. Again, out of that of number, 20 are executive-sponsored. So, effectively, senators have only delivered fully on eight bills after drawing over N 41 billion in earnings since 2011. The eight bills comprise of two each from Ndoma-Egba, and the deputy Senate President, Ike Ekweremadu, (Enugu State); and one apiece from Chris Anyanwu (Imo State); Paulinus Igwe (Imo State); Uche Chukwumerije (Abia State); and Dahiru Kuta, (Niger State). The Business and Rules Committee chair, Ita Enang, said the apparently low output notwithstanding, the Senate recorded “tremendous achievements” with landmark bills in its first half of two years. Some of the “landmark” Bills are Occupational Safety and Health Bill (Anyanwu); Court of Appeal amendment Bill (Ndoma-Egba); Act Authentication amendment Act (Igwe); Retirement Age of Staff of Polytechnics and Colleges of Education (Chukwumerije), Hyperdec Act amendment Bill (Kuta); Federal High Court Bill (Ekweremadu); Prisons repeal and re-enactment Act (Ndoma-Egba), and State of the Nation Address Bill (Ekweremadu). The two relatively important Bills passed by the Senate and which could be considered landmark – Terrorism and Money Laundering amendment acts – are executive sponsored. The lawmakers argue that besides Bills, the Senate has also delivered on other functions including motions and resolutions on pressing national issues, confirmation of appointments, as well as oversight duties on the other arms of government. NANS President Alleges Threat to Life for Defending ASUU The student leader says armed persons have stormed his home. National President of the National Association of Nigerian Students NANS, Prince Miaphen, has alleged threat to his life for declaring support for university lecturers who have vowed not to resume work until agreements reached with the federal government are met. The Academic Staff Union of Universities will enter the fourth week of its industrial action over unimplemented terms, and meetings with government officials and federal lawmakers have failed to resolve the issues. The students’ body, NANS, last week declared support for ASUU’s decision to resume work only after the government implements the entire agreement both sides reached since 2009. Mr. Miaphen expressed fears for his life on Saturday in a press statement, and said unidentified armed men had stormed his resident in Jos, and catered away his valuables. “Yesterday, the 19th of July 2013 at about 1: pm to 2pm, a white color Jeep entered my house at Wamba Road GRA in Jos, with armed men and catered away almost all my properties worth hundreds of thousands, after searching for me tirelessly to no avail; fortunately for me I had traveled to Ekiti state where am Schooling,” he said. Mr. Miaphen said his aide, who escaped being attacked by the suspected assassins, informed security agents about the incident and police visited the scene of the incident and took inventory of the items remaining in the house. He said he has also informed the State Security Service of the threat to his life. Items removed from his apartment include “two 36 inch flat screen television set, one 16 inch television set, A complete set of home-theater, one 56 inch refrigerator, micro-wave gas cooker and other valuables with an undisclosed sum of money”. Mr. Miaphen said he was not in contention for anything with anyone, and wondered why the attack on his person was coming barely hours after NANS leadership expressed its opinion over the ongoing industrial action by ASUU, and called for the sack of the Minister of education for incompetence. |

After been quiet for the better part of the Goodluck administration Gen Abdussalam suddenly found his voice as he lamented the inability of the Administration to bring the Rivers state crisis under control The former Head of State and mastermind of Nigeria`s fourteen year old democracy cautioned politicians in the state and the country to put their house in order and avoid overheating the polity or risk a coup. Speaking in Minna on Thursday in an interview with members of the Correspondent Chapel of the Nigeria Union of Journalists (NUJ), Niger State chapter, he cautioned that the country’s fledgling democracy would be eventually destroyed should politicians fail to unite despite their differences and avoiding stoking the polity with crisis upon crisis. He particularly decried the political crisis in Rivers State, where supporters and opponents of Governor Rotimi Amaechi have succeeded in grinding the state legislature to a halt. General Abdulsalam ordered the arrest detention and trial of Major Hamza Almustapha who was last week discharged and aquitted by the court of appeal after 14 years in detention . |

Briefing newsmen yesterday in Kaduna, spokesman of the groups, Prof. Ango Abdullahi called on President Goodluck Jonathan to order an immediate cessation of hostilities in Rivers State and stop using the Nigeria Police to settle political disputes. His words: ‘’The fact that we don’t come out in shouting matches and in abusive languages styles and so on sometimes gives the wrong impression that we do not have deep rooted concern for ourselves about 2015. This is not truth. The South South is a tiny enclave of a few people, perhaps not bigger than Kaduna state. ‘’The north is determined and is insistent that the leadership of the country will rotate to it in 2015. And I am making that very clear to you. On behalf of all of us, ACF in front because they have been the oldest group and the Middle Belt Forum and our other groups that have been very active and strong. All of us are likely to have this very tough and common agenda. Not that the north and power blind. We call on President Goodluck Jonathan to order an immediate cessation of hostilities in Rivers State and stop using the Nigeria Police to settle his political disputes. The Police must not be dragged into the internal crisis of the President’s party. The governor and people of River State and indeed, all citizens of Nigeria, deserve the full protection of the law and their rights to live in peace under the state-guaranteed security. “There are ominous signs that the new leadership of the NPC is out to create sensation and plunge Nigeria into avoidable crisis.
