The Peoples Democratic Party, PDP, has accused the ruling All Progressives Congress, APC of plotting to rig the 2023 general elections.

The PDP spokesperson, Debo Ologunagba, made this claim Wednesday at a press conference in Abuja.

The party also accused the presidential candidate of the APC, Asiwaju Bola Tinubu of an alleged plot to derail the polls.

Against this backdrop, the party has asked President Muhammadu Buhari to call Tinubu and his party members to order to ensure a peaceful, free, fair, transparent and credible electoral process.

Recall that Tinubu, had in a closed-door meeting in London earlier this month, told his members that “political power is not going to be served in a restaurant. It is not served a la carte. It is what we are doing; It is being determined; you do it at all cost; fight for it, grab it, snatch it and run with it.”

But Ologunagba said, “In response to this directive, APC leaders and members have now activated plots to derail the electoral process through orchestrated violent attacks in various states of the country aimed to trigger a national security emergency, instil fear and make it appear not conducive to conduct elections in the country.

“Part of the plot is the current attacks on the facilities of the Independent National Electoral Commission INEC, in various parts of the country as witnessed in Ogun, Osun and Imo States where sections critical to the conduct of elections particularly those connected to the collection of Permanent Voters Cards PVCs were targeted and destroyed.”

The PDP spokesperson said, “Our party has been made aware of plans by the APC to orchestrate attacks in other states particularly Kogi and Delta; some states of the South East as well as parts of the North with the view to subverting the electoral process in as many states as possible.

“Intelligence available to our party indicates that the attack on INEC facilities is to prevent newly-registered voters from collecting their PVCs; destroy the PVCs so that they will not be available for collection in INEC offices, and thirdly, destroy INEC equipment and cripple its capacity to conduct elections.

“In addition, the APC has introduced a very disturbing dimension of purchasing PVCs from unsuspecting Nigerians through monetary inducement masquerading as empowerment programmes.

“In any case, our party is not surprised at the resort to violence by Asiwaju Tinubu and the APC; a clear acceptance of electoral defeat which accounts for the APC’s presidential candidate’s decision to boycott the signing of the National Peace Accord by presidential candidates in the 2023 elections.

“Of course, the London meeting where Asiwaju Tinubu directed his party members to unleash violence on Nigerians was a closed-door event which inadvertently leaked to the public. The APC aimed to hit our nation with violence and mislead security agencies to direct their investigation on criminal elements and social restiveness, instead of the real culprit, the APC.”

In his reaction to the claim, the spokesman for Tinubu-Shettima Presidential Campaign Council, Festus Keyamo, called on law enforcement agencies to invite the leaders of the PDP for questioning.

Keyamo stated that the manner Ologunagba and the party concocted the allegations raised at their conference connotes that they know more than they are trying to deceive Nigerians.

Presidential candidate of the Peoples Democratic Party, PDP, Atiku Abubakar has donated a sum of N50million to victims of banditry in Katsina state.

The former vice-president also promised to address security and economy challenges bedevelling the country, if elected in 2023.

Atiku who made this vow at the PDP presidential campaign rally in Katsina on Tuesday.

Following the attacks by bandits, many of the victims of the attack have resorted to take refuge in Internally Displaced Persons (IDPs) camps.

During a courtesy visit to the Emir of Katsina, Dr Abdulmuminu Kabir-Usman at his Palace in Katsina, Atiku sympathized with the people of the state and other states as regards the insecurity and other challenges bedevilling the nation.

He said, “I sympathize with the people of Katsina and other northern states that are facing security and economic challenges.

“I want to assure you that if elected as president of Nigeria, I will end all these challenges.

“On behalf of myself, I donate the sum of N50 million to victims of banditry in the state who have relocated to other places as a result of bandits attacks in their communities,” Atiku stated.

Responding, the Emir said the emirate will only pray and support candidates willing to tackle security challenges facing the state and other parts of the North.

He lauded Atiku for his willingness to tackle the evils of insecurity and poverty in the country if elected president in 2023.

