Wars are not planned to kill civilians, but it extremely difficult to win a war in a civilian environment. That was one of the reasons the Russian lost quite a number of their to regiments. And if you are observant, you will notice that those places the Russian soldiers recorded a win suffered great civilian casualties. And if you go on to damn the consequences of the civilian shield they will run around shouting human rights violation up and down.

Not really, there are still many civilian camps scattered all over. I think the Ukrainian soldiers are using the applying the human shield tactics.