Atiku also visited the mother of late President Umaru Musa Yar’Adua, Hajia Aya Dada Yar’Adua, at her resident in Katsina. Present at the visit was former first lady, Turai Umar Musa Yar’Adua.

The campaign train also paid a courtesy visit to the Emir of Duara, Alhaji Faruk Umar Faruk.

Atiku noted that the PDP is determined to move the country forward and called on Nigerians to come out en-masse to vote for the party’s candidates in 2023 general election.

Speaking further at the Katsina rally, Atiku said PDP has done a lot in developing Katsina hence the need for the people to reciprocate by voting its candidates in 2023.

The PDP National Chairman, Mr Iyorchia Ayu, said Katsina was the second home of Atiku.

According to Ayu, it was high time for those who left the party to come back and move it forward.

Also speaking, the PDP Vice-Presidential candidate and Gov. Ifeanyi Okowa of Delta, said that the party has the ability to take the country out of the challenges bedeviling it.

Okowa said that Nigeria would be better again with people like Atiku as president.

“Security challenge will be a thing of the past if Nigerians electe the party’s presidential candidate during the 2023 poll,” he said.

Speaking in Calabar on Tuesday during a town hall meeting to engage with stakeholders of the party in Cross River State, he told the cheering crowd that he has all it takes to win and rule the country and turn it to a haven of peace and prosperity for all Nigerians.

Apparently referring to his opponents, the APC presidential candidate said: “They have no past, they have no experience, no track record, no integrity so all they do is resort to insults and abuses.

“But they don’t bug me; they know I’m from Tinubu Square. I can wrestle but I can’t wrestle with the pig.

“What is my concern is the development of Nigeria and that is what I will do as President.”

He said Nigerians all have been disappointed one way or the other but the time had come to look beyond and focus on the development of the country, which holds better history for all.

“It is our fault in this country that these past 60 years we have not made progress. But moving Nigeria forward is a task that must be done,” he declared.

He reconciled the party’s governorship candidate in the state, Senator Bassey Otu and his co-contender, Senator John Enoh.

Earlier, Senator Ben Ayade, the governor of the state, said Tinubu has been brought by God at this time of Nigeria’s political history to rescue the country.

He called on him to focus on agriculture and human development to ease the high rate of suffering and hunger in the country.

The Director General of the Labour Party Presidential Campaign, Doyin Okupe has resigned.

His decision is to enable him pursue his corruption case in Court.

He conveyed his decision in a letter to his principal, the Presidential Candidate of the party, Mr. Peter Obi.

Recall that Okupe, on Monday, was found guilty of receiving over N200 million cash from former National Security Adviser (NSA) Sambo Dasuki by Justice Ijeoma Ojukwu of a Federal High Court in Abuja.

Justice Ojukwu held that the action of Okupe, who is the first defendant in the suit filed by the Economic and Financial Crimes Commission (EFCC), violated the Money Laundering Act.

While stating that the Act provides that no individual or organization shall receive any sum above N5 million and N10 million respectively without passing through a financial institution, the judge held that “there is no evidence that the money passed through a financial institution”.

The court consequently held that the first defendant, Dr Okupe was guilty in counts 34, 35, 36, and 59.

Reacting to the judgement earlier through its Media Officer, Diran Onifade, the Labour Party Presidential Campaign Council (PCC), confirmed that Okupe had paid N13m fine handed to him by the court.

He said as the party that respects the rule of law, its officials will obey court judgments promptly.

Onifade, however, said appealing the judgment is a personal decision Okupe and that the PCC cannot influence that.

Meanwhile, there have been speculations that the Labour Party may consider a replacement for Okupe as the Director-General of its 2023 Presidential Campaign Council.

A party source, on Monday, confirmed that talks were ongoing to replace Okupe.

According to report, the decision will be jointly taken by all concerned including Okupe himself.

Although the source declined to mention possible replacements, there are feelers that a former presidential aide, Akin Oshuntokun is tipped as a front runner to replace Okupe.

The Independent National Electoral Commission, INEC, said politicians can not byepass the Bimodal Voter Registration System (BVAS) technology by purchase of Permanent Voters Cards (PVCs).

INEC National Commissioner, Festus Okoye stated this in an interview on Channels Television’s Sunday Politics.

The electoral body described the alleged plans by politicians to manipulate the 2023 general elections as efforts in futility.

He said, “The BVAS will be used for the accreditation and authentication of voters come 2023, and it will reject biometric data of persons who are not original owners of the traded PVCs.

“In terms of any politician, bypassing the BVAS, I want to tell you that that will not happen, that is an impossibility,” he added.

Recall that the Northern Elders Forum (NEF) and the Socio-Economic Rights and Accountability Project (SERAP) had alleged that politicians are buying PVCs from poor voters to manipulate the next elections.

But, Okoye described as “an impossibility”, the plan by the desperate politicians who are already harvesting PVCs to rig the next election.

He insisted that it is an electoral offence to be found with a PVC that doesn’t belong to one, noting that security agencies have the responsibility to go after such individuals and prosecute them.

“Some politicians are very optimistic, they normally plan for the rainy day; they are still thinking that there is a possibility that they can beat the BVAS that we are going to use for voter accreditation and authentication but their exercise will be an exercise in futility.

“Anybody who is purchasing a permanent voters card is just engaging in an exercise in futility. The only thing any person can do is to make sure the voter does not vote on election day but for you to come to the polling unit on election day with voter’s card belonging to someone else, and you attempt to vote with it, that is an impossibility, the BVAS will not capture your fingerprint,” Okoye said.

Removal of polling units from shrine, churches, mosque

The INEC commissioner also said polling units have been removed from shrines, churches, mosques, and homes of powerful politicians to ensure electoral integrity. He tasked voters to support the commission’s efforts through shared responsibility and mandate protection to ensure free and fair elections in 2023.

“We removed polling units from the palaces of traditional rulers, we removed polling units that are near the homes of politicians, we removed polling units that are in shrines, we also removed polling units from places we consider not conducive for electoral business,” he said.

The leader of the pan-Yoruba socio-political organisation, Afenifere, Ayo Adebanjo said he is now good friends with former President Olusegun Obasanjo as a result of their mutual support for the presidential candidate of the Labour Party, Peter Obi.

Adebanjo made this assertion in an interview with PUNCH on Friday, noting that their shared support for Obi has seen them join forces.

Recall that earlier in the week, Obasanjo, Adebanjo, Obi and others paid a condolence visit to the family of the late Minister of Aviation, Mbazulike Amechi, who died at 93 on November 1, 2022.

Speaking during the visit, Obasanjo said, “What I believe and what I believe that Chief Ayo Adebanjo believes is not ethnic, sectional or religious, it is Nigeria and Nigerians. When I go out and people thank me, I say, ‘What are you thanking me for?’ and I tell them, ‘Please, stop thanking me. Why should you be thanking me?’

“I believe in equity, justice and one Nigeria. I have shed my blood for this country. I have gone to prison for this country, so what are you going to frighten or threaten me with? The only thing that my senior brother (pointing to Adebanjo) hasn’t done is that he hasn’t shed his blood, but he has gone to prison. Let us leave it at that.”

Reacting to Obasanjo’s comment, Adebanjo, “You have not shed your blood, you only attempted to, because you are still alive,” a remark that drew laughter from him and the audience. Obasanjo swiftly responded in Pidgin English, saying, “What of the blood I shed at the war front? I can show you where it hit me and nearly touched the wrong place,” as he pointed at and made a veiled reference to his private parts. His response was also greeted by laughter from the audience.

Obasanjo continued, “The problem we have right now is not ethnic, it’s national. For me, the first thing that is important in a leader is character. The problem we have had over the years is that we don’t have leaders who have the right type of character for which they should be entrusted with a leadership role. So, if I put my finger on anything or anybody, it is because comparing one with another, I see that there is merit that would be of benefit.”

Speaking further, Adebanjo said, “What unites us is Nigeria. All the time I disagreed with him (Obasanjo), there was no personal issue. It was on this issue of Nigeria and we agree it should be better. We all agreed that Obi is the man. That is why we are friends. And that was what we made clear to the people of the East. It was the question of Nigeria and we were able to demonstrate the importance of Obi’s victory in the election. Even people who do not agree on things agree on this one.”

The Afenifere leader described the Buhari administration as the “worst” Nigeria has had in the past two decades.

In the video, Titi while condemning APC for failing to fulfil its promises to Nigerians made an apparent gaffe, telling voters to vote the party in the 2023 general election.

Her words: “By the 25th of February, everybody should come, if you have not collected your PVC, go and collect your PVC… we should vote APC; APC promised to do so many things for the country but we can see ourselves now the way we are.”

Reacting to the video, the spokesperson for the APC Presidential Campaign Council, Festus Keyamo spoke in defence of the wife of the PDP presidential flag-bearer.

Keyamo said: “…In all honesty, this is obviously a slip of tongue, but we hold the view that it is unreasonable to make a mountain out of such molehills, especially when you quickly correct yourself!”

The Secretary of the Presidential Campaign Council, (PCC) of the ruling All Progressives Congress (APC), James Faleke, has warned Nigerians to be wary of cyber criminals asking unsuspecting online users to pay the sum of N18, 500 to access the empowerment fund from the PCC.

Faleke, a member of the House of Representatives, representing Ikeja Federal Constituency, issued this warning, in a statement on Thursday.

The campaign Secretary urged Nigerians to ignore messages from Facebook, asking them to pay N18,500 to access the fund.

The lawmaker, who also urged Nigerians to ignore messages from his Facebook account demanding money from people, said his Facebook account was hacked and cybercriminals are using it to demand money from people.

Faleke, who disowned the perpetrators of the crime, said: “I have been inundated with reports from several Nigerians about the activities of some unscrupulous elements who hacked my official Facebook account, to extort unsuspecting Nigerians.

“According to them, these individuals requested that the intending beneficiaries should pay the sum of N18,500 into a designated account.

“One of the individuals behind this fraud is also sending messages to unsuspecting victims using the name of a certain Dr Lukman Johnny with phone number 08147136835, and who is said to be a staff of the Federal Ministry of Agriculture in Abuja,” he said.

Faleke shared a sample of the message which reads; “Dr Lukman Johnny on 08147136835 tell him I directed you. He is the director in charge of the empowerment fund in the Federal Ministry of Agriculture here in Abuja, he will guide you on what to do.”

He said there is no empowerment scheme by the APC campaign council that requires beneficiaries to pay any money.

“I, therefore, wish to put on record that I am not aware of any empowerment fund being allocated or distributed to any individual or group of persons by Asiwaju Ahmed Bola Tinubu, or by myself.

“At no given time did I initiate such a scheme and will not subscribe to any form of dubious activities of fraudsters.

“While I urge Nigerians not to subscribe to the antics of these criminals, I also wish to appeal to all and sundry to track and report the activities of the criminals to relevant security agencies near them and ensure that they are apprehended and prosecuted,” he said.

In a statement issued by his Media Officer, Tunde Rahman, Tinubu hailed the president for his commitment to nation-building and long years of patriotic service to the country.

Tinubu, who described the president as ‘a patriot, selfless and steadfast leader of uncommon zeal,’ noted that Buhari enlisted himself into the service of the country as a teenager, who joined the military immediately after secondary school.

At 80, Tinubu said the president can look back and be proud of his unblemished record of service to the nation throughout his military career as a soldier, platoon commander, General Commanding Officer, military governor, Minister of Petroleum, Head of State, Chairman of Petroleum Trust Fund and as the current leader of the country.

The statement read, “I heartily congratulate my president and my leader, Muhammadu Buhari, on the momentous and remarkable occasion of his 80th birthday.

Osun State Governor, Ademola Adeleke has disclosed that the state is indebted to the tune of N407.32 billion.

The former governor also said that his successor does not understand governance, so is making embarrassing statements in public.

Meanwhile, Adeleke, while addressing council of traditional rulers at their monthly meeting at Ministry of Finance Building, said the state is indebted to the tune of N407.32 billion apart from debt owed local contractors.

Governor Adeleke added that Oyetola should explain how he spent the N18.04 billion he accessed after he lost the July 16 governorship election.

However, Oyetola in a statement by his spokesperson, [b]Ismail Omipidan, insisted that he did not borrow a dime during his four years tenure in office.

He added that Adeleke needs experts to tutor him on workings of government in order to stop embarrassing himself in public.


Adeleke said his administration inherited eight outstanding loan facilities, apart from salaries and pension debts, from Oyetola’s administration with repayment period for the loan facilities ranging from 16 months to about 28 years.

He said: “My good people of Osun state, the total loan stock as of today is N331.32 billion.

“If the N76 billion debt on salaries and pension are added, the state is indebted to the tune of N407.32 billion. The amount owed contractors is yet to be determined.

“The only fund in government coffers, as of Monday 29th November, was for November 2022 salary.

“Otherwise, the state treasury was empty. As your governor, I will ask questions on your behalf. And will demand answers.

“Governor Oyetola must explain how the N331 billion borrowed in the name of Osun State was expended, with no obvious infrastructure development to justify this huge debt.

“Governor Oyetola must explain how the N18 billion Bridge Loan taken after he lost the election on July 16 was expended.

“Governor Oyetola must also explain why Osun state is owing salaries and pension to the tune of N76 billion after collecting a N50 billion Salary Bail Out loan from the Federal Government

Former Governor Adegboyega Oyetola disclosed that he did not borrow a dime during his four years tenure, saying the claim by Adeleke that he borrowed N18.04 billion only exposed his lack of understanding of governance.

Oyetola in a statement by his spokesperson, Ismail Omipidan, insisted that he left in the state coffersN14billion while leaving office.

His words: “I insist for the umpteenth time that my principal never took any loan facility for the four years he used in office.


“The claim by the new governor shows clearly that he lacks understanding of how government is run.

“If you go to my principal’s welfare address, he stated it clearly, that like every other state, we benefitted N3 billion on monthly basis for six months from the Federal Government as budget support.

“This money was given to all the 36 states of the country without requesting. You cannot categorise that as loan.

“So the new governor does not understand the working of government and he should have allowed those that understand the rudiment to explain it to him. So that he won’t be coming to the public to embarrass himself the way he did.

“We also left N14 billion behind. They should tell the people how much they met in the state coffers.”

The United States government said its goal is to provide adequate support for the Independent National Electoral Commission, INEC and ensure a free, fair and credible general elections in 2023.

The Consul General for the U.S Mission in Lagos, Will Stevens, stated this on while speaking at an interactive session marking the US-Africa Leaders Summit 2022 at the American Corner in Lagos on Wednesday.

Stevens also added that the US government has has no preferred candidate for the forthcoming Nigeria’s 2023 general elections.

He said, “What we care about is a free, fair and credible elections in Nigeria. We want to ensure that people have access to voting during elections. We are keen on ensuring that people are comfortable to come out and vote.

“The US government is also committed to providing adequate support for INEC to be able to conduct a peaceful elections that is free of violence,” he added.

THE Independent National Electoral Commission, INEC, yesterday, raised the alarm that some politicians have been buying up Permanent Voter Cards, PVCs, and financially inducing unsuspecting voters to harvest their Voter Identification Numbers ahead of the 2023 general elections.

The revelation by INEC, however, elicited angry reactions from the Peoples Democratic Party, PDP, Labour Party, LP, and regional bodies such as the Pan-Yoruba socio-political organisation, Afenifere, Pan Niger Delta Forum, PANDEF, Ohanaeze Ndigbo and the Middle Belt Forum, MBF.

Raising the alarm during the launch of #YourVoteMatters project by an election observer group, NESSACTION, in Abuja, the National Commissioner overseeing the FCT, Nasarawa, Kaduna and Plateau states, Mohammed Haruna, disclosed that two people were recently convicted for illegal possession of PVCs in Sokoto and Kano states.

The project, supported by the International Foundation for Electoral System, IFES, the United States Agency for International Development, USAID, and the Foreign, Commonwealth and Development Office, FCDO, seeks to assist INEC in increasing the number of PVCs collected ahead of the 2023 general elections as well as the voters mobilised on Election Day.

Speaking, the INEC National Commissioner, said: “We are aware some politicians are more or less buying the PVCs. If you collect the PVC and then you sell it out or allow someone else to have it, you are aiding illegal possession of the PVC which is an offence in our Electoral Act.

“Some of you are aware that only recently, INEC managed to convict two people, who were found guilty of illegal possession of PVCs in Kano and Sokoto. So, I urge people to connect their PVCs, keep it safe, and make sure that on Election Day, you go out there and cast your votes because, of course, without your PVC you cannot vote.”

In her remarks, Executive Director of NESSACTION, Ambassador Eniola Cole, explained that the project slated for implementation in the FCT, Nasarawa, and Plateau states, will provide logistics that will generate incentives in communities with low PVC collection rates.

Cole said: “We implore the general public to take advantage of the timeframe set by INEC for PVC collection at the Commission’s LGA offices nationwide from December 12, 2022 to January 5, 2023, and at the 8809 Registration Areas from January 6-22, 2023 including Saturdays and Sundays.

“The public can, through dedicated channels, inform us of their location to receive support including the PVC collection buses and community outreach activities to be conducted at the local level in each state by our community mobilisation officers.”

A worrisome development — PDP

Reacting to the alarm, the PDP, yesterday, described the development as worrisome and a threat to democracy if found to be true.

National Publicity Secretary of the party, Mr Debo Ologunagba, in a chat with Vanguard, urged President Muhammadu Buhari and the security services to up their game by ensuring that the claim was thoroughly investigated and those found culpable in the ugly trade are apprehended and brought to justice.

Ologunagba said: “The alarm raised by INEC should not be taken lightly because in the last couple of weeks, Nigerians have seen an upsurge in the desperate tactics by the ruling All Progressives Congress, to grab and retain power by all means including the purchase of PVCs from gullible people.

“The party has weaponized poverty which it intends to use to cow Nigerians into doing its bidding.

“You will recall the trending video in which the Presidential candidate of the APC, Asiwaju Bola Tinubu was seen and heard urging his campaign team members to grab, snatch, run away with political power by all means. The authenticity of the video has not been denied.

“Nigerians are also aware that it was the same APC candidate, who refused to sign the Peace Accord.

“The APC and its candidate have also voiced their opposition to the use of BVAS which is an innovation by INEC to improve the quality of our electoral process.

“With all of these tale signs of desperation from the outgoing ruling party, need Nigerians to look any further than the APC?

“As we speak, the APC candidate is yet to tell Nigerians what he intends to do if in the unlikely event he wins.

“The only opportunity which he was given outside the shores of this country, in Chatham House London to be precise, he bungled it by revealing to Nigerians that he intends to unleash a government by proxy.

The memo read, “Further to the launch of the redesigned naira notes by the President, Major General Muhammadu Buhari (retd.), on Wednesday, November 23, 2022, and in line with the cashless policy of the CBN, all deposit money banks and other financial institutions are hereby directed to note and comply with the following:

“1. The maximum cash withdrawal over the counter by individuals and corporate organisations per week shall henceforth be N100,000 and N500,000 respectively. Withdrawals above these limits shall attract processing fees of 5% and 10%, respectively.

“2. Third-party cheques above N50,000 shall not be eligible for payment over the counter, while extant limits of N10,000,000 on clearing cheques still subsist.

“3. The maximum cash withdrawal per week via Automated Teller Machine shall be N100,000 subject to a maximum of N20,000 cash withdrawal per day.

“4. Only denominations of N200 and below shall be loaded into the ATMs.

“5. The maximum cash withdrawal via the point of sale terminal shall be N20,000 daily.

In compelling circumstances, not exceeding once a month, where cash withdrawals above the prescribed limits are required for legitimate purposes, such cash withdrawals shall not exceed N5,000,000.00 and N10,000,000.00 for individuals and corporate organisations, respectively, and shall be subject to the referenced processing fees in (1) above, in addition to enhanced due diligence and further information requirements.
